		<official-title>To amend the Homeland Security Act of 2002 to establish
		  the Office of Disability Integration and Coordination within the Federal
		  Emergency Management Agency, and for other purposes.</official-title>

		<section id="H94A77BD6492E464EB9C6BBD01170184F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Disability Integration and
			 Coordination Improvement Act</short-title></quote>.</text>
		</section><section id="HFA2736431A6E4435AEF7394F3C0DD40F"><enum>2.</enum><header>Office of
			 Disability Integration and Coordination</header><text display-inline="no-display-inline">Section 513 of the Homeland Security Act of
			 2002 (6 U.S.C. 321b) is amended—</text>
			<paragraph id="H36A8C0ECF362491EAC66EED95997DD6E"><enum>(1)</enum><text>in subsection (b),
			 by striking <quote>and</quote> after the semicolon at the end of paragraph (1),
			 by redesignating paragraph (11) as paragraph (12), and by inserting after
			 paragraph (10) the following new paragraph:</text>

					<paragraph id="HB0BF0D31747A4B24BF848F8825F531F8"><enum>(11)</enum><text display-inline="yes-display-inline">serving as the head of the Office of
				Disability Integration and Coordination established under subsection (c);
				and</text>
					</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HF5F728F4B63A444C8732A598E0C8E721"><enum>(2)</enum><text>by adding at the
			 end the following new subsection:</text>
				<quoted-block id="H0804773FB2C9441695D279880BEE9CC4" style="OLC">
					<subsection id="H42F1E1DECF8042C5B19C081DEA808203"><enum>(c)</enum><header>Office of
				Disability Integration and Coordination</header>
						<paragraph id="HE071F2A194F049A8A7FD6DDE12DFFB7D"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Administrator
				shall establish within the Agency the Office of Disability Integration and
				Coordination (in this subsection referred to as the
				<quote>Office</quote>).</text>
						</paragraph><paragraph id="H60848D04BA584546B13FD0249F9ECAB2"><enum>(2)</enum><header>Mission</header><text>The
				Administrator shall, in consultation with the National Council on Disability,
				State, local, and tribal governments, private sector entities, and
				nongovernmental organizations, including faith-based and other community
				humanitarian relief entities, use the Office to implement strategies and
				activities in support of the responsibilities of the Disability Coordinator
				under this section and as assigned by other provisions of law or by the
				Administrator.</text>
						</paragraph><paragraph id="HAA9E0E89303C4EB68C7941F0B5088FA4"><enum>(3)</enum><header>Staffing</header><text>The
				Disability Coordinator—</text>
							<subparagraph id="HED08EE6D186D4A24AD1B1515F703C2C7"><enum>(A)</enum><text>subject to
				subparagraph (B), shall maintain staffing levels of the Office that are
				commensurate with the current and projected workload;</text>
							</subparagraph><subparagraph id="HEC866C9CB4E64A13B34554FF55D51B96"><enum>(B)</enum><text>shall maintain not
				less than 10 full-time, permanent personnel of the headquarters office of the
				Agency who are properly trained to implement the Office’s mission, and who
				shall be assigned to the Regional Offices as necessary; and</text>
							</subparagraph><subparagraph id="H113CED9E20904F7191AFE9663DF14629"><enum>(C)</enum><text>shall periodically
				evaluate the staffing levels of the headquarters office of the Agency.</text>
							</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H6FCB8EED431C44598A4284A12B8D6BA1"><enum>(4)</enum><header>Performance
				measures</header><text>The Administrator, in coordination with the Disability
				Coordinator and in consultation with the National Council on Disability, State,
				local, and tribal governments, private sector entities, and nongovernmental
				organizations, including faith-based and other community humanitarian relief
				entities, shall establish performance measures for the Office that are
				specific, measurable, achievable, and relevant, including but not limited
				to—</text>
							<subparagraph id="H134BDC47394B40CFBAA035B84977A47E"><enum>(A)</enum><text>ensuring the
				timely development, update, integration, and dissemination of information,
				including policy guidance, training materials, and other planning tools for
				State, local, and tribal government officials and other appropriate
				stakeholders; and</text>
							</subparagraph><subparagraph id="HC0AE95CF312645A8833EF70ECD24B1CC"><enum>(B)</enum><text display-inline="yes-display-inline">ensuring the integration of people with
				disabilities into emergency, preparedness, protection, mitigation, evacuation,
				sheltering, transition, resiliency, and recovery plans.</text>
							</subparagraph></paragraph><paragraph id="H9E4DCFA3A35D4473A3989ED09EB2C1C9"><enum>(5)</enum><header>Annual
				report</header><text>The Administrator shall submit annual reports to Congress
				on—</text>
							<subparagraph id="H8CA22C5FC89B4CDBA07D3F5C619AD76B"><enum>(A)</enum><text display-inline="yes-display-inline">the progress achieved by the Office in
				implementing strategies and activities in support of the responsibilities of
				the Disability Coordinator as stated under this section; and</text>
							</subparagraph><subparagraph id="HA8BD1E495963477F8626513977A5016F"><enum>(B)</enum><text>specific barriers
				noted in achieving such
				progress.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
