		<official-title>To amend the Help America Vote Act of 2002 to require any
		  State offering an early voting period in elections for Federal office to make
		  the period available for the entire 14-day period that precedes the date of the
		  election, to prohibit States from imposing identification requirements on
		  individuals who wish to vote or register to vote who are not otherwise required
		  to provide identification under such Act, and for other
		  purposes.</official-title>

		<section id="HF3B52A36C46F419E856155EE4844DD4A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Easy Voting Act of 2011</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="HE317856831DF472D94B6E25849C8473B" section-type="subsequent-section"><enum>2.</enum><header>Establishing minimum
			 early voting period for jurisdictions conducting early voting</header>
			<subsection id="HF88B6F8C4FBA40D0ABDAAC6B27EA5EBC"><enum>(a)</enum><header>Minimum
			 period</header><text>Subtitle A of title III of the Help America Vote Act of
			 2002 (42 U.S.C. 15481 et seq.) is amended by inserting after section 303 the
			 following new section:</text>
				<quoted-block display-inline="no-display-inline" id="H4A18DB153AB04ED99E2C7F6112AAC07A" style="OLC">
					<section id="H2D391CD9E6074873A9537D617F69E772"><enum>303A.</enum><header>Requirements
				for States permitting early voting</header>
						<subsection id="HACA49500F91D4282A59F797E387B8031"><enum>(a)</enum><header>Minimum early
				voting period</header><text>If a State permits individuals to cast ballots in
				an election for Federal office during a period that occurs prior to the date of
				the election in the same manner in which ballots are cast on the date of the
				election, the State shall ensure that such period includes the entire 14-day
				period (including Saturdays and Sundays) which ends on the date of the
				election.</text>
						</subsection><subsection id="HE7CA0ED947F64AE1B9CB8774C63D3C58"><enum>(b)</enum><header>Effective
				Date</header><text>Each State shall be required to comply with the requirements
				of this section beginning January 1,
				2012.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HFC6901BDB0C249FC97608CAA77BA20C0"><enum>(b)</enum><header>Conforming
			 Amendment Relating to Enforcement</header><text>Section 401 of such Act (42
			 U.S.C. 15511) is amended by striking <quote>sections 301, 302, and 303</quote>
			 and inserting <quote>subtitle A of title III</quote> .</text>
			</subsection><subsection id="H407DB77ACF3444F9986BFBC1DBA361FD"><enum>(c)</enum><header>Clerical
			 Amendment</header><text>The table of contents of such Act is amended by
			 inserting after the item relating to section 303 the following new item:</text>

			<subsection id="H8AABA4FC22DA4313876B6CD2F2924AED"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Subtitle A of title III of the Help America
			 Vote Act of 2002 (42 U.S.C. 15481 et seq.), as amended by section 2(a), is
			 amended by inserting after section 303A the following new section:</text>

					<section id="H3C884BF8D6844377839339B9F0AD305C"><enum>303B.</enum><header>Prohibiting
				states from requiring State-issued identification as condition for voting or
				registering to vote</header>
						<subsection id="HF545BD1AEA60452D935F5655D54B2CF5"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">An election official may not require an
				individual to provide a State-issued identification (including an
				identification issued by a unit of local government in the State) as a
				condition of receiving or casting a ballot in any election for Federal office
				or of registering to vote in any election for Federal office.</text>
						</subsection><subsection id="HF72950B8BEFA4CA2BC9A6345F9746F25"><enum>(b)</enum><header>No effect on
				requirements for certain voters who register by mail</header><text>Nothing in
				this section shall be construed to affect any requirement under section 303(b)
				that certain individuals who register to vote by mail present a form of
				identification as a condition of casting a ballot in an election.</text>
						</subsection><subsection id="H464D622E62AC45AAB54310C24CBD35F1"><enum>(c)</enum><header>Effective
				date</header><text>Each State shall be required to comply with the requirements
				of this section beginning January 1,
				2012.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HBD94C2FEA91D44B29571D0223E087E1A"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of contents of such Act, as amended by
			 section 2(c), is amended by inserting after the item relating to section 303A

			 available</header>
			<subsection id="H33B2614076B44D5084596DEF37D3F51B"><enum>(a)</enum><header>Requirement</header>
				<paragraph id="HCD2E770D439A40E5A8192D26E0C8A4AA"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subtitle A of title
			 III of the Help America Vote Act of 2002 (42 U.S.C. 15481 et seq.), as amended
			 by section 3(a), is amended by inserting after section 303B the following new
			 section:</text>

						<section id="H702DFD12E0BD47A4810694A787E75E71"><enum>303C.</enum><header>Election day
				registration and change of address service</header>
							<subsection id="H6F67C027076A41EF82604B23361BFE66"><enum>(a)</enum><header>In
				general</header>
								<paragraph id="H0CCB88AFD6BA438BA6F6A4631E09C2D5"><enum>(1)</enum><header>Registration</header><text>Notwithstanding
				section 8(a)(1)(D) of the National Voter Registration Act of 1993 (42 U.S.C.
				1973gg–6), each State shall permit any individual on the day of an election for
				Federal office—</text>
									<subparagraph id="H3BA8AD7FFC58425983433139BCD48768"><enum>(A)</enum><text>to register to
				vote in such election at the polling place using a form that meets the
				requirements of section 9(b) of the National Voter Registration Act of 1993;
				and</text>
									</subparagraph><subparagraph id="H1C8FC52879F34A16A3813719E987E37E"><enum>(B)</enum><text>if, on the basis
				of registering to vote under subparagraph (A), the individual is qualified to
				vote in such election, to cast a vote in such election.</text>
									</subparagraph></paragraph><paragraph id="HF35BFA5DDD8B4B239BD4190A7EE99AC9"><enum>(2)</enum><header>Change of
				address service for registered voters</header><text>If an individual who is a
				registered voter in a State moves to a new address in the State but does not
				provide the appropriate State election official with information on the new
				address prior to appearing at a polling place to cast a vote in an election for
				Federal office, the State shall permit the individual—</text>
									<subparagraph id="HB892FC4C7E334AFC8390FAC6469A7A19"><enum>(A)</enum><text>to provide such
				information at the polling place using a change of address form developed by
				the State; and</text>
									</subparagraph><subparagraph id="H8A018D81E7394FB19304763EFBD71E89"><enum>(B)</enum><text>notwithstanding
				section 302(a), to cast a regular ballot instead of a provisional ballot for
				the election.</text>
									</subparagraph></paragraph><paragraph id="H186F58BBAF7F428DA48AC06FB7F2569B"><enum>(3)</enum><header>Exception</header><text>The
				requirements under paragraphs (1) and (2) shall not apply to a State in which,
				under a State law in effect continuously on and after the date of the enactment
				of this Act, there is no voter registration requirement for individuals in the
				State with respect to elections for Federal office.</text>
								</paragraph></subsection><subsection id="HFD8A45F91FFF45F2B4835434F869D2BA"><enum>(b)</enum><header>Transmittal of
				forms to State election officials</header><text display-inline="yes-display-inline">The appropriate election official at the
				polling place shall transmit a voter registration form provided by an
				individual at the polling place under subsection (a)(1) or a change of address
				form provided by an individual at the polling place under subsection (a)(2) to
				the appropriate State election official at the time the official transmits the
				ballots cast in the election.</text>
							</subsection><subsection id="HA0E25F174BF345FD8526D9682DA36D6C"><enum>(c)</enum><header>Effective
				date</header><text>Each State shall be required to comply with the requirements
				of this section beginning January 1,
				2012.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H07D535C2CB0D4815B66F482F02EB0B2B"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of contents of such Act, as amended by
			 section 3(b), is amended by inserting after the item relating to section 303B
			 the following new item:</text>

				</paragraph></subsection><subsection id="HE98376A7508442F894B01642A4D18B04"><enum>(b)</enum><header>Application to
			 early voting sites</header><text>Section 303A of such Act, as added by section
			 2(a), is amended—</text>
				<paragraph id="H05542C534E3844E99F91E93D00E73995"><enum>(1)</enum><text>by redesignating
			 subsection (b) as subsection (c); and</text>
				</paragraph><paragraph id="H95B201A667A840AA8A16D0B83D3C6883"><enum>(2)</enum><text>by inserting after
			 subsection (a) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HD9018F412A074268B8ACEC45F34B3DB7" style="OLC">
						<subsection id="HCA3B3507BA80409E9FE6396D99CD1CCB"><enum>(b)</enum><header>Application of
				Election Day Registration and Change of Address Service to Early
				Voting</header><text display-inline="yes-display-inline">At each polling place
				in a State which allows voting prior to the day of a Federal election (as
				described in subsection (a)), the State shall permit individuals to register to
				vote in the same manner as the State is required to permit individuals to
				register to vote and vote on the day of the election under section 303C(a)(1),
				and shall provide change of address service in the same manner as the State is
				required to provide such service under section
				303C(a)(2).</text>
