		<section display-inline="no-display-inline" id="H23100B33752D4C6CAEB1C8A9CE364E86" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>District of Columbia House Voting
			 Rights Act of 2011</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="H68F6695B8E3644889823692ACA8D4790" section-type="subsequent-section"><enum>2.</enum><header>Representation in
			 House of Representatives for District of Columbia</header>
			<subsection id="H44666826B5A64E71A517B18BE654175F"><enum>(a)</enum><header>Representation
			 in House</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law, effective with respect to the One Hundred Twelfth
			 Congress and each succeeding Congress, the District of Columbia shall be
			 treated as a State for purposes of representation in the House of
			 Representatives.</text>
			</subsection><subsection id="H3E13082823DE4C91B2FBBE5C520EAF7F"><enum>(b)</enum><header>Conforming
			 Amendments Relating to Apportionment of Members of House of
			 Representatives</header>
				<paragraph id="HD9E1F105BE6A4CD2AC52BC7704CE2CBF"><enum>(1)</enum><header>Inclusion of
			 District of Columbia in reapportionment of members among States</header><text display-inline="yes-display-inline">Section 22 of the Act entitled <quote>An
			 Act to provide for the fifteenth and subsequent decennial censuses and to
			 provide for apportionment of Representatives in Congress</quote>, approved June
			 28, 1929 (2 U.S.C. 2a), is amended by adding at the end the following new
			 subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H8FD171FD0CC14D68871CF26D4D0AAF63" style="traditional">
						<subsection id="H6E1B5AE9D80549B1848ED04D703F3304"><enum>(d)</enum><text>This section shall
				apply with respect to the District of Columbia in the same manner as this
				section applies to a
				State.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H968909B3281B46EFBB9457ACDC3AC7E0"><enum>(2)</enum><header>Clarification of
			 determination of number of Presidential electors on basis of 23rd
			 Amendment</header><text>Section 3 of title 3, United States Code, is amended by
			 striking <quote>come into office;</quote> and inserting the following:
			 <quote>come into office (subject to the twenty-third article of amendment to
			 the Constitution of the United States in the case of the District of
			 Columbia);</quote>.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="HC72E12835C1A423F92D8C2C93B72BB62"><enum>(c)</enum><header>Conforming
			 amendments regarding appointments to service academies</header>
				<paragraph id="H006E2CC64E924AAB8A2C04248E0C3283"><enum>(1)</enum><header>United States
			 military academy</header><text>Section 4342 of title 10, United States Code, is
			 amended—</text>
					<subparagraph id="H54B3F77064914C29B0AFB7A4D362469C"><enum>(A)</enum><text>in subsection (a),
			 by striking paragraph (5); and</text>
					</subparagraph><subparagraph id="HAC1B639EC73640DC9995A69CDEE350B4"><enum>(B)</enum><text>in subsection (f),
			 by striking <quote>the District of Columbia,</quote>.</text>
					</subparagraph></paragraph><paragraph id="H0FBAD5AB1CA74D66B24871C9D20C2D4E"><enum>(2)</enum><header>United States
			 naval academy</header><text>Such title is amended—</text>
					<subparagraph id="H11B8EDE6AB2B4C5FA4B0B1702B858D6D"><enum>(A)</enum><text>in section
			 6954(a), by striking paragraph (5); and</text>
					</subparagraph><subparagraph id="HD7887516F44E4833ABD4E94800954CB1"><enum>(B)</enum><text>in section
			 6958(b), by striking <quote>the District of Columbia,</quote>.</text>
					</subparagraph></paragraph><paragraph id="H95B9455F19304849AE11ECC22CC72E25"><enum>(3)</enum><header>United States
			 air force academy</header><text>Section 9342 of title 10, United States Code,
			 is amended—</text>
					<subparagraph id="H3227D86AD0CA42A5941756BA33633A30"><enum>(A)</enum><text>in subsection (a),
			 by striking paragraph (5); and</text>
					</subparagraph><subparagraph id="H69BA0EECD10C4B8FBBFBB59FBAEA8C73"><enum>(B)</enum><text>in subsection (f),
			 by striking <quote>the District of Columbia,</quote>.</text>
					</subparagraph></paragraph><paragraph id="H96DD1774E466468D84291C743E9DB77B"><enum>(4)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">This subsection and the
			 amendments made by this subsection shall take effect on the date on which a
			 Representative from the District of Columbia takes office for the One Hundred
			 Twelfth Congress.</text>
				</paragraph></subsection></section><section display-inline="no-display-inline" id="H3D3A11AD371F42E5B10F59FCBB1BAA1E" section-type="subsequent-section"><enum>3.</enum><header>Increase in Membership
			 of House of Representatives</header>
			<subsection id="HC614BC4EE411498EBC7B6F1B54D0C3EC"><enum>(a)</enum><header>Permanent
			 Increase in Number of Members</header><text>Effective with respect to the One
			 Hundred Twelfth Congress and each succeeding Congress, the House of
			 Representatives shall be composed of 436 Members, including any Members
			 representing the District of Columbia pursuant to section 2(a).</text>
			</subsection><subsection id="HC283C88A41614FE99E393660889A6465"><enum>(b)</enum><header>Reapportionment
			 of Members Resulting From Increase</header>
				<paragraph id="HF3ADFCF467E649C79EEB201D3A4EFA02"><enum>(1)</enum><header>In
			 general</header><text>Section 22(a) of the Act entitled <quote>An Act to
			 provide for the fifteenth and subsequent decennial censuses and to provide for
			 apportionment of Representatives in Congress</quote>, approved June 28, 1929 (2
			 U.S.C. 2a(a)), is amended by striking <quote>the then existing number of
			 Representatives</quote> and inserting <quote>the number of Representatives
			 established with respect to the One Hundred Twelfth Congress</quote>.</text>
				</paragraph><paragraph id="H27EAF3DA2D0945B382A006E9F8810C86"><enum>(2)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 paragraph (1) shall apply with respect to the regular decennial census
			 conducted for 2020 and each subsequent regular decennial census.</text>
				</paragraph></subsection></section><section display-inline="no-display-inline" id="HE6E8A2F4821C4E798F758493385294F0" section-type="subsequent-section"><enum>4.</enum><header>Repeal of office of
			 District of Columbia delegate</header>
			<subsection id="HBBF62584B35C4CA6A8A1E7BCE1BFB833"><enum>(a)</enum><header>Repeal of
			 Office</header><text>Sections 202 and 204 of the District of Columbia Delegate
			 Act (Public Law 91–405; sections 1–401 and 1–402, D.C. Official Code) are
			 repealed, and the provisions of law amended or repealed by such sections are
			 restored or revived as if such sections had not been enacted.</text>
			</subsection><subsection display-inline="no-display-inline" id="H637F8122E61F4528968B5CAA999986C2"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by this subsection shall take effect on
			 the date on which a Representative from the District of Columbia takes office
			 for the One Hundred Twelfth Congress.</text>
			</subsection></section><section id="HEF0071D01CDF4E9CA9F073B948BA6431"><enum>5.</enum><header>Providing For
			 Elections for House Members From District of Columbia</header>
			<subsection id="H04D1C60E24B04D5692B60CE76165F871"><enum>(a)</enum><header>Application of
			 District of Columbia Elections Code of 1955</header><text display-inline="yes-display-inline">The District of Columbia Elections Code of
			 1955 is amended as follows:</text>
				<paragraph id="H16C281D0E61B40E38DBF2BAEFAB30A34"><enum>(1)</enum><text>In section 1 (sec.
			 1–1001.01, D.C. Official Code), by striking <quote>the Delegate to the House of
			 Representatives,</quote> and inserting <quote>the Representative in the
			 Congress,</quote> .</text>
				</paragraph><paragraph id="HC62DCACF2BF84ADB8DC9E6F15C490CF3"><enum>(2)</enum><text>In section 2 (sec.

			 to the election of the first Representative from the District of Columbia
			 pursuant to this Act and each subsequent election of Representatives from the
			 District of Columbia pursuant to this Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="HEBEEC548457B47ECAD383DD4462903EE" section-type="subsequent-section"><enum>6.</enum><header>Repeal of office of
			 statehood Representative</header>
			<subsection id="H4745ED721C214BA9A18950B95C15344A"><enum>(a)</enum><header>In
			 general</header><text>Section 4 of the District of Columbia Statehood
			 Constitutional Convention Initiative of 1979 (sec. 1–123, D.C. Official Code)
			 is amended as follows:</text>
				<paragraph id="HA7E2505406A144AC8255067F9C768E47"><enum>(1)</enum><text>By striking
			 <quote>offices of Senator and Representative</quote> each place it appears in
			 subsection (d) and inserting <quote>office of Senator</quote>.</text>
				</paragraph><paragraph id="H8DA3F276AE544D81A71ED3F66F7F2359"><enum>(2)</enum><text>In subsection
			 (d)(2)—</text>

			 campaign finance laws</header><text>Section 3 of the Statehood Convention
			 Procedural Amendments Act of 1982 (sec. 1–135, D.C. Official Code) is amended
			 by striking <quote>and United States Representative</quote>.</text>
				</paragraph><paragraph id="HAD5E85F5FC7748E9900A0958123440FE"><enum>(5)</enum><header>District of
			 Columbia Elections Code of 1955</header><text display-inline="yes-display-inline">The District of Columbia Elections Code of
			 1955 is amended—</text>
					<subparagraph id="H1D7112950C6D44B89676C478E2158DE8"><enum>(A)</enum><text>in section 2(13)
			 (sec. 1–1001.02(13), D.C. Official Code), by striking <quote>United States
			 Senator and Representative,</quote> and inserting <quote>United States
			 Senator,</quote>; and</text>
					</subparagraph><subparagraph id="HC4B2D7E19DBF4DEE9D9F2C8CF2B17827"><enum>(B)</enum><text>in section 10(d)
			 (sec. 1–1001.10(d)(3), D.C. Official Code), by striking <quote>United States
			 Representative or</quote>.</text>
					</subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="HCDE69B7563B945D281F407B48FF36751"><enum>(c)</enum><header>Effective
			 Date</header><text>The amendments made by this section shall take effect on the
			 date on which a Representative from the District of Columbia takes office for
			 the One Hundred Twelfth Congress.</text>
			</subsection></section><section id="H0811B056DEA7453585EC2CBE08011BE9"><enum>7.</enum><header>Expedited
			 judicial review</header><text display-inline="no-display-inline">If any action
			 is brought to challenge the constitutionality of any provision of this Act or
			 any amendment made by this Act, the following rules shall apply:</text>
			<paragraph id="H2C964AFFD21444DC9C0027A5746498C5"><enum>(1)</enum><text display-inline="yes-display-inline">The action shall be filed in the United
			 States District Court for the District of Columbia and shall be heard by a
			 3-judge court convened pursuant to section 2284 of title 28, United States
			 Code.</text>
			</paragraph><paragraph id="HB7C6BE629ECC467EBC03527DB2F2858C"><enum>(2)</enum><text display-inline="yes-display-inline">A copy of the complaint shall be delivered
			 promptly to the Clerk of the House of Representatives and the Secretary of the
			 Senate.</text>
			</paragraph><paragraph id="HA08B47B96C7B4995ADAD50A884C571AD"><enum>(3)</enum><text display-inline="yes-display-inline">A final decision in the action shall be
			 reviewable only by appeal directly to the Supreme Court of the United States.
			 Such appeal shall be taken by the filing of a notice of appeal within 10 days,
			 and the filing of a jurisdictional statement within 30 days, of the entry of
			 the final decision.</text>
			</paragraph><paragraph id="HC4413462FE0B4297BAD413B57ED3CDD5"><enum>(4)</enum><text display-inline="yes-display-inline">It shall be the duty of the United States
			 District Court for the District of Columbia and the Supreme Court of the United
			 States to advance on the docket and to expedite to the greatest possible extent
			 the disposition of the action and appeal.</text>
			</paragraph></section><section display-inline="no-display-inline" id="HD7E6922C94BB403F94FCE8E33B0345D4" section-type="subsequent-section"><enum>8.</enum><header>Nonseverability of
			 provisions</header><text display-inline="no-display-inline">If any provision of
			 section 2(a), 2(b)(1), or 3, or any amendment made by any such section, is
			 declared or held invalid or unenforceable, the remaining provisions of this Act
			 and any amendment made by this Act shall be treated and deemed invalid and
			 shall have no force or effect of law.</text>
