<section id="HCBD57D311B884277A4A633E67E28E5D0" section-type="section-one"><enum>101.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
<quote><short-title>Helping Homeless Heroes Act of
2011</short-title></quote>.</text>
</section><section id="HEA521C8447104AB4B1B34034A994C845"><enum>102.</enum><header>Enhancement of
comprehensive service programs</header>
<subsection id="HB3031552427D4732890C6E9132EEBD32"><enum>(a)</enum><header>Enhancement of
grants</header><text>Section 2011 of title 38, United States Code, is
amended—</text>
<paragraph id="H00909620C35A4755A69B332E0CC48701"><enum>(1)</enum><text>in subsection
(b)(1)(A), by striking <quote>expansion, remodeling, or alteration of existing
facilities, or acquisition of facilities,</quote> and inserting <quote>new
construction of facilities, expansion, remodeling, or alteration of existing
facilities, or acquisition of facilities</quote>; and</text>
</paragraph><paragraph id="HE6E79F56E5BC4BAA85766E7F6FBB4454"><enum>(2)</enum><text>in subsection
(c)—</text>
<subparagraph id="H8051628B4CE8419D92DCDA4A00F8E24A"><enum>(A)</enum><text>in the first
sentence, by striking <quote>A grant</quote> and inserting <quote>(1) A
grant</quote>;</text>
</subparagraph><subparagraph id="HEF6763502C33470881C24BB0F669ADA3"><enum>(B)</enum><text>in the second
sentence of paragraph (1), as designated by subparagraph (A), by striking
<quote>The amount</quote> and inserting the following:</text>

<paragraph id="H1A8462D6C8CB478C85225A529A6DE3AC"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HBD003003E11A43C8BBE943D8BD3EC003"><enum>(A)</enum><text>The Secretary may not
deny an application from an entity that seeks a grant under this section to
carry out a project described in subsection (b)(1)(A) solely on the basis that
the entity proposes to use funding from other private or public sources, if the
entity demonstrates that a private nonprofit organization will provide
oversight and site control for the project.</text>
</subparagraph><subparagraph id="H2F5AF321B5A141BCB0954CC135DA9EB5"><enum>(B)</enum><text>In this paragraph,
the term <quote>private nonprofit organization</quote> means the
following:</text>
<clause id="HD548CDA13CED4C9999AEB21627FBA406"><enum>(i)</enum><text>An
incorporated private institution, organization, or foundation—</text>
<subclause id="H767CFE4743454DAF9D4D585A079809E2"><enum>(I)</enum><text>that has received,
or has temporary clearance to receive, tax-exempt status under paragraph (2),
(3), or (19) of section 501(c) of the Internal Revenue Code of 1986;</text>
</subclause><subclause id="H2E91621BEFB24373BEE9A17727EDF637"><enum>(II)</enum><text>for which no part
of the net earnings of the institution, organization, or foundation inures to
the benefit of any member, founder, or contributor of the institution,
organization, or foundation; and</text>
</subclause><subclause id="HAA30637AE16B4C678D51058E41E1F756"><enum>(III)</enum><text>that the
Secretary determines is financially responsible.</text>
</subclause></clause><clause id="H40B960D7673A483F924FDF6A898DBE10"><enum>(ii)</enum><text>A
for-profit limited partnership or limited liability company, the sole general
partner or manager of which is an organization that is described by subclauses
(I) through (III) of clause (i).</text>
</clause><clause id="H8D33F0E1247B4459BC624480C402D7BF"><enum>(iii)</enum><text>A corporation
wholly owned and controlled by an organization that is described by subclauses
(I) through (III) of clause
(i).</text>
</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
</subparagraph></paragraph></subsection><subsection id="H9F9BF86BAE4745A0912E67E8B2A4BC03"><enum>(b)</enum><header>Grant and per
diem payments</header>
<paragraph id="HA09BFB9D41264597B148F97F35C76CA0"><enum>(1)</enum><header>Study and
development of fiscal controls and payment method</header><text>Not later than
one year after the date of the enactment of this Act, the Secretary of Veterans
Affairs shall—</text>
<subparagraph id="H8AD3E111A3394544AFBCD1164BDF732D"><enum>(A)</enum><text>complete a study
of all matters relating to the method used by the Secretary to make per diem
payments under section 2012(a) of title 38, United States Code; and</text>
</subparagraph><subparagraph id="H1E0C0A04AC324F628724E49B0AA45D92"><enum>(B)</enum><text>develop an
improved method for adequately reimbursing recipients of grants under section
2011 of such title for services furnished to homeless veterans.</text>
</subparagraph></paragraph><paragraph id="H5E72107255754751A5FEAC62D26744BA"><enum>(2)</enum><header>Consideration</header><text>In
developing the method required by paragraph (1)(B), the Secretary may consider
payments and grants received by recipients of grants described in such
paragraph from other departments and agencies of Federal and local governments
and from private entities.</text>
</paragraph><paragraph id="H94E1E4C986CF40F7830FEE535B3601F5"><enum>(3)</enum><header>Report</header><text>Not
later than one year after the date of the enactment of this Act, the Secretary
shall submit to Congress a report on—</text>
<subparagraph id="H0B4C837E6B114DB48904805C83F4E897"><enum>(A)</enum><text>the findings of
the Secretary with respect to the study required by subparagraph (A) of
paragraph (1);</text>
</subparagraph><subparagraph id="H127620B62F0A4402A1F065EBB3C3072E"><enum>(B)</enum><text>the method
developed under subparagraph (B) of such paragraph; and</text>
</subparagraph><subparagraph id="H2C4F97D353664BE8AD8E559328C92D3E"><enum>(C)</enum><text>any
recommendations of the Secretary for revising the method described in
subparagraph (A) of such paragraph and any legislative action the Secretary
considers necessary to implement such method.</text>
</subparagraph></paragraph></subsection><subsection id="H046A389AC0B44798BCB4811875B6007C"><enum>(c)</enum><header>Authorization of
appropriations</header><text>Section 2013 of such title is amended by striking
<quote>subchapter</quote> and all that follows through the period and inserting
the following: “subchapter amounts as follows:</text>
<quoted-block id="H68438C9767FA4D7B97B80D4FF7492BF8" style="OLC">
<paragraph id="HD100628DF1454894911DE86538F7C09A"><enum>(1)</enum><text>$150,000,000 for
each of fiscal years 2007 through 2009.</text>
</paragraph><paragraph id="H97C14B29F6E746D68413984F36FDC725"><enum>(2)</enum><text>$175,100,000 for
fiscal year 2010.</text>
</paragraph><paragraph id="H92ACE5911F7B4FCC809A4657C53F4F3B"><enum>(3)</enum><text>$217,700,000 for
fiscal year 2011.</text>
</paragraph><paragraph id="H25D1DA3648F643FCB14FBDAEB53EB7B7"><enum>(4)</enum><text>$250,000,000 for
fiscal year 2012.</text>
</paragraph><paragraph id="H81A21D666A5C4D8DA9DD32D4C038973B"><enum>(5)</enum><text>$150,000,000 for
fiscal year 2013 and each fiscal year
thereafter.</text>
</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
</subsection></section><section id="H2D353EB4EA7A41C3AF09C8918BC99BB9"><enum>103.</enum><header>Modification of
grant program for homeless veterans with special needs</header>
<subsection id="H0A435BD940204D3298BD3227866A9024"><enum>(a)</enum><header>Inclusion of
entities eligible for comprehensive service program grants and per diem
payments for services to homeless veterans</header><text>Subsection (a) of
section 2061 of such title is amended—</text>
<paragraph id="H6F47794C0F044025B41B261059255D0B"><enum>(1)</enum><text>by striking
<quote>to grant and per diem providers</quote> and inserting <quote>to entities
eligible for grants and per diem payments under sections 2011 and 2012 of this
title</quote>; and</text>
</paragraph><paragraph id="H526FCE8C4C4F48CC885799AFE657BE5F"><enum>(2)</enum><text>by striking
<quote>by those facilities and providers</quote> and inserting <quote>by those
facilities and entities</quote>.</text>
</paragraph></subsection><subsection id="HB5E0FE736A534E268024A51094616839"><enum>(b)</enum><header>Inclusion of
male homeless veterans with minor dependents</header><text>Subsection (b) of
such section is amended—</text>
<paragraph id="H25A0D8B3049449A9AABB762968955433"><enum>(1)</enum><text>in paragraph (1),
by striking <quote>, including women who have care of minor
dependents</quote>;</text>
</paragraph><paragraph id="HFA3C60E1615148D7AB385F73615B76D2"><enum>(2)</enum><text>in paragraph (3),
by striking <quote>or</quote>;</text>
</paragraph><paragraph id="H0888D0E5A89D4DAFB00C627D30FA9B6B"><enum>(3)</enum><text>in paragraph (4),
by striking the period at the end and inserting <quote>; or</quote>; and</text>
</paragraph><paragraph id="HC649FA04A0BD47548157F97EB2004FEF"><enum>(4)</enum><text>by adding at the
end the following new paragraph:</text>

</paragraph></subsection><subsection id="H2556C2C5A4564B0EAD3E2BEA0904E65F"><enum>(c)</enum><header>Authorization of
provision of services to dependents</header><text>Such section is further
amended—</text>
<paragraph id="H0A3AE6B077C14E0EA289BA6027E2C318"><enum>(1)</enum><text>by redesignating
subsection (c) as subsection (d); and</text>
</paragraph><paragraph id="H9CDBE570A0AA40A0A1D779AC7CEA1EF3"><enum>(2)</enum><text>by inserting after
subsection (b) the following new subsection (c):</text>
<quoted-block id="H5CB1C421D10B478BB609A9A9EA3FD4B3" style="OLC">
<subsection id="H0FFEDAAF88E54E998208434DB1E696E4"><enum>(c)</enum><header>Provision of
services to dependents</header><text>A recipient of a grant under subsection
(a) may use amounts under the grant to provide services directly to a dependent
of a homeless veteran with special needs who is under the care of such homeless
veteran while such homeless veteran receives services from the grant recipient
under this
section.</text>
</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></subsection></section><section id="H77D906C55ECA4EBB8582A63190BEEB14"><enum>104.</enum><header>Modification of
authority for provision of treatment and rehabilitation to certain veterans to
include provision of treatment and rehabilitation to homeless veterans who are
not seriously mentally ill</header><text display-inline="no-display-inline">Section 2031(a) of such title is amended in
the matter before paragraph (1) by striking <quote>, including</quote> and
inserting <quote>and to</quote>.</text>
</section><section id="H6EAC00E925614FB6B7E049DA6D1AA6F4"><enum>105.</enum><header>Plan to end
veteran homelessness</header>
<subsection id="H4717A3C795FC4F82A383BAC8E409053F"><enum>(a)</enum><header>In
general</header><text>Not later than one year after the date of the enactment
of this Act, the Secretary of Veterans Affairs shall submit to Congress a
comprehensive plan to end homelessness among veterans.</text>
</subsection><subsection id="H61C5B40E7CE44CF0A253DAF2453AF054"><enum>(b)</enum><header>Elements</header><text>The
plan required by subsection (a) shall include the following:</text>
<paragraph id="H061191873745447DA5FDC5A1F1B26988"><enum>(1)</enum><text>An analysis of
programs of the Department of Veterans Affairs and other departments and
agencies of the Federal Government that are designed to prevent homelessness
among veterans and assist veterans who are homeless.</text>
</paragraph><paragraph id="HC2816CF7248849DDA6DD406C1DAA5100"><enum>(2)</enum><text>An evaluation of
whether and how coordination between the programs described in paragraph (1)
would contribute to ending homelessness among veterans.</text>
</paragraph><paragraph id="HCBB2BD105BD54B06BA1E69B01B2055BC"><enum>(3)</enum><text>Recommendations
for improving the programs described in paragraph (1), enhancing coordination
between such programs, or eliminating programs that are no longer
effective.</text>
</paragraph><paragraph id="H79A7A01E6D6E416DAB2BC3B3733959F4"><enum>(4)</enum><text>Recommendations
for new programs to prevent and end homelessness among veterans, including an
estimate of the cost of such programs.</text>
</paragraph><paragraph id="HE5AE8F42B94943FAADAD15CA9775714C"><enum>(5)</enum><text>A
timeline for implementing the plan, including milestones to track the
implementation of the plan.</text>
</paragraph><paragraph id="HA3A638CEEE5A4EC794B975BF69AA7E82"><enum>(6)</enum><text>Benchmarks to
measure the effectiveness of the plan and the efforts of the Secretary to
implement the plan.</text>
</paragraph><paragraph id="HD1DF94D3989C46F6BFA695B5A58F3D2D"><enum>(7)</enum><text>Such other matters
as the Secretary considers necessary.</text>
</paragraph></subsection><subsection id="H122BF91502E4491AA7134C1D20D66CC9"><enum>(c)</enum><header>Consideration of
veterans located in rural areas</header><text>The analysis, evaluation, and
recommendations included in the report required by subsection (a) shall include
consideration of the circumstances and requirements that are unique to veterans
located in rural areas.</text>
</subsection></section><section id="H0F1AE16B4EA9413390C0B7D2DE602C7F"><enum>106.</enum><header>Extension of
certain authorities relating to homeless veterans</header>
<subsection id="H5D6A3CEDEE91460182CEA55EB1493C0C"><enum>(a)</enum><header>Health care for
homeless veterans</header><text>Section 2031(b) of title 38, United States
Code, is amended by striking <quote>December 31, 2011</quote> and inserting
<quote>December 31, 2012</quote>.</text>
</subsection><subsection id="HD39E0157A3DF417D9924728DEBBC5586"><enum>(b)</enum><header>Centers for
provision of comprehensive services to homeless veterans</header><text>Section
2033(d) of such title is amended by striking <quote>December 31, 2011</quote>
and inserting <quote>December 31, 2014</quote>.</text>
</subsection><subsection id="HDF64600062354A4FB74F9704F12E15A5"><enum>(c)</enum><header>Property
transfers for housing assistance for homeless veterans</header><text>Section
2041(c) of such title is amended by striking <quote>December 31, 2011</quote>
and inserting <quote>December 31, 2014</quote>.</text>
</subsection><subsection id="H030582BF11834F85B41F901E59FEDE39"><enum>(d)</enum><header>Advisory
committee on homeless veterans</header><text>Section 2066(d) of such title is
amended by striking <quote>December 30, 2011</quote> and inserting
<quote>December 30, 2013</quote>.</text>
</subsection></section><section id="HCCD57430DE2846CC98998B591991BA51"><enum>107.</enum><header>Reauthorization
of appropriations for homeless veterans reintegration program</header><text display-inline="no-display-inline">Section 2021(e)(1) of such title is amended
adding at the end the following new subparagraph:</text>
