		<official-title display="yes">To direct the Secretary of the Interior,
		  acting through the Bureau of Ocean Energy Management, Regulation and
		  Enforcement, to conduct a technological capability assessment, survey, and
		  economic feasibility study regarding recovery of minerals, other than oil and
		  natural gas, from the shallow and deep seabed of the United
		  States.<pagebreak></pagebreak></official-title>

		<section id="HA2397842B7DE4F7D918B4A1929231B67" section-type="section-one"><enum>1.</enum><header>Technological assessment,
			 inventory, and study of shallow and deep seabed minerals</header>
			<subsection id="HA7C0153B038542FCBD1D047448F0E201"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Secretary of the Interior, acting
			 through the Bureau of Ocean Energy Management, Regulation and Enforcement and
			 the United States Geological Survey and in consultation with the heads of other
			 appropriate Federal agencies, shall conduct—</text>
				<paragraph id="H57D4404E7AF54AA499528BE489303877"><enum>(1)</enum><text>an inventory of existing
			 data on offshore mineral resources, other than oil and natural gas, and an
			 analysis of existing samples of such offshore minerals, to identify and
			 quantify known resources;</text>
				</paragraph><paragraph id="H48C4734ED2AA42D1959421062A26A37D"><enum>(2)</enum><text>an assessment of all
			 available domestic technological capabilities required for the location and the
			 efficient and environmentally sound recovery of such minerals from the shallow
			 and deep seabed of the United States;</text>
				</paragraph><paragraph id="H42BEDCA21A8743CFB3F237D4286C1AA4"><enum>(3)</enum><text>an economic feasibility
			 study on the recovery of such minerals; and</text>
				</paragraph><paragraph id="H8B32CE90A8F9402DB1FC4567C7117140"><enum>(4)</enum><text>an assessment of the
			 environmental and safety risks associated with shallow and deep sea mineral
			 production, other than oil and natural gas.</text>
				</paragraph></subsection><subsection id="H89C8DCFB40B14B33A25BDFA9A35ECF00"><enum>(b)</enum><header>Report</header><text>No
			 later than 2 years after the date of enactment of this Act, the Secretary shall
			 submit a report to Congress containing the findings and recommendations of the
			 inventory, assessment, and study under this section.</text>
			</subsection><subsection id="H2AC9C6F11E474397B87D4C664414BE1C"><enum>(c)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section the term <term>shallow and
			 deep seabed of the United States</term>—</text>
				<paragraph id="HE2C04F391A8D478B9CF69C14E01A148B"><enum>(1)</enum><text display-inline="yes-display-inline">means areas of the seabed that are
			 contiguous to and within 200 miles of the territorial sea of the United States
			 and the resources of which are subject to its jurisdiction or control;
			 and</text>
				</paragraph><paragraph id="HA0162A683A30414DB2CB0AC8EDF76FBD"><enum>(2)</enum><text display-inline="yes-display-inline">includes such areas that are contiguous to
			 and within 200 miles of the territorial sea around any inhabited and
			 uninhabited territory or possession of the United States including American
			 Samoa, the Commonwealth of the Northern Mariana Islands, Guam, Puerto Rico, the
			 Virgin Islands, Midway Islands, the Federated States of Micronesia, Palau,
			 Marshall Islands, Wake Island, Johnston Atoll, Baker, Howland, and Jarvis
			 Islands, Kingman Reef, Navassa Island, Serranilla Bank, Bajo Nuevo Bank, and
			 Palmyra Atoll.</text>
				</paragraph></subsection><subsection id="H23AF9F3F83B6407691D7236283510464"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to the
			 Secretary to carry out this Act $500,000 for each of fiscal years 2012 and
			 2013.</text>

	 <quote>A bill to direct the Secretary of the Interior to conduct a
	 technological capability assessment, inventory, and economic feasibility study
	 regarding the recovery of minerals, other than oil and natural gas, from the
