<section commented="no" display-inline="no-display-inline" id="H40071C15B3544D3F9CA21A5F1034330B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Small Business Program Extension and Reform Act of 2011</short-title></quote>.</text> </section> 
<section id="HA2AC95F785774A588233B83CFBC65163"><enum>2.</enum><header>Additional temporary extension of authorization of programs under the Small Business Act and the Small Business Investment Act of 1958</header> 
<subsection commented="no" display-inline="no-display-inline" id="HB1B6B25C739A49F592154EF8D8F65A7A"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1 of the Act entitled <quote>An Act to extend temporarily certain authorities of the Small Business Administration</quote>, approved October 10, 2006 (Public Law 109–316; 120 Stat. 1742), as most recently amended by section 2 of the Small Business Additional Temporary Extension Act of 2011 (Public Law 112–17; 125 Stat. 221), is amended by striking <quote>July 31, 2011</quote> each place it appears and inserting <quote>December 31, 2011</quote>.</text> </subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HC84DD756D2FA481B83D73FE658B9FBA3"><enum>(b)</enum><header display-inline="yes-display-inline">Effective date</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall take effect on July 30, 2011.</text> </subsection></section> 
<section id="H2A085BCD82A94E30AC8A900249800BEE"><enum>3.</enum><header>Repeals and other terminations</header> 
<subsection id="H364F2AA0B629478DBE297CB7726C5EEB"><enum>(a)</enum><header>General provisions</header> 
<paragraph id="H25F66F1588EC4CAC9088092F5891517C"><enum>(1)</enum><header>Effective date</header><text display-inline="yes-display-inline">A repeal or other termination of a provision of law made by this section shall take effect on the date of enactment of this Act.</text> </paragraph> 
<paragraph id="H9A3B6B7832E6481C9063F04102459A55"><enum>(2)</enum><header>Rule</header><text>Nothing in this section shall affect any grant or assistance provided, contract or cooperative agreement entered into, or loan made or guaranteed before the date of enactment of this Act under a provision of law repealed or otherwise terminated by this section and any such grant, assistance, contract, cooperative agreement, or loan shall be subject to the applicable repealed or otherwise terminated provision, as in effect on the day before the date of enactment of this Act.</text> </paragraph> 
<paragraph id="H7FE6683587564AF29B45EAEED06F297D"><enum>(3)</enum><header>Applicability of temporary extensions</header><text display-inline="yes-display-inline">A repeal or other termination of a provision of law made by this section shall have effect notwithstanding any temporary extension of programs, authority, or provisions under the Act entitled <quote>An Act to extend temporarily certain authorities of the Small Business Administration</quote>, approved October 10, 2006 (Public Law 109–316; 120 Stat. 1742).</text> </paragraph></subsection> 
<subsection id="HA3546F72B2D440D4B29EE765580B4E5A"><enum>(b)</enum><header>Pollution control loans</header><text display-inline="yes-display-inline">Paragraph (12) of section 7(a) of the Small Business Act (15 U.S.C. 636(a)) is amended—</text> 
<paragraph id="H5B041DB4954947E4BB97C5386AE00432"><enum>(1)</enum><text>by striking <quote>(A) The Administration</quote> and inserting <quote>The Administration</quote>; and</text> </paragraph> 
<paragraph id="HE80310EFD50E4D99850DFB0555DADAF0"><enum>(2)</enum><text>by striking <quote>research and development</quote> and all that follows and inserting <quote>research and development.</quote>.</text> </paragraph></subsection> 
<subsection id="H53B5438C0A204160969E9277AE59A879"><enum>(c)</enum><header>Small business institute</header><text>Subparagraph (E) of section 8(b)(1) of the Small Business Act (15 U.S.C. 637(b)(1)) is repealed.</text> </subsection> 
<subsection id="H6C0C4CA62A374657A91685A13A6963E6"><enum>(d)</enum><header>Drug-Free workplace grants</header><text>Paragraph (3) of section 21(c) of the Small Business Act (15 U.S.C. 648(c)) is amended—</text> 
<paragraph id="HEEB398A8B52B4BD087948B98644FB553"><enum>(1)</enum><text>in subparagraph (R) by adding <quote>and</quote> at the end;</text> </paragraph> 
<paragraph id="H0E90477192D648BEA4EDEAB08BDC6267"><enum>(2)</enum><text>in subparagraph (S) by striking <quote>; and</quote> and inserting a period; and</text> </paragraph> 
<paragraph id="H3B4D9CEE1A0846519D8C8BE5002B5F4E"><enum>(3)</enum><text>by striking subparagraph (T).</text> </paragraph></subsection> 
<subsection id="H446134CF80A8428D866268655D8BCB81"><enum>(e)</enum><header>Central European small business enterprise development commission</header><text>Section 25 of the Small Business Act (15 U.S.C. 652) is repealed.</text> </subsection> 
<subsection id="HFC64C1FFF55D4B3D93D1E104CCD7BD48"><enum>(f)</enum><header>Paul D. Coverdell drug-Free workplace program</header><text>Section 27 of the Small Business Act (15 U.S.C. 654) is repealed.</text> </subsection> 
<subsection commented="no" id="HE8799293E2744569B84EA06FEE66B9F0"><enum>(g)</enum><header>Pilot technology access program</header><text>Section 28 of the Small Business Act (15 U.S.C. 655) is repealed.</text> </subsection> 
<subsection commented="no" id="H1FD483BFF23A405FABB2B68F70CAEDC3"><enum>(h)</enum><header>National veterans business development corporation</header> 
<paragraph commented="no" id="H391257EADA5E431FB025A4A0FA2CB00E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Section 33 of the Small Business Act (15 U.S.C. 657c) is repealed.</text> </paragraph> 
<paragraph commented="no" id="H3F90979B61614F18878DC01F00B723DA"><enum>(2)</enum><header>Corporation</header><text>Beginning on the date of enactment of this Act, the National Veterans Business Development Corporation and any successor thereto may not represent that the corporation is federally chartered or in any other manner authorized by the Federal Government.</text> </paragraph></subsection> 
<subsection id="HBDB428AC9DB648B09EE39B4FD7271CD5"><enum>(i)</enum><header>Lease guarantees and pollution control</header><text>Part A of title IV of the Small Business Investment Act of 1958 (15 U.S.C. 692 et seq.) is repealed.</text> </subsection> 
<subsection id="H64E5B5F5A7A347F4AE85E73A9E53753A"><enum>(j)</enum><header>Alternative loss reserve</header><text>Paragraph (7) of section 508(c) of the Small Business Investment Act of 1958 (15 U.S.C. 697e(c)) is repealed.</text> </subsection> 
<subsection commented="no" id="HF888C12B423A43A282DEB0207AD32F1E"><enum>(k)</enum><header>Small business telecommuting pilot program</header><text>Subsection (d) of section 1203 of the Energy Independence and Security Act of 2007 (15 U.S.C. 657h) is repealed.</text> </subsection> 
<subsection id="HF3C3973E2CDC49B7A145CFE6963D78E7"><enum>(l)</enum><header>Technical and conforming amendments</header> 
<paragraph id="H8FA95AD0348C430DAE21EC69D2A15B70"><enum>(1)</enum><header>Small Business Investment Act of 1958</header><text>Section 411(i) of the Small Business Investment Act of 1958 (15 U.S.C. 694b(i)) is amended to read as follows:</text> 
<quoted-block display-inline="no-display-inline" id="HA0DC1B882FF34160B1315AE10229CBB1" style="OLC"> 
<subsection id="HA4E38AD223934AB59C08A9EBA50D89C8"><enum>(i)</enum><text display-inline="yes-display-inline">Without limiting the authority conferred upon the Administrator and the Administration by section 201 of this Act, the Administrator and the Administration shall have, in the performance of and with respect to the functions, powers, and duties conferred by this part, all the authority and be subject to the same conditions prescribed in section 5(b) of the Small Business Act with respect to loans, including the authority to execute subleases, assignments of lease and new leases with any person, firm, organization, or other entity, in order to aid in the liquidation of obligations of the Administration hereunder.</text> </subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph> 
<paragraph commented="no" id="H908818E03381410EBE521ACEF367B952"><enum>(2)</enum><header>Title 10</header><text>Section 1142(b)(13) of title 10, United States Code, is amended by striking <quote>and the National Veterans Business Development Corporation</quote>.</text> </paragraph> 
<paragraph commented="no" id="H4EB343D4A60143AC8DF25693B26EFA04"><enum>(3)</enum><header>Title 38</header><text>Subsection (h) of section 3452 of title 38, United States Code, is amended by striking <quote>any of the</quote> and all that follows and inserting <quote>any small business development center described in section 21 of the Small Business Act (15 U.S.C. 648), insofar as such center offers, sponsors, or cosponsors an entrepreneurship course, as that term is defined in section 3675(c)(2).</quote>.</text> </paragraph> 
<paragraph commented="no" id="H4DDDAA909A6D4B10AAE3C2FB3B5157DD"><enum>(4)</enum><header>Veterans Entrepreneurship and Small Business Development Act of 1999</header><text>Section 203(c)(5) of the Veterans Entrepreneurship and Small Business Development Act of 1999 (15 U.S.C. 657b note) is amended by striking <quote>In cooperation with the National Veterans Business Development Corporation, develop</quote> and inserting <quote>Develop</quote>.</text> </paragraph></subsection></section> 
<section commented="no" id="H8092BAB748014576AAC4AC2A7264ADDF"><enum>4.</enum><header>Termination of emerging leaders program</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, the Administrator of the Small Business Administration may not carry out or otherwise support the program referred to as <quote>Emerging Leaders</quote> in the document of the Small Business Administration titled <quote>FY 2012 Congressional Budget Justification and FY 2010 Annual Performance Report</quote> (or any predecessor or successor document) and may not carry out or otherwise support any successor to that program with similar goals.</text> </section>
