		<section id="HADBD018A392C4EDEB458E8298CCE81AF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Defending Special Education Students
			 and Families Act</short-title></quote>.</text>
		</section><section id="H0A614CC46D004A0484221F19FF405140" section-type="subsequent-section"><enum>2.</enum><header>Authorization of
			 appropriations for part B of the Individuals with Disabilities Education
			 Act</header>
			<subsection id="HE92A6C6ACE15448384E1B6EA0EC88599"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 611(i) of the
			 Individuals with Disabilities Education Act is amended to read as
			 follows:</text>
				<quoted-block display-inline="no-display-inline" id="H751FFB59FDE340D7A487E2536DCCB3A6" style="OLC">
					<subsection id="H4DF327197BF4439C866B4CE7FCECEFE5"><enum>(i)</enum><header>Authorization of
				Appropriations</header><text display-inline="yes-display-inline">For the
				purpose of carrying out this part, other than section 619, there are authorized
				to be appropriated—</text>
						<paragraph id="H3E15EA3AD01643DB8A330DADCAC32DAD"><enum>(1)</enum><text display-inline="yes-display-inline">$13,993,372,000 for fiscal year
				2012;</text>
						</paragraph><paragraph id="H96A954DCB0644F83A9C956660D135F5A"><enum>(2)</enum><text>$17,019,632,000
				for fiscal year 2013;</text>
						</paragraph><paragraph id="H9C19EEEC587843B7869240B55B0C776D"><enum>(3)</enum><text>$20,700,363,000
				for fiscal year 2014;</text>
						</paragraph><paragraph id="HDD7FB8C3396D4BB086BA4093745138D9"><enum>(4)</enum><text>$25,177,103,000
				for fiscal year 2015;</text>
						</paragraph><paragraph id="H57017625B28345B68B99918F2DDC288D"><enum>(5)</enum><text>$30,622,000,000
				for fiscal year 2016; and</text>
						</paragraph><paragraph id="HD3F6AF1F5FD544679318FC1C9C252FE6"><enum>(6)</enum><text display-inline="yes-display-inline">for fiscal year 2017 and each subsequent
				fiscal year—</text>
							<subparagraph id="HA1573B3935B64AFEBEE6026783107B4F"><enum>(A)</enum><text>the number of
				children with disabilities in the prior school year in the States, outlying
				areas, and freely associated States who received special education and related
				services—</text>
								<clause id="H3D46C3EB237742E4A9BD5E37D172CCEE"><enum>(i)</enum><text>aged 3 through 5
				if the States, outlying areas, and freely associated States are eligible for a
				grant under section 619; and</text>
								</clause><clause id="H64423D24C2BB436499B60DAE4E06E74F"><enum>(ii)</enum><text>aged 6 through
				21; multiplied by</text>
								</clause></subparagraph><subparagraph id="H58A892888DA643D586129D39E8CDC206"><enum>(B)</enum><text>40 percent of the
				average per-pupil expenditure in public elementary schools and secondary
				schools in the United States; adjusted by</text>
							</subparagraph><subparagraph id="H33290904A7664694845F234970EDE430"><enum>(C)</enum><text>the rate of annual
				change in the sum of 85 percent of such State's, outlying areas, and freely
				associated State's population described in subsection
				(d)(3)(A)(i)(II).</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H3ADECA9A8B0B43228808144DEDAF4C11"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall take effect on
			 October 1, 2012.</text>
			</subsection></section><section id="H65D87BDB740F4F31B13E61BA7F39B773"><enum>3.</enum><header>Modification of
			 authorizations of certain major weapon systems of the Department of
			 Defense</header>
			<subsection id="HC56F4334CB694F519B8308FAD3218164"><enum>(a)</enum><header>F–35 Joint
			 Strike Fighter aircraft</header>
				<paragraph id="HAD1B1CAF742D4D76BB26720DAE2F5111"><enum>(1)</enum><header>Termination of
			 F–35B aircraft program</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 none of the funds authorized to be appropriated or otherwise made available for
			 fiscal year 2012 or any fiscal year thereafter for the Department of Defense
			 may be obligated or expended for the procurement of F–35B aircraft.</text>
				</paragraph><paragraph id="H1928F1F8E94E4B07B2D53D21E77CF9B2"><enum>(2)</enum><header>Termination of
			 F–35C aircraft program</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 none of the funds authorized to be appropriated or otherwise made available for
			 fiscal year 2012 or any fiscal year thereafter for the Department of Defense
			 may be obligated or expended for the procurement of F–35C aircraft.</text>
				</paragraph><paragraph id="H95F537B5EEC344CE932FA71577655ACD"><enum>(3)</enum><header>Authorization of
			 F/A–18E/F aircraft</header><text display-inline="yes-display-inline">The
			 Secretary of Defense may procure F/A–18E/F aircraft in a number and at a rate
			 of procurement not to exceed the number and the rate of procurement of F–35B
			 aircraft and F–35C aircraft that the Secretary planned to procure as of the day
			 before the date of the enactment of this Act.</text>
				</paragraph></subsection><subsection id="H163F37026BF748399081F550BF247382"><enum>(b)</enum><header>Termination of
			 Expeditionary Fighting Vehicle</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 none of the funds authorized to be appropriated or otherwise made available for
			 fiscal year 2012 or any fiscal year thereafter for the Department of Defense
			 may be obligated or expended for the procurement of the Expeditionary Fighting
			 Vehicle.</text>
			</subsection><subsection id="HBB301CB8720E440AADBDEC5A40531B2C"><enum>(c)</enum><header>Navy
			 composition</header>
				<paragraph id="H3526CCF5A1B943688C591149CCE1D50B"><enum>(1)</enum><header>Aircraft
			 carriers and carrier air wings</header><text>Subsection (b) of section 5062 of
			 title 10, United States Code, is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H1015E72009B84642AB90121D7517BC72" style="USC">
						<subsection id="H8C9399D51241444CBA7E6346168081AF"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H02F54A0EA4B744E7A82DFB057012E181"><enum>(1)</enum><text>Beginning October 1,
				2013, the naval combat forces of the Navy shall include not more than—</text>
								<subparagraph id="HD2548392600C44C281AECCC0F568A14C" indent="up1"><enum>(A)</enum><text>10 operational aircraft carriers;
				and</text>
								</subparagraph><subparagraph id="HEAB3745CACD8476AA4152FF79F1F52D3" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">nine carrier air wings.</text>
								</subparagraph></paragraph><paragraph id="HC81DB11C7E5E4E4FA4F464FB8B56FE69" indent="up1"><enum>(2)</enum><text>For purposes of this
				subsection—</text>
								<subparagraph id="H62563339032740B383B2F94F3BF46B14"><enum>(A)</enum><text>an operational aircraft carrier
				includes an aircraft carrier that is temporarily unavailable for worldwide
				deployment because of routine or scheduled maintenance or repair; and</text>
								</subparagraph><subparagraph id="HC699C9E1EB7943FB98C9E409B45DC351"><enum>(B)</enum><text display-inline="yes-display-inline">a
				carrier air wing includes, in addition to any other aircraft, not less than 44
				strike-fighter
				aircraft.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9B13291341FA4E6C99EE86881AEFAB66"><enum>(2)</enum><header>U.S.S. George
			 Washington</header><text display-inline="yes-display-inline">The Secretary of
			 Defense shall decommission the U.S.S. George Washington during 2016.</text>
