		<official-title>To abolish the National Labor Relations Board and to
		  transfer its enforcement authority to the Department of Justice and its
		  oversight of elections to the Office of Labor-Management Standards of the

		<section id="HE95619F0C7BB4E69860EFE1DF4F2FAA7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Labor Relations
			 Reorganization Act of 2011</short-title></quote>.</text>
		</section><section id="H050298F8B1D54DCB8C8B1194006FD22E"><enum>2.</enum><header>References</header><text display-inline="no-display-inline">Whenever in this Act an amendment is
			 expressed as an amendment to a section or other provision, the reference shall
			 be considered to be made to a section or other provision of the National Labor
			 Relations Act (29 U.S.C. 151 et seq.).</text>
		</section><section id="H4F748C50074E4692825593F78C4B99BE"><enum>3.</enum><header>Abolishment of
			 the National Labor Relations Board</header>
			<subsection id="H4B3D5592CFFF4A6CA96284E6696004C0"><enum>(a)</enum><header>Abolishment of
			 Board</header><text display-inline="yes-display-inline">Effective on the date
			 provided in subsection (c), the National Labor Relations Board is
			 abolished.</text>
			</subsection><subsection id="HCB3B011DB1074A1088E96EC053EE727D"><enum>(b)</enum><header>Repeal of
			 authority</header><text>Sections 3, 4, and 5 of the Act are repealed.</text>
			</subsection><subsection id="H519CABAA17A54E758591CE85DD639986"><enum>(c)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">This section shall take
			 effect on the date that is 30 days after the date of enactment of this
			 Act.</text>
			</subsection></section><section id="H20492972E01A40D8BA36247D8D140E97"><enum>4.</enum><header>Transfer of
			 authority for representative elections to Office of Labor-Management
			 Standards</header>
			<subsection id="H1BF7969294F04F8FB763BC6DB688BCB2"><enum>(a)</enum><header>Transfer of
			 authority</header><text display-inline="yes-display-inline">The functions and
			 responsibilities of the National Labor Relations Board for overseeing elections
			 under section 9 of the National Labor Relations Act, and any related
			 authorities and functions under that Act, are hereby transferred to the
			 Secretary of Labor, to be carried out through the Office of Labor-Management
			 Standards.</text>
			</subsection><subsection id="H6FE2EA0AE62E4BECBA61E0B40C5C6296"><enum>(b)</enum><header>Amendments to
			 the NLRA</header>
				<paragraph id="H4A55A59BF76749559622F18BC9FEB2EE"><enum>(1)</enum><header>Definition</header><text display-inline="yes-display-inline">Paragraph (10) of section 2 (29 U.S.C. 152)
			 is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H2A07117F2A394D02834DBEB38A9D51E9" style="OLC">
						<paragraph id="HE6CF3CFFEC614DEB9B6550F51638622F"><enum>(10)</enum><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
				Secretary of Labor, acting through the office of Labor-Management Standards of
				the Department of
				Labor.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HEC1E17E474994121BEB6BD06D719823A"><enum>(2)</enum><header>Authority for
			 supervising elections</header><text>Section 9 (29 U.S.C. 159) is amended by
			 striking <quote>Board</quote> each place it appears and inserting
			 <quote>Secretary</quote>.</text>
				</paragraph><paragraph id="HABBBFB9E750E45A99B76BCDD2A6A5BDB"><enum>(3)</enum><header>Rules and
			 regulations</header>
					<subparagraph id="H47F725D213C74A38B493C0325519B7E4"><enum>(A)</enum><header>Authority</header><text display-inline="yes-display-inline">Section 6 (29 U.S.C. 156) is amended by
			 striking <quote>Board</quote> and inserting <quote>Secretary</quote>.</text>
					</subparagraph><subparagraph id="H41E75F8EA0D7478B825700F3C9818EF4"><enum>(B)</enum><header>Preservation of
			 existing regulations</header><text display-inline="yes-display-inline">Rules
			 and regulations issued under the National Labor Relations Act prior to and in
			 effect on the day before the date of enactment of this Act shall continue in
			 effect and shall be considered to be rules and regulations issued by the
			 Secretary of Labor, acting through the office of Labor-Management Standards of
			 the Department of Labor, under section 6 of such Act, as amended by paragraph
			 (1).</text>
					</subparagraph></paragraph><paragraph id="HE629FDED799E420281F34A356E67B364"><enum>(4)</enum><header>Conforming
			 amendments</header><text display-inline="yes-display-inline">Section 8 (29
			 U.S.C. 158) is amended by striking <quote>Board</quote> each place it appears
			 and inserting <quote>Secretary</quote>.</text>
				</paragraph></subsection></section><section id="HB7E7BDF6AED34041A2162CFFDAEC0526"><enum>5.</enum><header>Transfer of
			 enforcement authority to the Department of Justice</header>
			<subsection id="H4DB4741798284176A8FAAE998BE12904"><enum>(a)</enum><header>Transfer of
			 authority</header><text display-inline="yes-display-inline">The functions and
			 responsibilities of the National Labor Relations Board for the prevention of
			 unfair labor practices under section 10 of the National Labor Relations Act,
			 and any related authorities and functions under that Act, are hereby
			 transferred to the Bureau of Labor Relations Enforcement of the Department of
			 Justice, established under subsection (b).</text>
			</subsection><subsection id="H729ADF98A1834F7EB7D943CBECA7552E"><enum>(b)</enum><header>Establishment of
			 enforcement bureau</header>
				<paragraph id="H7727F37E5B1E47DCB28828021342EFE3"><enum>(1)</enum><header>Establishment
			 and purpose</header><text>There is established within the Department of
			 Justice, under the general authority of the Attorney General, a Bureau of Labor
			 Relations Enforcement, to carry out the enforcement duties and functions that
			 were, prior to the date of enactment of this Act, carried out by the National
			 Labor Relations Board under section 10 of the National Labor Relations
			 Act.</text>
				</paragraph><paragraph id="HE7D76A935E2449E7854591AB9C63EF30"><enum>(2)</enum><header>Director</header><text>The
			 Bureau shall be headed by a Director appointed by the Attorney General. The
			 Director shall have had experience in labor-management relations and shall not
			 engage in any other employment than that of serving as Director; nor shall the
			 Director hold any office in, or act in any capacity for, any organization,
			 agency, or institution with which the Bureau makes any contract or other
			 arrangement.</text>
				</paragraph></subsection><subsection id="H249232B7C5174FE38B0DE6B036832A33"><enum>(c)</enum><header>Amendments to
			 the NLRA</header>
				<paragraph id="H3F6D3642A2A6448484D08E8492DD0A8A"><enum>(1)</enum><header>Definition</header><text display-inline="yes-display-inline">Section 2 (29 U.S.C. 152) is further
			 amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H9586AE6A2FD24BBBA979CD23E7400F7B" style="traditional">
						<paragraph id="HFC5F42600A7D4D0B8DB0ED76AE6970A1"><enum>(15)</enum><text>The term
				<term>Bureau</term> means the Bureau of Labor Management Enforcement of the
				Department of
				Justice.</text>

				</paragraph><paragraph id="HAB2FBB913E2B465091D14577B383E07F"><enum>(2)</enum><header>Authority for
			 the prevention of unfair labor practices</header><text>Section 10 (29 U.S.C.

			 under sections 4 and 5.</text>

			 powers under the NLRA</header><text display-inline="no-display-inline">Section
			 11 (29 U.S.C. 161) is amended—</text>
