		<official-title>To amend section 520 of the Housing Act of 1949 to
		  provide flexibility to the definition of rural areas.</official-title>

		<section id="H25C291F0F7994986B211CF08828877BC" section-type="section-one"><enum>1.</enum><header>Definition of rural
			 area</header><text display-inline="no-display-inline">Section 520 of the
			 Housing Act of 1949 (42 U.S.C. 1490) is amended—</text>
			<paragraph id="H8BAA00E9945943FEAF241FA9DFBA4DF3"><enum>(1)</enum><text>by striking
			 <quote>As used</quote> and inserting <quote>(a)
			 <header-in-text level="subsection" style="OLC">In
			 general</header-in-text>.—Except as provided in subsection (b), as
			 used</quote>; and</text>
			</paragraph><paragraph id="H9DD42691F5914F4C840632BA9C25F3CB"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H58ABAFAB51A04C8FB60587BA9FE86AC6" style="OLC">
					<subsection id="H79D4FC037326476B853A1FF0AF4528DD"><enum>(b)</enum><header>Authority for
				Secretary To include other areas</header>
						<paragraph id="HC742E280B4E74186A6DDECF357880D8F"><enum>(1)</enum><header>Authority</header><text display-inline="yes-display-inline">The Secretary may provide that a place,
				town, village, or city that does not meet the requirements under subsection (a)
				for consideration as <quote>rural</quote> or a <quote>rural area</quote> shall
				be considered <quote>rural</quote> or a <quote>rural area</quote> for purposes
				of this title for the period provided in paragraph (3) if such place, town,
				village, or city—</text>
							<subparagraph id="HDD0148B4E50E45438B60EAD1817EAE19"><enum>(A)</enum><text>has a population
				not exceeding 35,000; and—</text>
							</subparagraph><subparagraph display-inline="no-display-inline" id="HA866BDAFF0B44D7EA6C6D4369187B6D5"><enum>(B)</enum><text display-inline="yes-display-inline">demonstrates to the satisfaction of the
				Secretary that—</text>
								<clause id="H19E8316A2DE54A489BA123A35E5215B7"><enum>(i)</enum><text display-inline="yes-display-inline">such place, town, village, or city is
				experiencing economic distress, which may be evidenced by any factors of
				economic distress as the Secretary may provide, which may include factors such
				as—</text>
									<subclause id="H04AF95A5510442409ECB8D18A310C154"><enum>(I)</enum><text display-inline="yes-display-inline">an unemployment rate that is higher than
				the national average;</text>
									</subclause><subclause id="H89F7CA2BF7E7424F86324B00EBC434FC"><enum>(II)</enum><text>an average wage
				that is lower than the national wage;</text>
									</subclause><subclause id="HC9AA1AF9B7954F068DB54D3715BC4A94"><enum>(III)</enum><text>an average home
				sale price that is less than the national average; or</text>
									</subclause><subclause id="H6A616B748ECB47909AF568B385A2EA02"><enum>(IV)</enum><text>any other factor
				evidencing economic distress as the Secretary may provide; and</text>
									</subclause></clause><clause id="H03013B6AECF84D50913EBAA871FDF961"><enum>(ii)</enum><text display-inline="yes-display-inline">eligibility of such place, town, village,
				or city for the programs under this title would be of significant value in
				helping such place, town, village, or city recover from such economic
				distress.</text>
								</clause></subparagraph></paragraph><paragraph id="H6510C1D7DF914BFE8B910D126CEB93B9"><enum>(2)</enum><header>Request for
				treatment as rural; determination</header><text display-inline="yes-display-inline">The Secretary shall provide for communities
				to submit requests for consideration of treatment as rural and a rural area
				pursuant to this subsection and the Secretary shall make a determination with
				respect to any such request not later that the expiration of the 90-day period
				beginning upon receipt of such request.</text>
						</paragraph><paragraph id="H8CCF0AD8EF804137BDF4F11C2511484E"><enum>(3)</enum><header>Applicability</header><text display-inline="yes-display-inline">A place, town, village, or city treated as
				rural and a rural areas pursuant to this subsection shall be so treated until
				the receipt of data from the first decennial census occurring after the
				determination pursuant to this
				subsection.</text>
