		<section commented="no" id="HB0E93CD8B1DC4B458E035328AB377571" section-type="section-one"><enum>1.</enum><header>Extension of Generalized
			 System of Preferences</header>
			<subsection commented="no" id="H1E9CA65ADA2E4224AF0A4012EE0301EE"><enum>(a)</enum><header>Extension</header><text display-inline="yes-display-inline">Section 505 of the Trade Act of 1974
			 (<external-xref legal-doc="usc" parsable-cite="usc/19/2465">19 U.S.C.
			 2465</external-xref>) is amended by striking <quote>December 31, 2010</quote>
			 and inserting <quote>July 31, 2013</quote>.</text>
			</subsection><subsection commented="no" id="HEF5B40B3CC1C4ED0839E708ABD9CA913"><enum>(b)</enum><header>Effective
			 date</header>
				<paragraph commented="no" id="H7CC418E21D474C20B99DEB582087E4ED"><enum>(1)</enum><header>In
			 general</header><text>The amendment made by subsection (a) shall apply to
			 articles entered on or after the 15th day after the date of the enactment of
			 this Act.</text>
				</paragraph><paragraph commented="no" id="H278BAD34C2BB4DFAAE3CC51D938C3906"><enum>(2)</enum><header>Retroactive
			 application for certain liquidations and reliquidations</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="HC86AC27BC7684AADBDC764E13C5482BB"><enum>(A)</enum><header>In
			 general</header><text>Notwithstanding section 514 of the Tariff Act of 1930
			 (<external-xref legal-doc="usc" parsable-cite="usc/19/1514">19 U.S.C.
			 1514</external-xref>) or any other provision of law and subject to subparagraph
			 (B), any entry of an article to which duty-free treatment or other preferential
			 treatment under title V of the Trade Act of 1974 would have applied if the
			 entry had been made on December 31, 2010, that was made—</text>
						<clause commented="no" id="H45CEF369E50A4311A44628425E8F1163"><enum>(i)</enum><text>after December 31,
			 2010, and</text>
						</clause><clause commented="no" id="H83ED7A93EB19424AB9B8E6A44536DC77"><enum>(ii)</enum><text>before the 15th
			 day after the date of the enactment of this Act,</text>
						</clause><continuation-text commented="no" continuation-text-level="subparagraph">shall be liquidated or
			 reliquidated as though such entry occurred on the 15th day after the date of
			 the enactment of this Act.</continuation-text></subparagraph><subparagraph commented="no" id="H92022CB61C7B4D8F8B1819740979C0BA"><enum>(B)</enum><header>Requests</header><text>A
			 liquidation or reliquidation may be made under subparagraph (A) with respect to
			 an entry only if a request therefor is filed with U.S. Customs and Border
			 Protection not later than 180 days after the date of the enactment of this Act
			 that contains sufficient information to enable U.S. Customs and Border
			 Protection—</text>
						<clause commented="no" id="H12948D58FBDC4551AC295E6EA4A7240F"><enum>(i)</enum><text>to locate the
			 entry; or</text>
						</clause><clause commented="no" id="H4A66C9C0E2ED4246AC4C4FFF7A0B004B"><enum>(ii)</enum><text>to reconstruct
			 the entry if it cannot be located.</text>
						</clause></subparagraph><subparagraph commented="no" id="HF94A97E824724172B24EF6F09AC74F79"><enum>(C)</enum><header>Payment of
			 amounts owed</header><text>Any amounts owed by the United States pursuant to
			 the liquidation or reliquidation of an entry of an article under subparagraph
			 (A) shall be paid, without interest, not later than 90 days after the date of
			 the liquidation or reliquidation (as the case may be).</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H777F40351E17429198E966CA037ECA75"><enum>(3)</enum><header>Definition</header><text>As
			 used in this subsection, the terms <term>enter</term> and <term>entry</term>
			 include a withdrawal from warehouse for consumption.</text>
				</paragraph></subsection></section><section display-inline="no-display-inline" id="H66BBD4BDA0C1451390B941F79673E5D3"><enum>2.</enum><header>Merchandise
			 processing fees</header><text display-inline="no-display-inline">For the period
			 beginning on October 1, 2011, and ending on June 30, 2014, section 13031(a)(9)
			 of the Consolidated Omnibus Budget Reconciliation Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/19/58c">19 U.S.C. 58c(a)(9)</external-xref>)
			 shall be applied and administered—</text>
			<paragraph id="HAE9B2E17F7FC43918B825DA0C72C5728"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by substituting
			 <quote>0.3464</quote> for <quote>0.21</quote>; and</text>
			</paragraph><paragraph id="HF015A6080D9A4B50ADC595BABAF9D754"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (B)(i), by substituting
			 <quote>0.3464</quote> for <quote>0.21</quote>.</text>
			</paragraph></section></legis-body>
