<section id="H3C93C0138B5A40D286D36BBAC7FF44C3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Microenterprise and Youth Entrepreneurship Development Act of 2011</quote>.</text></section> 
<section id="HF9BF235F678540B2A68B1313BC37AB2C"><enum>2.</enum><header>Microenterprise Technical Assistance and Capacity Building Program</header> 
<subsection id="HB520132FC69649DE84284B5444BC3C0F"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 172(5) of the Riegle Community Development and Regulatory Improvement Act of 1994 (15 U.S.C. 6901(5)) is amended—</text> 
<paragraph id="H6EA93FC45D34467491DD85BCDEE861D1"><enum>(1)</enum><text>in subparagraph (B) by striking <quote>or</quote> at the end;</text></paragraph> 
<paragraph id="H56736C0F74C14A25BEE2D4F2F598A267"><enum>(2)</enum><text>in subparagraph (C) by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph> 
<paragraph id="H28918BBBD8084439AEA750B6D3DB9B33"><enum>(3)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" id="H02E35AD61B254348B0361FD2569CBEC1" display-inline="no-display-inline"> 
<subparagraph id="H4B043D84AD0447DD8ADE085070CF9F63"><enum>(D)</enum><text display-inline="yes-display-inline">an entrepreneur that operates a business or intends to operate a business in an investment area (as such term is defined in section 103(16) of this Act).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H35CA6F8EE4C0404FAA40D73E4E1F71BB"><enum>(b)</enum><header>Uses of assistance</header><text display-inline="yes-display-inline">Section 174 of the Riegle Community Development and Regulatory Improvement Act of 1994 (15 U.S.C. 6903) is amended—</text> 
<paragraph id="H22FF962634484C0AA20E73F0D10B5724"><enum>(1)</enum><text>in paragraph (3) by striking <quote>and</quote> at the end;</text></paragraph> 
<paragraph id="H0F5F4F85971D40929360AC501A561383"><enum>(2)</enum><text>by redesignating paragraph (4) as paragraph (5); and</text></paragraph> 
<paragraph id="H99385071FE95432A95090BEEB26A609D"><enum>(3)</enum><text>by inserting after paragraph (3) the following:</text> 
<quoted-block style="OLC" id="HF46719868145489DA170ED48460952D8" display-inline="no-display-inline"> 
<paragraph id="HCFE84C78118E4D3D85348B05C7525EB2"><enum>(4)</enum><text display-inline="yes-display-inline">to advertise in print, electronic, and other media the training and technical assistance provided under paragraph (1); and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H000A3F4A222441BFAA04C63504B41FA7"><enum>(c)</enum><header>Targeted assistance</header><text display-inline="yes-display-inline">Section 176(b) of the Riegle Community Development and Regulatory Improvement Act of 1994 (15 U.S.C. 6905(b)) is amended by striking <quote>50 percent</quote> and inserting <quote>60 percent</quote>.</text></subsection> 
<subsection id="HA17CB0C4C5E141E8AC6EA0B9C48D3EDB"><enum>(d)</enum><header>Matching requirements</header><text display-inline="yes-display-inline">Section 177(c) of the Riegle Community Development and Regulatory Improvement Act of 1994 (15 U.S.C. 6906(c)) is amended by adding at the end the following:</text> 
<quoted-block style="OLC" id="H4EDC2BA5F13344EFACFBF57C1E2D5EAD" display-inline="no-display-inline"> 
<paragraph id="H02F8ABF7FDB54328A5572F9E462AA614"><enum>(3)</enum><header>Consideration</header><text display-inline="yes-display-inline">In determining whether to reduce or eliminate matching requirements under paragraph (1), the Administrator shall consider the impact of the economic crisis of 2007 through 2009 on the geographic area in which an applicant operates.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H98D43C8F285F4513A34AD385B7DE4C56"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Administrator of the Small Business Administration shall submit to the Committee on Small Business of the House of Representatives and the Committee on Small Business and Entrepreneurship of the Senate a report describing recommendations for improving the application and grant making process of the microenterprise technical assistance and capacity building grant program (carried out under subtitle C of title I of the Riegle Community Development and Regulatory Improvement Act of 1994), including recommendations, developed in consultation with stakeholders, for streamlining the application and grant making process of that program.</text></subsection> 
<subsection id="H8C985144313E4581BF6773EDCD396E6E"><enum>(f)</enum><header>Microenterprise coordinator</header> 
<paragraph id="H26BDC9B652BD48F58472D6DEE2FF170B"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator shall establish in the Small Business Administration the position of Microenterprise Coordinator.</text></paragraph> 
<paragraph id="HC5603505CAC146F8A9FAC2243AE27538"><enum>(2)</enum><header>Duties</header><text>The Microenterprise Coordinator shall—</text> 
<subparagraph id="HA9DFAAC012594F3FB682383554C417AB"><enum>(A)</enum><text>work to ensure that the contributions of microenterprises to the economy are maximized;</text></subparagraph> 
<subparagraph id="HF36AFF15D22943C0938510E74ED5D28C"><enum>(B)</enum><text>work to enhance, support, and coordinate the programs of the Federal Government providing assistance to microenterprises, including Federal technical assistance programs;</text></subparagraph> 
<subparagraph id="H40B0BFC781BB4B428F6AE775C245D3BF"><enum>(C)</enum><text display-inline="yes-display-inline">work to ensure that underserved entrepreneurs are included in the programs of the Federal Government providing assistance to microenterprises;</text></subparagraph> 
<subparagraph id="H2B8598E6949D4B359345A382868363FB"><enum>(D)</enum><text display-inline="yes-display-inline">make available to the public annually a comprehensive list and description of each Federal program that provides assistance to microenterprises; and</text></subparagraph> 
<subparagraph id="H97A6B9F48F9E4090873AC52D58684039"><enum>(E)</enum><text display-inline="yes-display-inline">encourage public-private partnerships that support entrepreneurship.</text></subparagraph></paragraph> 
<paragraph id="HE2F598E1E75F483F978EEB3E3623FEE2"><enum>(3)</enum><header>Microenterprise defined</header><text display-inline="yes-display-inline">In this subsection, the term <term>microenterprise</term> has the meaning given that term in section 172(10) of the Riegle Community Development and Regulatory Improvement Act of 1994 (15 U.S.C. 6901(10)).</text></paragraph></subsection></section> 
<section id="HEDB87524548F4B5EB226B134F004E5FC"><enum>3.</enum><header>Office of Youth Entrepreneurship</header> 
<subsection id="HF48396BD8FED4C04B15568C7710433CA"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator of the Small Business Administration shall establish an Office of Youth Entrepreneurship (in this section referred to as the <quote>Office</quote>) in the Small Business Administration.</text></subsection> 
<subsection id="H46457ABB6FDB44C0A44629A7579F5834" commented="no"><enum>(b)</enum><header>Director</header><text display-inline="yes-display-inline">The Administrator shall appoint a Director of Youth Entrepreneurship (in this section referred to as the <quote>Director</quote>) to serve as the head of the Office.</text> </subsection> 
<subsection id="HBB7767737EC543FD962980D0B7F69ECA"><enum>(c)</enum><header>Duties</header><text>The Director shall—</text> 
<paragraph id="H3E5A50CD061B4BE69B32BDFDFD3A9963"><enum>(1)</enum><text>carry out the youth entrepreneurship technical assistance grant program described in subsection (d);</text></paragraph> 
<paragraph id="HDFEF2D15318A438B8DAA6ECE79DA8721"><enum>(2)</enum><text>carry out the youth entrepreneurship curriculum grant program described in subsection (e);</text></paragraph> 
<paragraph id="HC59CEC7EDBD84E24B8FE45320E4BB5C2"><enum>(3)</enum><text>promote the growth of youth entrepreneurship by establishing public-private partnerships and carrying out advertising campaigns;</text></paragraph> 
<paragraph id="HE26B1174F02742FA9ABFAC8608F768F6"><enum>(4)</enum><text>sponsor and support State and national youth entrepreneurship competitions that raise awareness of the importance of small business development;</text></paragraph> 
<paragraph id="HCE3D42B3629B46BEAD5BEA81455D7F5B"><enum>(5)</enum><text>study and promote Federal activities that support entrepreneurship education; and</text></paragraph> 
<paragraph id="HE6E97DF661F44F7F88B3BB52C3051AC6"><enum>(6)</enum><text>support the establishment of public and private youth entrepreneurship education and mentoring opportunities.</text></paragraph></subsection> 
<subsection id="HB8CB9E45EFC34537AFCE7E8BA35D00AC"><enum>(d)</enum><header>Youth entrepreneurship technical assistance grant program</header><text display-inline="yes-display-inline">The Director shall establish a program under which the Director may make grants to assist entities, including nonprofit microenterprise development organizations, to provide individuals under 25 years of age with technical assistance related to entrepreneurship.</text></subsection> 
<subsection id="H0545BE3D3DC24AAA843D272E6B318715"><enum>(e)</enum><header>Youth entrepreneurship curriculum grant program</header> 
<paragraph id="HFD3C06ED70B2469A894447FC1A64CDBB"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Director shall establish a program under which the Director may make grants to a covered entity to assist the development, improvement, or implementation of a youth entrepreneurship curriculum that includes information on the topics of—</text> 
<subparagraph id="H947E3AA671254B59AD6C40B281248908"><enum>(A)</enum><text>securing capital and borrowing;</text></subparagraph> 
<subparagraph id="H92C73ACCEA7A48DFB0B6122424B1309B"><enum>(B)</enum><text>business plan conception and drafting;</text></subparagraph> 
<subparagraph id="H7512EC04235547098785B75ADFC397AA"><enum>(C)</enum><text>accounting;</text></subparagraph> 
<subparagraph id="H91E4D8BF5DDE48B7A12DD554516A2C55"><enum>(D)</enum><text>management; and</text></subparagraph> 
<subparagraph id="HB3847F8863574A6D9ADA848F1A657EC3"><enum>(E)</enum><text>marketing.</text></subparagraph></paragraph> 
<paragraph id="H7CA1EBE46B854C1F8DABA7B5CDC3589B"><enum>(2)</enum><header>Application process</header><text>To be eligible for a grant described in paragraph (1), a covered entity shall submit to the Director an application at such time, in such manner, and containing such information as the Director may require, except that the application shall include at least—</text> 
<subparagraph id="H54A46A283FBD466888125EBD69B920AD"><enum>(A)</enum><text>a description of the curriculum to be developed, improved, or implemented;</text></subparagraph> 
<subparagraph id="HC905CDCD9BFE4D2287873BABB8271F9F"><enum>(B)</enum><text>a description of how grant funds will be used;</text></subparagraph> 
<subparagraph id="H786DF57A361E41A2B5D306281532CD48"><enum>(C)</enum><text display-inline="yes-display-inline">a description of goals relating to the use of grant funds and the curriculum to be developed, improved, or implemented; and</text></subparagraph> 
<subparagraph id="H01CC8585966E48F48B2D73E2C7669AFD"><enum>(D)</enum><text>a description of how progress will be measured with respect to the goals described in subparagraph (C).</text></subparagraph></paragraph> 
<paragraph id="H7F25E30A5995475F8B3E799B50CEBC8A"><enum>(3)</enum><header>Covered entity defined</header><text display-inline="yes-display-inline">In this subsection, the term <term>covered entity</term> means a local educational agency in any of the several States, the District of Columbia, or a territory or possession of the United States and a local educational agency of a federally recognized Indian tribe.</text> </paragraph> </subsection> 
<subsection id="HE76711F34AEC44F0B7C1A08B5DF333F6"><enum>(f)</enum><header>Investment areas</header> 
<paragraph id="H57D25F90A47644BCAA2177C974991238"><enum>(1)</enum><header>In general</header><text>The Director shall ensure that at least 25 percent of the amounts made available to carry out the Office each fiscal year are used to assist youth in investment areas.</text></paragraph> 
<paragraph id="H6B2D0821AE354856BBD870C891D30E57"><enum>(2)</enum><header>Investment area defined</header><text display-inline="yes-display-inline">In this subsection, the term <term>investment area</term> has the meaning given that term in section 103(16) of the Riegle Community Development and Regulatory Improvement Act of 1994 (12 U.S.C. 4702(16)).</text></paragraph></subsection> 
<subsection id="HA83DC74A52CB4B68ABF811246DEFE8D2"><enum>(g)</enum><header>Student loan assistance</header><text>Not later than 180 days after the date of enactment of this Act, the Director, in consultation with the Secretary of Education, shall submit to Congress a report that includes detailed recommendations for legislation—</text> 
<paragraph id="HE6C3D6CAE02344F0B0B573B6A640CA54"><enum>(1)</enum><text display-inline="yes-display-inline">establishing a program to forgive student loans in a manner that assists youth entrepreneurship by making available capital for business formation; and</text></paragraph> 
<paragraph id="HF54A09D5ED72489BBE88580951BA40F8"><enum>(2)</enum><text display-inline="yes-display-inline">establishing a program to defer student loan repayments in a manner that assists youth entrepreneurship by making available capital for business formation.</text></paragraph></subsection> </section> 
<section id="HCF28EF94344D48A683231CBAFCB86106"><enum>4.</enum><header>GAO study and report</header> 
<subsection id="H238198D564624D239C2CA209C7FFE62C"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study on—</text> 
<paragraph id="HD583E2D12D294903A86CDC4038FFFC8F"><enum>(1)</enum><text>the economic impact of allowing youth entrepreneurs to defer student loan repayments to make available capital for business formation;</text></paragraph> 
<paragraph id="HF68441C044944B6CB5E3F69CADAEB6C2"><enum>(2)</enum><text>the economic impact of increasing the participation of individuals under 25 years of age in the microloan program of the Small Business Administration (carried out under section 7(m) of the Small Business Act (15 U.S.C. 636(m)), notwithstanding the limited collateral and formal business experience of such individuals;</text></paragraph> 
<paragraph id="H2C7D9AD9153A4192A588600194E9BBFA"><enum>(3)</enum><text>alternative methods for measuring creditworthiness that may assist youth entrepreneurship; and</text></paragraph> 
<paragraph id="HB8333E0A0B07454AAD9F8AC20FE73F71"><enum>(4)</enum><text>actions Congress should consider to promote youth entrepreneurship.</text></paragraph></subsection> 
<subsection id="H8D143916C4114BBCA44EB743CA19B96F"><enum>(b)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the Comptroller General shall submit to the Committee on Small Business of the House of Representatives and the Committee on Small Business and Entrepreneurship of the Senate a report on the results of the study conducted under subsection (a).</text></subsection></section>
