<official-title display="yes">To authorize certain Department of Veterans Affairs major medical facility projects and leases, to extend certain expiring provisions of law, and to modify certain authorities of the Secretary of Veterans Affairs, and for other purposes.</official-title>

<section display-inline="no-display-inline" id="H8E086C7153434B43938BA254937834D3" section-type="subsequent-section"><enum>2.</enum><header>Authorization of fiscal year 2012 major medical facility projects</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs may carry out the following major medical facility projects in fiscal year 2012, with each project to be carried out in the amount specified for each project:</text> 
<paragraph id="H15D337B812EA442C89DB8D5C0FF3C691"><enum>(1)</enum><text>Construction of seismic corrections for Building 100 at the Department of Veterans Affairs Medical Center in Seattle, Washington, in an amount not to exceed $51,800,000.</text></paragraph> 
<paragraph id="HDA5CB59E4C7142568ACC31DBD3909824"><enum>(2)</enum><text>Construction of seismic corrections and renovation of various buildings to include Building 209 for housing facilities for homeless veterans at the Department of Veterans Affairs Medical Center in West Los Angeles, California, in an amount not to exceed $35,500,000.</text></paragraph></section> 
<section id="H42E172795D604C0A81F8F34D20F5B19F"><enum>3.</enum><header>Modification of authorization for certain major medical facility construction projects previously authorized</header> 
<subsection id="H5645B9951F83462BB7744025F12999C0"><enum>(a)</enum><header>Modification of authorization of fiscal year 2007 major medical facility project at Department of Veterans Affairs Medical Center in Fayetteville, Arkansas</header><text>Section 803(3) of the Veterans Benefits, Health Care, and Information Technology Act of 2006 (Public Law 109–461) is amended—</text> 
<paragraph id="H43676B99F28E47A4BBAF64BDC33E4A23"><enum>(1)</enum><text>by inserting <quote>and a parking garage</quote> after <quote>clinical addition</quote>; and</text></paragraph> 
<paragraph id="HBB985CF65098441BA99C413A04B87BD7"><enum>(2)</enum><text>by striking <quote>$56,163,000</quote> and inserting <quote>$90,600,000</quote>.</text></paragraph></subsection> 
<subsection id="H919FA4895B79411C879021D67FC16E5F"><enum>(b)</enum><header>Modification of extension of authorization for major medical facility construction project in Orlando, Florida, previously authorized in connection with capital asset realignment initiative</header><text>Section 802(11) of the Veterans Benefits, Health Care, and Information Technology Act of 2006 (Public Law 109–461), as amended by section 702(b)(4) of the Veterans' Mental Health and Other Care Improvements Act of 2008 (Public Law 110–387; 122 Stat. 4137), is amended by inserting <quote>, including a Simulation, Learning, Education, and Research Network Center,</quote> after <quote>Florida, area</quote>.</text></subsection> 
<subsection id="H5182A820B87F4FC0B59B5374FA5E1EDA"><enum>(c)</enum><header>Increase in amount of authorization of fiscal year 2008 major medical facility project at Department of Veterans Affairs Medical Center in Palo Alto, California</header><text>The Secretary of Veterans Affairs may carry out the major medical facility project at the Department of Veterans Affairs Medical Center in Palo Alto, California, for which amounts were appropriated under chapter 3 of title I of the Supplemental Appropriations Act, 2008 (Public Law 110–252; 122 Stat. 2326) under the heading <quote><header-in-text level="appropriations-small" style="appropriations">Construction, Major Projects</header-in-text></quote> under the heading <quote><header-in-text level="appropriations-major" style="appropriations">Department of Veterans Affairs</header-in-text></quote> in an amount not to exceed $716,600,000.</text></subsection> 
<subsection id="H8F71A798C64F477796760C112564B9E7"><enum>(d)</enum><header>Increase in amount of authorization of fiscal year 2009 major medical facility project at Department of Veterans Affairs Medical Center, San Juan, Puerto Rico</header><text>Section 701(3) of the Veterans' Mental Health and Other Care Improvements Act of 2008 (Public Law 110–387; 122 Stat. 4137) is amended by striking <quote>$225,900,000</quote> and inserting <quote>$277,000,000</quote>.</text></subsection> 
<subsection id="HC078403C3968451AAFC428F4BF1ED767"><enum>(e)</enum><header>Increase in amount of authorization of fiscal year 2007 major medical facility project at Department of Veterans Affairs Medical Center, St. Louis, Missouri</header><text>Section 803(5) of the Veterans Benefits, Health Care, and Information Technology Act of 2006 (Public Law 109–461) is amended by striking <quote>$69,053,000</quote> and inserting <quote>$346,300,000</quote>.</text></subsection></section> 
<section display-inline="no-display-inline" id="H2D07AC02ACC04C39B431B842E342AD9E" section-type="subsequent-section"><enum>4.</enum><header>Authorization of fiscal year 2012 major medical facility leases</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs may carry out the following fiscal year 2012 major medical facility leases at the locations specified, in an amount not to exceed the amount shown for that location:</text> 
<paragraph id="H0EBD1F850E6E44EB99923E2E8E25D999"><enum>(1)</enum><text>Columbus, Georgia, Community-Based Outpatient Clinic, in an amount not to exceed $5,335,000.</text></paragraph> 
<paragraph id="H4B665E58819A497C8FE9F1E1F8D9C357"><enum>(2)</enum><text>Fort Wayne, Indiana, Outpatient Clinic, in an amount not to exceed $2,845,000.</text></paragraph> 
<paragraph id="H67783BBF258F4473A9BA912560B3E9F8"><enum>(3)</enum><text>Mobile, Alabama, Outpatient Clinic, in an amount not to exceed $6,565,000.</text></paragraph> 
<paragraph id="H46A2AC8E829E4AB884BF3D313D345D59"><enum>(4)</enum><text>Rochester, New York, Outpatient Clinic, in an amount not to exceed $9,232,000.</text></paragraph> 
<paragraph id="HC5179C9D7E2C4506B5D4F1E5073C90FC"><enum>(5)</enum><text>Salem, Oregon, Community-Based Outpatient Clinic, in an amount not to exceed $2,549,000.</text></paragraph>

<section id="H4C89EF85A3384D089C74FF4FBB7A2618"><enum>5.</enum><header>Authorization of appropriations</header> 
<subsection id="H6F3D2A5DCA704A528F120A68963EBE68"><enum>(a)</enum><header>Authorization of appropriations for construction</header><text>There is authorized to be appropriated to the Secretary of Veterans Affairs for fiscal year 2012 or the year in which funds are appropriated for the Construction, Major Projects, account $87,300,000 for the projects authorized in section 2.</text></subsection> 
<subsection id="H7A91852ADDA1448BBAC8D45A41AE618D"><enum>(b)</enum><header>Modification of authorization for certain major medical facility construction projects previously authorized</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary of Veterans Affairs for fiscal year 2012 or the year in which funds are appropriated for the Construction, Major Projects, account $850,070,000 for the projects authorized in section 3.</text></subsection> 
<subsection id="H28762CF177A24674B8904CFFAE3C5CA3"><enum>(c)</enum><header>Authorization of appropriations for medical facility leases</header><text>There is authorized to be appropriated to the Secretary of Veterans Affairs for fiscal year 2012 or the year in which funds are appropriated for the Medical Facilities account $49,292,000 for the leases authorized in section 4.</text></subsection> 
<subsection id="H57F6E0ACB07141DC8DDA9880AE3BE71C"><enum>(d)</enum><header>Limitation</header><text>The projects authorized in sections 2, 3, and 4 may only be carried out using—</text> 
<paragraph id="H730A66623C3A451C9182CE413C8128FD"><enum>(1)</enum><text>funds appropriated for fiscal year 2012 pursuant to the authorization of appropriations in subsection (a) of this section;</text></paragraph> 
<paragraph id="HC9EC7CAE33BC47A4971EBD07B67317FD"><enum>(2)</enum><text>funds available for Construction, Major Projects, for a fiscal year before fiscal year 2012 that remain available for obligation;</text></paragraph> 
<paragraph id="H1D9B280D11984A56A4D452046445717C"><enum>(3)</enum><text>funds available for Construction, Major Projects, for a fiscal year after fiscal year 2012 that remain available for obligation;</text></paragraph> 
<paragraph id="H28E30109CA4244D7A223A0B3963EE98C"><enum>(4)</enum><text>funds appropriated for Construction, Major Projects, for fiscal year 2012 for a category of activity not specific to a project;</text></paragraph> 
<paragraph id="H1F5C4AFBFC11404995FFAF02F82FF1B8"><enum>(5)</enum><text>funds appropriated for Construction, Major Projects, for a fiscal year before 2012 for a category of activity not specific to a project; and</text></paragraph> 
<paragraph id="HF61705D1C7DE42E2B00A8E178A98EC90"><enum>(6)</enum><text>funds appropriated for Construction, Major Projects, for a fiscal year after 2012 for a category of activity not specific to a project.</text></paragraph></subsection></section> 
<section id="H9BD4AF0B3EF046CEB19EE77770214D6E"><enum>6.</enum><header>Modification of requirements relating to congressional approval of certain medical facility acquisitions</header><text display-inline="no-display-inline">Section 8104 of title 38, United States Code, is amended—</text> 
<paragraph id="H1B1A4295578D43C6B58933A90C89AF7E"><enum>(1)</enum><text>in subsection (b)—</text> 
<subparagraph id="H9AFC4FFEE252413CB878990B82D0E7B9"><enum>(A)</enum><text>in paragraph (1)—</text> 
<clause id="H58D57E55D0FD4ECD9B3504F0B2396B28"><enum>(i)</enum><text>by striking <quote>detailed description</quote> and inserting <quote>detailed estimate of the total costs</quote>;</text></clause> 
<clause id="H44B0E8010D8A41ECB7B1239846D95D2F"><enum>(ii)</enum><text>by striking <quote>a description of the consideration</quote> and inserting <quote>a detailed report of the consideration</quote>; and</text></clause> 
<clause id="H42BE72659EE2493B90FCC2F9B57AB0E4"><enum>(iii)</enum><text>by adding at the end the following: “Such detailed estimate shall include an identification of each of the following:</text>

<subparagraph id="H389A09F6BFA74D5FB93EB6EC7991AC5D"><enum>(C)</enum><text>Special purpose alterations (lump-sum payment) costs.</text></subparagraph> 
<subparagraph id="HCB18EFD0C49C4A7192804EEFF48C14E7"><enum>(D)</enum><text>Number of personnel.</text></subparagraph> 
<subparagraph id="H2DAFAE480D4148C4AE4A1427DF856877"><enum>(E)</enum><text>Total costs of ancillary services, equipment, and all other items.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph> 
<subparagraph id="HFD9D8EA4264E4D9E974A4C8814DED2D0"><enum>(B)</enum><text>by striking paragraphs (2) and (3) and redesignating paragraphs (4) through (8) as paragraphs (2) through (6), respectively;</text></subparagraph> 
<subparagraph id="HE5F18B6523254B6FA58F912C08F4B7DA"><enum>(C)</enum><text>in paragraph (2), as so redesignated, by striking <quote>a five-year period and a ten-year period</quote> and inserting <quote>a five-year period, a ten-year period, and a twenty-year period</quote>;</text></subparagraph> 
<subparagraph id="H8D92EF39458F48CFBBAC694E036CD95F"><enum>(D)</enum><text>in paragraph (3), as so redesignated, by inserting before the period at the end the following: <quote>, including information on projected changes in workload and utilization over a five-year period, a ten-year period, and a twenty-year period</quote>;</text></subparagraph>

<subparagraph id="H0569C665D3274B2982E3DD9F9AD70648"><enum>(A)</enum><text display-inline="yes-display-inline">A detailed estimate of the total costs (including total construction costs, activation costs, special purpose alterations (lump-sum payment) costs, number of personnel and total costs of ancillary services, equipment and all other items) for each alternative to construction of the facility that was considered.</text></subparagraph> 
<subparagraph id="H9EA7F996354544B8A727D7D23C48826A"><enum>(B)</enum><text display-inline="yes-display-inline">A comparison of total costs to total benefits for each such alternative.</text></subparagraph> 
<subparagraph id="H24C5F4936D1F427CB5746BA589017458"><enum>(C)</enum><text display-inline="yes-display-inline">An explanation of why the preferred alternative is the most effective means to achieve the stated project goals and the most cost-effective alternative.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph></paragraph> 
<paragraph id="HE98FEB01A8924DCD8155B4C30AD7C4D1"><enum>(2)</enum><text>in subsection (d)—</text> 
<subparagraph id="HB7435A2E55DE4BF69F53A1AA2F973E9C"><enum>(A)</enum><text>by striking <quote>major medical facility project</quote> each place it appears and inserting <quote>major construction project</quote>; and</text></subparagraph> 
<subparagraph id="H4C72D26BC14E4AA9815AC7188DF3BA06"><enum>(B)</enum><text>in paragraph (2)—</text> 
<clause id="HC5422E4D6FAD47C9B51E0989CA7F502D"><enum>(i)</enum><text>in subparagraph (A), by striking <quote>major medical facility projects</quote> and inserting <quote>major construction projects</quote>; and</text></clause> 
<clause id="H00F833F50DF24BADB11CA24B3EE19527"><enum>(ii)</enum><text>in subparagraph (B), by striking <quote>major medical facility</quote> and inserting <quote>major construction project</quote>.</text></clause></subparagraph></paragraph></section> 
<section id="H528F0A771F794A8899AE1A0D14649244" display-inline="no-display-inline"><enum>7.</enum><header>Limitation on authority of Secretary of Veterans Affairs to use bid savings on major construction projects to expand purpose of major medical facility projects</header><text display-inline="no-display-inline">Section 8104(d)(2) of title 38, United States Code, as amended by section 6, is further amended by adding at the end the following new subparagraph:</text> 
<quoted-block display-inline="no-display-inline" id="H5EB0E3649E5A4DE79FF344E50080E899" style="OLC"> 
<subparagraph id="HE84E639F05CC4BEE9BDE412D0618F244" indent="up2"><enum>(C)</enum><text>The Secretary may not obligate an amount under subparagraph (A) to expand the purpose of a major construction project except pursuant to a provision of law enacted after the date on which the Secretary submits to the committees described in subparagraph (B) notice of the following:</text> 
<clause id="H3ACDE3334553442C823D6EBBE7D7AA25"><enum>(i)</enum><text>The major construction project that is the source of the bid savings.</text> </clause> 
<clause id="HB7CEC93F9DF34B1EAD94B893E848DEE1"><enum>(ii)</enum><text>The major construction project for which the Secretary intends to expand the purpose.</text> </clause> 
<clause id="HA27DF061696947CA93EA79C43C0CA3CC"><enum>(iii)</enum><text>A description of such expansion of purpose.</text> </clause> 
<clause id="HDC25AD5D427C492ABF38D30F3B5452FB"><enum>(iv)</enum><text>The amounts the Secretary intends to obligate to expand the purpose.</text> </clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </section> 
<section id="H2C180906585C4566A99870156FCAD2D4" section-type="subsequent-section"><enum>8.</enum><header>Name of Department of Veterans Affairs telehealth clinic, Craig, Colorado</header> 
<subsection id="HDC4799F0632C40A599655A60DF65F057"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">The Department of Veterans Affairs telehealth clinic in Craig, Colorado, shall after the date of the enactment of this Act be known and designated as the <quote>Major William Edward Adams Department of Veterans Affairs Clinic</quote>.</text></subsection> 
<subsection id="H6D04D77B65F348918CD7ACBEEC358C12"><enum>(b)</enum><header>References</header><text>Any reference in any law, regulation, map, document, record, or other paper of the United States to the clinic referred to in subsection (a) shall be considered to be a reference to the <quote>Major William Edward Adams Department of Veterans Affairs Clinic</quote>.</text></subsection></section> 
<section id="HEDB68CE1FB6545CA919EE5C062D30F76"><enum>9.</enum><header>George H. O’Brien, Jr., Department of Veterans Affairs Medical Center</header> 
<subsection id="HDE08A660C63245C3828041DF215FA475"><enum>(a)</enum><header>Designation</header><text>The Department of Veterans Affairs medical center located in Big Spring, Texas, shall after the date of the enactment of this Act be known and designated as the <quote>George H. O’Brien, Jr., Department of Veterans Affairs Medical Center</quote>.</text></subsection> 
<subsection id="HCF9DF61F34EC445DB03483B907152CED"><enum>(b)</enum><header>References</header><text>Any reference in any law, regulation, map, document, record, or other paper of the United States to the Department of Veterans Affairs medical center referred to in subsection (a) shall be considered to be a reference to the <quote>George H. O’Brien, Jr., Department of Veterans Affairs Medical Center</quote>.</text></subsection></section>
