		<official-title>To amend title 31, United States Code, to improve the
		  minting and issuing of coins, to reduce the current excess stockpile of $1
		  coins, and for other purposes.</official-title>

		<section id="H6C77F5A080E84927B26FED8954048368" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Presidential Dollar Coin Efficiency Act of
			 2011</short-title></quote>.</text>
		</section><section id="H5722EF98E6BD46509EF4133FF3A13EBA"><enum>2.</enum><header>Removal of the
			 requirement to provide unmixed supplies during the introductory
			 period</header><text display-inline="no-display-inline">Section 5112(p)(3)(D)
			 of title 31, United States Code, is amended by striking <quote>ensuring
			 that</quote> and all that follows through <quote>circulating coins</quote> and
			 inserting <quote>ensuring that circulating coins</quote>.</text>
		</section><section id="HE1F316212A1540C2B4254E20063907E5"><enum>3.</enum><header>Limitation on
			 number of Presidential $1 coins produced in a year</header><text display-inline="no-display-inline">Section
			 5112(n)(4)(B) of chapter 51 of title 31, United States Code, is amended—</text>
			<paragraph id="H3499BCD9C99E4C7C97E10A017D14480C"><enum>(1)</enum><text>by adding before
			 the period the following: <quote>, except that the aggregate number of such
			 coins produced for a year may not exceed the aggregate number of coins produced
			 pursuant to this subsection for the previous year</quote>; and</text>
			</paragraph><paragraph id="HC34DCB5C6142407CB5AFCC541DE743E1"><enum>(2)</enum><text>by adding at the
			 end the following: <quote>Notwithstanding the previous sentence, if the
			 Secretary determines that the demand for a particular design during a year will
			 exceed the amount of coins able to be produced under the limitation in the
			 previous sentence, the Secretary may waive such limitation with respect to such
			 design.</quote>.</text>
			</paragraph></section><section id="H3B2976D8AB5843008707FDA4860FEF9B"><enum>4.</enum><header>Publicity of
			 Presidential $1 coins</header><text display-inline="no-display-inline">Section
			 5112(p)(2) of title 31, United States Code, is amended by striking
			 <quote>shall</quote> and inserting <quote>may</quote>.</text>
		</section><section id="HDDB01FBBEDC142D1B1A1429244AE6273"><enum>5.</enum><header>Reduction in
			 excess stockpiles of $1 coins</header><text display-inline="no-display-inline">The Secretary of the Treasury, in
			 consultation with the Board of Governors of the Federal Reserve System, shall
			 reduce the number of $1 coins minted and issued by the Secretary under
			 subsections (n) and (r) of section 5112 of title 31, United States Code, until
			 such time as the excess stockpiles of $1 coins have been eliminated.</text>
		</section><section id="H582645D8702F4BC6ABC30D3DCBB8F941"><enum>6.</enum><header>Reports</header>
			<subsection id="H57791A7471844536AA8F1EA030E2C6A9"><enum>(a)</enum><header>Annual report on
			 steps taken To reduce stockpiles</header><text display-inline="yes-display-inline">Section 5112(p)(3)(B) of title 31, United
			 States Code, is amended—</text>
				<paragraph id="H2141BAB968884AD0801486136DF61E4E"><enum>(1)</enum><text>by striking
			 <quote>annual report</quote> and inserting <quote>annual joint report</quote>;</text>
				</paragraph><paragraph id="H44D3A78649D443FAA0D60A36DA4A9FE6"><enum>(2)</enum><text>by redesignating
			 clauses (ii) and (iii) as clauses (iii) and (iv), respectively; and</text>
				</paragraph><paragraph id="H70525F4F65F141BA9F192525FD8A16D2"><enum>(3)</enum><text>by inserting after
			 clause (i) the following new clause:</text>
					<quoted-block display-inline="no-display-inline" id="H20AEE46D71494965943717C1DA71DF21" style="OLC">
						<clause id="HEF3CCBF6239D4A108FC51A3E1909A91C"><enum>(ii)</enum><text display-inline="yes-display-inline">steps taken to reduce excess stockpiles of
				$1
				coins;</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H3FEDAE4B97994D5A88FA0A3BB1B7CB3A"><enum>(b)</enum><header>Coin production
			 costs and content</header><text display-inline="yes-display-inline">The
			 Secretary of the Treasury shall issue the initial report required under section
			 3(a) of the Coin Modernization, Oversight, and Continuity Act of 2010 by March
			 31, 2012, or, if the Secretary determines that such report is not ready by that
			 date, the Secretary shall issue an interim report to the Committee on Financial
			 Services of the House of Representatives and the Committee on Banking, Housing,
			 and Urban Affairs of the Senate containing such information, determinations,
			 and recommendations as the Secretary has at that time.</text>
			</subsection><subsection id="HAAF2DE03FE5D4FBBA31E0D815B67B5C7"><enum>(c)</enum><header>Testimony
			 required</header><text display-inline="yes-display-inline">Section 3(a) of the
			 Coin Modernization, Oversight, and Continuity Act of 2010 is amended by adding
			 at the end the following: <quote>Each time such report is made, the Secretary
			 of the Treasury, or his designee, shall testify to the Committee on Financial
			 Services of the House of Representatives and the Committee on Banking, Housing,
			 and Urban Affairs of the Senate on the contents of the report.</quote>.</text>
