		<official-title>To make clear that an agency outside of the Department of
		  Health and Human Services may not designate, appoint, or employ special
		  consultants, fellows, or other employees under subsection (f) or (g) of section

		<section id="HC73E8ED55F904F1B808A8FD135CCC30A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Health and Human Services Hiree Clarification Act of
			 2011</short-title></quote>.</text>
		</section><section id="H32356E45D4E74048A7A63DDB63FF80FD"><enum>2.</enum><header>Employment of
			 special consultants and fellows for the Public Health Service</header>
			<subsection id="H28274CD1A9D543FB8FA0DA7991CED62C"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 207(f) of the
			 Public Health Service Act (42 U.S.C. 209(f)) is amended by adding at the end
			 the following: <quote>This subsection and subsection (g) do not authorize the
			 designation, appointment, or employment of any special consultant, fellow, or
			 other employee by an agency outside of the Department of Health and Human
			 Services.</quote>.</text>
			</subsection><subsection id="H9CDCA05078704D8DB624CB3EE4C8DC6B"><enum>(b)</enum><header>Technical
			 corrections</header><text display-inline="yes-display-inline">Section 207(h) of
			 the Public Health Service Act (42 U.S.C. 209(h)) is amended—</text>
				<paragraph id="H50FFB73CE0214FFD9CACB736626EC7E3"><enum>(1)</enum><text>by striking
			 <quote>subsection (f)</quote> and inserting <quote>subsection (g)</quote>;
			 and</text>
				</paragraph><paragraph id="HB0E0A3A6C9ED4F95AACAD4F90F73B8CA"><enum>(2)</enum><text>by striking
			 <quote>subsection (e)</quote> and inserting <quote>subsection (f)</quote>.</text>
				</paragraph></subsection><subsection id="HF5E4BEF813034FE2BFAEE41D4D2B32A3"><enum>(c)</enum><header>Applicability</header><text display-inline="yes-display-inline">The amendments made by this section apply
			 with respect to special consultants, fellows, and other employees appointed on
			 or after the date of the enactment of this Act.</text>
