		<official-title>To require an annual report on Federal funds distributed
		  by Federal agencies through grant programs, formula programs, or otherwise, and
		  for other purposes.</official-title>

		<section id="HBC816151787C4A30AC8253A7CFDA36B8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Territorial Funding Information Act of
			 2011</short-title></quote>.</text>
		</section><section id="H88138E8DCC594CF8A00B3591B4059DE1" section-type="subsequent-section"><enum>2.</enum><header>Report on distribution
			 of Federal funding</header>
			<subsection id="HEB4666AA8DF14C64B2CFA96AFAC5C905"><enum>(a)</enum><header>Report
			 required</header><text display-inline="yes-display-inline">Not later than 6
			 months after the date of the enactment of this Act, and December 31 each year
			 beginning thereafter, the head of each Federal agency shall submit a report to
			 the Comptroller General of the United States that describes Federal funds
			 distributed by that Federal agency for the preceding fiscal year, through grant
			 programs, formula programs, or otherwise, to each of the Commonwealth of Puerto
			 Rico, the United States Virgin Islands, American Samoa, Guam, and the Northern
			 Mariana Islands (in this section referred to as the
			 <quote>territories</quote>), each State, and the District of Columbia.</text>
			</subsection><subsection id="H17EBD08D54AE4568937272AC385F6ADC"><enum>(b)</enum><header>Report
			 Contents</header><text>A report submitted under subsection (a) shall include
			 the following with regard to the Federal agency submitting the report:</text>
				<paragraph id="H9062750755604C959798B70E1E7CEC02"><enum>(1)</enum><text>The title and a
			 short description of the program under which Federal funds were
			 distributed.</text>
				</paragraph><paragraph id="H90A8219AE84C4C0AA0D1F9EC7828098B"><enum>(2)</enum><text>The formula, if
			 any, used to distribute Federal funds under the program.</text>
				</paragraph><paragraph id="H3C9F1099248246AFBC1F782CCB5BF55E"><enum>(3)</enum><text>A
			 description of any difference between the treatment of each of the territories,
			 each State, and the District of Columbia, concerning the distribution of
			 Federal funds under each program listed under paragraph (1).</text>
				</paragraph><paragraph id="H325A2D531A0C486BB87F672BAA348A2A"><enum>(4)</enum><text>A
			 citation to the Federal law, if any, that authorized the treatment described
			 under paragraph (3).</text>
				</paragraph><paragraph id="H8E44E1E9E3C54250951BEEF0FEBED1CD"><enum>(5)</enum><text>The employment
			 location of Federal agency employees in each of the territories, each State,
			 and the District of Columbia.</text>
				</paragraph><paragraph id="HCF435CBFF4554AB7A78039FE2EDEFA06"><enum>(6)</enum><text>The number and
			 location of all field offices of the Federal agency in each of the territories,
			 each State, and the District of Columbia.</text>
				</paragraph></subsection><subsection id="HA27EFCE8508C4F7F999929BE4CA251A3"><enum>(c)</enum><header>General
			 Accountability Office report</header><text display-inline="yes-display-inline">Not later than 10 months after the date of
			 enactment of this Act, and April 30 each year beginning thereafter, the
			 Comptroller General of the United States shall submit to the Committee on
			 Appropriations of the House of Representatives and the Committee on
			 Appropriations of the Senate a comprehensive report describing and estimating
			 the effects of differential treatment of the territories as described in the
			 reports submitted under subsection (a).</text>
			</subsection><subsection commented="no" id="HE5E64A7B17504EC5AE6E432744F5B938"><enum>(d)</enum><header>Limitation on
			 use of funds</header><text display-inline="yes-display-inline">Hereafter, no
			 Federal funds may be distributed through grant programs, formula programs, or
			 otherwise, unless in such distribution each of the territories are treated on
			 the same basis and in the same manner as each of the States and the District of
			 Columbia, unless such treatment is—</text>
				<paragraph commented="no" id="HA1B9C20902364BD0BA49BFF96E277FC9"><enum>(1)</enum><text>otherwise
			 authorized by Federal law; or</text>
				</paragraph><paragraph commented="no" id="HED91D576A8BC4E95A2DC75AA32B1A3C7"><enum>(2)</enum><text>consented to, in
			 writing, by the chief executive officer of each territory not so
			 treated.</text>
				</paragraph></subsection><subsection id="HB33A933BBA8143758300BA8F44DC8770"><enum>(e)</enum><header>Federal agency
			 defined</header><text display-inline="yes-display-inline">In this Act, the term
			 <term>Federal agency</term> has the meaning given the term <term>Executive
			 agency</term> by section 105 of title 5, United States Code.</text>
