		<section id="HB4FEAC695387473CBAEEC22CED140BCD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>John H. Chafee Blackstone River Valley
			 National Historical Park Establishment Act</short-title></quote>.</text>
		</section><section id="H59D992E8DE294A02A10DE17C44D5180C"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to establish the
			 John H. Chafee Blackstone River Valley National Historical Park—</text>
			<paragraph id="H5618677F20C64E539071FD784EFD71D4"><enum>(1)</enum><text>to help preserve,
			 protect, and interpret the nationally significant resources in the Blackstone
			 River Valley that exemplify the industrial heritage of the John H. Chafee
			 Blackstone River Valley National Heritage Corridor for the benefit and
			 inspiration of future generations;</text>
			</paragraph><paragraph id="HE1BDC34DE46A4A9187D21F4DA7851D3E"><enum>(2)</enum><text display-inline="yes-display-inline">to support the preservation, protection,
			 and interpretation of the urban, rural, and agricultural landscape features
			 (including the Blackstone River and Canal) of the region that provide an
			 overarching context for the industrial heritage of the National Heritage
			 Corridor;</text>
			</paragraph><paragraph id="HF8991DE5F59B4296ADD2C29715B99EB1"><enum>(3)</enum><text>to educate the
			 public about—</text>
				<subparagraph id="HB4FFE65BCA0147C78A34B146A2E64CE8"><enum>(A)</enum><text>the industrial
			 history of the National Heritage Corridor; and</text>
				</subparagraph><subparagraph id="H61483458BA50412AB033C5DB16096933"><enum>(B)</enum><text>the significance
			 of the National Heritage Corridor to the past and present; and</text>
				</subparagraph></paragraph><paragraph id="HFDB244CA3C6946588107EA63AE264524"><enum>(4)</enum><text>to support and
			 enhance the network of partners who will continue to engage in the protection,
			 improvement, management, and operation of key resources and facilities
			 throughout the National Heritage Corridor.</text>
			</paragraph></section><section id="H856EE6A88C124325AE90A23C9FD42E43"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HA1D722D7F9AF4A398232C3A639B97CB9"><enum>(1)</enum><header>Map</header><text>The
			 term <term>map</term> means the map entitled <quote>John H. Chafee Blackstone
			 River Valley National Historical Park</quote>, numbered NEFA962/111015 and
			 dated October, 2011.</text>
			</paragraph><paragraph id="H291D1BC971A84AF8B640A999551C7796"><enum>(2)</enum><header>National
			 heritage corridor</header><text>The term <term>National Heritage
			 Corridor</term> means the John H. Chafee Blackstone River Valley National
			 Heritage Corridor.</text>
			</paragraph><paragraph id="HE84DCE86E51F4BE5A36EB0C08E648CD4"><enum>(3)</enum><header>Park</header><text>The
			 term <term>Park</term> means the John H. Chafee Blackstone River Valley
			 National Historical Park established under section 4.</text>
			</paragraph><paragraph id="HF4CE96A721F946A994AE1CDDE581AF4F"><enum>(4)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior, acting through
			 the Director of the National Park Service.</text>
			</paragraph><paragraph id="H43971BDD439D4CD5AA1949D5DA5A2921"><enum>(5)</enum><header>State</header><text>The
			 term <term>State</term> means each of the States of Massachusetts and Rhode
			 Island.</text>
			</paragraph></section><section id="HBF40F1BA18494343B5B6A5637FF1C065"><enum>4.</enum><header>Establishment of
			 John H. Chafee Blackstone River Valley National Historical Park</header>
			<subsection id="H0FD4785159664B2AB7BBE7476B3A0CC4"><enum>(a)</enum><header>Establishment</header><text>There
			 is established in the States a unit of the National Park System, to be known as
			 the <quote>John H. Chafee Blackstone River Valley National Historical
			 Park</quote>.</text>
			</subsection><subsection id="H0482C0212B2546B3A765B1526EE735BC"><enum>(b)</enum><header>Boundaries</header><text>The
			 Park shall be comprised of the following sites and districts, as generally
			 depicted on the map:</text>
				<paragraph id="HB9DCB6CBFC4D4EBB9F8323C7B9B29709"><enum>(1)</enum><text>Old Slater Mill
			 National Historic Landmark District.</text>
				</paragraph><paragraph id="HF70CE12F3A914DBB85B0BC589A892253"><enum>(2)</enum><text>Slatersville
			 Historic District.</text>
				</paragraph><paragraph id="HCD1EFB2D6174418191E3E6BF61CAE647"><enum>(3)</enum><text>Ashton Historic
			 District.</text>
				</paragraph><paragraph id="H33BDC0C2F2D14BEDB3F460C77AF4DD26"><enum>(4)</enum><text>Whitinsville
			 Historic District.</text>
				</paragraph><paragraph id="H89FC1EB9BC5547E0B8C81A33E292A2DD"><enum>(5)</enum><text>Hopedale Village
			 Historic District.</text>
				</paragraph><paragraph id="HD92ED728013F48EBBD814D59291EDDB0"><enum>(6)</enum><text>Blackstone River
			 and the tributaries of Blackstone River.</text>
				</paragraph><paragraph id="H655BBAAB9510411A9E3AA0E23529891B"><enum>(7)</enum><text>Blackstone
			 Canal.</text>
				</paragraph></subsection><subsection id="HAE70DBE035CD4136870DCE6A2841A16B"><enum>(c)</enum><header>Availability of
			 map</header><text>The map shall be available for public inspection in the
			 appropriate offices of the National Park Service.</text>
			</subsection><subsection id="HC4B3FDCABDB648B6A1DB91FFE5160B24"><enum>(d)</enum><header>Acquisition of
			 land</header><text>The Secretary may acquire land or interests in land within
			 the boundaries of the Park by—</text>
				<paragraph id="H8FD6234FF05E46F9A2676251CB86E0FF"><enum>(1)</enum><text>donation;</text>
				</paragraph><paragraph id="HBAA057F0E3A74EB7A188B549968B315B"><enum>(2)</enum><text>purchase with
			 donated or appropriated funds; or</text>
				</paragraph><paragraph id="HFC31AA46D1704F96B19DC8F01855E5F1"><enum>(3)</enum><text>exchange.</text>
				</paragraph></subsection><subsection id="H815B8DCD55ED46A0B17117B7FF27F5B6"><enum>(e)</enum><header>Administration</header>
				<paragraph id="H3FA00E7F9409424A8D02B94BE1772A06"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall administer the Park in accordance
			 with—</text>
					<subparagraph id="H02A19F8F4F464A6A91C173F6CE800208"><enum>(A)</enum><text>this Act;</text>
					</subparagraph><subparagraph id="H4AA6D100CB5243AB8C460DD048B21C7A"><enum>(B)</enum><text>the laws generally
			 applicable to units of the National Park System, including—</text>
						<clause id="H60F0C0CD87484BA5A758913AF8D11F08"><enum>(i)</enum><text>the
			 National Park Service Organic Act (16 U.S.C. 1 et seq.); and</text>
						</clause><clause id="HDF8A2AEE975B4F2CBD5F84EEC61FD878"><enum>(ii)</enum><text>the
			 Act of August 21, 1935 (16 U.S.C. 461 et seq.); and</text>
						</clause></subparagraph><subparagraph id="HECC77DF0E2BE46DF8C6AE0594E39737D"><enum>(C)</enum><text>any cooperative
			 agreements entered into under subsection (f).</text>
					</subparagraph></paragraph><paragraph id="HFEA64357736A404AAB1792125C8267CE"><enum>(2)</enum><header>General
			 management plan</header>
					<subparagraph id="H5D783993A5D14F998410868A06186E54"><enum>(A)</enum><header>In
			 general</header><text>Not later than 3 years after the date on which funds are
			 made available to carry out this Act, the Secretary shall prepare a general
			 management plan for the Park—</text>
						<clause id="H51D7588486E747B6B75A1E44CF3B1669"><enum>(i)</enum><text>in
			 consultation with the States; and</text>
						</clause><clause id="H43B88F1158D743729F30AC9C419D6833"><enum>(ii)</enum><text>in
			 accordance with—</text>
							<subclause id="H08ACB06FC77747468B4B09A2D8A68753"><enum>(I)</enum><text>any cooperative
			 agreements entered into under subsection (f); and</text>
							</subclause><subclause id="H64996FC0BE9D408795BC353CB2A7211C"><enum>(II)</enum><text>section 12(b) of
			 the National Park System General Authorities Act (16 U.S.C. 1a–7(b)).</text>
							</subclause></clause></subparagraph><subparagraph id="HD03FCDC5D0594C73902E9A95518D9E39"><enum>(B)</enum><header>Requirements</header><text>To
			 the maximum extent practicable, the plan prepared under subparagraph (A) shall
			 consider ways to use pre-existing and/or planned facilities and recreational
			 opportunities in the National Heritage Corridor, including—</text>
						<clause id="H583CE34820FD452FB60F422C7C33E865"><enum>(i)</enum><text>the
			 Blackstone Valley Visitor Center, Pawtucket, RI;</text>
						</clause><clause id="H3CAAF8A784734305BAC0A21E195E80CD"><enum>(ii)</enum><text>Captain Wilbur
			 Kelly House, Blackstone River State Park, Lincoln, RI;</text>
						</clause><clause id="H5F228852B8BB4757A9EF39209B28B99F"><enum>(iii)</enum><text>the Museum of
			 Work and Culture, Woonsocket, RI;</text>
						</clause><clause id="HCB7E7124A79342629C0C99413EB1C593"><enum>(iv)</enum><text>River Bend
			 Farm/Blackstone River and Canal Heritage State Park, Uxbridge, MA; and</text>
						</clause><clause id="HFDC665F568804151A3439FE14DF3B9BC"><enum>(v)</enum><text>Worcester
			 Blackstone Visitors Center, located at the former Washburn-Moen wire factory,
			 Worcester, MA.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H960920F879524A35A00EC7DC63EFE8E6"><enum>(f)</enum><header>Cooperative
			 agreements</header><text>The Secretary may enter into cooperative agreements
			 with the States, political subdivisions of the States, nonprofit organizations
			 (including Blackstone River Valley National Heritage Corridor, Inc.), and
			 private property owners to provide technical assistance and interpretation in
			 the Park and the National Heritage Corridor.</text>
			</subsection><subsection id="H0D2F6880885446B593A1AB31F37FD07B"><enum>(g)</enum><header>Financial
			 assistance</header><text>Subject to the availability of appropriations, the
			 Secretary may provide financial assistance, on a matching basis, for the
			 conduct of resource protection activities in the National Heritage
			 Corridor.</text>
