		  the functions of the United States Parole Commission, and for other

		<section id="H40BD41F74A354B72BF21DBD74B526585" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>United States Parole Commission
			 Extension Act of 2011</short-title></quote>.</text>
		</section><section id="H5DD667CA606840DCB717C01C02C0B78C"><enum>2.</enum><header>Amendment of
			 Sentencing Reform Act of 1984</header><text display-inline="no-display-inline">For purposes of section 235(b) of the
			 Sentencing Reform Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/18/3551">18 U.S.C. 3551</external-xref> note;
			 <external-xref legal-doc="public-law" parsable-cite="pl/98/473">Public Law
			 98–473</external-xref>; 98 Stat. 2032), as such section relates to
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/311">chapter 311</external-xref> of title 18,
			 United States Code, and the United States Parole Commission, each reference in
			 such section to <quote>24 years</quote> or <quote>24-year period</quote> shall
			 be deemed a reference to <quote>27 years</quote> or <quote>27-year
			 period</quote>, respectively.</text>
		</section><section id="H41017A475D9F43E38C411EBF3352E839"><enum>3.</enum><header>Parole Commission
			 report</header><text display-inline="no-display-inline">Not later than 180 days
			 after the date of enactment of this Act, the United States Parole Commission
			 shall report to the Committees on the Judiciary of the Senate and House of
			 Representatives the following:</text>
			<paragraph id="HBB80EED9666D4F1C917BB3518F787D3C"><enum>(1)</enum><text>The number of
			 offenders in each type of case over which the Commission has jurisdiction,
			 including the number of Sexual or Violent Offender Registry offenders and Tier
			 Levels offenders, for fiscal years 2006 through 2011.</text>
			</paragraph><paragraph id="H2129F3E9CEFC4115B8493CB681304AC0"><enum>(2)</enum><text>The number of
			 hearings, record reviews and National Appeals Board considerations conducted by
			 the Commission in each type of case over which the Commission has jurisdiction
			 for fiscal years 2006 through 2011.</text>
			</paragraph><paragraph id="H92084EC4BC23436ABAB755C28274D3B9"><enum>(3)</enum><text>The number of
			 hearings conducted by the Commission by type of hearing in each type of case
			 over which the Commission has jurisdiction for fiscal years 2006 through
			 2011.</text>
			</paragraph><paragraph id="H64011CFED679419E8BDAB7B4B7AD366A"><enum>(4)</enum><text>The number of
			 record reviews conducted by the Commission by type of consideration in each
			 type of case over which the Commission has jurisdiction for fiscal years 2006
			 through 2011.</text>
			</paragraph><paragraph id="H1246E4A7F9DD488AA4CF6075A658F170"><enum>(5)</enum><text>The number of
			 warrants issued and executed compared to the number requested in each type of
			 case over which the Commission has jurisdiction for fiscal years 2006 through
			 2011.</text>
			</paragraph><paragraph id="H1FE9914AA1854D4789907D51411EA275"><enum>(6)</enum><text>The number of
			 revocation determinations by the Commission in each type of case over which the
			 Commission has jurisdiction for fiscal years 2006 through 2011.</text>
			</paragraph><paragraph id="H764C252731134BF6B4F8B771BD8E57AB"><enum>(7)</enum><text>The distribution
			 of initial offenses, including violent offenses, for offenders in each type of
			 case over which the Commission has jurisdiction for fiscal years 2006 through
			 2011.</text>
			</paragraph><paragraph id="H66307B2A97684581BE1F260DBE9D53D0"><enum>(8)</enum><text>The distribution
			 of subsequent offenses, including violent offenses, for offenders in each type
			 of case over which the Commission has jurisdiction for fiscal years 2006
			 through 2011.</text>
			</paragraph><paragraph id="HB854D7830CD24E2392A1054FFB81A91D"><enum>(9)</enum><text>The percentage of
			 offenders paroled or re-paroled compared with the percentage of offenders
			 continued to expiration of sentence (less any good time) in each type of case
			 over which the Commission has jurisdiction for fiscal years 2006 through
			 2011.</text>
			</paragraph><paragraph id="H75F8828AA12042D6B6753F07BEFB4D0D"><enum>(10)</enum><text>The percentage of
			 cases (except probable cause hearings and hearings in which a continuance was
			 ordered) in which the primary and secondary examiner disagreed on the
			 appropriate disposition of the case (the amount of time to be served before
			 release), the release conditions to be imposed, or the reasons for the decision
			 in each type of case over which the Commission has jurisdiction for fiscal
			 years 2006 through 2011.</text>
			</paragraph><paragraph id="H7F91E57A9D8145F0AAEDAB09EC790276"><enum>(11)</enum><text>The percentage of
			 decisions within, above, or below the Commission’s decision guidelines for
			 Federal initial hearings (28 CFR 2.20) and Federal and D.C. Code revocation
			 hearings (28 CFR 2.21).</text>
			</paragraph><paragraph id="H11EE350834FE4B6690A58C7DBF6C05B8"><enum>(12)</enum><text>The percentage of
			 revocation and non-revocation hearings in which the offender is accompanied by
			 a representative in each type of case over which the Commission has
			 jurisdiction for fiscal years 2006 through 2011.</text>
			</paragraph><paragraph id="HBC8A7DA68BA7404795B84928C706D40C"><enum>(13)</enum><text>The number of
			 administrative appeals and the action of the National Appeals Board in relation
			 to those appeals in each type of case over which the Commission has
			 jurisdiction for fiscal years 2006 through 2011.</text>
			</paragraph><paragraph id="HF9661F42F4EF45A5994052BBF7E6C4B3"><enum>(14)</enum><text>The projected
			 number of Federal offenders that will be under the Commission’s jurisdiction as
			 of October 31, 2014.</text>
			</paragraph><paragraph id="H669B77819DEF4EBA927414814516256A"><enum>(15)</enum><text>An estimate of
			 the date on which no Federal offenders will remain under the Commission’s
			 jurisdiction.</text>
			</paragraph><paragraph id="H853ADFD4FE224BE8817E953E29084955"><enum>(16)</enum><text>The Commission’s
			 annual expenditures for offenders in each type of case over which the
			 Commission has jurisdiction for fiscal years 2006 through 2011.</text>
			</paragraph><paragraph id="HC798D01584934A85A6342CCF3468EE44"><enum>(17)</enum><text>The annual
			 expenditures of the Commission, including travel expenses and the annual
			 <pagebreak></pagebreak>salaries of the members and staff of the Commission, for fiscal
			 years 2006 through 2011.</text>
