		<legis-type>A BILL</legis-type>
		<official-title>To provide that Members of Congress shall be paid last
		  whenever the Treasury is unable to liquidate the obligations of the United
		  States Government in a timely manner because the public debt limit has been
		  reached.</official-title>

		<section id="H4F0CB539739148DCB8D53D07C5BA25CC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Stop Pay for Members Act</short-title></quote>.</text>
		</section><section id="H6070E695D09B4C8A97DF73ECE54F752F"><enum>2.</enum><header>Members of
			 Congress to be paid last</header>
			<subsection id="H5672EED36F884FF3B0ED86788E7C16A1"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">In the event that the
			 public debt of the United States Government reaches the public debt limit, the
			 obligation to pay basic pay of Members of Congress may not be liquidated
			 until—</text>
				<paragraph id="H26156FE208E9499CA4CEC7FAC25B91B1"><enum>(1)</enum><text>all other
			 obligations of the United States Government which are then due have been
			 liquidated; or</text>
				</paragraph><paragraph id="HD813ED6887454B2091E2E6E915B6719F"><enum>(2)</enum><text>if earlier, the
			 ability of the Treasury to liquidate the obligations of the United States
			 Government in timely manner is restored, whether by an increase in the public
			 debt limit or otherwise.</text>
				</paragraph></subsection><subsection id="H2C24E104055D44B8A89D18335234F6B3"><enum>(b)</enum><header>Consent</header><text>Each
			 Member of Congress consents and agrees that payment of basic pay in accordance
			 with subsection (a) shall constitute a full and complete discharge and
			 acquittance of all claims and demands for service as such a Member during the
			 period covered by the payment.</text>
			</subsection></section><section id="H866C8AEAA9F3427483E3D15F3BDBD53E"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act—</text>
			<paragraph id="H32EA03169FAD4879974C5F2BDA8354A7"><enum>(1)</enum><text>the term
			 <term>public debt limit</term> means the dollar limitation contained in section
			 3101(b) of title 31, United States Code; and</text>
			</paragraph><paragraph id="HD9400D1CAF824EC9820D7A9EC4249C0A"><enum>(2)</enum><text>the term
			 <term>Member of Congress</term> means—</text>
				<subparagraph id="H53F3F9405567425A96CA4D980695D47E"><enum>(A)</enum><text>each Senator,
			 Member of the House of Representatives, and Delegate to the House of
			 Representatives, and the Resident Commissioner from Puerto Rico;</text>
				</subparagraph><subparagraph id="H8D7F871E7CDD477D8D5F6DA3BEAB4801"><enum>(B)</enum><text>the President pro
			 tempore of the Senate, the majority leader and the minority leader of the
			 Senate, and the majority leader and the minority leader of the House of
			 Representatives; and</text>
				</subparagraph><subparagraph id="HB5883384F12D412394F814064CEC2B12"><enum>(C)</enum><text>the Speaker of the
			 House of Representatives.</text>
