		<official-title>To authorize the Secretary of Housing and Urban
		  Development to provide grants to eligible nonprofit organizations to provide
		  specialized housing and social services to elderly individuals who are the
		  primary caregiver of a child that is related to such
		  individual.</official-title>

		<section id="HA9089165731A4D90811F1C4F1AB69116" section-type="section-one"><enum>1.</enum><header>Grant program for elderly
			 caregivers</header>
			<subsection id="H7ABFBF81FC0C4331AB6D70E8AA8294BB"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established in the Department of
			 Housing and Urban Development a program to provide grants to eligible nonprofit
			 organizations for start-up and ongoing operational costs associated with
			 providing specialized housing and social services for qualified relatives who
			 are raising a child.</text>
			</subsection><subsection id="HA6B7C95A43624C208D0F3B79F05B732B"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">To receive a grant award under this
			 program, an eligible nonprofit organization shall submit an application to the
			 Secretary at such time, in such manner, and containing such information as the
			 Secretary may require.</text>
			</subsection><subsection id="HB0D77372F6A8445B909EAAD00149C731"><enum>(c)</enum><header>Need-Based;
			 Competition</header><text>A grant award under the program shall be need-based
			 and made available on a competitive basis.</text>
			</subsection><subsection id="HE26B68BC6D9F442EA728E7E5F4DB056B"><enum>(d)</enum><header>Limit on
			 organizations selected</header><text>The Secretary may select no more than 5
			 eligible organizations to receive a grant award under the program.</text>
			</subsection><subsection id="H3273138476FD47E0A254BB8C23AA5A9E"><enum>(e)</enum><header>Distribution of
			 awards</header><text>A grant award under the program shall be distributed
			 during the fiscal years referenced in subsection (g).</text>
			</subsection><subsection id="HE262EB59DE3948A6B24B20A6F0E838A3"><enum>(f)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text>
				<paragraph id="HC871D211E8B4430A809E545FD766163F"><enum>(1)</enum><header>Child</header><text>The
			 term <term>child</term> means an individual who—</text>
					<subparagraph id="H2E6C417B39D149BE88B7FC698B5C49DE"><enum>(A)</enum><text>is not attending
			 school and is not more than 18 years of age; or</text>
					</subparagraph><subparagraph id="H9F69BD459F67495794D90FAB9E292D29"><enum>(B)</enum><text>is attending
			 school and is not more than 19 years of age.</text>
					</subparagraph></paragraph><paragraph id="HA9CDFBA9643644439500685B71D486D3"><enum>(2)</enum><header>Eligible
			 nonprofit organization</header>
					<subparagraph id="HFE444F2CE204459BB7396F5B4EDCB9B7"><enum>(A)</enum><header>In
			 general</header><text>The term <term>eligible nonprofit organization</term>
			 means an organization that—</text>
						<clause id="HBC813DE8A68142E2AF00A3EF1C570DF8"><enum>(i)</enum><text>provides
			 specialized housing and social services for qualified relatives who are raising
			 a child; and</text>
						</clause><clause id="HA188255406094066AC1D2BBB9F15093A"><enum>(ii)</enum><text display-inline="yes-display-inline">is described in section 501(c)(3) of the
			 Internal Revenue Code of 1986 and is exempt from tax under section 501(a) of
			 such Code.</text>
						</clause></subparagraph><subparagraph id="H5B747196F02C40319056BF3023973787"><enum>(B)</enum><header>Political
			 divisions included</header><text>Such term includes organizations that provide
			 such services in each of the several States, the District of Columbia, and any
			 commonwealth, territory, or possession of the United States.</text>
					</subparagraph></paragraph><paragraph id="HDF2AB53594B843E7B24688F20515B688"><enum>(3)</enum><header>Raising a
			 child</header><text>The term <term>raising a child</term> means, with respect
			 to an individual, that the individual—</text>
					<subparagraph id="H611B6963FC424F5DAC4FCCA524617066"><enum>(A)</enum><text>resides with the
			 child; and</text>
					</subparagraph><subparagraph id="H1DAC3D079F7342278F53D49BF5EC8BAC"><enum>(B)</enum><text>is the primary
			 caregiver for the child—</text>
						<clause id="H60C4EB85188E48BDAB8AAA852DFC79C5"><enum>(i)</enum><text>because the
			 biological or adoptive parents of the child do not reside with the child or are
			 unable or unwilling to serve as the primary caregiver for the child; and</text>
						</clause><clause id="H984D9D3F5862455ABAFB09871D919804"><enum>(ii)</enum><text>regardless of
			 whether the individual has a legal relationship to the child (such as
			 guardianship or legal custody) or is caring for the child informally and has no
			 such legal relationship with the child.</text>
						</clause></subparagraph></paragraph><paragraph id="H5A490C5ABA334940852FA9554BC16AA0"><enum>(4)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Housing and Urban
			 Development.</text>
				</paragraph><paragraph id="H56DB4A31356A44C7B9EBB7B9C9EA57FA"><enum>(5)</enum><header>Qualified
			 Relative</header>
					<subparagraph id="H0FAA0899C2A6441FA69AA583BD420633"><enum>(A)</enum><header>In
			 general</header><text>The term <term>qualified relative</term> means, with
			 respect to a child, an individual who is—</text>
						<clause id="H1E2692C42CAA4ACFA9D42DC3007FB0EE"><enum>(i)</enum><text>65
			 years of age or older;</text>
						</clause><clause id="H024CE67FAF98479D9AFB3FBDAF1CCB34"><enum>(ii)</enum><text>is
			 not a parent of the child by blood or marriage; and</text>
						</clause><clause id="HCB63C796CDAA444983D9F4A09E329324"><enum>(iii)</enum><text>is
			 a relative of the child by blood or marriage.</text>
						</clause></subparagraph><subparagraph id="HECED35AF1E3C4CF8B0C2ACDA601B9A48"><enum>(B)</enum><header>Adopted
			 children</header><text display-inline="yes-display-inline">In the case of a
			 child who was adopted, the term includes an individual who, by blood or
			 marriage, is a relative of the family who adopted the child.</text>
					</subparagraph></paragraph></subsection><subsection id="H509C1FD78E8C45D68CC87164437864B4"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this Act $20,000,000 for fiscal years 2012 through 2016.</text>
