		<section id="H8FE98EA607504768B143C1E8B2A447E4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Green Export Promotion and Job
			 Creation Act</short-title></quote>.</text>
		</section><section id="H06C06EA2740E47F783D3BACBAE755928"><enum>2.</enum><header>Amendment to
			 Export Enhancement Act of 1988</header>
			<subsection id="HA0FD6E8EFF494D38BD689A59A3659FDF"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subtitle C of the
			 Export Enhancement Act of 1988 (15 U.S.C. 4721), relating to export promotion,
			 is amended by adding at the end the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HA68F7F5ED988441C9E28F344D026634D" style="OLC">
					<section id="H5C9A6FF43D6F412D8BDE067BC898F92E"><enum>2315.</enum><header>Promotion of
				exports of clean and efficient energy and environmental products and
				services</header>
						<subsection id="H02B3B574B7BF4900B1A3A05DED32149E"><enum>(a)</enum><header>Public directory
				for foreign buyers</header>
							<paragraph id="H5B585588D412469C82297A681ECAE1C5"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Commerce, acting through
				the Under Secretary for International Trade, shall, in cooperation with the
				relevant Federal departments and agencies, establish a directory accessible
				through a public Web site for foreign buyers to identify United States
				manufacturers and service providers that are prepared to export products and
				services in the following areas:</text>
								<subparagraph id="H1380C2ED9A474D8E98A21395AC12124F"><enum>(A)</enum><text>Clean and
				efficient energy generation, distribution, and use.</text>
								</subparagraph><subparagraph id="HF6729DDEA7BF4720AC7208AD24EA9A6D"><enum>(B)</enum><text>Remediation of air
				and water pollution.</text>
								</subparagraph><subparagraph id="HCE13C0D80BB7423B8CD7A2A36BF1AFD2"><enum>(C)</enum><text>Water
				supply.</text>
								</subparagraph><subparagraph id="H5AA607A67D034305AB332E335F188C33"><enum>(D)</enum><text>Sanitation.</text>
								</subparagraph><subparagraph id="H7F661E43C22540AEBD82BF23E44B388A"><enum>(E)</enum><text>Solid waste
				disposal.</text>
								</subparagraph><subparagraph id="H9A22F273E4DC4DCCA78AD513C3AFA77B"><enum>(F)</enum><text>Chemical and
				hazardous waste treatment and containment.</text>
								</subparagraph><subparagraph id="H943C65286D324B488B6BA7A828EC1106"><enum>(G)</enum><text>Equipment and
				services for testing, monitoring, and analysis with respect to any area
				described in any of subparagraphs (A) through (F), or otherwise with respect to
				environmental hazards.</text>
								</subparagraph></paragraph><paragraph id="HAE4C5C9E53894339B4023441331FE362"><enum>(2)</enum><header>Requirements</header><text>The
				directory established under paragraph (1) shall—</text>
								<subparagraph id="H6D485C97AF954E24BF33E58CA3AE3D48"><enum>(A)</enum><text display-inline="yes-display-inline">include a mechanism for United States
				businesses to register for inclusion in the directory, and for the United
				States Government to ascertain the location in the United States and the
				legitimacy of such businesses;</text>
								</subparagraph><subparagraph id="HEB191DA930A84FC8A6ED5F1A178FCE4A"><enum>(B)</enum><text>include a summary
				of the products and services provided by each registered United States
				business;</text>
								</subparagraph><subparagraph id="H6E080CD886794711B8564C5491E97DA1"><enum>(C)</enum><text>provide contact
				information for each United States business in the database;</text>
								</subparagraph><subparagraph id="HC87EBCA5F7454E40BA8D26D8D80EDA15"><enum>(D)</enum><text>be searchable by
				industry, business name, product, or service, or by a combination of keywords;
				and</text>
								</subparagraph><subparagraph id="H27F2198AAABC4FE6A1CEB64CBDD73018"><enum>(E)</enum><text>be updated
				regularly.</text>
								</subparagraph></paragraph><paragraph id="H472E6804FE61465F969AD637F00588B8"><enum>(3)</enum><header>Submission of
				implementation plan to Congress</header><text>Not later than 180 days after the
				date of the enactment of this section, the Secretary of Commerce shall submit
				to the appropriate congressional committees a detailed plan for establishing
				and maintaining the directory required by paragraph (1), including plans for
				the operation, content, maintenance, and functionality of the directory. The
				plan submitted under this paragraph shall include a detailed implementation
				schedule for the directory, and plans for a public awareness campaign to be
				conducted by the Secretary to provide consumer awareness of the
				directory.</text>
							</paragraph><paragraph id="HF4320C0701A14F79884957E3AEE5300A"><enum>(4)</enum><header>Date of initial
				availability</header><text>Not later than 18 months after the date on which the
				Secretary submits the plan required by paragraph (3), the Secretary of Commerce
				shall establish the directory required by paragraph (1).</text>
							</paragraph><paragraph id="HB0CD0CA719ED4426ABD960F48140D73A"><enum>(5)</enum><header>Government
				promotion</header><text>The Secretary of Commerce should promote awareness and
				use of the directory established under this subsection in the United States and
				Foreign Commercial Service and in United States missions and posts
				abroad.</text>
							</paragraph></subsection><subsection id="HE1D408067E4840E589A808D458D6F1B2"><enum>(b)</enum><header>Governmental
				database on foreign sales opportunities</header>
							<paragraph id="H96148FE5872E40919C1611FCDCDED568"><enum>(1)</enum><header>Establishment</header><text>The
				Secretary of Commerce shall, in cooperation with the relevant Federal
				departments and agencies, establish a database accessible only to United States
				Government personnel, that identifies potential sales opportunities abroad for
				United States manufacturers and service providers that are prepared to export
				products and services in the areas described in subsection (a)(1).</text>
							</paragraph><paragraph id="HA209D4CEE0034047AF4A251D156F6AAD"><enum>(2)</enum><header>Requirements</header><text>The
				database established under paragraph (1) shall—</text>
								<subparagraph commented="no" id="H29B00DA171E24D8BBF237D2DDDD8D30F"><enum>(A)</enum><text display-inline="yes-display-inline">include a mechanism for United States
				businesses to subscribe to the database;</text>
								</subparagraph><subparagraph id="HA5022B35287F4293A931465AF11EBDA6"><enum>(B)</enum><text>establish a
				mechanism for United States Government personnel to enter information regarding
				foreign business opportunities described in paragraph (1) into the
				database;</text>
								</subparagraph><subparagraph id="HD2E6A361A51343A1BFD00A71873ECCA1"><enum>(C)</enum><text>provide a summary
				of the products or services desired by each foreign buyer;</text>
								</subparagraph><subparagraph id="HB5BC2D3033E949AFBFEA5E259A8685F1"><enum>(D)</enum><text>provide
				information that will allow a subscriber to the system to contact the foreign
				buyer or the person who entered the information into the database;</text>
								</subparagraph><subparagraph id="H110D71EE12EB4644BE91036697D3B5F1"><enum>(E)</enum><text>be searchable by
				location, industry, company name, product, or service, or by a combination of
				keywords;</text>
								</subparagraph><subparagraph id="HED72DF0BD48D4AEFA2070E34FA735BFD"><enum>(F)</enum><text>be able to
				transmit regular updates on potential sales opportunities to database
				subscribers, including the ability for subscribers of the system to be able to
				customize the type of information they receive; and</text>
								</subparagraph><subparagraph id="H4234A43A809141F1A38CA26A83810992"><enum>(G)</enum><text>be updated
				regularly.</text>
								</subparagraph></paragraph></subsection><subsection id="H312135CD98584DD7B4EABD95DB389A39"><enum>(c)</enum><header>Monitoring and
				evaluation of United States export promotion with respect to clean and
				efficient energy and environmental products and services</header>
							<paragraph id="H7E50740E932A4C82B3E8CA7C0C055FB3"><enum>(1)</enum><header>In
				general</header><text>The Secretary of Commerce shall develop and implement a
				rigorous system to evaluate the effectiveness and efficiency of United States
				export promotion activities with respect to clean and efficient energy and
				environmental products and services.</text>
							</paragraph><paragraph id="H1D49F1913CBE49458BEABB363879EDCA"><enum>(2)</enum><header>Components of
				system</header><text>In order to avoid duplication, ensure comprehensive
				coverage, promote high and uniform standards, and facilitate comparability of
				results and the development of a strong body of evidence, the system required
				under paragraph (1) shall include—</text>
								<subparagraph id="H5A4FD215BDD64CCFB64A782E435DE211"><enum>(A)</enum><text>a method of
				coordinating monitoring and evaluation activities among all Federal agencies
				carrying out United States export promotion activities with respect to clean
				and efficient energy and environmental products and services;</text>
								</subparagraph><subparagraph id="H625CDFE46CE64ED1998F072F07E23D60"><enum>(B)</enum><text>a survey of
				business customers that receive export promotion services from the United
				States Government;</text>
								</subparagraph><subparagraph id="H0D8CCE5E2C454EF19492C2B2A1B82675"><enum>(C)</enum><text>small- and
				medium-sized businesses that receive export promotion services from the United
				States Government and, of such businesses, those that export products and
				services for the first time; and</text>
								</subparagraph><subparagraph id="H83D35AA65439424CB140BF93B5537937"><enum>(D)</enum><text>a process for
				consulting with the private sector and subject matter experts, as appropriate,
				on the planning, design, and implementation of evaluation activities and
				dissemination of evaluation findings under this subsection.</text>
								</subparagraph></paragraph><paragraph id="H0AF8B07EC34F4E8EBE7959AED0BB495C"><enum>(3)</enum><header>Required
				actions</header><text>In carrying out paragraph (1), the Secretary of Commerce
				shall establish, through the Trade Promotion Coordinating Committee, standards
				for the following actions with respect to the export promotion activities with
				respect to clean and efficient energy and environmental products and services
				that are engaged in by any Federal agency:</text>
								<subparagraph id="HEC9AFFA33F0F47FE858BA7957ABBC9CD"><enum>(A)</enum><text>Establishing
				measurable and meaningful performance objectives, including—</text>
									<clause id="H9E84E2CB4BBE4AA19965EFC29D0E5339"><enum>(i)</enum><text>exports by small-
				and medium-sized businesses;</text>
									</clause><clause id="H406EBD475A0A46D781648F295935CE50"><enum>(ii)</enum><text>businesses that
				become first-time exporters;</text>
									</clause><clause id="H28ED94789D0440EFA744CA72C65519DD"><enum>(iii)</enum><text>newly accessed
				markets; and</text>
									</clause><clause id="HDD1D17DECC214BA68CABB256CF7498BB"><enum>(iv)</enum><text>number of new
				registrants to receive export promotion services.</text>
									</clause></subparagraph><subparagraph id="HA1C26F2E2EDA4F47886AF428CA50FD6B"><enum>(B)</enum><text>Establishing
				criteria for the selection of programs, projects, and activities to be subject
				to various evaluation methodologies, with a particular emphasis on impact
				evaluation.</text>
								</subparagraph><subparagraph id="H1B02FF439ADC49EB857C2771765C4A51"><enum>(C)</enum><text>Establishing or
				designating an organizational unit at the Department of Commerce with adequate
				staff and resources to oversee and provide technical support for appropriate
				evaluation activities.</text>
								</subparagraph><subparagraph id="H6A8A2011DF7E40EE9A48AD599152D01B"><enum>(D)</enum><text>Through the Trade
				Promotion Coordinating Committee, developing a plan for improving the capacity
				of the agency to conduct rigorous and objective program monitoring and
				evaluation, including by—</text>
									<clause id="H7B9842E497D64AABB313329E1D1DF58E"><enum>(i)</enum><text>expanding relevant
				education and training opportunities;</text>
									</clause><clause id="H1168B6A3E7A1460BA275867EE30318C9"><enum>(ii)</enum><text>encouraging the
				adoption of improved methodologies for data collection and analysis; and</text>
									</clause><clause id="H28D88C1F2E404E4F9CA299105B702C7F"><enum>(iii)</enum><text>ensuring that
				best practices are shared within and between agencies.</text>
									</clause></subparagraph><subparagraph id="H31BF32BC2FC74A9AB2CCB05F9FFF8FF6"><enum>(E)</enum><text>Establishes a
				process for applying the findings and results of monitoring and evaluation
				activities, including impact evaluation research, into future program planning,
				budgeting, design, and implementation.</text>
								</subparagraph><subparagraph id="H59AC8A3472074347BE2561C3697D3B43"><enum>(F)</enum><text>Establishes a
				policy for the publication of program evaluations.</text>
								</subparagraph><subparagraph id="HC4CF8BD671184F718664DA4DA182498B"><enum>(G)</enum><text>Develops, in
				consultation with relevant stakeholders, as appropriate, an annual evaluation
				plan that describes how the agency will meet the requirements of this
				section.</text>
								</subparagraph></paragraph><paragraph id="H882BF8C7029B43F0B099F3E91A4A84BE"><enum>(4)</enum><header>Submission of
				evaluation plans</header><text>The President shall ensure that the evaluation
				plans required by paragraph (3)(G) are submitted to the appropriate
				congressional committees each year along with the annual budget submitted under
				section 1105 of title 31, United States Code, and are published on a Government
				Web site.</text>
							</paragraph></subsection><subsection id="HE88BF531790E498D8E9E57A55E47C93B"><enum>(d)</enum><header>Cooperation with
				the international renewable energy agency</header><text>The Secretary of
				Commerce, in consultation with the Secretary of State, shall work with the
				International Renewable Energy Agency (IRENA) to identify countries that have
				received or are in the process of receiving assistance from IRENA that improve
				the deployment and adoption of renewable energy in such country in order to
				promote United States exports in clean and efficient energy and environmental
				products and services to that country.</text>
						</subsection><subsection id="H812F355BDB294FC3979A8143892E81AC"><enum>(e)</enum><header>Report to
				congress</header><text>Not later than one year after the date of the enactment
				of this section and annually thereafter, the Secretary of Commerce shall
				transmit a report to Congress on the implementation of this section. Such
				report shall include—</text>
							<paragraph id="HF724A0CBA30946BFA5584ACFAA533CCA"><enum>(1)</enum><text>a description of
				the activities undertaken during the preceding year;</text>
							</paragraph><paragraph id="H67FC9DAACD614540B79F22C5B0134698"><enum>(2)</enum><text>the results of the
				monitoring and evaluation programs under subsection (c) during the preceding
				year; and</text>
							</paragraph><paragraph id="H0B6EAB624AEC49549B4F2D378C5F9D4E"><enum>(3)</enum><text>the operations of
				the public directory established under subsection (a) and the governmental
				database established under subsection (b) during the preceding year.</text>
							</paragraph></subsection><subsection id="H8E68B55CA2264A07B83A9409E060761F"><enum>(f)</enum><header>GAO report on
				effectiveness of U.S. export promotion</header>
							<paragraph id="HE936B69759C04E1393511A53256E6FB9"><enum>(1)</enum><header>Initial
				Report</header><text>Not later than one year after the date of the enactment of
				this section, the Comptroller General shall submit a report to the appropriate
				congressional committees containing—</text>
								<subparagraph id="HB5B723EC535447B5B93694AF4506542E"><enum>(A)</enum><text>a baseline
				analysis that compares the scope of effectiveness of United States export
				promotion activities with respect to clean and efficient energy and
				environmental products and services with those of other major trade
				competitors; and</text>
								</subparagraph><subparagraph id="H7DE3FC5070D84003B36A5B94B941E6F7"><enum>(B)</enum><text>recommendations on
				how United States export promotion activities described in subparagraph (A) can
				be strengthened to counteract foreign government competition.</text>
								</subparagraph></paragraph><paragraph id="HA8CB527960A64549852E086105933B98"><enum>(2)</enum><header>Subsequent
				report</header><text>Not later than two years after the date of the enactment
				of this section, the Comptroller General shall submit a report to the
				appropriate congressional committees containing—</text>
								<subparagraph id="H593C7CB83AE04E6B914D16C33B14D4E7"><enum>(A)</enum><text display-inline="yes-display-inline">an assessment of the overall effectiveness
				of United States export promotion activities with respect to clean and
				efficient energy and environmental products and services and a comparison to
				the baseline analysis conducted in paragraph (1);</text>
								</subparagraph><subparagraph id="H87C95E235C1B43A9B01F3820C9829399"><enum>(B)</enum><text>an assessment of
				the ability of the Trade Promotion Coordinating Committee to coordinate United
				States export promotion activities described in subparagraph (A);</text>
								</subparagraph><subparagraph id="HC9A4BF29066D438BAB06A742B26721D2"><enum>(C)</enum><text>an evaluation of
				the effectiveness of the monitoring and evaluation system established under
				subsection (c); and</text>
								</subparagraph><subparagraph id="H92F8FBF593B64812AF24753D98F3494B"><enum>(D)</enum><text>recommendations
				for improving the coordination and implementation of United States export
				promotion activities described in subparagraph (A).</text>
								</subparagraph></paragraph></subsection><subsection id="HF60AD90CCFB4450696DF5AAC478783A7"><enum>(g)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section—</text>
							<paragraph id="HFAEC5AB92B134904BC64C21F79867D7A"><enum>(1)</enum><text>the term
				<quote>appropriate congressional committees</quote> means the Committee on
				Foreign Affairs in the House of Representatives and the Committee on Banking,
				Housing, and Urban Affairs in the Senate; and</text>
							</paragraph><paragraph id="HCB06BC740A8C4FE79C81DF45E80E8618"><enum>(2)</enum><text>the term
				<quote>product</quote> includes
				technology.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HD7C56A9ACBE94F98AB801B4EC10CC02A"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The table of contents of the Omnibus Trade and
			 Competitiveness Act of 1988 is amended by inserting after the item relating to
			 section 2314 the following new item:</text>
