			 family services programs</header>
			<section id="H2FEA5DBFC0FF4653896DA8EB081B03E5"><enum>101.</enum><header>Stephanie tubbs jones
			 child welfare services program</header>
				<subsection id="H8BDD995AE96C41CE8BA920DA5A3AB29A"><enum>(a)</enum><header>Extension of
			 program</header><text display-inline="yes-display-inline">Section 425 of the
			 Social Security Act (42 U.S.C. 625) is amended by striking <quote>2007 through
			 2011</quote> and inserting <quote>2012 through 2016</quote>.</text>
				</subsection><subsection id="H08E6E579A42D4743B9B688B9F3503609"><enum>(b)</enum><header>Modification of certain
			 State plan requirements</header>
					<paragraph id="H71AE13FF2F914535A168C0510B261738"><enum>(1)</enum><header>Response to emotional
			 trauma</header><text>Section 422(b)(15)(A)(ii) of such Act (42 U.S.C.
			 622(b)(15)(A)(ii)) is amended by inserting <quote>, including emotional trauma
			 associated with a child’s maltreatment and removal from home</quote> before the
			 semicolon.</text>
					</paragraph><paragraph id="H5D95F1CDEADD4E21A4D893E7C04B6CC0"><enum>(2)</enum><header>Procedures on the use
			 of psychotropic medications</header><text>Section 422(b)(15)(A)(v) of such Act
			 (42 U.S.C. 622(b)(15)(A)(v)) is amended by inserting <quote>, including
			 protocols for the appropriate use and monitoring of psychotropic
			 medications</quote> before the semicolon.</text>
					</paragraph><paragraph id="H3CA170F42EC547DEB28D01D3E2EBE678"><enum>(3)</enum><header>Description of
			 activities to address developmental needs of very young
			 children</header><text>Section 422(b) of such Act (42 U.S.C. 622(b)) is
			 amended—</text>
						<subparagraph id="HB2D9F268FAEE4C5A9F9C78B0BEC7BFEB"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (16);</text>
						</subparagraph><subparagraph id="HA4854BC4C00E43E8857E8F7B90B3497C"><enum>(B)</enum><text>by striking the period at
			 the end of paragraph (17) and inserting <quote>; and</quote>; and</text>
						</subparagraph><subparagraph id="H5A1FA6F73EF34826B380AA526A3F6EC5"><enum>(C)</enum><text>by adding at the end the
			 following:</text>

								</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph id="H071ACE14F3E342AF9B62395A02950D4C"><enum>(4)</enum><header>Data sources for child
			 death reporting</header><text>Section 422(b) of such Act (42 U.S.C. 622(b)), as
			 amended by paragraph (3) of this subsection, is amended—</text>
						<subparagraph id="HE9A41DED183C435AAE674749E0AE6975"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (17);</text>
						</subparagraph><subparagraph id="HDB3166602FD94AB1BE10866748C250C3"><enum>(B)</enum><text>by striking the period at
			 the end of paragraph (18) and inserting <quote>; and</quote>; and</text>
						</subparagraph><subparagraph id="H7FA653FD39644C80A8BD5C7437348987"><enum>(C)</enum><text>by adding at the end the
			 following:</text>
							<quoted-block changed="added" committee-id="HWM00" display-inline="no-display-inline" id="HFCF1BDC6069048ACAE31A17CDDE25EB3" reported-display-style="italic" style="OLC">
								<paragraph id="H541C4D1DE42541D682EB627764EB9E8D"><enum>(19)</enum><text display-inline="yes-display-inline">contain a description of the sources used
				to compile information on child maltreatment deaths required by Federal law to
				be reported by the State agency referred to in paragraph (1), and to the extent
				that the compilation does not include information on such deaths from the State
				vital statistics department, child death review teams, law enforcement
				agencies, or offices of medical examiners or coroners, the State shall describe
				why the information is not so included and how the State will include the
				information.</text>
								</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph></subsection><subsection id="H15F2B67824944D93879CE6451A1307DE"><enum>(c)</enum><header>Child visitation by
			 caseworkers</header><text display-inline="yes-display-inline">Section 424 of
			 such Act (42 U.S.C. 624) is amended by striking the 2nd subsection (e), as
			 added by section 7(b) of the Child and Family Services Improvement Act of 2006,
			 and inserting the following:</text>
					<quoted-block changed="added" committee-id="HWM00" display-inline="no-display-inline" id="H77998EB25A854369BC3EFF5910115395" reported-display-style="italic" style="OLC">
						<subsection id="HD4A544D62B084982B1545D6201CCC644"><enum>(f)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H76795631C086409B9D1121A6A6122E37"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H5536E3FE885942F58C8357D916F26E9F"><enum>(A)</enum><text>Each State shall take
				such steps as are necessary to ensure that the total number of visits made by
				caseworkers on a monthly basis to children in foster care under the
				responsibility of the State during a fiscal year is not less than 90 percent
				(or, in the case of fiscal year 2015 or thereafter, 95 percent) of the total
				number of such visits that would occur during the fiscal year if each such
				child were so visited once every month while in such care.</text>
								</subparagraph><subparagraph changed="added" committee-id="HWM00" display-inline="no-display-inline" id="H6E83C8925FFF45DDBE9CC0804525A390" indent="up2" reported-display-style="italic"><enum>(B)</enum><text>If
				the Secretary determines that a State has failed to comply with subparagraph
				(A) for a fiscal year, then the percentage that would otherwise apply for
				purposes of subsection (a) for the fiscal year shall be reduced by—</text>
									<clause id="H556059354B4149D2B5EE164AA7669638"><enum>(i)</enum><text>1, if the number of full
				percentage points by which the State fell short of the percentage specified in
				subparagraph (A) is less than 10;</text>
									</clause><clause id="H1AD125AD6ED54B75B44DDB62B326CAEE"><enum>(ii)</enum><text>3, if the number of full
				percentage points by which the State fell short, as described in clause (i), is
				not less than 10 and less than 20; or</text>
									</clause><clause id="H00B6A621DFD94C6DB73D92ADD7859416"><enum>(iii)</enum><text>5, if the number of
				full percentage points by which the State fell short, as described in clause
				(i), is not less than 20.</text>
									</clause></subparagraph></paragraph><paragraph changed="added" committee-id="HWM00" id="HCDE89C128FA94F92A6E90C798443F528" indent="up1" reported-display-style="italic"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H2B8B7FC49AAB40CAAAB071719D1566BA"><enum>(A)</enum><text>Each State shall take
				such steps as are necessary to ensure that not less than 50 percent of the
				total number of visits made by caseworkers to children in foster care under the
				responsibility of the State during a fiscal year occur in the residence of the
				child involved.</text>
								</subparagraph><subparagraph changed="added" committee-id="HWM00" display-inline="no-display-inline" id="H3E7D5F1AF1F948A8B7D60EE9C77A60B8" indent="up1" reported-display-style="italic"><enum>(B)</enum><text display-inline="yes-display-inline">If the Secretary determines that a State
				has failed to comply with subparagraph (A) for a fiscal year, then the
				percentage that would otherwise apply for purposes of subsection (a) for the
				fiscal year shall be reduced by—</text>
									<clause id="HFA685C3165B7466AB1183F3216BA1DFC"><enum>(i)</enum><text>1, if the number of full
				percentage points by which the State fell short of the percentage specified in
				subparagraph (A) is less than 10;</text>
									</clause><clause id="HD1098080D54E4DBD983056764C3B0D0E"><enum>(ii)</enum><text>3, if the number of full
				percentage points by which the State fell short, as described in clause (i), is
				not less than 10 and less than 20; or</text>
									</clause><clause id="H9942029DEF674706BFF4F4453BFAA9F2"><enum>(iii)</enum><text>5, if the number of
				full percentage points by which the State fell short, as described in clause
				(i), is not less than
				20.</text>
									</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HA59C6CA50FF64258A64A1B42F7F728AF"><enum>(d)</enum><header>Technical
			 correction</header><text display-inline="yes-display-inline">Section 423(b) of
			 such Act (42 U.S.C. 623(b)) is amended by striking <quote>per centum</quote>
			 each place it appears and inserting <quote>percent</quote>.</text>
				</subsection></section><section id="H3732107A9F04453F99318392891D8EDE"><enum>102.</enum><header>Promoting safe and
			 stable families program</header>
				<subsection id="H267D66DDB3E34AD8B89380434A46FC21"><enum>(a)</enum><header>Extension of funding
			 authorizations</header>
					<paragraph id="H5EA9618A0A034214BBF2BD2413FA1968"><enum>(1)</enum><header>In
			 general</header><text>Section 436(a) of the Social Security Act (42 U.S.C.
			 629f(a)) is amended by striking all that follows <quote>$345,000,000</quote>
			 and inserting <quote>for each of fiscal years 2012 through
			 2016.</quote>.</text>
					</paragraph><paragraph display-inline="no-display-inline" id="H514A905854974C999C20411D111CD224"><enum>(2)</enum><header>Discretionary
			 grants</header><text>Section 437(a) of such Act (42 U.S.C. 629g(a)) is amended
			 by striking <quote>2007 through 2011</quote> and inserting <quote>2012 through
			 2016</quote>.</text>

			 to populations at greatest risk of maltreatment</header><text>Section 432(a) of
			 such Act (42 U.S.C. 629b(a)) is amended—</text>
					<paragraph id="H68844953D1BA4BB39A7472ED0E91FB4E"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (8);</text>
					</paragraph><paragraph id="HF1B35D1EFA63410E9F5D93AA535DAC31"><enum>(2)</enum><text>by striking the period at
			 the end of paragraph (9) and inserting <quote>; and</quote>; and</text>
					</paragraph><paragraph id="H1783A767D7DA43988A187B377C060DFC"><enum>(3)</enum><text>by adding at the end the

			 family support services and time-limited family reunification services</header>
					<paragraph display-inline="no-display-inline" id="H4E446BE1BF9341CABFFF2A87CAA880D3"><enum>(1)</enum><header>Family support
			 services</header><text>Section 431(a)(2) of such Act (42 U.S.C. 629a(a)(2)) is
			 amended to read as follows:</text>

				described</header><text>The purposes described in this subparagraph are the
				following:</text>
									<clause id="H9D138D0899B7455985F1574596D78202"><enum>(i)</enum><text>To promote the safety and
				well-being of children and families.</text>
									</clause><clause id="H7D6FAB8149EF4DFE8936B100A7FE3179"><enum>(ii)</enum><text>To increase the strength
				and stability of families (including adoptive, foster, and extended
				families).</text>
									</clause><clause id="H6EFA7CBD38404E65B2EFC754EB974469"><enum>(iii)</enum><text>To increase parents'
				confidence and competence in their parenting abilities.</text>
									</clause><clause id="H52539A2CDF5544508D181896420846EB"><enum>(iv)</enum><text>To afford children a
				safe, stable, and supportive family environment.</text>
									</clause><clause id="HE2678525E1C24F03B309A56E5CA4A755"><enum>(v)</enum><text>To strengthen parental
				relationships and promote healthy marriages.</text>
									</clause><clause id="H9A98565EDD8949F6BBB4D46BFCBF5144"><enum>(vi)</enum><text display-inline="yes-display-inline">To enhance child development, including
				through mentoring (as defined in section
				439(b)(2)).</text>
									</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H85CBE77FFD3A4322BBF95A54A61A675E"><enum>(2)</enum><header>Time-limited family
			 reunification services</header><text display-inline="yes-display-inline">Section 431(a)(7)(B) of such Act (42 U.S.C.

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H7982E4CFD0C444B6904D77E752220F6F"><enum>(f)</enum><header>GAO report on multiple
			 sources of Federal spending and family access to services</header><text display-inline="yes-display-inline">Not later than 12 months after the date of
			 enactment of this Act, the Comptroller General of the United States shall
			 submit to Congress a report that—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="HED80CDEE68D5403CB7BACBB1B8B816A0"><enum>(1)</enum><text display-inline="yes-display-inline">identifies alternative sources of Federal
			 funding that are being employed by States or other entities for the same
			 purposes for which funding is provided under subpart 1 or 2 of part B of title
			 IV of the Social Security Act; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H05DFFA87095E4E0189CE76B04679E4FD"><enum>(2)</enum><text>assesses the needs of
			 families eligible for services under such program, including identification of
			 underserved communities and information regarding—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H94D1F0FE28424A4D912DBF987C3DECE5"><enum>(A)</enum><text>the supports available
			 for caseworkers to appropriately investigate and safely manage their
			 caseloads;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H64F29547635D4346BDEA0E819420610B"><enum>(B)</enum><text>the length of the wait
			 time for families to receive substance abuse and other preventive services;
			 and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H1C73D146A62440F9A866261DD4AD6C4B"><enum>(C)</enum><text>the number of families on

			 successful reunification outcomes for such families.</text>
						</subparagraph></paragraph></subsection><subsection id="HF2B0816DC364471EA349A6F96FD841EF"><enum>(g)</enum><header>Technical

			 later than December 31, 2017, the Secretary of Health and Human Services shall
			 evaluate the effectiveness of the grants awarded to regional partnerships under
			 section 437(f) of the Social Security Act (42 U.S.C. 629g(f)) and shall publish
			 a report regarding the results of each evaluation on the website of the
			 Department of Health and Human Services. Each report required to be published
			 under this subsection shall include—</text>
						<subparagraph id="HA93D7108DB0E46A1AEE0B58F3A4505CD"><enum>(A)</enum><text>an evaluation of the
			 programs and activities conducted, and the services provided, with the grant
			 funds awarded under such section for fiscal years 2007 through 2011, in the
			 case of the evaluation required by December 31, 2012, and for fiscal years 2012
			 through 2016, in the case of the evaluation required by December 31,
			 2017;</text>
						</subparagraph><subparagraph id="H3CFFD3848C1A4E0FAE554F86DE933119"><enum>(B)</enum><text>an analysis of the
			 regional partnerships awarded such grants that have, and have not, been
			 successful in achieving the goals and outcomes specified in their grant
			 applications and with respect to the performance indicators established by the
			 Secretary under paragraph (8) of such section that are applicable to their
			 grant awards; and</text>
						</subparagraph><subparagraph id="H276C2D25092A4A5B85B120414EF87346"><enum>(C)</enum><text>an analysis of the extent
			 to which such grants have been successful in addressing the needs of families
			 with methamphetamine or other substance abuse problems who come to the
			 attention of the child welfare system and in achieving the goals of child
			 safety, permanence, and family stability.</text>
						</subparagraph></paragraph></subsection></section><section id="H8610C9AD390B42C7A560122D703644F1"><enum>104.</enum><header>Court improvement
			 program</header>
				<subsection id="H8ED15C56EBE544BFA7DC4E84BBD8E1B7"><enum>(a)</enum><header>Grant
			 purposes</header><text display-inline="yes-display-inline">Section 438(a) of
			 the Social Security Act (42 U.S.C. 629h(a)) is amended—</text>

				described in this paragraph for any fiscal year with respect to the purpose or
				purposes referred to in a subparagraph of subsection (b)(2) is the amount that
				bears the same ratio to the total of the amounts allocated under paragraph (3)
				of this subsection for grants for the purpose or purposes as the number of
				individuals in the State who have not attained 21 years of age bears to the
				total number of such individuals in all States the highest State courts of
				which have approved applications under this section for grants for the purpose
				or purposes.</text>
							</paragraph><paragraph id="H817CEF70EE604B4B9E70839BC15598AC"><enum>(3)</enum><header>Allocation of
				funds</header>
								<subparagraph id="HEFBC92AD4DF94329AD4ACE58E18AA979"><enum>(A)</enum><header>Mandatory
				funds</header><text>Of the amounts reserved under section 436(b)(2) for any
				fiscal year, the Secretary shall allocate—</text>

				under part E, in accordance with section 479B;</text>
										</subclause><subclause display-inline="no-display-inline" id="H35C4D9811B3A455EBBFDB652DB98D507"><enum>(II)</enum><text>are seeking to operate a
				program under part E and have received an implementation grant under section
				476; or</text>

				practicable—</text>
										<subparagraph id="HDBC39A8D747A46429C04FFD45F786B26"><enum>(A)</enum><text>incorporate a
				widely-accepted, non-proprietary, searchable, computer-readable format;</text>
										</subparagraph><subparagraph id="HD2C75237C8AE4C8BAEF1C30ABB76BFE2"><enum>(B)</enum><text>be consistent with and
				implement applicable accounting principles; and</text>
										</subparagraph><subparagraph id="H5EB73AC7DB584CA981338417259D1D15"><enum>(C)</enum><text>be capable of being
				continually upgraded as necessary.</text>
										</subparagraph></paragraph><paragraph id="H34748E33BD904A9E9D6CC79E303F2735"><enum>(3)</enum><header>Incorporation of
				nonproprietary standards</header><text>In designating reporting standards under
				this subsection, the Secretary shall, to the extent practicable, incorporate
				existing nonproprietary standards, such as the eXtensible Business Reporting
				Language.</text>
									</paragraph></subsection></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HE57CCA9776824969AF60A133677B6EC0"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 subsection (a) shall take effect on October 1, 2012, and shall apply with
			 respect to information required to be reported on or after such date.</text>
				</subsection></section><section id="HFA06391F7A0C43E89216F0B12DF4F609"><enum>106.</enum><header>Provisions relating to
			 foster care or adoption</header>
				<subsection id="HB7CFF373E34A4D1380ABA543BAE0EB5F"><enum>(a)</enum><header>Educational stability
			 for each foster placement</header><text>Section 475(1)(G) of the Social
			 Security Act (42 U.S.C. 675(1)(G)) is amended—</text>
					<paragraph id="H161C010D3602458293AFBCC8D4BBFE52"><enum>(1)</enum><text>in clause (i), by
			 striking <quote>the placement</quote> and inserting <quote>each
			 placement</quote>; and</text>
					</paragraph><paragraph id="H94CF45EF479F4A018B1265667472603B"><enum>(2)</enum><text>in clause (ii)(I), by
			 inserting <quote>each</quote> before <quote>placement</quote>.</text>
					</paragraph></subsection><subsection id="H748D11E9C7DB4ABC8D4507F6475BE63F"><enum>(b)</enum><header>Foster youth ID
			 theft</header><text>Section 475(5) of such Act (42 U.S.C. 675(5)) is
			 amended—</text>
					<paragraph id="H7CE9DC81A2AE4060908D9D104A67EB53"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of subparagraph (G);</text>
					</paragraph><paragraph id="H427342291ACB418E9173DD3215606E2C"><enum>(2)</enum><text>by striking the period at
			 the end of subparagraph (H) and inserting <quote>; and</quote>; and</text>
					</paragraph><paragraph id="H6B0747062DB6485DB988096A5F773355"><enum>(3)</enum><text>by adding at the end the
			 following:</text>
						<quoted-block changed="added" committee-id="HWM00" display-inline="no-display-inline" id="H15A1D7639D314CB48D14CE2A267384E6" reported-display-style="italic" style="OLC">
							<subparagraph id="H56A30C20366B456C833AF66BD082A0EA"><enum>(I)</enum><text display-inline="yes-display-inline">each child in foster care under the
				responsibility of the State who has attained 16 years of age receives without
				cost a copy of any consumer report (as defined in section 603(d) of the Fair
				Credit Reporting Act) pertaining to the child each year until the child is
				discharged from care, and receives assistance (including, when feasible, from
				any court-appointed advocate for the child) in interpreting and resolving any
				inaccuracies in the
				report.</text>
							</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="HBCEA7778EF354853A3A63F87EA08A4A5"><enum>(c)</enum><header>Description of adoption
			 spending</header><text>Section 473(a)(8) of such Act (42 U.S.C. 673(a)(8)) is
			 amended by inserting <quote>, and shall document how such amounts are spent,
			 including on post-adoption services</quote> before the period.</text>
				</subsection><subsection id="H266698F644944D3CA643A8E7D3026C4A"><enum>(d)</enum><header>Inclusion in annual
			 report of additional information on child visitation by
			 caseworkers</header><text>Section 479A(6) of such Act (42 U.S.C. 679b(6)) is
			 amended—</text>
					<paragraph id="HCA9A1C3D0C014E8BB50F6F5D1D0485E6"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of subparagraph (A); and</text>
					</paragraph><paragraph id="H4E93380F59A04A688701DA2DA5B1E5AA"><enum>(2)</enum><text>by redesignating
			 subparagraph (B) as subparagraph (C) and inserting after subparagraph (A) the
			 following:</text>
						<quoted-block changed="added" committee-id="HWM00" display-inline="no-display-inline" id="H6D7A6756881B46C1A99DD05505E5962E" reported-display-style="italic" style="OLC">
							<subparagraph id="HD93584D19440407E8DC12466EC936BC7"><enum>(B)</enum><text display-inline="yes-display-inline">the total number of visits made by
				caseworkers on a monthly basis to children in foster care under the
				responsibility of the State during a fiscal year as a percentage of the total
				number of the visits that would occur during the fiscal year if each child were
				so visited once every month while in such care;
				and</text>
							</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection></section><section id="HBC9898EF2E9343AAB6B742D60F255B34"><enum>107.</enum><header>Effective
			 date</header>
				<subsection id="H80C3AA61A7EC4D04AC3FED4C895A2239"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Except as otherwise
			 provided in this title, this title and the amendments made by this title shall
			 take effect on October 1, 2011, and shall apply to payments under parts B and E
			 of title IV of the Social Security Act for calendar quarters beginning on or
			 after such date, without regard to whether regulations to implement the
			 amendments are promulgated by such date.</text>
				</subsection><subsection id="H195453541D8646A9973D2FE11A369212"><enum>(b)</enum><header>Delay permitted if
			 state legislation required</header><text>If the Secretary of Health and Human
			 Services determines that State legislation (other than legislation
			 appropriating funds) is required in order for a State plan developed pursuant
			 to subpart 1 of part B, or a State plan approved under subpart 2 of part B or
			 part E, of title IV of the Social Security Act to meet the additional
			 requirements imposed by the amendments made by this title, the plan shall not
			 be regarded as failing to meet any of the additional requirements before the
			 1st day of the 1st calendar quarter beginning after the first regular session
			 of the State legislature that begins after the date of the enactment of this
			 Act. If the State has a 2-year legislative session, each year of the session is
			 deemed to be a separate regular session of the State legislature.</text>
				</subsection></section></title><title id="HC6E902BD11A74E319B7887F49B64F8F9"><enum>II</enum><header>Child Welfare
			 Demonstration Projects</header>
			<section id="HE0F96E1153E04A3982ED0B3644DBF98C" section-type="subsequent-section"><enum>201.</enum><header>Renewal of authority
			 to approve demonstration projects designed to test innovative strategies in
			 State child welfare programs</header><text display-inline="no-display-inline">Section 1130 of the Social Security Act (42
			 U.S.C. 1320a–9) is amended—</text>
				<paragraph id="H4A44C9E7F3824064B840986FFCBCEF04"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="HEA70971D8FD143258C06A276F1B00B33"><enum>(A)</enum><text>by amending paragraph (2)
			 to read as follows:</text>
						<quoted-block changed="added" committee-id="HWM00" display-inline="no-display-inline" id="H74FF45B8BC5743518E3408AA3F25B0B0" reported-display-style="italic" style="OLC">
							<paragraph id="HDF7B1A5404AF4440B2E381DB798B6C8E"><enum>(2)</enum><header>Limitation</header><text>During
				fiscal years 2012 through 2014, the Secretary may authorize demonstration
				projects described in paragraph (1), with not more than 10 demonstration
				projects to be authorized in each fiscal
				year.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H8946171ED9574691AC663931F8FDC0E5"><enum>(B)</enum><text>by striking paragraph (3)
			 and inserting the following:</text>
						<quoted-block changed="added" committee-id="HWM00" display-inline="no-display-inline" id="HFD365DC5BCAB449C8C52876D7DB71443" reported-display-style="italic" style="OLC">
							<paragraph id="H94E7E1570FC148F4962584FEF9A774C9"><enum>(3)</enum><header>Conditions for state
				eligibility</header><text>For purposes of a new demonstration project under
				this section that is initially approved in any of fiscal years 2012 through
				2014, a State shall be authorized to conduct such demonstration project only if
				the State satisfies the following conditions:</text>
								<subparagraph id="H1916F02CE17E40BCA75FE4DA0D505236"><enum>(A)</enum><header>Identify 1 or more
				goals</header>
									<clause id="H781F996F294B498F910BF4AE34A76B2F"><enum>(i)</enum><header>In
				general</header><text>The State shall demonstrate that the demonstration
				project is designed to accomplish 1 or more of the following goals:</text>
										<subclause id="HFC55BCF3AB8A4207BB7D7E04B471B8E9"><enum>(I)</enum><text>Increase permanency for
				all infants, children, and youth by reducing the time in foster placements when
				possible and promoting a successful transition to adulthood for older
				youth.</text>
										</subclause><subclause id="HD67FA040D49849529FFC49F542CC13D5"><enum>(II)</enum><text>Increase positive
				outcomes for infants, children, youth, and families in their homes and
				communities, including tribal communities, and improve the safety and
				well-being of infants, children, and youth.</text>
										</subclause><subclause id="HF24CDD6C96E748F6AF2B386B5EF70767"><enum>(III)</enum><text>Prevent child abuse and
				neglect and the re-entry of infants, children, and youth into foster
				care.</text>
										</subclause></clause><clause id="H8D5448E76E44431791C3C400F30183A7"><enum>(ii)</enum><header>Long-term therapeutic
				family treatment centers; addressing domestic violence</header><text>With
				respect to a demonstration project that is designed to accomplish 1 or more of
				the goals described in clause (i), the State may elect to establish a
				program—</text>
										<subclause id="HEA92E57C053A4889BFC9E5D77F91C067"><enum>(I)</enum><text>to permit foster care
				maintenance payments to be made under part E of title IV to a long-term
				therapeutic family treatment center (as described in paragraph (8)(B)) on
				behalf of a child residing in the center; or</text>
										</subclause><subclause id="HB27BC27B24064E2A881629E43C5CBC51"><enum>(II)</enum><text>to identify and address
				domestic violence that endangers children and results in the placement of
				children in foster care.</text>
										</subclause></clause></subparagraph><subparagraph id="H64D426C8642E403682A9ADF4665735BC"><enum>(B)</enum><header>Demonstrate
				readiness</header><text>The State shall demonstrate through a narrative
				description the State's capacity to effectively use the authority to conduct a
				demonstration project under this section by identifying changes the State has
				made or plans to make in policies, procedures, or other elements of the State's
				child welfare program that will enable the State to successfully achieve the
				goal or goals of the project.</text>
								</subparagraph><subparagraph id="HD9B7CBAFABE94648A8C7C7E6566D14C1"><enum>(C)</enum><header>Demonstrate implemented
				or planned child welfare program improvement policies</header>
									<clause id="H9BE2BBD719FC4EE2B0D1E5A133541ED8"><enum>(i)</enum><header>In
				general</header><text>The State shall demonstrate that the State has
				implemented, or plans to implement within 3 years of the date on which the
				State submits its application to conduct the demonstration project or 2 years
				after the date on which the Secretary approves such demonstration project
				(whichever is later), at least 2 of the child welfare program improvement
				policies described in paragraph (7).</text>
									</clause><clause id="H377779080CFF44F59317C97B5999B80A"><enum>(ii)</enum><header>Previous
				implementation</header><text>For purposes of the requirement described in
				clause (i), at least 1 of the child welfare program improvement policies to be
				implemented by the State shall be a policy that the State has not previously
				implemented as of the date on which the State submits an application to conduct
				the demonstration project.</text>
									</clause><clause id="HA55A1FF21F334D82851BC890B1CCA31C"><enum>(iii)</enum><header>Implementation
				review</header><text>The Secretary may terminate the authority of a State to
				conduct a demonstration project under this section if, after the 3-year period
				following approval of the demonstration project, the State has not made
				significant progress in implementing the child welfare program improvement
				policies proposed by the State under clause
				(i).</text>
									</clause></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H0B1E4F327DE249E1AD7DC91DB43D9922"><enum>(C)</enum><text>in paragraph (5), by
			 inserting <quote>and the ability of the State to implement a corrective action
			 plan approved under section 1123A</quote> before the period; and</text>
					</subparagraph><subparagraph id="H41C9B4275CD44A87BABDC1C2D2DAAD88"><enum>(D)</enum><text>by adding at the end the
			 following:</text>
						<quoted-block changed="added" committee-id="HWM00" display-inline="no-display-inline" id="HCDF9F723B09F48FD8ED5EDBCB2158520" reported-display-style="italic" style="OLC">
							<paragraph id="H8B299C8D949D4F45AD249E771C9AA685"><enum>(6)</enum><header>Inapplicability of
				random assignment for control groups as a factor for approval of demonstration
				projects</header><text>For purposes of evaluating an application to conduct a
				demonstration project under this section, the Secretary shall not take into
				consideration whether such project requires random assignment of children and
				families to groups served under the project and to control groups.</text>
							</paragraph><paragraph id="HE17F890BFE414B669AF7885D128A5911"><enum>(7)</enum><header>Child welfare program
				improvement policies</header><text>For purposes of paragraph (3)(C), the child
				welfare program improvement policies described in this paragraph are the
				following:</text>
								<subparagraph id="H79417A862E8F416E82D4F5B83A64D773"><enum>(A)</enum><text>The establishment of a
				bill of rights for infants, children, and youth in foster care that is widely
				shared and clearly outlines protections for infants, children, and youth, such
				as assuring frequent visits with parents, siblings, and caseworkers, access to
				attorneys, and participation in age-appropriate extracurricular activities, and
				procedures for ensuring the protections are provided.</text>
								</subparagraph><subparagraph id="H1467F43482944769B4135A48B6B08E7C"><enum>(B)</enum><text>The development and
				implementation of a plan for meeting the health and mental health needs of
				infants, children, and youth in foster care that includes ensuring that the
				provision of health and mental health care is child-specific, comprehensive,
				appropriate, and consistent (through means such as ensuring the infant, child,
				or youth has a medical home, regular wellness medical visits, and addressing
				the issue of trauma, when appropriate).</text>
								</subparagraph><subparagraph commented="no" id="H388704E3A19D4060919281FFD357E7F0"><enum>(C)</enum><text>The inclusion in the
				State plan under section 471 of an amendment implementing the option under
				subsection (a)(28) of that section to enter into kinship guardianship
				assistance agreements.</text>
								</subparagraph><subparagraph id="H78C6CE68E1F94E13AE6D71257637ED23"><enum>(D)</enum><text>The election under the
				State plan under section 471 to define a <term>child</term> for purposes of the
				provision of foster care maintenance payments, adoption assistance payments,
				and kinship guardianship assistance payments, so as to include individuals
				described in each of subclauses (I), (II), and (III) of section 475(8)(B)(i)
				who have not attained age 21.</text>
								</subparagraph><subparagraph id="H5784C6A462F44CEA88EFC74C532936BA"><enum>(E)</enum><text>The development and
				implementation of a plan that ensures congregate care is used appropriately and
				reduces the placement of children and youth in such care.</text>
								</subparagraph><subparagraph id="HDDB4B68B1C7045E88BAD6B4BF948E60D"><enum>(F)</enum><text>Of those infants,
				children, and youth in out-of-home placements, substantially increasing the
				number of cases of siblings who are in the same foster care, kinship
				guardianship, or adoptive placement, above the number of such cases in fiscal
				year 2008.</text>
								</subparagraph><subparagraph id="H283D82902BB4427B8846DEB248CD1EF9"><enum>(G)</enum><text>The development and
				implementation of a plan to improve the recruitment and retention of high
				quality foster family homes trained to help assist infants, children, and youth
				swiftly secure permanent families. Supports for foster families under such a
				plan may include increasing maintenance payments to more adequately meet the
				needs of infants, children, and youth in foster care and expanding training,
				respite care, and other support services for foster parents.</text>
								</subparagraph><subparagraph id="H20BAC9E683514381BD31ACD6D4A953F6"><enum>(H)</enum><text>The establishment of
				procedures designed to assist youth as they prepare for their transition out of
				foster care, such as arranging for participation in age-appropriate
				extra-curricular activities, providing appropriate access to cell phones,
				computers, and opportunities to obtain a driver’s license, providing
				notification of all sibling placements if siblings are in care and sibling
				location if siblings are out of care, and providing counseling and financial
				support for post-secondary education.</text>
								</subparagraph><subparagraph id="HBA0BB25B169B474FA50AF1F51382F627"><enum>(I)</enum><text>The inclusion in the
				State plan under section 471 of a description of State procedures for—</text>
									<clause id="H382E6DBEC8654792AF9625ABB8E1F927"><enum>(i)</enum><text>ensuring that youth in
				foster care who have attained age 16 are engaged in discussions, including
				during the development of the transition plans required under paragraphs (1)(D)
				and (5)(H) of section 475, that explore whether the youth wishes to reconnect
				with the youth's biological family, including parents, grandparents, and
				siblings, and, if so, what skills and strategies the youth will need to
				successfully and safely reconnect with those family members;</text>
									</clause><clause id="H5B2908F7E3AE4C549D2EA0530C33D1E6"><enum>(ii)</enum><text>providing appropriate
				guidance and services to youth whom affirm an intent to reconnect with
				biological family members on how to successfully and safely manage such
				reconnections; and</text>
									</clause><clause id="H9F3BFEADE8144942BB36AD3550507AA6"><enum>(iii)</enum><text>making, when
				appropriate, efforts to include biological family members in such reconnection
				efforts.</text>
									</clause></subparagraph><subparagraph id="H5F1296BFC5F245779D78AFB7346F9989"><enum>(J)</enum><text>The establishment of one
				or more of the following programs designed to prevent infants, children, and
				youth from entering foster care or to provide permanency for infants, children,
				and youth in foster care:</text>
									<clause id="H64A3F740ABE6474F87CB9CE25DE1EB3A"><enum>(i)</enum><text>An intensive family
				finding program.</text>
									</clause><clause id="H0F417E8823294EC584CDC0B698EECD27"><enum>(ii)</enum><text>A kinship navigator
				program.</text>
									</clause><clause id="H473ADEF2FFF94B30A5ABDDA38EFDDFFD"><enum>(iii)</enum><text>A family counseling
				program, such as a family group decision-making program, and which may include
				in-home peer support for families.</text>
									</clause><clause id="HE37C3CA54AAB4BC8BD7364508A8D1D3D"><enum>(iv)</enum><text>A comprehensive
				family-based substance abuse treatment program.</text>
									</clause><clause id="H77416304DB68417786FEC3A32730F322"><enum>(v)</enum><text>A program under which
				special efforts are made to identify and address domestic violence that
				endangers infants, children, and youth and puts them at risk of entering foster
				care.</text>
									</clause><clause id="H07C9EB15EE8444129F6587A36B19CA63"><enum>(vi)</enum><text>A mentoring
				program<italic>.</italic></text>
									</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC37BDB85A89444B88CD58753FD9146F0"><enum>(8)</enum><header>Definitions</header><text>In
				this subsection—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="H6F41AF329D4D479096C632BE7BBDC753"><enum>(A)</enum><text>the term
				<term>youth</term> means, with respect to a State, an individual who has
				attained age 12 but has not attained the age at which an individual is no
				longer considered to be a child under the State plans under parts B and E of
				title IV, and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H484728831015409392AE086E9A42292F"><enum>(B)</enum><text>the term <term>long-term
				therapeutic family treatment center</term> means a State licensed or certified
				program that enables parents and their children to live together in a safe
				environment for a period of not less than 6 months and provides, on-site or by
				referral, substance abuse treatment services, children's early intervention
				services, family counseling, legal services, medical care, mental health
				services, nursery and preschool, parenting skills training, pediatric care,
				prenatal care, sexual abuse therapy, relapse prevention, transportation, and
				job or vocational training or classes leading to a secondary school diploma or
				a certificate of general
				equivalence.</text>
								</subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph commented="no" id="H7E262E73A959449F831A0798A1FD5743"><enum>(2)</enum><text>by striking subsection
			 (d) and inserting the following:</text>
					<quoted-block changed="added" committee-id="HWM00" display-inline="no-display-inline" id="H3B05A581B233476292369B301819543D" reported-display-style="italic" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="H49708FE626C14A13ADB52EEE7737B781"><enum>(d)</enum><header display-inline="yes-display-inline">Duration of demonstration</header>
							<paragraph commented="no" display-inline="no-display-inline" id="HB565186E21874E27AA4DA1C54CFAAD42"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Subject to paragraph
				(2), a demonstration project under this section may be conducted for not more
				than 5 years, unless in the judgment of the Secretary, the demonstration
				project should be allowed to continue.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H567F79C1CD474BB38F8BE32999047F98"><enum>(2)</enum><header>Termination of
				authority</header><text display-inline="yes-display-inline">In no event shall a
				demonstration project under this section be conducted after September 30,
				2019.</text>
							</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H2399894D4742449A8403D955400354C6"><enum>(3)</enum><text>in subsection (e)—</text>
					<subparagraph id="H1C8AAEB2DEE84FAF9086492559CB7C5D"><enum>(A)</enum><text>in paragraph (1), by
			 striking <quote>(which shall provide,</quote> and all that follows before the
			 semicolon;</text>
					</subparagraph><subparagraph id="H9073E1AC4D9E427592120B60E424E582"><enum>(B)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (6);</text>
					</subparagraph><subparagraph id="H3D65F55444884AFC82B571DB8BE31C1E"><enum>(C)</enum><text>by redesignating
			 paragraph (7) as paragraph (8); and</text>
					</subparagraph><subparagraph id="H7ACD7DA691F34C9A8C9998C813C35A2C"><enum>(D)</enum><text>by inserting after
			 paragraph (6) the following:</text>

				State, and local investments made, as well as any private investments made in
				coordination with the State, during the 2 fiscal years preceding the
				application to provide the services described in paragraph (1), and an
				assurance that the State will provide an accounting of that same spending for
				each year of an approved demonstration project;
				and</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H1940934FA2A2414B9AA5A1A1B73761BF"><enum>(4)</enum><text>by redesignating
			 subsection (g) as subsection (h);</text>
				</paragraph><paragraph id="H34C5C9213AB54D0D8D3E74E194E7F1BC"><enum>(5)</enum><text>by striking subsection
			 (f) and inserting the following:</text>

						<subsection id="H2AA582565DB941F881725F6F5F5398E3"><enum>(f)</enum><header>Evaluations</header><text>Each
				State authorized to conduct a demonstration project under this section shall
				obtain an evaluation by an independent contractor of the effectiveness of the
				project, using an evaluation design approved by the Secretary which provides
				for—</text>
							<paragraph id="HDC6320C73E724919B6C75843496989CD"><enum>(1)</enum><text>comparison of methods of
				service delivery under the project, and such methods under a State plan or
				plans, with respect to efficiency, economy, and any other appropriate measures
				of program management;</text>
							</paragraph><paragraph id="HC7C9609E380B4862BC1E39C538EFD30E"><enum>(2)</enum><text>comparison of outcomes
				for children and families (and groups of children and families) under the
				project, and such outcomes under a State plan or plans, for purposes of
				assessing the effectiveness of the project in achieving program goals;
				and</text>
							</paragraph><paragraph id="HB2C45A7A852040D69F0DF3BB5AAB5871"><enum>(3)</enum><text>any other information
				that the Secretary may require.</text>
							</paragraph></subsection><subsection id="HBA1ADC877A4C4988B650F0701D11A7BF"><enum>(g)</enum><header>Reports</header>
							<paragraph id="H93B9AEC0B98A49C6A06A64DF3C2D1B0C"><enum>(1)</enum><header>State reports; public
				availability</header><text>Each State authorized to conduct a demonstration
				project under this section shall—</text>
								<subparagraph id="HD8CB5BF880694F12A421FE5E33D9D13A"><enum>(A)</enum><text>submit periodic reports
				to the Secretary on the specific programs, activities, and strategies used to
				improve outcomes for infants, children, youth, and families and the results
				achieved for infants, children, and youth during the conduct of the
				demonstration project, including with respect to those infants, children, and
				youth who are prevented from entering foster care, infants, children, and youth
				in foster care, and infants, children, and youth who move from foster care to
				permanent families; and</text>
								</subparagraph><subparagraph id="H2A463EF0B4014754ABD4E711317F111A"><enum>(B)</enum><text>post a copy of each such
				report on the website for the State child welfare program concurrent with the
				submission of the report to the Secretary.</text>
								</subparagraph></paragraph><paragraph id="H049BAC6932A440089B83D86DF885B947"><enum>(2)</enum><header>Reports to
				Congress</header><text>The Secretary shall submit to the Committee on Ways and
				Means of the House of Representatives and the Committee on Finance of the
				Senate—</text>
								<subparagraph id="H04A9F0C6C5704C64A05FC7F136A39B82"><enum>(A)</enum><text>periodic reports based on
				the State reports submitted under paragraph (1); and</text>
								</subparagraph><subparagraph id="H170088541B964912910398E0A00A4EE7"><enum>(B)</enum><text>a report based on the
				results of the State evaluations required under subsection (f) that includes an
				analysis of the results of such evaluations and such recommendations for
				administrative or legislative changes as the Secretary determines
				appropriate.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HB3B44E830815479499597731E2ECF685"><enum>(6)</enum><text>by adding at the end the
			 following:</text>
					<quoted-block changed="added" committee-id="HWM00" display-inline="no-display-inline" id="HEE2AD98675DB4DEB8D2188EC053524E4" reported-display-style="italic" style="OLC">
						<subsection id="H509970E1749547648917E00EBD674DFB"><enum>(i)</enum><header>Indian tribes operating
				IV–E programs considered States</header><text display-inline="yes-display-inline">An Indian tribe, tribal organization, or
				tribal consortium that has elected to operate a program under part E of title
				IV in accordance with section 479B shall be considered a State for purposes of
				this
				section.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section></title><title id="H3776131F1C9C4966BFFD95051762FB41"><enum>III</enum><header>Budget
			 provisions</header>
			<section id="H11E087AB12B548AC8B2BADE997A5AD72"><enum>301.</enum><header>Budgetary
			 effects</header><text display-inline="no-display-inline">The budgetary effects
			 of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act
			 of 2010, shall be determined by reference to the latest statement titled
			 <quote>Budgetary Effects of PAYGO Legislation</quote> for this Act, submitted
			 for printing in the Congressional Record by the Chairman of the Senate Budget
			 Committee, provided that such statement has been submitted prior to the vote on
			 passage.</text>
