		<section id="HDB0AABD4163D4640AB3529B55B7120F6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Stop Excessive Taxpayer Payments to
			 Government Contractors Act of 2011</short-title></quote>.</text>
		</section><section id="H6F884DABE86D44F68D74A70C8EA9CB2D"><enum>2.</enum><header>Limitation on
			 allowable compensation costs</header>
			<subsection id="H69B014F167DB413B83E9081CEBCAB38D"><enum>(a)</enum><header>Limitation</header>
				<paragraph id="HB068D6330069410C9A157332A10E8F17"><enum>(1)</enum><header>Civilian
			 contracts</header><text>Section 4304(a)(16) of title 41, United States Code, is
			 amended to read as follows:</text>
					<quoted-block act-name="" id="H89F2C41F5D814CEB88673CF71788146E" style="OLC">
						<paragraph id="H7BE06A2586834647BEC47D407FC9DE9E"><enum>(16)</enum><text>Costs of
				compensation of contractor and subcontractor employees for a fiscal year,
				regardless of the contract funding source, to the extent that such compensation
				exceeds the rate payable for level I of the Executive Schedule under section
				5312 of title
				5.</text>

				</paragraph><paragraph id="H197411D2DB504CF0A08D1FC7050F3118"><enum>(2)</enum><header>Defense
			 contracts</header><text>Section 2324(e)(1)(P) of title 10, United States Code,
			 is amended to read as follows:</text>

						<subparagraph id="H88A01D54121C456CA35874109052B21A" indent="up1"><enum>(P)</enum><text>Costs of compensation of contractor

			 amendments</header>

			 general</header><text>Section 1127 of title 41, United States Code, is hereby
			 repealed.</text>
				</paragraph><paragraph id="H155CAB8116A74564AE75E369D1659CFF"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 11 of
			 title 41, United States Code, is amended by striking the item relating to
			 section 1127.</text>
