<subsection id="H9FC3C78D9AF045438A434F0F23E4E43A"><enum>(d)</enum><header>Quarterly Budget Reports</header><text>The Director of the Congressional Budget Office shall, as soon as practicable after the completion of each quarter of the fiscal year, prepare an analysis comparing revenues, spending, and the deficit or surplus for the current fiscal year to assumptions included in the congressional budget resolution. In preparing this report, the Director of the Congressional Budget Office shall combine actual budget figures to date with projected revenue and spending for the balance of the fiscal year. The Director of the Congressional Budget Office shall include any other information in this report that it deems useful for a full understanding of the current fiscal position of the Federal Government. The reports mandated by this subsection shall be transmitted by the Director to the Senate and House Committees on the Budget, and the Congressional Budget Office shall make such reports available to any interested party upon request.</text> </subsection><after-quoted-block>.</after-quoted-block></quoted-block> </subsection>
<subsection id="H59D46339C28B4DE49B3E016D4FE58CD2"><enum>(j)</enum><header>Completion of House Action on Regular Appropriation Bills</header><text>Section 309 of such Act (2 U.S.C. 640) is amended—</text>

<subsection id="HA827ED89B72E4754B9E4C80B946CAED2"><enum>(a)</enum><header>In General</header><text>Title III of the Congressional Budget Act of 1974 is amended by adding at the end the following new section:</text>

<section id="H07FDE6D25745443599B12303E9F4D432"><enum>316.</enum><header>Multiyear authorizations of appropriations</header>
<subsection commented="no" display-inline="yes-display-inline" id="H20EC53257F6548FEAA8403822F7E57F6"><enum>(a)</enum><header>Point of Order</header>
<paragraph commented="no" display-inline="yes-display-inline" id="H7144982BCDCB46049C49FCB82A5B30BC"><enum>(1)</enum>
<subparagraph commented="no" display-inline="yes-display-inline" id="HD26DDB90565A4B8B9A7A76D1E8E3DF4F"><enum>(A)</enum><text>It shall not be in order in the House of Representatives or the Senate to consider any measure that contains a specific authorization of appropriations for any purpose unless the measure includes such a specific authorization of appropriations for that purpose for not less than each fiscal year in one or more bienniums.</text> </subparagraph>
<subparagraph id="HE5F76D882E6C4F97974328E1443DE665" indent="up2"><enum>(B)</enum><text>For purposes of this paragraph, a specific authorization of appropriations is an authorization for the enactment of an amount of appropriations or amounts not to exceed an amount of appropriations (whether stated as a sum certain, as a limit, or as such sums as may be necessary) for any purpose for a fiscal year.</text> </subparagraph></paragraph>
<paragraph id="HB974CE858A924CB893CA8AC7CFECA872" indent="up1"><enum>(2)</enum><text>Paragraph (1) does not apply with respect to an authorization of appropriations for a single fiscal year for any program, project, or activity if the measure containing that authorization includes a provision expressly stating the following: <quote>Congress finds that no authorization of appropriation will be required for [Insert name of applicable program, project, or activity] for any subsequent fiscal year.</quote>.</text> </paragraph>
<paragraph id="HD79BBCF647AB4001B152B2A6F9F9D860" indent="up1"><enum>(3)</enum><text>For purposes of this subsection, the term <term>measure</term> means a bill, joint resolution, amendment, motion, or conference report.</text> </paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection>
<subsection id="HC4701F42C0654082A884239297A429BD"><enum>(b)</enum><header>Amendment to Table of Contents</header><text>The table of contents set forth in section 1(b) of the Congressional Budget and Impoundment Control Act of 1974 is amended by adding after the item relating to section 315 the following new item:</text>

<subsection id="HC6AC3D992E2144F286AA5BCD4BF87DF1"><enum>(h)</enum><header>Committee Views of Plans and Reports</header><text>Section 301(d) of the Congressional Budget Act (2 U.S.C. 632(d)) is amended by adding at the end <quote>Each committee of the Senate or the House of Representatives shall review the strategic plans, performance plans, and performance reports, required under section 306 of title 5, United States Code, and sections 1115 and 1116 of title 31, United States Code, of all agencies under the jurisdiction of the committee. Each committee may provide its views on such plans or reports to the Committee on the Budget of the applicable House.</quote>.</text> </subsection>
<subsection id="HB9F2DA782C0F4276A72AADF618A37439"><enum>(i)</enum><header>Effective Date</header>
<paragraph id="H2A071F6B409744A6A7DCDB63CC1D1D43"><enum>(1)</enum><header>In general</header><text>The amendments made by this section shall take effect on September 30, 2014.</text> </paragraph>
<paragraph id="HA571558DD6BA4EB8A2130A20D18ED8D5"><enum>(2)</enum><header>Agency actions</header><text>Effective on and after the date of enactment of this Act, each agency shall take such actions as necessary to prepare and submit any plan or report in accordance with the amendments made by it.</text> </paragraph></subsection></section>
<section id="HC120F9F911CD494A94CFB8850CA5BCB6"><enum>108.</enum><header>Biennial appropriation bills</header>
<subsection id="H41200905B9ED4B15A2A9A39B37149866"><enum>(a)</enum><header>In the House of Representatives</header>
<paragraph commented="no" display-inline="yes-display-inline" id="H0D62F99AF2E84424B852C8C5262533B3"><enum>(1)</enum><text>Clause 2(a) of rule XXI of the Rules of the House of Representatives is amended by adding at the end the following new subparagraph:</text>

<section id="H3CC351B630264EC4A2669755861B108E"><enum>109.</enum><header>Assistance by Federal agencies to standing committees of the Senate and the House of Representatives</header>
<subsection id="H81E453ECB6714A6287826A906844A742"><enum>(a)</enum><header>Information Regarding Agency Appropriations Requests</header><text>To assist each standing committee of the House of Representatives and the Senate in carrying out its responsibilities, the head of each Federal agency which administers the laws or parts of laws under the jurisdiction of such committee shall provide to such committee such studies, information, analyses, reports, and assistance as may be requested by the chairman and ranking minority member of the committee.</text> </subsection>
<subsection id="HEEDFD163E7214A879D04489F17CD8C90"><enum>(b)</enum><header>Information Regarding Agency Program Administration</header><text>To assist each standing committee of the House of Representatives and the Senate in carrying out its responsibilities, the head of any agency shall furnish to such committee documentation, containing information received, compiled, or maintained by the agency as part of the operation or administration of a program, or specifically compiled pursuant to a request in support of a review of a program, as may be requested by the chairman and ranking minority member of such committee.</text> </subsection>
<subsection id="H3C29D81CDF034619A8E407CA812FBDEB"><enum>(c)</enum><header>Summaries by Comptroller General</header><text>Within thirty days after the receipt of a request from a chairman and ranking minority member of a standing committee having jurisdiction over a program being reviewed and studied by such committee under this section, the Comptroller General of the United States shall furnish to such committee summaries of any audits or reviews of such program which the Comptroller General has completed during the preceding six years.</text> </subsection>
<subsection id="H168623EB3837421782A6D5F5E29B600D"><enum>(d)</enum><header>Congressional Assistance</header><text>Consistent with their duties and functions under law, the Comptroller General of the United States, the Director of the Congressional Budget Office, and the Director of the Congressional Research Service shall continue to furnish (consistent with established protocols) to each standing committee of the House of Representatives or the Senate such information, studies, analyses, and reports as the chairman and ranking minority member may request to assist the committee in conducting reviews and studies of programs under this section.</text> </subsection></section>
<section id="H960A5323BAF04EB492DD15BF3DEDBAED"><enum>110.</enum><header>Report on two-year fiscal period</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Director of the Office of Management and Budget shall—</text>
<paragraph id="H19DF89FBA21248BE9C339201ED415E5E"><enum>(1)</enum><text>determine the impact and feasibility of changing the definition of a fiscal year and the budget process based on that definition to a 2-year fiscal period with a biennial budget process based on the 2-year period; and</text> </paragraph>
<paragraph id="H5CBD16B137EB48C8A7E56B0CE6D2CF64"><enum>(2)</enum><text>report the findings of the study to the Committees on the Budget of the House of Representatives and the Senate and the Committee on Rules of the House of Representatives.</text> </paragraph></section>
<section id="HCB8F3EEF8B88405C8B6490645C564D24"><enum>111.</enum><header>Special transition period for the 113th Congress</header>
<subsection id="HD4336FA6D6424987AB1D60FD5A50C494"><enum>(a)</enum><header>President’s Budget Submission for Fiscal Year 2014</header><text>The budget submission of the President pursuant to section 1105(a) of title 31, United States Code, for fiscal year 2014 shall include the following:</text>
<paragraph id="H7A1760F75EA14DD9A5B45BC9BFA65B28"><enum>(1)</enum><text>An identification of the budget accounts for which an appropriation should be made for each fiscal year of the fiscal year 2014–2015 biennium.</text> </paragraph>
<paragraph id="H9F2907BD65714969856C15D67E46EFCE"><enum>(2)</enum><text>Budget authority that should be provided for each such fiscal year for the budget accounts identified under paragraph (1).</text> </paragraph></subsection>
<subsection id="HC708799CA41645B6ABBAFDD2454D7057"><enum>(b)</enum><header>Review and Recommendations of the Committees on Appropriations</header><text>The Committee on Appropriations of the House of Representatives and the Senate shall review the items included pursuant to subsection (a) in the budget submission of the President for fiscal year 2014 and include its recommendations thereon in its views and estimates made under section 301(d) of the Congressional Budget Act of 1974 within 6 weeks of that budget submission.</text> </subsection>
<subsection id="HBC30A9D0E2C74C4D970BB66BFD483B11"><enum>(c)</enum><header>Actions by the Committees on the Budget</header>
<paragraph commented="no" display-inline="yes-display-inline" id="HF1045F020FE14216881126DF066887D5"><enum>(1)</enum><text>The Committee on the Budget of the House of Representatives and the Senate shall review the items included pursuant to subsection (a) in the budget submission of the President for fiscal year 2014 and the recommendations submitted by the Committee on Appropriations of its House pursuant to subsection (b) included in its views and estimates made under section 301(d) of the Congressional Budget Act of 1974.</text> </paragraph>
<paragraph id="HC787D1350EC441DBB5B61DD89FFBD788" indent="up1"><enum>(2)</enum><text>The report of the Committee on the Budget of each House accompanying the concurrent resolution on the budget for fiscal year 2014 and the joint explanatory statement of managers accompanying such resolution shall also include allocations to the Committee on Appropriations of its House of total new budget authority and total outlays (which shall be deemed to be made pursuant to section 302(a) of the Congressional Budget Act of 1974 for purposes of budget enforcement under section 302(f)) for fiscal year 2015 from which the Committee on Appropriations may report regular appropriation bills for fiscal year 2014 that include funding for certain accounts for each of fiscal years 2014 and 2015.</text> </paragraph>
<paragraph id="HEF401DD06E334F9B9BBD19114268228A" indent="up1"><enum>(3)</enum><text>The report of the Committee on the Budget of each House accompanying the concurrent resolution on the budget for fiscal year 2014 and the joint explanatory statement of managers accompanying such resolution shall also include the assumptions upon which such allocations referred to in paragraph (2) are based.</text> </paragraph></subsection>
<subsection id="HB292131AE2394A42BF423DD56B47190E"><enum>(d)</enum><header>GAO Programmatic Oversight Assistance</header>
<paragraph commented="no" display-inline="yes-display-inline" id="H24EAA97A7790466BB6535BDEFD5F0B48"><enum>(1)</enum><text>During the first session of the 113th Congress the committees of the House of Representatives and the Senate are directed to work with the Comptroller General of the United States to develop plans to transition program authorizations to a multi-year schedule.</text> </paragraph>
<paragraph id="HC2641DF2773046FDA002691CF68FA323" indent="up1"><enum>(2)</enum><text>During the 113th Congress, the Comptroller General of the United States will continue to provide assistance to the Congress with respect to programmatic oversight and in particular will assist the committees of Congress in designing and conforming programmatic oversight procedures for the fiscal year 2014–2015 biennium.</text> </paragraph></subsection>
<subsection id="H4099EA39424D4050A9C06AC0BAD2C314"><enum>(e)</enum><header>CBO Authorization Report</header><text>On or before January 15, 2014, the Director of the Congressional Budget Office, after consultation with the appropriate committees of the House of Representatives and Senate, shall submit to the Congress a report listing (A) all programs and activities funded during fiscal year 2014 for which authorizations for appropriations have not been enacted for that fiscal year and (B) all programs and activities funded during fiscal year 2014 for which authorizations for appropriations will expire during that fiscal year, fiscal year 2015, or fiscal year 2016.</text> </subsection>
<subsection id="HAEA63261C0BF47099B41A4F8787DA703"><enum>(f)</enum><header>President’s Budget Submission for Fiscal Year 2015</header><text>The budget submission of the President pursuant to section 1105(a) of title 31, United States Code, for fiscal year 2015 shall include an evaluation of, and recommendations regarding, the transitional biennial budget process for the fiscal year 2014–2015 biennium that was carried out pursuant to this section.</text> </subsection>
<subsection id="H8A4769C100544664BF385B5A5FC68768"><enum>(g)</enum><header>CBO Transitional Report</header><text>On or before March 31, 2014, the Director of the Congressional Budget Office shall submit to Congress an evaluation of, and recommendations regarding, the transitional biennial budget process for the fiscal year 2014–2015 biennium that was carried out pursuant to this section.</text> </subsection></section>
<section id="HB1737BB63ABB464D89100E94E9F6660C"><enum>112.</enum><header>Effective date</header><text display-inline="no-display-inline">Except as provided by sections 107, 110, and 111, this title and the amendments made by it shall take effect on January 1, 2015, and shall apply to budget resolutions and appropriations for the biennium beginning with fiscal year 2016.</text> </section>
<enum>II</enum><header>Establishment of biennial budget commission</header>
<section id="H97BA7E8C5A954FC9ABE11A8D0A8024D1" section-type="section-one"><enum>201.</enum><header>Establishment of biennial budget commission</header>
<subsection id="HCBC5BD1517804FD28117922029BD9AA2"><enum>(a)</enum><header>Definitions</header><text>In this title:</text>
<paragraph id="H9A15629941CD4D8FBBFE276F9618D961"><enum>(1)</enum><header>Biennial budget commission</header><text>The term <quote>Biennial Commission</quote> means the Biennial Budget Commission established under subsection (b)(1).</text> </paragraph>
<paragraph id="H03F1DF2927354775815D260E56045D5D"><enum>(2)</enum><header>Concurrent resolution on the biennial budget</header><text>The term <quote>concurrent resolution</quote> means a concurrent resolution consisting of the proposed legislative language of the Biennial Commission recommended under subsection (b)(3)(B) and introduced under section 202(a).</text> </paragraph></subsection>
<subsection id="H18C00AB47AB34A65B1CABF7C368817D7"><enum>(b)</enum><header>Establishment of biennial budget commission</header>
<paragraph id="HBDE5423EB3BF434DA0049D9C18460996"><enum>(1)</enum><header>Establishment</header><text>There is established within the legislative branch a commission to be known as the <quote>Biennial Budget Commission</quote>.</text> </paragraph>
<paragraph commented="no" id="H8DB61B72CCFF4049B037E51669D1B2FC"><enum>(2)</enum><header>Goal</header><text>The goal of the Biennial Commission shall be to produce a concurrent resolution on the applicable biennial budget whenever Congress has failed to complete action on such concurrent resolution by July 31 of the applicable odd-numbered year.</text> </paragraph>
<paragraph id="HD8F04A2D072F4F29B0AD62502CE92813"><enum>(3)</enum><header>Duties</header>
<subparagraph id="HBB11EC148FC045C28ECCE631E872DE43"><enum>(A)</enum><header>In general</header>
<clause id="HC07A952B99684DC38482C94057D184F2"><enum>(i)</enum><header>Moving a concurrent resolution on the biennial budget forward</header><text>In the event that the House and Senate are unable to pass a biennial budget by July 31 of an odd-numbered year, the Biennial Commission shall provide recommendations and legislative language to move a biennial budget forward.</text> </clause>
<clause id="HF34FB3D8EE784E75BF2862D995F12104"><enum>(ii)</enum><header>Recommendations of committees on the budget</header><text>Not later than August 7, the Committee on the Budget of the House of Representatives and of the Senate may transmit to the Biennial Commission its biennial budget recommendations.</text> </clause></subparagraph>
<subparagraph id="HECEC0A0F87474893A845F5524F2B3D39"><enum>(B)</enum><header>Report, recommendations, and concurrent resolution</header>
<clause id="H71BD208D73BA4F0AA2FAC3079F92CFAD"><enum>(i)</enum><header>In general</header><text>Not later than September 30 of each odd-numbered year, the Biennial Commission shall vote on a concurrent resolution on the biennial budget unless Congress has completed action on such resolution by July 31 of that year.</text> </clause>
<clause id="H8563F387A96243DF8DF7BAE066BA9679"><enum>(ii)</enum><header>Approval of report and concurrent resolution</header><text>The report of the Biennial Commission and the concurrent resolution on the biennial budget it recommends shall require the approval of a majority of the members of the Biennial Commission.</text> </clause>
<clause id="H4D4772C8DF184E28ACA619CCDBDADE46"><enum>(iii)</enum><header>Transmission of concurrent resolution</header><text>If the concurrent resolution on the biennial budget is approved by the Biennial Commission pursuant to clause (ii), then not later than September 20 of an odd-numbered year, the Biennial Commission shall submit the Biennial Commission report and concurrent resolution described in clause (i) to the Speaker of the House and the majority and minority leaders of both Houses.</text> </clause>
<clause id="H1005086E20C245F78FD9C5FEEA37D50B"><enum>(iv)</enum><header>Report and concurrent resolution to be made public</header><text>Upon the approval or disapproval of the Biennial Commission report and concurrent resolution on the biennial budget pursuant to clause (ii), the Biennial Commission shall promptly make the full concurrent resolution, and a record of the vote, available to the public.</text> </clause></subparagraph></paragraph>
<paragraph id="HBC5B64A7C86B494F97752027402797FE"><enum>(4)</enum><header>Membership</header>
<subparagraph id="H38ABF11136CE4B0897D4FD58486CF324"><enum>(A)</enum><header>In general</header><text>The Biennial Commission shall be composed of 8 members appointed pursuant to subparagraph (B) for the duration of a Congress.</text> </subparagraph>
<subparagraph id="H3E8EBE0C43BD4E08959D89E2406F3867"><enum>(B)</enum><header>Designation</header><text>Members of the Biennial Commission shall be appointed as follows:</text>
<clause id="HDE490B7B2449499BAA5910971B20D07B"><enum>(i)</enum><text>The majority leader of the Senate shall appoint two members from among Members of the Senate.</text> </clause>
<clause id="HBFA187743F7549038625962F0A912E28"><enum>(ii)</enum><text>The minority leader of the Senate shall appoint two members from among Members of the Senate.</text> </clause>
<clause id="H83A0A522BBDE46ECA9EC226D9BC922D5"><enum>(iii)</enum><text>The Speaker of the House of Representatives shall appoint two members from among Members of the House of Representatives.</text> </clause>
<clause id="HE4CB894D2E4B4002B59FC7299CAE33A9"><enum>(iv)</enum><text>The minority leader of the House of Representatives shall appoint two members from among Members of the House of Representatives.</text> </clause></subparagraph>
<subparagraph id="HAE3F4410489B47B3B0B0098E8480FDDE"><enum>(C)</enum><header>Co-chairs</header>
<clause id="H30209D1BD9624ABABC57BD1813E7DD43"><enum>(i)</enum><header>In general</header><text>There shall be two Co-Chairs of the Biennial Commission. The majority leader of the Senate shall appoint one Co-Chair from among the members of the Biennial Commission. The Speaker of the House of Representatives shall appoint the second Co-Chair from among the members of the Biennial Commission. The Co-Chairs shall be appointed not later than August 7 of each odd-numbered year.</text> </clause>
<clause id="H4B92EB623C1747758F7D74E46F321B3D"><enum>(ii)</enum><header>Staff director</header><text>The Co-Chairs, acting jointly, shall hire the staff director of the Biennial Commission.</text> </clause></subparagraph>
<subparagraph id="HCD735764E4074268AB2C32769A2C60BC"><enum>(D)</enum><header>Date</header><text>Members of the Biennial Commission shall be appointed not later than August 7 of each odd-numbered year.</text> </subparagraph>
<subparagraph id="HC6BE5A3F15754D9687CD2F2E269F94F9"><enum>(E)</enum><header>Period of appointment</header><text>Membership on the Commission shall terminate on September 30 of each odd-numbered year. Any vacancy in the Biennial Commission shall not affect its powers, but shall be filled not later than 5 calendar days after the date on which the vacancy occurs in the same manner as the original designation. If a member of the committee leaves Congress, the member is no longer a member of the Biennial Commission and a vacancy shall exist.</text> </subparagraph></paragraph>
<paragraph id="H78A4B0CBE6FB429A9A0D44115BF42D25"><enum>(5)</enum><header>Administration</header>
<subparagraph id="H293D94B2036E419B92B1EEA2125333EE"><enum>(A)</enum><header>In general</header><text>To enable the Biennial Commission to exercise its powers, functions, and duties, there are authorized to be disbursed by the House the actual and necessary expenses of the Biennial Commission approved by the Co-Chairs, subject to House rules and regulations.</text> </subparagraph>
<subparagraph id="H49C8D7E6961E4107AF296C1BB24B5311"><enum>(B)</enum><header>Expenses</header><text>In carrying out its functions, the Biennial Commission is authorized to incur expenses in the same manner and under the same conditions as the Joint Economic Committee as authorized by section 11 of Public Law 79–304 (15 U.S.C. 1024(d)).</text> </subparagraph>
<subparagraph id="H90813555537148AEB74FC9666EB1528A"><enum>(C)</enum><header>Quorum</header><text>Five members of the Biennial Commission shall constitute a quorum for purposes of voting, meeting, and holding hearings.</text> </subparagraph>
<subparagraph id="H3924C6C34A9842A0A59AC926989BF1F1"><enum>(D)</enum><header>Proxy voting prohibited</header><text display-inline="yes-display-inline">No proxy voting shall be allowed on behalf of the members of the Biennial Commission.</text> </subparagraph>
<subparagraph id="H3E539FA5F4F34212AF5D2DE8BBDAF392"><enum>(E)</enum><header>Meetings</header>
<clause id="H817FB2738D1F45F9A0732EB981A5C8CF"><enum>(i)</enum><header>Initial meeting</header><text>Not later than the 3rd calendar day in September that either House of Congress is in session after the Biennial Commission is triggered, the Biennial Commission shall hold its first meeting.</text> </clause>
<clause id="HA681E666092A406AB750C051E4706EBA"><enum>(ii)</enum><header>Agenda</header><text>The Co-Chairs shall provide an agenda to the Biennial Commission members not less than 48 hours in advance of any meeting.</text> </clause></subparagraph>
<subparagraph id="HAB02A57F95214EC2B3D5B945D2DF314F"><enum>(F)</enum><header>Hearings</header>
<clause id="H4195C8F845D84611939A02F3279CC19D"><enum>(i)</enum><header>In general</header><text>The Biennial Commission may, for the purpose of carrying out this section, hold such hearings, sit and act at such times and places, require attendance of witnesses and production of books, papers, and documents, take such testimony, receive such evidence, and administer such oaths the Biennial Commission considers advisable.</text> </clause>
<clause id="HC3F34CFAA30D408FBC8C637C3AD81C9E"><enum>(ii)</enum><header>Hearing procedures and responsibilities of co-chairs</header>
<subclause id="H526B2857D3B149AFA90AEC97C1D819C2"><enum>(I)</enum><header>Announcement</header><text>The Biennial Commission Co-Chairs shall make a public announcement of the date, place, time, and subject matter of any hearing to be conducted not less than 7 days in advance of such hearing, unless the Co-Chairs determine that there is good cause to begin such hearing at an earlier date.</text> </subclause>
<subclause id="H59EBCF459E9C4A4C950CAD862FF379A3"><enum>(II)</enum><header>Written statement</header><text>A witness appearing before the Biennial Commission shall file a written statement of proposed testimony at least 2 calendar days prior to appearance, unless the requirement is waived by the Co-Chairs, following their determination that there is good cause for failure of compliance.</text> </subclause></clause></subparagraph>
<subparagraph id="HCF43118C515F4CD5B7A97C8EB430BF66"><enum>(G)</enum><header>Congressional budget office technical assistance</header><text>Upon the written request of the Co-Chairs, the Director of the Congressional Budget Office shall provide technical assistance to the Biennial Commission in order for the Biennial Commission to carry out its duties.</text> </subparagraph></paragraph></subsection>
<subsection id="H36F7738CD301476380F744B83F0F2981"><enum>(c)</enum><header>Staff of biennial commission</header>
<paragraph id="H07EB2C75CCA44C1E952E701B4F543BAD"><enum>(1)</enum><header>In general</header><text>The Co-Chairs of the Biennial Commission may jointly appoint and fix the compensation of staff as they deem necessary, within the guidelines for Senate employees and following all applicable Senate rules and employment requirements.</text> </paragraph>
<paragraph id="H3CB0A1D083EF415EA0216E215FC074BC"><enum>(2)</enum><header>Ethical standards</header><text>Members on the Biennial Commission who serve in the House of Representatives shall be governed by the House ethics rules and requirements. Members of the Senate who serve on the Biennial Commission and staff of the Biennial Commission shall comply with Senate ethics rules.</text> </paragraph></subsection></section>
<section id="H36B2775A9CE7451EB83D15E04FE02D59"><enum>202.</enum><header>Expedited consideration of biennial commission recommendations</header>
<subsection id="H5A75F81B09A14173BB2D16827A7041BC"><enum>(a)</enum><header>Introduction</header><text>If approved by the majority required by section 201(b)(3)(B)(ii), the proposed concurrent resolution on the biennial budget submitted pursuant to section 201(b)(3)(B)(iv) shall be introduced in the Senate (by request) on the next day on which the Senate is in session by the majority leader of the Senate or by a Member of the Senate designated by the majority leader of the Senate and shall be introduced in the House of Representatives (by request) on the next legislative day by the majority leader of the House or by a Member of the House designated by the majority leader of the House.</text> </subsection>
<subsection id="H42521C98399D4D698819670006CAAF4C"><enum>(b)</enum><header>Consideration in the house of representatives</header>
<paragraph id="HFB5D9E5013B44A93BE8613D0E6695D4D"><enum>(1)</enum><header>Referral and reporting</header><text display-inline="yes-display-inline">The Committee on the Budget of the House of Representatives shall report the concurrent resolution on the biennial budget to the House without amendment not later than September 30 of that year. If a committee fails to report the concurrent resolution within that period, it shall be in order to move that the House discharge the committee from further consideration of the concurrent resolution. Such a motion shall not be in order after the last committee authorized to consider the concurrent resolution reports it to the House or after the House has disposed of a motion to discharge the concurrent resolution. The previous question shall be considered as ordered on the motion to its adoption without intervening motion except 20 minutes of debate equally divided and controlled by the proponent and an opponent. If such a motion is adopted, the House shall proceed immediately to consider the concurrent resolution in accordance with paragraphs (2) and (3). A motion to reconsider the vote by which the motion is disposed of shall not be in order.</text> </paragraph>
<paragraph id="H429479BEAB7242208C788555AD7E8884"><enum>(2)</enum><header>Proceeding to consideration</header><text display-inline="yes-display-inline">After the Committee on the Budget of the House of Representatives reports the concurrent resolution on the biennial budget to the House or has been discharged (other than by motion) from its consideration, it shall be in order to move to proceed to consider the concurrent resolution in the House. Such a motion shall not be in order after the House has disposed of a motion to proceed with respect to the concurrent resolution. The previous question shall be considered as ordered on the motion to its adoption without intervening motion. A motion to reconsider the vote by which the motion is disposed of shall not be in order.</text> </paragraph>
<paragraph id="H70D6B4DE6EDC408ABF9DABE561420843"><enum>(3)</enum><header>Consideration</header><text display-inline="yes-display-inline">The concurrent resolution on the biennial budget shall be considered as read. All points of order against the concurrent resolution and against its consideration are waived. The previous question shall be considered as ordered on the concurrent resolution to its passage without intervening motion except 2 hours of debate equally divided and controlled by the proponent and an opponent and one motion to limit debate on the concurrent resolution. A motion to reconsider the vote on passage of the concurrent resolution shall not be in order.</text> </paragraph>
<paragraph id="H1A6ED4C6F9394B839A3621CB4560C9E6"><enum>(4)</enum><header>Vote on passage</header><text display-inline="yes-display-inline">The vote on passage of the concurrent resolution on the biennial budget shall occur not later than September 30 of any odd-numbered year.</text> </paragraph></subsection>
<subsection id="HF78CCFE6FF914339BAFC326624F25487"><enum>(c)</enum><header>Expedited procedure in the senate</header>
<paragraph id="H5B21C468F0E7416F87F5D7190EA3F3D9"><enum>(1)</enum><header>Committee consideration</header><text display-inline="yes-display-inline">A concurrent resolution on the biennial budget introduced in the Senate under subsection (a) shall be referred to the Committee on the Budget, which shall report the concurrent resolution without any revision and with a favorable recommendation, an unfavorable recommendation, or without recommendation, not later than September 30. If any committee fails to report the concurrent resolution within that period, that committee shall be automatically discharged from consideration of the concurrent resolution, and the concurrent resolution shall be placed on the appropriate calendar.</text> </paragraph>
<paragraph id="H82422AE4FEDD4CE9B6297CC531859EBD"><enum>(2)</enum><header>Motion to proceed</header><text display-inline="yes-display-inline">Notwithstanding Rule XXII of the Standing Rules of the Senate, it is in order, not later than 2 days of session after the date on which a concurrent resolution on the biennial budget is reported or discharged from all committees to which it was referred, for the majority leader of the Senate or the majority leader’s designee to move to proceed to the consideration of the concurrent resolution. It shall also be in order for any Member of the Senate to move to proceed to the consideration of the concurrent resolution at any time after the conclusion of such 2-day period. A motion to proceed is in order even though a previous motion to the same effect has been disagreed to. All points of order against the motion to proceed to the concurrent resolution are waived. The motion to proceed is not debatable. The motion is not subject to a motion to postpone. A motion to reconsider the vote by which the motion is agreed to or disagreed to shall not be in order. If a motion to proceed to the consideration of the concurrent resolution is agreed to, the concurrent resolution shall remain the unfinished business until disposed of.</text> </paragraph>
<paragraph id="HCA7B12C7208042B5A6D45974EE0E43F4"><enum>(3)</enum><header>Consideration</header><text display-inline="yes-display-inline">All points of order against the concurrent resolution on the biennial budget and against consideration of the concurrent resolution are waived. Consideration of the concurrent resolution and of all debatable motions and appeals in connection therewith shall not exceed a total of 30 hours which shall be divided equally between the majority and minority leaders or their designees. A motion further to limit debate on the concurrent resolution is in order, shall require an affirmative vote of three-fifths of the Members duly chosen and sworn, and is not debatable. Any debatable motion or appeal is debatable for not to exceed 1 hour, to be divided equally between those favoring and those opposing the motion or appeal. All time used for consideration of the concurrent resolution, including time used for quorum calls and voting, shall be counted against the total 30 hours of consideration.</text> </paragraph>
<paragraph id="H8C3F09D29C2B4E7DA9A403D332B2F244"><enum>(4)</enum><header>No amendments</header><text display-inline="yes-display-inline">An amendment to the concurrent resolution on the biennial budget, or a motion to postpone, or a motion to proceed to the consideration of other business, or a motion to recommit the concurrent resolution, is not in order.</text> </paragraph>
<paragraph id="H4591E725C7834D859E98F4C4F7F17750"><enum>(5)</enum><header>Vote on passage</header><text display-inline="yes-display-inline">If the Senate has voted to proceed to the concurrent resolution on the biennial budget, the vote on passage of the concurrent resolution shall occur immediately following the conclusion of the debate on a concurrent resolution, and a single quorum call at the conclusion of the debate if requested. The vote on passage of the concurrent resolution shall occur not later than September 30 of an odd-numbered year.</text> </paragraph>
<paragraph id="HD6D0E5252F3C48ADAB60D5CC5B73ED1F"><enum>(6)</enum><header>Rulings of the chair on procedure</header><text display-inline="yes-display-inline">Appeals from the decisions of the Chair relating to the application of the rules of the Senate, as the case may be, to the procedure relating to a concurrent resolution on the biennial budget shall be decided without debate.</text> </paragraph></subsection>
<subsection id="H70A63AC299304EEAACCCDFFCFA1704B3"><enum>(d)</enum><header>Amendment</header><text display-inline="yes-display-inline">The concurrent resolution on the biennial budget shall not be subject to amendment in either the House of Representatives or the Senate.</text> </subsection>
<subsection id="H30E9009625CE49269A5ACB7863A46562"><enum>(e)</enum><header>Consideration by the other house</header>
<paragraph id="H1118F14045944825B2FFB84335137AA9"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">If, before passing the concurrent resolution on the biennial budget, one House receives from the other a concurrent resolution—</text>
<subparagraph id="H46395DDD42A04CED9537494AD6BB8A3A"><enum>(A)</enum><text display-inline="yes-display-inline">the concurrent resolution of the other House shall not be referred to a committee; and</text> </subparagraph>
<subparagraph id="HA066A4F01F8D45DCA6B5FBCD21BC7023"><enum>(B)</enum><text display-inline="yes-display-inline">the procedure in the receiving House shall be the same as if no concurrent resolution had been received from the other House until the vote on passage, when the concurrent resolution received from the other House shall supplant the concurrent resolution of the receiving House.</text> </subparagraph></paragraph>
<paragraph id="H24C66C250D854153B586A676E3B4051A"><enum>(2)</enum><header>Revenue measure</header><text display-inline="yes-display-inline">This subsection shall not apply to the House of Representatives if the concurrent resolution on the biennial budget received from the Senate is a revenue measure.</text> </paragraph></subsection>
<subsection id="H78B977EAA98F4D0A9B70CE96ED933C59"><enum>(f)</enum><header>Rules to coordinate action with other house</header>
<paragraph id="H3C2FB55EBB794A8BB72764B8DC05D3F8"><enum>(1)</enum><header>Treatment of concurrent resolution on the biennial budget of the other house</header><text display-inline="yes-display-inline">If the Senate fails to introduce or consider a concurrent resolution on the biennial budget under this section, the concurrent resolution of the House shall be entitled to expedited floor procedures under this section.</text> </paragraph>
<paragraph id="H116374EDB3F549DE986529C9DC2D2960"><enum>(2)</enum><header>Treatment of companion measures in the senate</header><text display-inline="yes-display-inline">If following passage of the concurrent resolution on the biennial budget in the Senate, the Senate then receives the concurrent resolution from the House of Representatives, the House-passed concurrent resolution shall not be debatable. The vote on passage of the concurrent resolution in the Senate shall be considered to be the vote on passage of the concurrent resolution received from the House of Representatives.</text> </paragraph>
<paragraph id="H42844743D9344BDD8AC34D657CA2181D"><enum>(3)</enum><header>Vetoes</header><text display-inline="yes-display-inline">If the President vetoes the concurrent resolution on the biennial budget, debate on a veto message in the Senate under this section shall be 1 hour equally divided between the majority and minority leaders or their designees.</text> </paragraph></subsection>
<subsection id="HA0BB9E74D97E470BBB0F28D007C75B6B"><enum>(g)</enum><header>Loss of privilege</header><text display-inline="yes-display-inline">The provisions of this section shall cease to apply to the concurrent resolution on the biennial budget if—</text>
<paragraph id="H21D4CD7BF1C94115A681743164FB78EB"><enum>(1)</enum><text display-inline="yes-display-inline">the Biennial Commission fails to vote on the report or the concurrent resolution required under section 201(b)(3)(B)(i) by November 23 of the applicable odd-numbered year; or</text> </paragraph>
<paragraph id="H44462381F4D04441B90A9460397CEF2E"><enum>(2)</enum><text display-inline="yes-display-inline">the concurrent resolution does not pass both Houses by December 23 of the applicable odd-numbered year.</text> </paragraph></subsection></section>
<section id="H1459DA3961E04D298ED290D482F4CA32"><enum>203.</enum><header>Funding</header><text display-inline="no-display-inline">Funding for the Biennial Commission shall be derived in equal portions from—</text>
<paragraph id="HA05A9633AE204B518D8A6C8C0704E37B"><enum>(1)</enum><text>the applicable accounts of the House of Representatives; and</text> </paragraph>

<section id="H075B80E5C01742D89D65CA3B15A4E0F5"><enum>204.</enum><header>Rulemaking</header><text display-inline="no-display-inline">The provisions of this title are enacted by Congress—</text>
<paragraph id="HE380406740EF425898D69A04C77696B4"><enum>(1)</enum><text>as an exercise of the rulemaking power of the House of Representatives and the Senate, respectively, and as such they shall be considered as part of the rules of each House, respectively, or of that House to which they specifically apply, and such rules shall supersede other rules only to the extent that they are inconsistent therewith; and</text> </paragraph>
<paragraph id="H12F6ADAFBECE419CAD133A7D571A2973"><enum>(2)</enum><text>with full recognition of the constitutional right of either House to change such rules (so far as relating to such House) at any time, in the same manner, and to the same extent as in the case of any other rule of such House.</text> </paragraph></section>
<section id="H445704EC13024C12A2B645A918491385"><enum>205.</enum><header>Effective date</header><text display-inline="no-display-inline">This title shall take effect on January 1, 2015, and shall apply to concurrent resolutions on the biennial budget for the biennium beginning with fiscal year 2016.</text> </section>
