			 of federal election laws to certain jurisdictions</header>
			<subsection id="H03F89D8022E04174BBD0C6FD2BA530B1"><enum>(a)</enum><header>Federal Election
			 Campaign Act of 1971</header><text display-inline="yes-display-inline">Section
			 301(12) of the Federal Election Campaign Act of 1971 (2 U.S.C. 431(12)) is
			 amended by striking <quote>or a territory or possession of the United
			 States</quote> and inserting <quote>American Samoa, the Commonwealth of the
			 Northern Mariana Islands, Guam, or the United States Virgin
			 Islands</quote>.</text>
			</subsection><subsection id="H4AAF9592B7A949A88521A926C7C919AB"><enum>(b)</enum><header>Criminal
			 penalties</header>
				<paragraph id="HECF39EF55DC148B7A6C34FE3059B3AB8"><enum>(1)</enum><header>Intimidation of
			 voters</header><text display-inline="yes-display-inline">Section 594 of title
			 18, United States Code, is amended by striking <quote>Delegate from the
			 District of Columbia, or Resident Commissioner,</quote> and inserting <quote>or
			 Delegate or Resident Commissioner to the Congress</quote>.</text>
				</paragraph><paragraph id="H6D24E9D6AFC54012B1049D6F50FB2C08"><enum>(2)</enum><header>Interference by
			 government employees</header><text display-inline="yes-display-inline">Section
			 595 of title 18, United States Code, is amended by striking <quote>Delegate
			 from the District of Columbia, or Resident Commissioner,</quote> and inserting
			 <quote>or Delegate or Resident Commissioner to the Congress</quote>.</text>
				</paragraph><paragraph id="H443B7C80F7904FF582B6842ED440F48D"><enum>(3)</enum><header>Voting by
			 aliens</header><text display-inline="yes-display-inline">Section 611(a) of
			 title 18, United States Code, is amended by striking <quote>Delegate from the
			 District of Columbia, or Resident Commissioner,</quote> and inserting <quote>or
			 Delegate or Resident Commissioner to the Congress</quote>.</text>
				</paragraph></subsection><subsection id="H8C461FCD69884633903C8B7F0BAD8E3F"><enum>(c)</enum><header>Voting Rights
			 Act of 1965</header><text>Section 11 of the Voting Rights Act of 1965 (42
			 U.S.C. 1973i) is amended by striking <quote>Delegate from the District of
			 Columbia, Guam, or the Virgin Islands, or Resident Commissioner of the
			 Commonwealth of Puerto Rico</quote> each place it appears in subsections (c)
			 and (e)(2) and inserting <quote>or Delegate or Resident Commissioner to the
			 Congress</quote>.</text>
