		<official-title>To amend the Federal Election Campaign Act of 1971 to
		  prohibit a candidate for election to the office of Senator or Member of the
		  House of Representatives from making campaign expenditures for the election
		  from amounts that were not raised during the election cycle for that office,
		  and for other purposes.</official-title>

		<section id="H007473CFE9954345ADF4D576FE1CD4D4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Competitive Elections Act of
			 2011</short-title></quote>.</text>
		</section><section id="H670C4DB9A4194C37AD4F1103503B79C8"><enum>2.</enum><header>Prohibiting
			 candidates from making expenditures of campaign funds not raised during
			 election cycle</header>
			<subsection id="H8510F0FF362749109024ABFCBE046694"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Title III of the Federal Election Campaign
			 Act of 1971 (2 U.S.C. 431 et seq.) is amended by inserting after section 315A
			 the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="H3E62F15AF55D4B19B0647B850C04D6D3" style="OLC">
					<section id="H498418DCFE024510B408BE1E2D7663C2"><enum>315B.</enum><header>Prohibiting
				candidates from making expenditures of funds not raised during election
				cycle</header>
						<subsection id="H5150C7FC550C403FB12269BB76F5F3CB"><enum>(a)</enum><header>Restriction on
				Expenditures</header><text>An authorized committee of a candidate for election
				for the office of Senator or the office of Representative in, or Delegate or
				Resident Commissioner to, the Congress may not make any expenditure of funds in
				support of the candidate’s campaign for election that were not deposited in the
				account of the committee during the election cycle for the office
				involved.</text>
						</subsection><subsection id="H33254F8492524B3CA03591CC35C25E64"><enum>(b)</enum><header>Exception for
				Candidates Facing Certain Opponents</header>
							<paragraph id="H327698F028314F68AB428F4DC32E6EE4"><enum>(1)</enum><header>Statements of
				expenditures from personal funds</header>
								<subparagraph id="HC0C6E31010764133B39DCC25D6001859"><enum>(A)</enum><header>Initial
				notification</header><text display-inline="yes-display-inline">Not later than
				24 hours after a candidate for election for the office of Senator or the office
				of Representative in, or Delegate or Resident Commissioner to, the Congress
				makes expenditures from personal funds during the election cycle in an
				aggregate amount that exceeds $100,000, the candidate shall file a statement
				with the Commission and each other candidate in the same election that sets
				forth the amount by which expenditures from personal funds made by the
				candidate during the cycle exceeds $100,000.</text>
								</subparagraph><subparagraph id="H0E8317F10792445E8CF587CFF0D1AC22"><enum>(B)</enum><header>Additional
				notifications</header><text>After a candidate files an initial statement under
				subparagraph (A), the candidate shall file an additional statement each time
				the candidate makes or obligates to make expenditures from personal funds
				during the election cycle in an aggregate amount that exceeds $50,000. Such
				additional statement shall be filed not later than 24 hours after the
				expenditure is made, and shall set forth the amount of expenditures from
				personal funds made by the candidate since the most recent statement filed
				under this paragraph.</text>
								</subparagraph></paragraph><paragraph id="H9959B87F55EB463FBD073E503F4D9EB9"><enum>(2)</enum><header>Permitting use
				of previously raised funds based on statements from
				opponents</header><text>Notwithstanding subsection (a), an authorized committee
				of a candidate who receives a statement under paragraph (1) from another
				candidate in the election may make expenditures of funds that were deposited in
				the account of the committee prior to the election cycle for the office
				involved in an amount equal to the sum of—</text>
								<subparagraph id="H4A898DAE3C5F4BE9B32386C98925D25A"><enum>(A)</enum><text>$100,000;
				plus</text>
								</subparagraph><subparagraph id="H52AC55C7B50E462EB6FC4428A1E565DD"><enum>(B)</enum><text>an amount equal to
				the product of—</text>
									<clause id="H670FF954A9E0484A8F413A3CE1AAD8CB"><enum>(i)</enum><text>the number of
				statements the candidate receives under paragraph (1) during the election
				cycle; and</text>
									</clause><clause id="H80C4E931878A4B34BC73B01AD3491F25"><enum>(ii)</enum><text>$50,000.</text>
									</clause></subparagraph></paragraph><paragraph id="H8F74DA90B9E14596AF34B6FAA0745A61"><enum>(3)</enum><header>Expenditure from
				personal funds defined</header><text>In this subsection, the term
				<term>expenditure from personal funds</term> means—</text>
								<subparagraph id="H37C41C1D03A443989DE39838F4766BAB"><enum>(A)</enum><text>an expenditure
				made by a candidate using personal funds; and</text>
								</subparagraph><subparagraph id="H7EF7722C20A842C6860F913B8D534A61"><enum>(B)</enum><text>a contribution or
				loan made by a candidate using personal funds or a loan secured using such
				funds to an authorized committee of the candidate.</text>
								</subparagraph></paragraph></subsection><subsection id="H90175AC08ED945909881D02ABA913E27"><enum>(c)</enum><header>Election Cycle
				Defined</header><text display-inline="yes-display-inline">In this section, the
				term <term>election cycle</term> means—</text>
							<paragraph id="HEFAE35C1003749A685D6C0D7A1965275"><enum>(1)</enum><text>with respect to a
				candidate for election for the office of Senator, the period beginning on the
				day after the date of the most recent regularly scheduled general election for
				that office and ending on the date of the next regularly scheduled general
				election for that office; and</text>
							</paragraph><paragraph id="H872958C1E8764B7EB3CBEA80F4D2AA4D"><enum>(2)</enum><text>with respect to a
				candidate for election for the office of Representative in, or Delegate or
				Resident Commissioner to, the Congress, the period beginning on the day after
				the most recent regularly scheduled general election for Federal office and
				ending on the date of the next regularly scheduled general election for Federal
				office.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H375D248966524F1084ACF373EFE1219C"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to each election cycle that begins after the date of the enactment of
			 this Act. For purposes of this subsection, the term <term>election cycle</term>
			 has the meaning given such term in section 315B(c) of the Federal Election
			 Campaign Act of 1971 (as added by subsection (a)).</text>
