			 venture capital and participation agreements</header><text display-inline="yes-display-inline">Section 351 of the Small Business
			 Investment Act of 1958 (15 U.S.C. 689) is amended—</text>
				<paragraph id="H6D5025189D764DF88B529E6F64FBC59F"><enum>(1)</enum><text>in paragraph (1)
			 by inserting after <quote>geographic areas</quote> the following: <quote>or
			 encouraging the growth or continuation of small business concerns located in
			 areas of high unemployment</quote>; and</text>
				</paragraph><paragraph id="H6FF8BFE0949046A98F5F6DA089157710"><enum>(2)</enum><text>in paragraph
			 (6)(B) by inserting after <quote>geographic areas</quote> the following:
			 <quote>or in small business concerns located in areas of high
			 unemployment</quote>.</text>
				</paragraph></subsection><subsection id="H7173379297924CABAFEEDD88DBDBDF34"><enum>(b)</enum><header>Purposes</header><text display-inline="yes-display-inline">Section 352 of the Small Business
			 Investment Act of 1958 (15 U.S.C. 689a) is amended—</text>
				<paragraph id="HFD4E7AB2853042FA966B5DAE585608C3"><enum>(1)</enum><text>by striking
			 paragraph (1) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H0541252BE75A4B638660238436C15730" style="OLC">
						<paragraph id="HDBEC789A47B54F0A84EB4820FE7AAF1D"><enum>(1)</enum><text display-inline="yes-display-inline">to promote economic development in
				low-income geographic areas and to create job opportunities in areas of high
				unemployment by encouraging developmental venture capital investments in
				smaller enterprises and small business concerns primarily located in such
				areas; and</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H72DFFFBA31B74250A39AF71C41CFBF0E"><enum>(2)</enum><text>in paragraph

				in areas of high unemployment shall raise not less than $3,000,000 of private
				capital or binding capital commitments from one or more investors (other than
				agencies or departments of the Federal Government) who met criteria established
				by the Administrator.</text>

			 assistance grants</header><text display-inline="yes-display-inline">Section 358
			 of the Small Business Investment Act of 1958 (15 U.S.C. 689g) is
			 amended—</text>

			 (a)(1) by inserting after <quote>smaller enterprises</quote> the following:
			 <quote>and small business concerns</quote>; and</text>
				</paragraph><paragraph id="H3453EB05B11D4ACD86BC211D6BE267C8"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(1) by inserting after
			 <quote>smaller enterprises</quote> the following: <quote>and small business
			 concerns</quote>.</text>
				</paragraph></subsection></section><section id="H719E0F9A88764A0EA9BDF8B6BB29C37F"><enum>3.</enum><header>Updating
			 definition of low-income geographic area</header><text display-inline="no-display-inline">Section 351 of the Small Business Investment
			 Act of 1958 (15 U.S.C. 689), as amended by section 2 of this Act, is further
			 amended—</text>
			<paragraph id="H405851F6418E42759733F619D4DC6614"><enum>(1)</enum><text>by striking
			 paragraphs (2) and (3);</text>
			</paragraph><paragraph id="HA83A7F3E00E8430688AF3BEA484B5024"><enum>(2)</enum><text>by inserting after
			 paragraph (1) the following:</text>
				<quoted-block display-inline="no-display-inline" id="HF2CF8CDAF42C4BA3B845A45A937B87AE" style="OLC">
					<paragraph id="H07F5E1D971874A01811969FC46DAC7CA"><enum>(2)</enum><header>Low-income
				geographic area</header><text>The term <term>low-income geographic area</term>
				has the meaning given the term <term>low-income community</term> in section
				45D(e) of the Internal Revenue Code of 1986, except that, without regard to
				that meaning, the term includes an area of high
				unemployment.</text>
					</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H1D36F5B6C8AB443296F4CA94CA64D721"><enum>(3)</enum><text>by redesignating
			 paragraphs (4) through (8) as paragraphs (3) through (7), respectively.</text>
			</paragraph></section><section id="H8A792CBE5DD14F20B117840EF7025831"><enum>4.</enum><header>Expanded uses for
			 operational assistance for small business concerns located in areas of high
			 unemployment</header><text display-inline="no-display-inline">Section 351 of
			 the Small Business Investment Act of 1958 (15 U.S.C. 689), as amended by this
			 Act, is further amended in paragraph (4) (as so redesignated by section 3 of
			 this Act) by inserting after <quote>business development</quote> the following:
			 <quote>and, with respect to a small business concern located in an area of high
			 unemployment, assistance that assists the concern with retooling, updating, or
			 replacing machinery or equipment</quote>.</text>
		</section><section id="H80D81FC56EBA495A9799B9F77B4B894E"><enum>5.</enum><header>Definition of
			 area of high unemployment</header><text display-inline="no-display-inline">Section 351 of the Small Business Investment
			 Act of 1958 (15 U.S.C. 689), as amended by this Act, is further amended by
			 adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H9A4DCB5A597444E69A08120FE3023549" style="OLC">
				<paragraph id="H9FEE4E54582A4391B43EC03BF646877B"><enum>(8)</enum><header>Area of high
				unemployment</header><text display-inline="yes-display-inline">The term
				<term>area of high unemployment</term> means a geographic area that the
				Administrator determines has an unemployment rate that exceeds the national
				unemployment
				rate.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H1AF4F3178C9E42839D3794915FCC22F3"><enum>6.</enum><header>Nationwide
			 distribution of companies to generate new employment
			 opportunities</header><text display-inline="no-display-inline">Paragraph (3) of
			 section 354(c) of the Small Business Investment Act of 1958 (15 U.S.C. 689c(c))
			 is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="HB29A1A30DF734023800901398008DC84" style="OLC">
				<paragraph id="H71DB99190C8849DCAD47C282D19DFD2B"><enum>(3)</enum><header>Geographic
				expansion</header><text display-inline="yes-display-inline">In selecting
				companies under paragraph (1), the Administrator shall consider the need to
				promote investment nationwide and shall, to the extent practicable, select at
				least 1 company from each geographic region of the Small Business
				Administration.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HF46FE8E2DECB4DE3B39984E32C17A12C"><enum>7.</enum><header>Limitation on
			 time for final approval</header><text display-inline="no-display-inline">Section 354(d) of the Small Business
			 Investment Act of 1958 (15 U.S.C. 689c(d)) is amended in the matter preceding
			 paragraph (1) by striking <quote>a period of time, not to exceed 2
			 years,</quote> and inserting <quote>2 years</quote>.</text>
		</section><section id="HF99DB642818B49EDB662C8E4C0D3AC90"><enum>8.</enum><header>Elimination of
			 matching requirement for areas with high unemployment and areas designated as
			 an urban manufacturing revitalization area</header><text display-inline="no-display-inline">Section 354(d)(2)(A)(i)(III) of the Small
			 Business Investment Act of 1958 (15 U.S.C. 689c(d)(2)(A)(i)(III)) is amended by
			 inserting after <quote>under paragraph (1)</quote> the following: <quote>,
			 except that this subclause shall not apply to a company the Administrator
			 determines is primarily serving small business concerns located in an area of
			 high unemployment or in an area designated as an urban manufacturing
			 revitalization area under subsection (f)</quote>.</text>
		</section><section commented="no" id="H1655B24D319D4530B0723AA38F2F3493"><enum>9.</enum><header>Urban
			 manufacturing revitalization areas</header>
			<subsection commented="no" id="HD033D9AA4B7743AFACABD0D8DCE03D6B"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 354 of the
			 Small Business Investment Act of 1958 (15 U.S.C. 689c), as amended by this Act,
			 is further amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HA35B4D779D444E7E94F736867D65D6AD" style="OLC">
					<subsection commented="no" id="H108B12983D82481FAF175F88ADA1E86D"><enum>(f)</enum><header>Urban
				manufacturing revitalization areas</header>
						<paragraph commented="no" id="HB04BCD23B2A4495A85E09D150ADF1B04"><enum>(1)</enum><header>In
				general</header><text>In approving companies under this section to participate
				in the New Markets Venture Capital Program, the Administrator may approve a
				company to serve, throughout all States, solely small business concerns located
				in areas designated as an urban manufacturing revitalization area under
				paragraph (2).</text>
						</paragraph><paragraph commented="no" id="HF0BFE3943EA54792B9EDBCB6F2382A22"><enum>(2)</enum><header>Designation</header><text>For
				purposes of paragraph (1), the Administrator may designate an area as an urban
				manufacturing revitalization area if—</text>
							<subparagraph commented="no" id="HB48643CC07FD4B448AAF7F2A687EC97E"><enum>(A)</enum><text>the area is a
				low-income geographic area;</text>
							</subparagraph><subparagraph commented="no" id="H29EAFCD8F37E4EBDBB3F2FE6697A7A5B"><enum>(B)</enum><text>the Administrator
				determines the area is an urban area; and</text>
							</subparagraph><subparagraph commented="no" id="H402882A8117B4FC39A6E34CFB6ECF78B"><enum>(C)</enum><text display-inline="yes-display-inline">the Administrator determines there is, or
				was during the preceding 10-year period, a substantial presence of businesses
				in the area the primary business of which is classified in sector 31, 32, or 33
				of the North American Industrial Classification System.</text>
							</subparagraph></paragraph><paragraph commented="no" id="HDF054649A7AC4270BB2741FF3C0B2DAA"><enum>(3)</enum><header>Consideration</header><text>In
				approving a company under paragraph (1), the Administrator shall give priority
				to a company that demonstrates a strong commitment to and experience in
				revitalizing and redeveloping urban areas through investment in and the
				provision of management and technical assistance to small business concerns in
				those areas.</text>
						</paragraph><paragraph commented="no" id="H38F993828C404D5F91E10CAC9AD10FDC"><enum>(4)</enum><header>Coordination</header><text>The
				Administrator shall work to coordinate and make available to small business
				concerns served by a company approved under paragraph (1) the resources
				provided under the entrepreneurial development, contracting, and financing
				programs of the Administration.</text>
						</paragraph><paragraph commented="no" id="HE62A93523B774FC09683891AA28BC1BD"><enum>(5)</enum><header>Increasing
				procurement opportunities</header><text>The Administrator shall designate at
				least 1 procurement center representative or commercial market representative
				to identify procurement opportunities for small business concerns served by a
				company approved under paragraph
				(1).</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" id="H2EA32DBEDB724653AB790086CE80A3D7"><enum>(b)</enum><header>Capital
			 requirement</header><text display-inline="yes-display-inline">Section 354(d)(1)
			 of the Small Business Investment Act of 1958 (15 U.S.C. 689c(d)(1)) is amended
			 by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HEB183F5AF67444CFA147FB6E5B9882C4" style="OLC">
					<subparagraph id="H43A66702834245F7B9BE63DEC2C65CF6"><enum>(C)</enum><header>Small business
				concerns located in urban manufacturing revitalization areas</header><text display-inline="yes-display-inline">Each conditionally approved company engaged
				primarily in development of and investment in small business concerns located
				in areas designated as urban manufacturing revitalization areas under
				subsection (f) shall raise not less than $2,000,000 of private capital or
				binding capital commitments from one or more investors (other than agencies or
				departments of the Federal Government) who met criteria established by the
				Administrator.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="HBFE2026845604225AFB2121A69C277E5"><enum>10.</enum><header>Simplified
			 formula for operational assistance grants</header><text display-inline="no-display-inline">Subparagraph (A) of section 358(a)(4) of the
			 Small Business Investment Act of 1958 (15 U.S.C. 689g(a)(4)) is amended—</text>
			<paragraph id="H56C05298F6994773BE8345C3FF46FED4"><enum>(1)</enum><text>by striking
			 <quote>shall be equal to</quote> and all that follows through the period at the
			 end and inserting <quote>shall be equal to the lesser of—</quote>; and</text>
			</paragraph><paragraph id="HA04694309D16498689108929969C0D15"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H0630263384DE496198FFF7CD58D6DA2D" style="OLC">
					<clause id="H91150DBF08E94945AC72A01E00C0A549"><enum>(i)</enum><text>10
				percent of the resources (in cash or in kind) raised by the company under
				section 354(d)(2); or</text>
					</clause><clause id="H65DC6813FE6F4BA9A283B7BBE7E1B503"><enum>(ii)</enum><text>$1,000,000.</text>
					</clause><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HC8F65AD2B4EC40128FDC0283DB6D45A5"><enum>11.</enum><header>Expanding
			 operational assistance to conditionally approved companies</header><text display-inline="no-display-inline">Section 358(a) of the Small Business
			 Investment Act of 1958 (15 U.S.C. 689g(a)) is amended by adding at the end the
			 following:</text>
			<quoted-block id="H201FAF84B95941CD91E27FD9252FFF94" style="OLC">
				<paragraph id="HB1F91628FFBC4B98A083C16CC8FB638D"><enum>(6)</enum><header>Grants to
				conditionally approved companies</header>
					<subparagraph id="HCC793366483B4C16AAE4AD0236DF2BD8"><enum>(A)</enum><header>In
				general</header><text>Subject to the provisions of this paragraph, upon the
				request of a company conditionally approved under section 354(c), the
				Administrator is authorized to make a grant to the company under this
				subsection.</text>
					</subparagraph><subparagraph id="HD1B561A5ACB547A4A089812D946CC9C8"><enum>(B)</enum><header>Repayment by
				companies not approved</header><text>If a company receives a grant under this
				paragraph and does not receive final approval under section 354(e), the company
				shall repay the amount of the grant to the Administrator.</text>
					</subparagraph><subparagraph id="H0FAAA2CE4573433B8FF83B25FC3F7B11"><enum>(C)</enum><header>Deduction from
				grant to approved company</header><text>If a company receives a grant under
				this paragraph and receives final approval under section 354(e), the
				Administrator shall deduct the amount of such grant from the amount of any
				immediately succeeding grant the company receives for operational
				assistance.</text>
					</subparagraph><subparagraph id="H1A68546D3D0C4620804F82DC468F5667"><enum>(D)</enum><header>Amount of
				grant</header><text>No company may receive a grant of more than $50,000 under
				this
				paragraph.</text>
					</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H6D4E9244D4A145C192CC50F202CFD3FB"><enum>12.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 368(a)
			 of the Small Business Investment Act of 1958 (15 U.S.C. 689q(a)) is
			 amended—</text>
			<paragraph id="H88785B9491894074AA365497048C8AC5"><enum>(1)</enum><text>in the matter

				</subparagraph></paragraph></section><section id="H4EE532B3784C40B9AAFD21D9F66C1808"><enum>13.</enum><header>Streamlined
			 application for New Markets Venture Capital Program</header><text display-inline="no-display-inline">Not later than 60 days after the date of
			 enactment of this Act, the Administrator of the Small Business Administration
			 shall prescribe standard documents for a New Markets Venture Capital company
			 final approval application with respect to section 354(e) of the Small Business
			 Investment Act of 1958 (15 U.S.C. 689c(e)). The Administrator shall ensure that
			 the standard documents are designed to substantially reduce the cost burden of
			 the application process for companies.</text>
