		<section id="HD8E831C027DA4DE19EFE1969E44A7575" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Stop Abuse for Every Teen
			 Act</short-title></quote> or the <quote><short-title>SAFE
			 Teen Act</short-title></quote>.</text>
		</section><section id="H192B7D73C7574C4F8001407A869F630A"><enum>2.</enum><header>Amendments to
			 Safe and Drug-Free Schools and Communities Act</header>
			<subsection id="H0B3CA229048C47408120CAB735A0F756"><enum>(a)</enum><header>Findings</header><text>The
			 Safe and Drug-Free Schools and Communities Act (part A of title IV of the
			 Elementary and Secondary Education Act of 1965) is amended by inserting after
			 section 4001 (20 U.S.C. 7101) the following:</text>
				<quoted-block display-inline="no-display-inline" id="H25C39AAA5BBB4A4AB439C60191380913" style="OLC">
					<section id="H8E853BAC2FE04E96905EAE5B510C4AF2"><enum>4001A.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
						<paragraph id="HA063F29B42634CFDA2359CE0CBB9BBAC"><enum>(1)</enum><text>About 72 percent
				of 8th and 9th graders report <quote>dating</quote>.</text>
						</paragraph><paragraph id="H20DCA22047FA4398B066F734B6A30A66"><enum>(2)</enum><text>One in 4
				adolescents reports emotional, physical, or sexual violence each year.</text>
						</paragraph><paragraph id="HE9366CC9E924491AAA8EC2E8A3447C73"><enum>(3)</enum><text>One in 10
				adolescents reports being a victim of physical dating violence.</text>
						</paragraph><paragraph id="H8DB407E424D74B9ABC9307E5D8548926"><enum>(4)</enum><text>One in 4 teens in
				a relationship say they have been called names, harassed or put down by their
				partner through cell phones and texting.</text>
						</paragraph><paragraph id="H7BE67589B42C4860B78CDC40439F24EB"><enum>(5)</enum><text>The severity of
				violence among intimate partners has been shown to be greater in cases where
				the pattern of violence has been established in adolescence.</text>
						</paragraph><paragraph id="H1C6BB37EB0964776B1DC42796C769898"><enum>(6)</enum><text>Witnessing
				violence has been associated with decreased school attendance and academic
				performance.</text>
						</paragraph><paragraph id="H21634A75D05C432C8262278326028068"><enum>(7)</enum><text>The U.S.
				Department of Education analyzed the findings in the U.S. Youth Risk Behavior
				Surveillance 2009 study and found that students who experience teen dating
				violence have lower grades than their peers.</text>
						</paragraph><paragraph id="H58EF4EAD833E4A54BA71A967CEBB07FD"><enum>(8)</enum><text>Students who
				experienced physical violence had lower grades; 20 percent of these students
				had mostly D’s and F’s and only 6 percent had mostly A’s.</text>
						</paragraph><paragraph id="H7E6A1E7B9D6B46F48BA1C7971BD27E67"><enum>(9)</enum><text>Students who
				experienced sexual violence had lower grades; 18 percent had mostly D’s and F’s
				and only 5 percent had mostly A’s.</text>
						</paragraph><paragraph id="H937EAE96375E4A36896DBA756A9889B8"><enum>(10)</enum><text>Data from the
				National Longitudinal Study of Adolescent Health found that teens and young
				adults in grades 7 through 12 who were exposed to violent crime (seeing someone
				shot or stabbed) were 32 percent more likely to be victims of physical dating
				abuse.</text>
						</paragraph><paragraph id="HDD9F17519B994AEB9B0EE22BF79BB524"><enum>(11)</enum><text>Bullying may be
				an indicator of future teen dating violence behavior; students who reported
				being physically abusive in romantic relationships were nearly 5 times more
				likely to report perpetrating physical peer violence.</text>
						</paragraph><paragraph id="H8CD4C073C082453E9A37C6CB27FA6372"><enum>(12)</enum><text>There are serious
				public health impacts from teen dating violence; teen victims of physical
				dating violence are more likely than their non-abused peers to smoke, use
				drugs, engage in unhealthy diet behaviors (taking diet pills or laxatives and
				vomiting to lose weight), engage in risky sexual behaviors, and attempt or
				consider suicide.</text>
						</paragraph><paragraph id="H197161BD76664976B73B7D6ED8C1DEB1"><enum>(13)</enum><text>Teen girls who
				are physically and sexually abused are up to 6 times more likely to become
				pregnant, and more than 2 times as likely to report a sexually transmitted
				disease, than teen girls who are not abused.</text>
						</paragraph><paragraph id="H3A788799C4A74B0FA1106F1AFF63D86E"><enum>(14)</enum><text>Teens in same-sex
				relationships experience rates of violence and abuse similar to rates
				experienced by teens in heterosexual relationships.</text>
						</paragraph><paragraph id="H69A1F1D9C08C497EA1288D3C8D341E7E"><enum>(15)</enum><text display-inline="yes-display-inline">Most adolescent risk behaviors, such as
				substance use, unsafe sex, and violence, occur in the context of relationships.
				Accordingly, school-based prevention programs can equip all students with
				skills and knowledge they need to build healthy relationships and to reduce
				violence and related risk behaviors.</text>
						</paragraph><paragraph id="HB312C0E90E5D4ED784F4DD9D11F82D8E"><enum>(16)</enum><text display-inline="yes-display-inline">The collaboration among community-based
				organizations and governmental agencies serving children and youth, providers
				of health and mental health services, schools, and local providers of dating
				violence victim services is necessary to prevent this violence and
				abuse.</text>
						</paragraph><paragraph id="H469B0730C9D14177AD85ABE3267EB3F3"><enum>(17)</enum><text display-inline="yes-display-inline">Teen dating violence is an important part
				of the violence in and around schools; an effective prevention program meets
				youth where they are in
				schools.</text>
						</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HC35A895128BE4BB8BE1171BC2FB914D7"><enum>(b)</enum><header>Purpose</header><text>Section
			 4002 (20 U.S.C. 7102) of that Act is amended—</text>
				<paragraph id="HA0BBF110A3054301B6A50D3E86148446"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by
			 striking <quote>violence</quote> and inserting <quote>violence, including
			 dating violence</quote>;</text>
				</paragraph><paragraph id="H536DF4749B444A8CB61D3657A04B1ACD"><enum>(2)</enum><text>in paragraph (1)
			 by striking <quote>drug and violence prevention</quote> and inserting
			 <quote>drug, and violence prevention, including dating violence
			 prevention</quote>;</text>
				</paragraph><paragraph id="HB8CCC3AF689146569A3E802F534E1B22"><enum>(3)</enum><text>in paragraph (2)
			 by striking <quote>drug and violence prevention</quote> in both places such
			 term appears and inserting <quote>drug and violence prevention, including
			 dating violence prevention</quote>; and</text>
				</paragraph><paragraph id="HF917AF0B263944FF9C08C810EF95D7E7"><enum>(4)</enum><text>in paragraph
			 (4)—</text>
					<subparagraph id="H59C355848D684D5B9FA61D35D730A82E"><enum>(A)</enum><text>by striking
			 <quote>drug and violence prevention</quote> and inserting <quote>drug and
			 violence prevention, including dating violence prevention</quote>; and</text>

					</subparagraph></paragraph></subsection><subsection id="HBCD3B877FED34FB8A46559178D9E8E35"><enum>(c)</enum><header>Reservation of
			 State Funds for Safe and Drug-Free Schools</header><text>Section 4112 of that
			 Act (20 U.S.C. 7112) is amended—</text>
				<paragraph id="H8A83AF38FF8D4F9A9688DF364BBDEDF4"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="H6D24539DC7284AC1AC9C9A9DE03518FA"><enum>(A)</enum><text>in paragraph (2),

			 violence</quote> and inserting <quote>drug use and violence, including dating

			 Application</header><text>Section 4113 of that Act (20 U.S.C. 7113) is amended
			 in subsection (a)—</text>

			 paragraphs (4) and (5) by striking <quote>drug and violence prevention</quote>
			 and inserting <quote>drug and violence prevention, including dating violence

				not limited to, youth who have been victims of dating violence and youth who
				have engaged or participated in dating violence behaviors (although at no time

			 (1)(B)(iv) by striking <quote>violence, use of dangerous weapons</quote> and

				</paragraph></subsection><subsection id="H6620E1B7F75045F4BBA7F50A20803FAB"><enum>(n)</enum><header>Definitions</header><text>Section
			 4151 of that Act (20 U.S.C. 7161) is amended—</text>
				<paragraph id="H981568350A984B37816B9FA913A6F0CE"><enum>(1)</enum><text>in paragraph
			 (3)(B) by striking <quote>with respect to violence</quote> and inserting
			 <quote>with respect to violence, including dating violence</quote>; and</text>

				</paragraph></subsection><subsection id="H9175D86833D3443996DBEC01A9EFEEC8"><enum>(o)</enum><header>Message and
			 Materials</header><text>Section 4152(a) of that Act (20 U.S.C. 7162(a)) is
			 amended in subsection (a)—</text>
				<paragraph id="H4249CC30B428416B999A9900142BDF4E"><enum>(1)</enum><text>by striking
			 <quote>Drug and violence prevention</quote> and inserting <quote>Drug and
			 violence prevention, including dating violence prevention</quote>; and</text>
				</paragraph><paragraph id="H3AD7CF419E1848AD9C4D2AB1A94A2C40"><enum>(2)</enum><text>by striking
			 <quote>acts of violence</quote> and inserting <quote>acts of violence,
			 including dating violence</quote>.</text>
				</paragraph></subsection></section><section id="H5367C9F6EC744EE3AE3502DDCCE0B9F2"><enum>3.</enum><header>Reform of data
			 collection related to teen dating violence</header><text display-inline="no-display-inline">The Secretary of Education, in coordination
			 with the Director of the Centers for Disease Control and Prevention and other
			 relevant agencies, shall collect data on the incidence of dating violence,
			 sexual violence, emotional abuse, and relevant behavioral indicators of
			 exposure to such types of violence, among individuals aged 11 through 19. The
			 data shall be collected in relevant survey instruments and studies, including
			 the Youth Risk Behavior Surveillance System. The Secretary shall publicly
			 disseminate the resulting findings and data.</text>
		</section><section id="H07BD8A8E44BA418DAACBDFBC973BAB2A"><enum>4.</enum><header>Safe
			 Schools/Healthy Students Initiative</header><text display-inline="no-display-inline">Section 4121 of the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 7131) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="HA4116DAC460444D5B5067C643F0D4C36" style="OLC">
				<subsection id="H4BF78A195A274F1AB8C22181B9CA8FA0"><enum>(c)</enum><header>Grant
				application requirement</header><text display-inline="yes-display-inline">In
				order to receive a grant under the Safe Schools/Healthy Students Initiative
				established under this section, the grant application shall conduct an
				assessment of their crime, verbal and emotional abuse (such as relational
				aggression), and violence problems and needs in the community to be served,
				including dating violence, and describe how it will address the formation of
				healthy relationship skills and prevention of dating violence, as appropriate,
				and provide program support to address the formation of healthy relationships
				and prevention of dating violence, as
				appropriate.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H539C7DE391B3424794E1E2D5A6E4A254"><enum>5.</enum><header>Definition</header><text display-inline="no-display-inline">Section 4151 of the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 7161) is amended by inserting after paragraph
			 (1) the following:</text>
			<quoted-block display-inline="no-display-inline" id="H8A406FEF8B214022971878F1F4E72D6B" style="OLC">
				<paragraph id="H1E64A7C00BF645398218C1EA17537F4A"><enum>(1A)</enum><header>Dating
				violence</header><text display-inline="yes-display-inline">The term
				<quote>dating violence</quote> means behavior involving the use or attempted
				use of physical, sexual, verbal, emotional, economic, or technological abuse or
				other abusive behavior by a person to harm, threaten, intimidate, harass,
				coerce, control, isolate, restrain, or monitor another person with whom they
				have or have had a social relationship that involves a physical, sexual, or
				emotional component, regardless of the length of the relationship, or the
				number of interactions between the individuals
				involved.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" id="H3F9AE46235AD4A35BD9663436BF6F724"><enum>6.</enum><header>Technical
			 assistance</header><text display-inline="no-display-inline">Subpart 4 of part A
			 of title IV of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 7161) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H3D5EF354F0714437B4F13C43C67A63DA" style="OLC">
				<section commented="no" id="HC0C9EA1F7C31462095EBA9B02FA4416E"><enum>4156.</enum><header>Technical
				assistance</header><text display-inline="no-display-inline">The State shall
				provide technical assistance to local education agencies and schools in their
				efforts to prevent and appropriately respond to incidents of dating violence.
				To provide such assistance, a State may use—</text>
					<paragraph commented="no" id="H899B52993FF14E76A4CC144F8A7A4562"><enum>(1)</enum><text>administrative
				funds consolidated under section 9201; or</text>
					</paragraph><paragraph commented="no" id="HCE9ED15328BF449EBAC875C22E54BF06"><enum>(2)</enum><text>other funds
				available to the State under this Act, to the extent consistent with the
				authorized uses of such
				funds.</text>
					</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H9D6871EAE028435F81F4EB3916427023"><enum>7.</enum><header>Innovation
			 fund</header>
			<subsection id="HACDDEE31B9ED459B9FCC235D373906DC"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Education, acting in
			 consultation with the Secretary of Health and Human Services and the Attorney
			 General, shall establish the Innovation Fund (hereinafter in this section
			 referred to as the <quote>Fund</quote>) for the replication, refinement, and
			 testing of model strategies and projects to prevent and respond to dating
			 violence for youth. The purpose is to provide and evaluate dating violence
			 prevention and early intervention education and programming for youth,
			 including healthy relationships education.</text>
			</subsection><subsection id="HDE97AAB17AAE4E75AD0E0E1B8033B343"><enum>(b)</enum><header>Mandatory
			 strategies</header><text display-inline="yes-display-inline">Strategies or
			 projects implemented under subsection (a) shall include the following:</text>
				<paragraph id="H9C5F0715FB2946748FCDBCFF3CFBCE0B"><enum>(1)</enum><text>The enhancement of
			 age-appropriate, culturally competent dating and sexual violence prevention
			 education and healthy relationship strategies and projects to be administered
			 in school, in the community, or in health care settings, including gender
			 environments, in a manner consistent with the requirements of title IX of the
			 Education Amendments of 1972 (20 U.S.C. 1681 et seq.).</text>
				</paragraph><paragraph id="HD7395B3FE23744109ED2218517473036"><enum>(2)</enum><text display-inline="yes-display-inline">The enhancement of collaborative strategies
			 to engage parents and caregivers on the prevention and early intervention of
			 dating and sexual violence.</text>
				</paragraph><paragraph id="HACB22AEFDF66460D96F62E40A02A55D1"><enum>(3)</enum><text>Process and
			 outcomes evaluation using a range of qualitative and quantitative methods, with
			 comparison groups when feasible.</text>
				</paragraph></subsection><subsection id="H4E31FC23DE0B414D87180DA182D8E43A"><enum>(c)</enum><header>Permissive
			 strategies</header><text display-inline="yes-display-inline">Strategies or
			 projects implemented under subsection (a) may prioritize projects that focus on
			 youth ages 11 through 14 and may include the following:</text>
				<paragraph id="H6000C5EFB7FA4BFEAFAF0EBCF53A1A28"><enum>(1)</enum><text>The enhancement of
			 collaborative strategies to engage youth and youth influencers in the community
			 such as teachers, school counselors, coaches, informal educators, older teens,
			 or other mentors on prevention and early intervention of dating and sexual
			 violence and promoting healthy relationship strategies.</text>
				</paragraph><paragraph id="HB0BAB5C8768C4DB08A14E3AC42223AAB"><enum>(2)</enum><text>The enhancement of
			 social marketing strategies to change environmental factors and engage young
			 men, but not to the exclusion of young women.</text>
				</paragraph><paragraph id="H7BB89FCA490A44CCBCF67DA24100E964"><enum>(3)</enum><text display-inline="yes-display-inline">The implementation of a school-based policy
			 to reduce teen dating violence and promote healthy teen relationships.</text>
				</paragraph></subsection><subsection id="H80734A79F52945CCA6D556BF02D3BD41"><enum>(d)</enum><header>Authorization of
			 appropriations; report</header>
				<paragraph id="HCF945ED566304EE1B6B525C0BAC345BE"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">There are authorized
			 to be appropriated such sums as may be necessary for each of the fiscal years
			 2012 through 2016 to carry out the duties and purposes of this Act.</text>
				</paragraph><paragraph id="HCDF79A7958044149819E527C30057A1C"><enum>(2)</enum><header>Availability</header><text>Amounts
			 appropriated under paragraph (1)—</text>
					<subparagraph id="H9A1473AE29DE49CBA1B772EED9243B8E"><enum>(A)</enum><text>are authorized to
			 remain available until expended; and</text>
					</subparagraph><subparagraph id="H1F777CCF98A241B5863734D253749BC1"><enum>(B)</enum><text>are in addition to
			 amounts otherwise available for such purposes.</text>
					</subparagraph></paragraph><paragraph id="H439FBBA3719D40EA977B9D1DF46B672F"><enum>(3)</enum><header>Report
			 required</header><text display-inline="yes-display-inline">Not later than one
			 year after the date of the enactment of this Act, the Secretary of Education,
			 acting in consultation with the Secretary of Health and Human Services and the
			 Attorney General, shall submit to the Congress a report on the activities
			 authorized under this section.</text>
