		<section id="H05241F1232984CCA8382AFAB6B83B1E2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Reauthorization of Water Desalination
			 Act of 2011</short-title></quote>.</text>
		</section><section id="HECDCBAE99ECB42E4B0C2583F461DB53A" section-type="subsequent-section"><enum>2.</enum><header>Water desalination
			 activities</header>
			<subsection id="HEEA2F7885C914F688211E075B7186977"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of the Interior (referred to in this
			 section as the <quote>Secretary</quote>) shall operate, manage and maintain
			 facilities to carry out research, development, and demonstration activities to
			 develop technologies and methods that promote brackish groundwater desalination
			 as a viable method to increase water supply in a cost-effective manner.</text>
			</subsection><subsection id="H63C1ABDE02DC4A72BAC7C098C91BADB6"><enum>(b)</enum><header>Objectives;
			 activities</header>
				<paragraph id="H811F731D4B1F48EABF9173351D645ACB"><enum>(1)</enum><header>Objectives</header><text>The
			 Secretary shall conduct demonstration projects—</text>
					<subparagraph id="H7DD1760A1D80448B873F92766F50E5D5"><enum>(A)</enum><text>to develop new
			 water and energy technologies with widespread applicability; and</text>
					</subparagraph><subparagraph id="H179F780EF21F446BAA2C530CA0972C72"><enum>(B)</enum><text>to create new
			 supplies of usable water for municipal, agricultural, industrial, or
			 environmental purposes.</text>
					</subparagraph></paragraph><paragraph id="H0DA95EE9FD504192BA27118B8C3B840B"><enum>(2)</enum><header>Activities</header><text>In
			 operating, managing, and maintaining the facilities under subsection (a), the
			 Secretary shall carry out—</text>
					<subparagraph id="HB62E5ABA31F34BB38AF15ED078F67D78"><enum>(A)</enum><text>as a priority, the
			 development of renewable energy technologies for integration with desalination
			 technologies—</text>
						<clause id="H9B4C024B475E425F8F8B23CA1011D4E6"><enum>(i)</enum><text>to
			 reduce the capital and operational costs of desalination;</text>
						</clause><clause id="HFA4396C380EB4F5395624B579BDE87EA"><enum>(ii)</enum><text>to
			 minimize the environmental impacts of desalination; and</text>
						</clause><clause id="H755FEF1B2B4A4F9A8E0B0589AC21A58A"><enum>(iii)</enum><text>to
			 increase public acceptance of desalination as a viable water supply
			 process;</text>
						</clause></subparagraph><subparagraph id="HE1AB736DE1044E5ABE0B125B47433648"><enum>(B)</enum><text>research regarding
			 various desalination processes, including improvements in reverse and forward
			 osmosis technologies;</text>
					</subparagraph><subparagraph id="H4681550B431A4CB3B13ED7B344FEA2C9"><enum>(C)</enum><text>the development of
			 innovative methods and technologies to reduce the volume and cost of
			 desalination concentrated wastes (including the disposal of desalination
			 concentrated wastes) in an environmentally sound manner;</text>
					</subparagraph><subparagraph id="H45F7A93225B74633971E54DC7ECDCB1A"><enum>(D)</enum><text>an outreach
			 program to create partnerships with States, academic institutions, private
			 entities, local public agencies, and other appropriate organizations to conduct
			 research, development, and demonstration activities, including the
			 establishment of rental and other charges to provide revenue to help offset the
			 costs of operating and maintaining the facility; and</text>
					</subparagraph><subparagraph id="HE3D9432181A6440893BDDD7571467033"><enum>(E)</enum><text>an outreach
			 program to educate the public on—</text>
						<clause id="HCD0200558869496682CD0ABD05A57876"><enum>(i)</enum><text>desalination and
			 renewable energy technologies; and</text>
						</clause><clause id="H3888F8129A844D46A26F03DCBAB9DA7B"><enum>(ii)</enum><text>the
			 benefits of using water in an efficient manner.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H001A0B81B7BE4B2AB8D22421AE68E697"><enum>(c)</enum><header>Authority of
			 secretary</header><text>The Secretary may enter into contracts or other
			 agreements with, or make grants to, appropriate entities to manage, operate, or
			 otherwise carry out this section, including an agreement with a local or
			 regional academic institution or a consortium of institutions to manage
			 research activities.</text>
			</subsection><subsection id="H3FD56CC3E400466B9759A27AB65CD843"><enum>(d)</enum><header>Reauthorization</header><text>Section
			 8 of the Water Desalination Act of 1996 (42 U.S.C. 10301 note; Public Law
			 104–298) is amended—</text>
				<paragraph id="HF98A3216C5304F1AB44D3291F356155E"><enum>(1)</enum><text>in subsection (a),
			 in the first sentence, by striking <quote>2011</quote> and inserting
			 <quote>2016</quote>; and</text>
				</paragraph><paragraph id="H20234E505E8244949EA0A9E52675E0A9"><enum>(2)</enum><text>in subsection (b),
			 by striking <quote>$25,000,000 for fiscal years 1997 through 2011</quote> and
			 inserting <quote>$2,000,000 for each of fiscal years 2012 through
			 2016</quote>.</text>
