		<official-title>To amend the Internal Revenue Code of 1986 to repeal the
		  limitation on the imposition of employment taxes on wages in excess of the
		  contribution and benefit base.</official-title>

		<section id="H29B87E5AC255449A837A1C287EA36D4D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Keeping Social Security Solvent Act of
			 2011</short-title></quote>.</text>
		</section><section id="H683260DE2AED494999C1C0590A3AFAAE"><enum>2.</enum><header>Repeal of
			 limitation on social security wage base for FICA and SECA</header>
			<subsection id="H4E7D876E9C8546159AE1E2C3650EAE1C"><enum>(a)</enum><header>FICA</header><text display-inline="yes-display-inline">Paragraph (1) of section 3121(a) of the
			 Internal Revenue Code of 1986 is hereby repealed.</text>
			</subsection><subsection id="H3513EF3635524D60A267D32B72CCF088"><enum>(b)</enum><header>SECA</header><text display-inline="yes-display-inline">Subsection (b) of section 1402 of such Code
			 is amended by striking <quote>include—</quote> and all that follows through
			 <quote>3211.</quote> and inserting <quote>include the net earnings from
			 self-employment, if such net earnings for the taxable year are less than
			 $400.</quote>.</text>
			</subsection><subsection id="H8371397F05F74CD1AB7B22C4CEFA5187"><enum>(c)</enum><header>Conforming
			 amendments</header>
				<paragraph id="H045B2FA65DE9441DAB5ECDC7EC4991E4"><enum>(1)</enum><text>Section 31 of such
			 Code is amended by striking subsection (b) and redesignating subsection (c) as
			 subsection (b).</text>
				</paragraph><paragraph id="H677ED0D893B247298EB209B1B8D39F3F"><enum>(2)</enum><text>Section
			 51(h)(1)(A) of such Code is amended by striking <quote>except that the
			 contribution and benefit base for each calendar year shall be deemed to
			 be</quote> and inserting <quote>not to exceed</quote>.</text>
				</paragraph><paragraph id="HC444655528AB4D7BBD24F1B69CAE3CBF"><enum>(3)</enum><text>Section 3121(s) of
			 such Code is amended by striking <quote>3102, 3111, and 3121(a)(1)</quote> and
			 inserting <quote>3102 and 3111</quote>.</text>
				</paragraph><paragraph id="H9CF8CB18898644FAAC90330F94CBF64B"><enum>(4)</enum><text>Section 3122 of
			 such Code is amended by striking <quote>The person making such return may, for
			 convenience of administration, make payments of the tax imposed under section
			 3111 with respect to such service without regard to the contribution and
			 benefit base limitation in section 3121(a)(1), and he shall not be required to
			 obtain a refund of the tax paid under section 3111 on that part of the
			 remuneration not included in wages by reason of section
			 3121(a)(1).</quote>.</text>
				</paragraph><paragraph id="H68119C7D76B24DF082155F9165B76158"><enum>(5)</enum><text>Subsections (a),
			 (b), (c), and (d) of section 3125 of such Code are each amended by striking the
			 last sentence.</text>
				</paragraph><paragraph id="H0A51D9A667284993B6E190106ACF3868"><enum>(6)</enum><text>Section 6413 of
			 such Code is amended by striking subsection (c).</text>
				</paragraph><paragraph id="HD22F0ED0D1484E40A6A784865D33F0F1"><enum>(7)</enum><text>Section 643(d)(1)
			 of such Code is amended by striking <quote>31(c)</quote> and inserting
			 <quote>31(b)</quote>.</text>
				</paragraph><paragraph id="H9301FEF3F0BA4930BFEFA136AE718776"><enum>(8)</enum><text>Subsection (c) of
			 section 230 of the <act-name parsable-cite="SSA">Social Security Act</act-name>
			 is amended by striking <quote>and sections 1402, 3121, 3122, 3125, 6413, and
			 6654 of the Internal Revenue Code of 1986</quote>.</text>
				</paragraph></subsection><subsection id="H15664F03047642C4914EB10F2FEF12BB"><enum>(d)</enum><header>Effective
			 date</header>
				<paragraph id="H2048A3F9782A4849AD3D209EDF64C3F9"><enum>(1)</enum><text>The amendments
			 made by subsections (a), (b), and (d) shall apply with respect to remuneration
			 paid after December 31, 2011.</text>
				</paragraph><paragraph id="HEC7519E7D53144B69AB730CCB707627B"><enum>(2)</enum><text>The amendments
			 made by subsection (c) shall apply to taxable years beginning after December
			 31, 2011.</text>
