		<section id="H25D66C341132409187EB217842BA81D4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Education Protection Act of
			 2011</short-title></quote>.</text>
		</section><section id="H5B96506C2A844EFE92579DF555B0FE62"><enum>2.</enum><header>No
			 education cuts</header>
			<subsection id="HB65E2C8BE0C14515ABD7D93828C797EA"><enum>(a)</enum><header>No cuts through
			 legislative language of the joint select committee</header>
				<paragraph id="HEEE1E6B7E0A24C4BA5315EFFA282C457"><enum>(1)</enum><header>In
			 general</header><text>Title IV of the Budget Control Act of 2011 is amended by
			 adding at the end the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="H8D20BB29EC1A44C0A369C63A59D710FB" style="OLC">
						<section id="HD162CB39EBA34D759428248F7E2F69C1"><enum>405.</enum><header>No education
				cuts</header>
							<subsection id="HB9AB857470BA4B4E9845C3047C4E194E"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The joint committee
				shall not include in its proposed legislative language submitted pursuant to
				section 401(b)(3)(B)(iv) any provision that reduces eligibility, payments, or
				benefits, or otherwise reduces outlays or budget authority under—</text>
								<paragraph id="H98F4DEE300454BDCADF56DC7D58BE75A"><enum>(1)</enum><text>the Head Start Act
				(42 U.S.C. 9801 et seq.); or</text>
								</paragraph><paragraph id="H0A379A3F37A9491786828199E2FEE13B"><enum>(2)</enum><text>any program
				administered by the Secretary of Education, including any program under—</text>
									<subparagraph id="HA897A5ED87F44DC791183044207A6434"><enum>(A)</enum><text>the Elementary and
				Secondary Education Act of 1965 (20 U.S.C. 6301 et seq.);</text>
									</subparagraph><subparagraph id="HB6836F25A1574F528E01185BBBBE4C5A"><enum>(B)</enum><text>the Individuals
				with Disabilities Education Act (20 U.S.C. 1400 et seq.);</text>
									</subparagraph><subparagraph id="H1E9017DD25084FA3B9F0D82FB6820460"><enum>(C)</enum><text>the Higher
				Education Act of 1965 (20 U.S.C. 1001 et seq.); or</text>
									</subparagraph><subparagraph id="H496834E7EE914FC8917807A409159DF6"><enum>(D)</enum><text>the Rehabilitation
				Act of 1973 (29 U.S.C. 701 et seq.).</text>
									</subparagraph></paragraph></subsection><subsection id="HAABF980BD9EB41D19FE97EB7FDCDA9C7"><enum>(b)</enum><header>No application
				of expedited procedures</header><text>If the joint committee bill includes a
				provision that violates subsection (a), the expedited procedures in section 402
				shall not apply to such
				bill.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H5979E7C5CCE0446B9F74B980B4BC36EB"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of contents in section 1(b) of such Act is
			 amended by inserting after the item relating to section 404 the following new
			 item:</text>

				</paragraph></subsection><subsection id="H855279ED69D349E996EF260C902A4360"><enum>(b)</enum><header>No cuts through
			 fallback sequestration process</header><text display-inline="yes-display-inline">Section 251A of the Balanced Budget and
			 Emergency Deficit Control Act of 1985, as inserted by section 302(a) of the
			 Budget Control Act of 2011, is amended by adding at the end the following new
			 paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H1C469D4E3F2F41899159719E8A2D1512" style="OLC">
					<paragraph id="H8F352CE8A2EE41F5BE1AD0A624301A40"><enum>(12)</enum><header>No cuts for
				education</header><text display-inline="yes-display-inline">Notwithstanding any
				other provision of law, no sequestration order issued under this section or
				section 3101A of title 31, United States Code, or discretionary spending limit
				made under this section shall reduce eligibility, payments, or benefits under
				any Act or program referred to in section 405(a) of the Budget Control Act of
				2011.</text>
