		<section id="HBA93D079D4384E21BA110145AC1E659B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Renewable Energy Applied Partnerships
			 (REAP) Act</short-title></quote>.</text>
		</section><section id="H02F9FB5EF3FE4D8B85CBBB40E53085F2"><enum>2.</enum><header>Applied sciences
			 in renewable energy pilot program</header>
			<subsection id="HA1C245DD0E6D47AD9D29E758049E42A6"><enum>(a)</enum><header>Establishment</header><text>The
			 Secretary of Energy shall establish a research pilot program for award grants
			 to partnerships to improve education and training in support of applied
			 sciences in the field of renewable energy as part of a comprehensive program to
			 enhance the quality of science, technology, engineering, and mathematics
			 instruction at the secondary school and undergraduate levels. Grants under this
			 section may be used for—</text>
				<paragraph id="H5AEEB40B338443B3A4AE0B1E137D7E01"><enum>(1)</enum><text>professional
			 development and training for teachers;</text>
				</paragraph><paragraph id="H697EF97080214B2297B6D49C630830BC"><enum>(2)</enum><text>purchase, rental,
			 or leasing of equipment, instrumentation, and other educational and training
			 materials;</text>
				</paragraph><paragraph id="HD47E9CE4EF204B9193B8DF379031F2A9"><enum>(3)</enum><text>improvement of
			 facilities for providing education and training experiences in applied sciences
			 in the field of renewable energy;</text>
				</paragraph><paragraph id="H84B97334267E463490110D95D276985F"><enum>(4)</enum><text>development of
			 instructional programs designed to integrate education and training in applied
			 sciences in renewable energy with the practical application of that education
			 and training;</text>
				</paragraph><paragraph id="H0736D711123A483ABE4CC59E4F88C019"><enum>(5)</enum><text>recruitment and
			 retention of new faculty;</text>
				</paragraph><paragraph id="H86A39E24949E4A2EAFFD5F38B2E326E6"><enum>(6)</enum><text>encouraging
			 collaboration between faculty and industry partners;</text>
				</paragraph><paragraph id="H6904F41858DD4B2090726AF04579BD60"><enum>(7)</enum><text>supporting
			 outreach efforts to recruit students; and</text>
				</paragraph><paragraph id="H0391C3F0A2464166A02F402BF0F143B7"><enum>(8)</enum><text>assessment of the
			 activities funded under this Act.</text>
				</paragraph></subsection><subsection id="HBE136C63670646DD99E999E1EC077EA2"><enum>(b)</enum><header>Partnerships</header><text>Grants
			 awarded under subsection (a) shall be to the institution described in paragraph
			 (1), as part of a partnership that—</text>
				<paragraph id="H3379E014FBE24B46BB194D9EEE7F2A6F"><enum>(1)</enum><text display-inline="yes-display-inline">includes a 2-year degree granting
			 institution of higher education offering an associates degree in applied
			 science in a renewable energy field;</text>
				</paragraph><paragraph id="H6309BE199DB148F2BED799585448EAC9"><enum>(2)</enum><text>includes a 4-year
			 degree granting institution of higher education;</text>
				</paragraph><paragraph id="H9DCDDB01CA4747A19B686B88E0345770"><enum>(3)</enum><text>includes a
			 business or eligible nonprofit organization and labor organization; and</text>
				</paragraph><paragraph id="HA94C5C9F09E84BEA945E8C1955A8CB27"><enum>(4)</enum><text>may include a
			 State educational agency, other public agency, National Laboratory, or
			 community-based organization.</text>
				</paragraph></subsection><subsection id="H85A5567432004D428D1D3387007F1277"><enum>(c)</enum><header>Preference</header><text>The
			 Secretary of Energy shall give preference to awarding grants under this section
			 for partnerships—</text>
				<paragraph id="H8C7DEBDE2A1140AFB039A5E4F6BA483E"><enum>(1)</enum><text>whose proposal
			 incorporates a technical preparation program described in section 203(c) of the
			 Carl D. Perkins Career and Technical Education Act of 2006 (20 U.S.C. 2373(c));
			 or</text>
				</paragraph><paragraph id="H3ED4B46FD68547C49B8AAD64E93EAF41"><enum>(2)</enum><text>who can
			 demonstrate the likely long-term stability of the program without continued
			 Federal funding.</text>
				</paragraph></subsection><subsection id="H6160C4C0066845ED929669AD2D6672E5"><enum>(d)</enum><header>Diversity of
			 subject matter</header><text>The Secretary of Energy shall ensure that, to the
			 extent possible, grants are provided under this Act for partnerships
			 representing a wide diversity of renewable energy fields.</text>
			</subsection><subsection id="H18E2BA5339BA4EAF868213E45130622D"><enum>(e)</enum><header>Federal
			 share</header><text>The Federal share of the cost of activities carried out
			 using amounts from a grant under subsection (a) shall not exceed 40
			 percent.</text>
			</subsection><subsection id="H82CCCEF10D374B768BB610EDC5700464"><enum>(f)</enum><header>Limitation</header><text>No
			 single grant under subsection (a) may be made in an amount greater than
			 $1,000,000 per year.</text>
			</subsection><subsection id="H38132689B57141F09AD0D9D3BB564F80"><enum>(g)</enum><header>Public
			 information</header><text>The Secretary of Energy shall make publicly available
			 all curricula, planning documents, and other materials related to a project
			 supported by a grant made under this Act.</text>
			</subsection><subsection id="H955E93B32E314559B7350395DAF32A53"><enum>(h)</enum><header>Project
			 reports</header><text>The Secretary of Energy shall require grant recipients
			 under subsection (a) to submit a report to the Secretary, not later than 3
			 years after receiving the grant, on the results of the project supported by the
			 grant. Each such report shall include an assessment of which elements of the
			 project supported with the grant were successful and which were not, along with
			 an identification and analysis of improvements that could have made the project
			 more successful. The Secretary shall make all reports submitted under this
			 subsection available to the public.</text>
			</subsection><subsection id="H4D8415FC825F40CC87173BD2A442ED58"><enum>(i)</enum><header>Definition</header><text>For
			 purposes of this section, the term <term>renewable energy</term> has the
			 meaning given that term in section 609(a)(3) and (4) of the Public Utility
			 Regulatory Policies Act of 1978 (7 U.S.C. 918c(a)(3) and (4)).</text>
			</subsection></section><section id="HEB754B5557A4462894D5ECE32B205DE5"><enum>3.</enum><header>Report</header><text display-inline="no-display-inline">The Secretary of Energy shall evaluate the
			 effectiveness of activities carried out under this Act. A report documenting
			 the results of that evaluation shall be submitted to the Committee on Education
			 and the Workforce and the Committee on Science and Technology of the House of
			 Representatives and the Committee on Commerce, Science, and Transportation and
			 the Committee on Health, Education, Labor, and Pensions of the Senate not later
			 than 5 years after the date of enactment of this Act. The report shall identify
			 best practices and materials developed and demonstrated by partnerships awarded
			 a grant.</text>
		</section><section id="H08414E0DD35C4CF88EADBC463D982A95"><enum>4.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to carry out this Act—</text>
			<paragraph id="HB4DAD116FAC2478CBE0F843C1082A8FE"><enum>(1)</enum><text>$5,000,000 for
			 fiscal year 2012;</text>
			</paragraph><paragraph id="H2850A02DF7E24134A48FCC93DF9D9B28"><enum>(2)</enum><text display-inline="yes-display-inline">$5,000,000 for fiscal year 2013; and</text>
			</paragraph><paragraph id="H43FBD5102618401A87F369EF5680B140"><enum>(3)</enum><text>such sums as may
			 be necessary for each of fiscal years 2014 and 2015.</text>
