		<section id="H7F8506203F1D483791404D783D2CCC97" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Post 9-11 GI Jobs Act of
			 2011</short-title></quote>.</text>
		</section><section id="H9076B45C387B493E98565CC4AE810552"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text>
			<paragraph id="H6021D10B57FF487B9FFC534C149EE73F"><enum>(1)</enum><text>Veterans make
			 heroic sacrifices to protect our country.</text>
			</paragraph><paragraph id="HB9A84E4C53A848D6BCD28F77423B2128"><enum>(2)</enum><text display-inline="yes-display-inline">The people of the United States greatly
			 value military service and recognize the difficult challenges involved in
			 adjusting to civilian life after wartime service in the Armed Forces.</text>
			</paragraph><paragraph id="HFFA3B06540D949FDA1B1C8A24792895B"><enum>(3)</enum><text>Veterans from
			 recent wars are disproportionately unemployed and underemployed.</text>
			</paragraph><paragraph id="H5A9A4C2A77434827BEE82D9CB61DB597"><enum>(4)</enum><text display-inline="yes-display-inline">Veterans age 18 to 24, who have served in
			 the Armed Forces since September 11, 2001, had an unemployment rate of 20.9
			 percent in 2010.</text>
			</paragraph></section><section id="H8216010865D4460984103BCC3A75FCCE"><enum>3.</enum><header>Increase in work
			 opportunity tax credit for hiring veterans</header>
			<subsection id="H58D3C445613E4085A22B51F2C56579ED"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subsection (d) of
			 section 51 of the Internal Revenue Code of 1986 is amended by adding at the end
			 the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H07569A95F6054AAAAF24376AF086F51E" style="OLC">
					<paragraph id="HBA7A03D3AD9E43CEA3AFBEB32F1FBA3A"><enum>(15)</enum><header>Credit allowed
				for post 9-11 veterans in 2011 through 2014</header>
						<subparagraph id="H6E35A558CDAD4217A833A5B861CC23FB"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">Any post 9-11 veteran
				who begins work for the employer after the date of the enactment of this
				paragraph shall be treated as a member of a targeted group for purposes of this
				subpart.</text>
						</subparagraph><subparagraph id="HCB26CCBBA05E496EBAA54D0F11221556"><enum>(B)</enum><header>Increase in
				wages taken into account</header><text display-inline="yes-display-inline">For
				purposes of this paragraph, in the case of a post 9-11 veteran, subsection
				(b)(3) shall be applied by substituting <quote>$8,000</quote> for
				<quote>$6,000</quote>.</text>
						</subparagraph><subparagraph id="HBEF6AF60A13B4F09B047E73867EB24D5"><enum>(C)</enum><header>Post 9-11
				veteran</header><text>For purposes of this paragraph, the term <term>post 9-11
				veteran</term> means any veteran (as defined in paragraph (3)(B), determined
				without regard to clause (ii) thereof) who is certified by the designated local
				agency as having been discharged or released from active duty in the Armed
				Forces at any time after September 11, 2001.</text>
						</subparagraph><subparagraph id="HCCF1CF8B07B74F26A7F64DDA78EDE742"><enum>(D)</enum><header>Termination</header><text display-inline="yes-display-inline">For purposes of this paragraph, subsection
				(c)(4)(B) shall be applied by substituting <quote>December 31, 2014</quote> for
				<quote>December 31,
				2011</quote>.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H359B3E73D9A04D629746C22F05A84CD4"><enum>(b)</enum><header>Increase in
			 credit for other veterans</header><text display-inline="yes-display-inline">Paragraph (3) of section 51(b) of such Code
			 is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H868F1A03F3004FF2ACF8A1800748EEBE" style="OLC">
					<paragraph id="H586713D6AB9F4507B032C7B5635730C6"><enum>(3)</enum><header>Limitation on
				wages per year taken into account</header><text display-inline="yes-display-inline">The amount of the qualified first-year
				wages which may be taken into account with respect to any individual shall not
				exceed—</text>
						<subparagraph id="HF4C9D87FF7A14CA08413DCCF8F4AB259"><enum>(A)</enum><text>except as provided
				in subparagraph (B) or (C), $6,000 per year,</text>
						</subparagraph><subparagraph id="H8000CC4423214766BDC009D63A7501A9"><enum>(B)</enum><text>in the case of any
				individual who is a qualified veteran by reason of subsection (d)(3)(A)(ii),
				$14,000 per year for taxable years ending before January 1, 2015, and $12,000
				per year thereafter, and</text>
						</subparagraph><subparagraph id="HA5718AAA7A594838B164E8A28044464C"><enum>(C)</enum><text display-inline="yes-display-inline">in the case of any individual who is a
				qualified veteran other than by reason of subsection (d)(3)(A)(ii) or being
				described in subsection (d)(15), $7,500 per year for taxable years ending
				before January 1,
				2015.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HD8985D2DD2684AC390F9B0C87FE9E55C"><enum>(c)</enum><header>Study regarding
			 unemployment compensation of veterans</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall
			 conduct a study that examines the receipt of unemployment compensation by
			 unemployed Post 9-11 veterans and examines any impediment that may prevent
			 access to Post 9-11 veterans seeking unemployment compensation. Not later than
			 180 days after the date of the enactment of this Act, the Secretary shall
			 submit the results of the study to Congress and shall include with such
			 submission recommendations (if any) for expanding unemployment compensation to
			 veterans.</text>
			</subsection><subsection id="HAAF160ADE5CA4DA3869332E123FE1D09"><enum>(d)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall apply to individuals who begin work for the employer after
			 the date of the enactment of this Act.</text>
			</subsection></section><section id="H5EA490BC1402457DBC78CE1438663CA6"><enum>4.</enum><header>Deduction for
			 increased job training for post 9-11 veterans</header>
			<subsection display-inline="no-display-inline" id="H0DA5EF437C9B4479A4372C5E43605CE1"><enum>(a)</enum><header>In
			 general</header><text>Part VI of subchapter B of chapter I of the Internal
			 Revenue Code of 1986 is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="H631EA00514984F9B81CF9C9670514EA6" style="OLC">
					<section id="H2C0CFB37CDED4C9FA0AEB8679ACCDAE3"><enum>200.</enum><header>Increased job
				training for post 9-11 veterans</header>
						<subsection id="H74008F6190D04E328E989753EFA3A7B4"><enum>(a)</enum><header>Allowance of
				Deduction</header><text>There shall be allowed as a deduction the qualified job
				training expenses.</text>
						</subsection><subsection id="H24ACB7CDD763413583B592323E4A9479"><enum>(b)</enum><header>Limitation</header><text display-inline="yes-display-inline">The amount taken into account as qualified
				job training expenses under subsection (a) for an employee for a taxable year
				shall not exceed $1,000.</text>
						</subsection><subsection id="H30AC5ED08D854CDF95A4BD63E0A13AEF"><enum>(c)</enum><header>Definitions</header><text>For
				purposes of this section—</text>
							<paragraph commented="no" id="H087FCC6861C3423989FC56F0A9EA9EA7"><enum>(1)</enum><header>Qualified job
				training expenses</header><text display-inline="yes-display-inline">The term
				<term>qualified job training expenses</term> means amounts paid or incurred by
				an employer for a taxable year to provide training to post 9-11 veterans in the
				area of green jobs or sustainable manufacturing. Training provided under the
				preceding sentence shall ensure that post 9-11 veterans have the same level of
				training and seniority as their non-veteran peers.</text>
							</paragraph><paragraph id="H8A5CA808D4C9487DA2088C107C61B813"><enum>(2)</enum><header>Veteran</header><text display-inline="yes-display-inline">The term <term>post 9-11 veteran</term>
				means any individual who after September 11, 2001—</text>
								<subparagraph commented="no" id="HA1F904278001467DB7E3DDAF6E1EE2E5"><enum>(A)</enum><text>served on active
				duty (other than active duty for training) in the Armed Forces of the United
				States or full-time National Guard duty for a period of more than 180 days,
				or</text>
								</subparagraph><subparagraph commented="no" id="H68C9BAAB9FB34FD8B0292930DB5D866A"><enum>(B)</enum><text>was discharged or
				released from active duty in the Armed Forces of the United States for a
				service-connected disability.</text>
								</subparagraph></paragraph><paragraph id="H4D60292828FA4AD1ABA5D0ACA1DB3E3E"><enum>(3)</enum><header>Green
				job</header><text display-inline="yes-display-inline">The term <term>green
				job</term> means a job directly—</text>
								<subparagraph id="H004CE347660444B1A03FE1DEA3803960"><enum>(A)</enum><text>improving the
				energy efficiency of housing for elderly and low-income people,</text>
								</subparagraph><subparagraph id="HD88688E4E26F4EA38B3DEA2357E55501"><enum>(B)</enum><text>building
				energy-efficient <quote>green</quote> housing,</text>
								</subparagraph><subparagraph id="H5AD268404EED46ED81826C9FBC8BD75A"><enum>(C)</enum><text display-inline="yes-display-inline">assisting with the design and deployment of
				smart grid technology,</text>
								</subparagraph><subparagraph id="HED77CAAF09B54AD3AC5D852870749E85"><enum>(D)</enum><text>assisting with
				electric power transmission systems, including upgrading and
				reconductoring,</text>
								</subparagraph><subparagraph id="H41FFEABE8A2F49DCB65371D9B374FB52"><enum>(E)</enum><text>assisting with
				recycling and waste reduction,</text>
								</subparagraph><subparagraph id="H4B6DF547011A4FECAFA080F9A83ECD4D"><enum>(F)</enum><text>assisting in the
				implementation of sustainable agriculture and farming,</text>
								</subparagraph><subparagraph id="H25F87F26ACD445B18CD0CEC5AAE10F0A"><enum>(G)</enum><text>repairing,
				renovating, or rehabilitating existing infrastructure or facility, including
				rail, mass transportation, ports, schools and hospitals,</text>
								</subparagraph><subparagraph id="H74197F50D6174492A011D2EC18549D54"><enum>(H)</enum><text>improving
				recreational trails,</text>
								</subparagraph><subparagraph id="HE3A25CEB6486438990CE80741A94FAD1"><enum>(I)</enum><text>transforming
				military bases affected by the Base Realignment and Closure process (BRAC) to
				green the space,</text>
								</subparagraph><subparagraph id="H009B3B2B6531437FB09F40C4AA6EBD71"><enum>(J)</enum><text>assisting with
				reforestation,</text>
								</subparagraph><subparagraph id="H41F7712AADF54AC7A1FC4C9730872702"><enum>(K)</enum><text>assisting with
				renewable resource enhancement,</text>
								</subparagraph><subparagraph id="H5E57ECFE256940B4BAF8A35E5DAAB058"><enum>(L)</enum><text>assisting in
				emergency operations, such as disaster prevention and relief, and</text>
								</subparagraph><subparagraph id="H8FDF2570C00F4D0BB749E6AC5221DFA9"><enum>(M)</enum><text>assisting with
				water and energy conservation.</text>
								</subparagraph></paragraph><paragraph id="H1624CEA3249743128055ED1C50FBE31C"><enum>(4)</enum><header>Sustainable
				manufacturing</header><text>The term <term>sustainable manufacturing</term> has
				the meaning specified by the Secretary of Commerce.</text>
							</paragraph></subsection><subsection id="H658728C4A7F3427DAA3B37C9863A6D96"><enum>(d)</enum><header>Termination</header><text>This
				section shall not apply to amounts paid or incurred after December 31,
				2014.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H6EB0A687EED44C0D895CF89EFD937ED9"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections for part VI of subchapter B of such chapter is amended by adding at
			 the end the following new item:</text>

				veterans.</toc-entry>
					</toc>
					<after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H8D567CED669E466F8D4E50B29799187E"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to amounts
			 paid or incurred after the date of the enactment of this Act.</text>
