		<section id="idf8b93d579029476d8a10c0c5d61e22e5" section-type="resolved"><text>That the bill from the House of Representatives
		(H.R. 2453) entitled <quote>An Act to require the Secretary of the Treasury to
		mint coins in commemoration of Mark Twain.</quote>, do pass with the
		following</text>
		</section><amendment><amendment-instruction blank-lines-after="0"><text>On page 7,
	 strike lines 5 through 7 and insert the
	 following:</text></amendment-instruction><amendment-block blank-lines-after="1" changed="added" reported-display-style="italic">
				<paragraph id="id3a7a7acecf324db69167bdb86f4f4473"><enum>(2)</enum><text>One-quarter of the
		surcharges, to the University of California, Berkeley, California, for the
		benefit of the Mark Twain Project at the Bancroft Library to support programs
		to study and promote the legacy of Mark Twain.</text>
				</paragraph></amendment-block><amendment-instruction blank-lines-after="0"><text>At the end, add the
	 following:</text></amendment-instruction><amendment-block blank-lines-after="1" changed="added" reported-display-style="italic">
				<section id="idEA87A108CF6C4C8DBFB8F071D94E738B"><enum>8.</enum><header>No net
		cost</header><text display-inline="no-display-inline">The Secretary shall take
		such actions as may be necessary to ensure that—</text>
					<paragraph id="idb6ffedf517c941509c2bb9bbb0f1e6cc"><enum>(1)</enum><text>minting and issuing coins
		under this Act will not result in any net cost to the United States Government;
		and</text>
					</paragraph><paragraph id="id7b0ddf038acc410ab46431f64f7b76f6"><enum>(2)</enum><text>no funds, including
		applicable surcharges, are disbursed to any recipient designated in section 7
		until the total cost of designing and issuing all of the coins authorized by
		this Act (including labor, materials, dies, use of machinery, overhead
		expenses, marketing, and shipping) is recovered by the United States Treasury,
		consistent with sections 5112(m) and 5134(f) of title 31, United States
		Code.</text>
					</paragraph></section></amendment-block></amendment></engrossed-amendment-body>
