		<official-title>To amend title 46, United States Code, to authorize the
		  Secretary of Homeland Security or of any other department in which the Coast
		  Guard is operating to enter into agreements with foreign governments or
		  international organizations for the performance of port security assessments on
		  behalf of the Secretary, and for other purposes.</official-title>

		<section id="HF9183FF827944731ACF0D39221B14E32" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Port Security Efficiency
			 Act</short-title></quote>.</text>
		</section><section id="H3BE0467FC5014323878D2524543D51EF"><enum>2.</enum><header>Recognition of
			 port security assessments conducted by other entities</header><text display-inline="no-display-inline">Section 70108 of title 46, United States
			 Code, is amended by adding at the end the following new subsection:</text>
			<quoted-block id="HC6E46D70F44B4F96ACDBF9A06F721541" style="OLC">
				<subsection id="HA6F77A1D31034076B097CFFB1E3F6903"><enum>(f)</enum><header>Recognition of
				assessment conducted by other entities</header>
					<paragraph id="HC0C9933DCA62447BBC3AE16F915EA0CA"><enum>(1)</enum><header>Certification
				and treatment of assessments</header><text display-inline="yes-display-inline">For the purposes of this section and
				section 70109, the Secretary may treat an assessment conducted by a foreign
				government or international organization as an assessment by the Secretary
				required by subsection (a), if the Secretary certifies that the assessment was
				conducted in accordance with subsection (b).</text>
					</paragraph><paragraph id="H7F6C9E2AFA9F48DF9DD71EDA55079EAA"><enum>(2)</enum><header>Authorization to
				enter into agreements</header><text>The Secretary may enter into agreements
				with a foreign government or international organization, under which—</text>
						<subparagraph id="H6256B18C661F4D7692B5530F79F02FD1"><enum>(A)</enum><text>such government or
				organization may, on behalf of the Secretary, conduct an assessment required
				under subsection (a), or share with the Secretary information pertaining to
				such assessments; and</text>
						</subparagraph><subparagraph id="H0F8E66D510DA4278BFC1CD3BADA3D9A1"><enum>(B)</enum><text>the Secretary
				may, on behalf of such foreign government or organization, conduct an
				assessment described in subsection (a), or share with such foreign government
				or organization information pertaining to such assessments.</text>
						</subparagraph></paragraph><paragraph id="H220953393DCB4DA2AE113C4F89DF91D5"><enum>(3)</enum><header>Limitations</header>
						<subparagraph id="H3B32DF0E8C2C4361AAB2C5273A535891"><enum>(A)</enum><text>Nothing in this
				subsection—</text>
							<clause id="H5F07AE39E2A143E7824BE55DA0DDF004"><enum>(i)</enum><text>requires the
				Secretary to recognize an assessment that a foreign government or an
				international organization conducts pursuant to this subsection; or</text>
							</clause><clause id="HE3922546CB5B41E4AF9314ED549667E0"><enum>(ii)</enum><text>limits the
				discretion or ability of the Secretary to conduct an assessment under this
				section.</text>
							</clause></subparagraph><subparagraph id="HED4F71878021420495B90F30AC53C4A3"><enum>(B)</enum><text>The Secretary may
				not delegate the authority of the Secretary under this subsection to any other
				officer of the department in which the Coast Guard is
				operating.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
