		<official-title>To amend the Export Enhancement Act of 1988 to further
		  enhance the promotion of exports of United States goods and services, and for
		  other purposes.</official-title>

		<section id="H3F8DEB5ACFBD47F6B4F263ADBDE2D096" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>American Export Promotion and Job
			 Creation Act</short-title></quote>.</text>
		</section><section id="H3E2E3B197F584624AC2F4C5A50D04013"><enum>2.</enum><header>Improved
			 coordination export promotion activities of Federal agencies</header><text display-inline="no-display-inline">Section 2312 of the Export Enhancement Act
			 of 1988 (relating to the Trade Promotion Coordinating Committee; 15 U.S.C.
			 4727) is amended—</text>
			<paragraph id="HFA4C5DC452384A6A871615D5A3504FB3"><enum>(1)</enum><text>in subsection
			 (b)—</text>
				<subparagraph id="H35082BE6827D46A68B3C14D3397908F8"><enum>(A)</enum><text>in paragraph (5),
			 by striking <quote>and</quote> after the semicolon;</text>
				</subparagraph><subparagraph id="H9FAE32223A984A9EB9980626B407666F"><enum>(B)</enum><text>by redesignating
			 paragraph (6) as paragraph (7); and</text>
				</subparagraph><subparagraph id="HFF70FE93029648AD8BC7CB3B7A254FAD"><enum>(C)</enum><text>by inserting after
			 paragraph (5) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H824D82543F24413AB3F196DCC4A34245" style="OLC">
						<paragraph id="H33FAA587824D4FCC897ECB10D53C3347"><enum>(6)</enum><text display-inline="yes-display-inline">in making the assessments under paragraph
				(5), review the proposed annual budget of each agency described in paragraph
				(5) before the agency submits that budget to the Office of Management and
				Budget and the President for inclusion in the budget of the United States
				submitted to Congress under section 1105(a) of title 31, United States Code;
				and</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H3E055E16E59343F6825A99D213B3886D"><enum>(2)</enum><text>in subsection
			 (c)—</text>
				<subparagraph id="H02D452C549E74CEBA6B50F70B9549086"><enum>(A)</enum><text>by redesignating
			 paragraphs (3) through (6) as paragraphs (4) through (7), respectively;
			 and</text>
				</subparagraph><subparagraph id="HBDA89ED72398405B8AE978D714D1FA0F"><enum>(B)</enum><text>by inserting after
			 paragraph (2) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H0F90434A85D443DC81D060BB1EA3259A" style="OLC">
						<paragraph id="H33656606D40641F481D1CAB58BA3B23B"><enum>(3)</enum><text display-inline="yes-display-inline">in conducting the review and developing the
				plan under paragraph (2), take into account recommendations from a
				representative number of United States exporters, in particular small
				businesses and medium-sized businesses, and representatives of United States
				workers;</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="HE725835D29E24DC8A2C31A7B83CD5368"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H39CE1307D8314EC58A22D4E3896E9E5B" style="OLC">
					<subsection id="H4058A2637E8A4975BAD3DEE1BF79568F"><enum>(g)</enum><header>Executive order
				and regulations</header><text display-inline="yes-display-inline">The President
				shall issue an executive order and such regulations as are necessary to provide
				the chairperson of the TPCC with the authority to ensure that the TPCC carries
				out each of its duties under subsection (b) and develops and implements the
				strategic plan under subsection (c).</text>
					</subsection><subsection id="H62FE901A4D8149C993606686C1D29FF2"><enum>(h)</enum><header>Definition</header><text>In
				this section, the term <term>small business</term> means a small business
				concern as defined under section 3 of the Small Business Act (15 U.S.C.
				632).</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H5235B72C4FCB4FD6B75F8D7CA21B4057"><enum>3.</enum><header>Effective
			 deployment of U.S. Commercial Service resources</header><text display-inline="no-display-inline">Section 2301(c)(4) of the Export Enhancement
			 Act of 1988 (relating to the United States and Foreign Commercial Service; 15
			 U.S.C. 4721(c)(4)) is amended—</text>
			<paragraph id="H23EBF36CC0914178A1F5A9D14AC5A464"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (B) through
			 (F) as subparagraphs (C) through (G), respectively;</text>
			</paragraph><paragraph id="HCF3085F8E8D946349ACAE86DF6B72378"><enum>(2)</enum><text>by striking
			 <quote>(4) <header-in-text level="paragraph" style="OLC">Foreign
			 offices</header-in-text>.—(A) The Secretary may</quote> and inserting the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="HEF5890A94DCB41C399D1FBF2F3653D9B" style="OLC">
					<paragraph id="H477F80830F4242218011D6E78425AE98"><enum>(4)</enum><header>Foreign
				offices</header><subparagraph commented="no" display-inline="yes-display-inline" id="H6BE7DDC0BDEF46C083FBB9E2529B549B"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="HB16D6CC0DE014FD98946AAEC926A97C3"><enum>(i)</enum><text>The Secretary shall
				conduct a global assessment of overseas markets to determine those with the
				greatest potential for increasing United States exports, and to redeploy the
				Commercial Service personnel and other resources on the basis of the global
				assessment.</text>
							</clause><clause id="HA6F31663DEFC4C9387CDD4F9B4027742" indent="up2"><enum>(ii)</enum><text>The assessment conducted under clause
				(i) shall take into account recommendations from a represented number of United
				States exporters, in particular small- and medium-sized businesses, and
				representatives of United States workers.</text>
							</clause><clause id="HFE6D71AB789B4E0E86F3DC02E806B6E1" indent="up2"><enum>(iii)</enum><text>Not later than 6 months after the
				date of enactment of the <short-title>American Export
				Promotion and Job Creation Act</short-title>, the Secretary shall submit to
				Congress results of the global assessment conducted under clause (i) and a plan
				for redeployment of Commercial Service personnel and other resources on the
				basis of the global assessment.</text>
							</clause><clause id="H7F6DD53917A74565A22CC7F478B6814A" indent="up2"><enum>(iv)</enum><text>The Secretary shall conduct an
				assessment and redeployment described in clause (i) not less than once in every
				5-year period.</text>
							</clause></subparagraph><subparagraph id="H4D23DFE332644420AADD19D8CF4264D1" indent="up1"><enum>(B)</enum><text>The Secretary
				may</text>
						</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HDBC302768E9B496EBDFED3E75CED7960"><enum>(3)</enum><text>in subparagraph
			 (F), as redesignated, by striking <quote>is authorized, upon the request of the
			 Secretary, to provide</quote> and inserting <quote>shall, upon the request of
			 the Secretary, provide</quote>.</text>
			</paragraph></section><section id="H4A454F58DFBB4B6C9736BE46FC30787B" section-type="subsequent-section"><enum>4.</enum><header>Strengthened U.S.
			 commercial diplomacy in support of U.S. exports</header>
			<subsection id="H668110E93E5D41499079B17711AA8CD8"><enum>(a)</enum><header>Development of
			 plan</header><text display-inline="yes-display-inline">Section 207(c) of the
			 Foreign Service Act of 1980 (22 U.S.C. 3927(c)) is amended—</text>
				<paragraph id="H8096678D0F624C229517757AF87568F6"><enum>(1)</enum><text>by inserting
			 before the period at the end the following: <quote>, including through the
			 development of a plan, drafted in consultation with the ambassador to such
			 country, the Director General of the United States and Foreign Commercial
			 Service, and the heads of other Federal departments and agencies with export
			 promotion programs acting through the Trade Promotion Coordinating Committee,
			 for effective diplomacy to remove or reduce obstacles to exports of United
			 States goods and services</quote>; and</text>
				</paragraph><paragraph id="HA77A62C71C384CAC8BD422E2C0938791"><enum>(2)</enum><text>by adding at the
			 end the following new sentence: <quote>The chief of mission shall, prior to
			 implementation of the plan required under this subsection, submit to the
			 Secretary such plan for review by the Secretary.</quote>.</text>
				</paragraph></subsection><subsection id="H65B7579DFC20428D8FBC2B46E1A769C7"><enum>(b)</enum><header>Assessments and
			 promotions</header><text>Section 603(a) of the Foreign Service Act of 1980 (22
			 U.S.C. 4003(a)) is amended, in the second sentence, by inserting before
			 <quote>and (with respect to</quote> the following: <quote>assessments (with
			 respect to members of the Service with responsibilities relating to economic
			 affairs) of the effectiveness of efforts to promote the export of United States
			 goods and services in accordance with a commercial diplomacy plan developed
			 pursuant to section 207(c),</quote>.</text>
			</subsection><subsection id="HD4DCB1F251D8427EA92AEC8BC5470E09"><enum>(c)</enum><header>Inspector
			 General</header><text>Section 209(b) of the Foreign Service Act of 1980 (22
			 U.S.C. 3929(b)) is amended—</text>
				<paragraph id="H55C617A56F1149C8B566CA6712DD730A"><enum>(1)</enum><text>in paragraph (4),
			 by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="HF402B776AD3E4AF386EF76D83C694C81"><enum>(2)</enum><text>by redesignating
			 paragraph (5) as paragraph (6); and</text>
				</paragraph><paragraph id="H1463F6AE9B514B13A399CAF31BE0C534"><enum>(3)</enum><text>by inserting after
			 paragraph (4) the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H0946F2AAB3124EFDAE57C820B5883FE3" style="OLC">
						<paragraph id="H46BE3AC7FC304CD9A7137D29DDC0FCC8"><enum>(5)</enum><text display-inline="yes-display-inline">the effectiveness of commercial diplomacy
				relating to the promotion of exports of United States goods and services;
				and</text>
