		  provisions of the Dodd-Frank Wall Street Reform and Consumer Protection Act and
		  restore balance to the electronic payments system, and for other
		  purposes.</official-title>

		<section id="H067237237F514964A4B03243E5AB95A0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Consumer Debit Card Protection
			 Act</short-title></quote>.</text>
		</section><section id="HB10BB876A8AD48D398D547D0F894B17C"><enum>2.</enum><header>Repeal of Federal
			 controls on debit card interchange fees</header>
			<subsection id="HABED32E3DFB24DBC91338E2CD38E233B"><enum>(a)</enum><header>Repeal</header><text>Effective
			 as of the enactment of the Dodd-Frank Wall Street Reform and Consumer
			 Protection Act (Public Law 111–203), section 1075 of that Act is repealed, and
			 the provisions of law amended by such section are revived or restored as if
			 such section had not been enacted.</text>
			</subsection><subsection id="H1DBC9087A4354E1AA354212E59B9D856"><enum>(b)</enum><header>Rulemakings
			 Voided</header><text>Any regulation or information collection proposed or
			 prescribed by the Board of Governors of the Federal Reserve System pursuant to
			 section 920 of the Electronic Fund Transfer Act (as added by title X of the
			 Dodd-Frank Wall Street Reform and Consumer Protection Act) is void and shall be
			 withdrawn by the Board and shall have no force or effect.</text>
			</subsection></section><section id="HCB499E3C933E4D71887BAD483CA3B89E"><enum>3.</enum><header>Statutory
			 corrections</header>
			<subsection id="HCD6BBA43B7984BF396785991D9F48CDD"><enum>(a)</enum><header>Electronic fund
			 transfer act</header><text>The Electronic Fund Transfer Act (15 U.S.C. 1693 et
			 seq.) is amended—</text>
				<paragraph id="H441F22ACF7ED4922855539101A7BC009"><enum>(1)</enum><text>in section
			 904—</text>
					<subparagraph id="H68DE6CC04DE149BEBAB54AB27D671A41"><enum>(A)</enum><text>subsection
			 (a)—</text>
						<clause id="H686C349A96B64C9EB47F8274D47277B2"><enum>(i)</enum><text>by
			 amending paragraph (2) to read as follows:</text>
							<quoted-block display-inline="no-display-inline" id="HCF58E0A4B79A4FB2951F596C9E8D675A" style="OLC">
								<paragraph id="H8EE3AD9127BA499DB5DE2235AA83B910"><enum>(2)</enum><header>Authority of the
				board</header><text display-inline="yes-display-inline">The Board shall have
				sole authority to prescribe rules to carry out the purposes of this title with
				respect to a person described in section 1029(a) of the Consumer Financial
				Protection Act of 2010. In prescribing such regulations, the Board
				shall—</text>
								</paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
						</clause><clause id="H508EDE76F09749CA8297A9AAB2E0E177"><enum>(ii)</enum><text>by
			 redesignating the last 4 paragraphs (designated as paragraphs (1) through (4))
			 as subparagraphs (A) through (B), respectively;</text>
						</clause><clause id="HC15CBCFEE7BC4CA9B2CB582319E91C7F"><enum>(iii)</enum><text>in
			 subparagraph (C) (as so redesignated), by striking <quote>the Board</quote>;
			 and</text>
						</clause><clause id="H2DB3CE1B69984F148AE613E1F3EAC040"><enum>(iv)</enum><text>in
			 subparagraph (D) (as so redesignated)—</text>
							<subclause id="HC7205DB7A0FF4E1C96E9592D22F43F18"><enum>(I)</enum><text>by striking
			 <quote>any</quote> and inserting <quote>send any</quote>;</text>
							</subclause><subclause id="HD9BA2CE19B5E4AB3B7D98147E7BACE2D"><enum>(II)</enum><text>by striking
			 <quote>shall be sent</quote>; and</text>
							</subclause><subclause id="H6FEC38C9774C42B58A41239B12B259DB"><enum>(III)</enum><text>by striking
			 <quote>by the Board</quote>; and</text>
							</subclause></clause></subparagraph><subparagraph id="HDCCD3155C09B42BAAB29495C8D75628F"><enum>(B)</enum><text>in subsection (e),
			 by striking <quote>to—</quote> and all that follows and inserting <quote>to the
			 Bureau in making determinations regarding the meaning or interpretation of any
			 provision of this title for which the Bureau has authority to prescribe
			 regulations.</quote>; and</text>
					</subparagraph></paragraph><paragraph id="HDBE08612723B47F48A05CE17F60062FA"><enum>(2)</enum><text>in section
			 918(a)—</text>
					<subparagraph id="H4F29E850C34B430FA8710F463B6EE955"><enum>(A)</enum><text>in paragraph (3),
			 by striking the period and inserting <quote>; and</quote>;</text>
					</subparagraph><subparagraph id="HE434D7570ABF486192D1A06C5610F21A"><enum>(B)</enum><text>in paragraph (4),
			 by striking <quote>; and</quote> and inserting a period; and</text>
					</subparagraph><subparagraph id="HCBE90A9C26444F2D96ED4D53F5685D15"><enum>(C)</enum><text>by striking
			 paragraph (5).</text>
					</subparagraph></paragraph></subsection><subsection id="H11EBCF48CB634BF982101A1B08537A24"><enum>(b)</enum><header>Consumer
			 financial protection act of 2010</header><text>Section 1002(12)(C) of the
			 Dodd-Frank Wall Street Reform and Consumer Protection Act (12 U.S.C.
			 5481(12)(C)) is amended by striking <quote>, except with respect to section 920
			 of that Act</quote>.</text>
			</subsection><subsection id="HF27FF38FB18D4EE789A1B5DD43D6E82E"><enum>(c)</enum><header>Rule of
			 construction</header><text>The amendments made by subsections (a) and (b) shall
			 not be construed as limiting or expanding any authority granted to the Bureau
			 of Consumer Financial Protection under the Consumer Financial Protection Act of
			 2010. Nothing in this Act or the amendment made by this Act shall be construed
			 as granting such Bureau the authority to regulate debit card or credit card
			 interchange transaction fees.</text>
