			 Veterans</header>
			<section id="H6635E2E0D5F34A6A8C2558105ED137E1"><enum>101.</enum><header>Veterans
			 retraining assistance program</header>
				<subsection id="HE7B74C914E2649C5A4CEBF061CB721DD"><enum>(a)</enum><header>Program
			 authorized</header>
					<paragraph id="HC114E71E16284E39BA51A8F1FE26E1FF"><enum>(1)</enum><header>In
			 general</header><text>In accordance with this section, during the period
			 beginning on June 1, 2012, and ending on March 31, 2014, the Secretary of Labor
			 shall provide for monthly payments of retraining assistance to eligible
			 veterans. Payments of retraining assistance under this section shall be made by
			 the Secretary of Labor through the Secretary of Veterans Affairs.</text>
					</paragraph><paragraph id="HE3E43C92A6714D568E46442DB86ADFDD"><enum>(2)</enum><header>Number of
			 eligible veterans</header><text display-inline="yes-display-inline">The number
			 of eligible veterans who participate in the program may not exceed—</text>
						<subparagraph id="H713BB7F9207B47A39F3FDF4E8611F9C0"><enum>(A)</enum><text>45,000 during
			 fiscal year 2012; and</text>
						</subparagraph><subparagraph id="H4AF1136A9728493E80022066D8AF5C6C"><enum>(B)</enum><text>55,000 during the
			 period beginning October 1, 2012, and ending March 31, 2014.</text>
						</subparagraph></paragraph></subsection><subsection id="H6842A237E2F64540A53441174C3FEE0E"><enum>(b)</enum><header>Retraining
			 assistance</header><text display-inline="yes-display-inline">Except as provided
			 by subsection (i), each veteran who participates in the program established
			 under subsection (a)(1) shall be entitled to up to 12 months of retraining
			 assistance, as determined by the Secretary of Labor. Such retraining assistance
			 may only be used by the veteran to pursue a program of education (as such term
			 is defined in <external-xref legal-doc="usc" parsable-cite="usc/38/3452">section 3452(b)</external-xref> of title 38, United
			 States Code) or training on a full-time basis that—</text>
					<paragraph id="HAB94BA01BEDD43A7AFA4D2E99F79C14A"><enum>(1)</enum><text>is approved under
			 chapter 36 of such title;</text>
					</paragraph><paragraph id="HB24DF9C98FA94FA2939A947B26ACC7BE"><enum>(2)</enum><text>is offered by a
			 community college or technical school;</text>
					</paragraph><paragraph id="HA6FD84DBC69A49BFACFC769E77244F29"><enum>(3)</enum><text display-inline="yes-display-inline">leads to an associates degree or a
			 certificate (or other similar evidence of the completion of the program of
			 education or training); and</text>
					</paragraph><paragraph id="HE46C4ED6FD9C4959871F9C71C005C677"><enum>(4)</enum><text>is designed to
			 provide training for a high-demand occupation, as determined by the Secretary
			 of Labor.</text>
					</paragraph></subsection><subsection id="HC236C3422C894DEF9D3DD07E6B976000"><enum>(c)</enum><header>Monthly
			 certification</header><text display-inline="yes-display-inline">Each veteran
			 who participates in the program established under subsection (a)(1) shall
			 certify to the Secretary of Veterans Affairs the enrollment of the veteran in a
			 program of education described in subsection (b) for each month in which the
			 veteran participates in the program.</text>
				</subsection><subsection id="H213D5A559AFD4D8F903B52942940A44F"><enum>(d)</enum><header>Amount of
			 assistance</header><text>The monthly amount of the retraining assistance
			 payable under this section is the amount in effect under
			 <external-xref legal-doc="usc" parsable-cite="usc/38/3015">section
			 3015(a)(1)</external-xref> of title 38, United States Code.</text>
				</subsection><subsection id="H5E8898C9B7874E5F81D0218DA4707EBA"><enum>(e)</enum><header>Eligibility</header><text>For
			 purposes of this section, an eligible veteran is a veteran who—</text>
					<paragraph id="H15BE115F4DE1442BBCAC712075CA57EC"><enum>(1)</enum><text>is at least 35
			 years of age but not more than 60 years of age;</text>
					</paragraph><paragraph id="H3BE25E71C2FD497292EF55D00A1FB4BD"><enum>(2)</enum><text>was last
			 discharged from active duty service in the Armed Forces with an honorable
			 discharge;</text>
					</paragraph><paragraph id="H75CF7105589C4013A4B906BFECAD6FAB"><enum>(3)</enum><text display-inline="yes-display-inline">as of the date of the submittal of the
			 application for assistance under this section, has been unemployed for a period
			 of time determined by the Secretary, with special consideration given to
			 veterans who have been unemployed for at least 26 continuous weeks;</text>
					</paragraph><paragraph id="H055F16CD86634D8E89E96A2A45E25FA3"><enum>(4)</enum><text>is not eligible to
			 apply for educational assistance under chapter 30, 31, 33, or 35 of title 38,
			 United States Code; and</text>
					</paragraph><paragraph id="HB1C9132022614DE29CD1E5D882A41AC9"><enum>(5)</enum><text>by not later than
			 October 1, 2013, submits to the Secretary of Labor an application containing
			 such information and assurances as the Secretary may require.</text>
					</paragraph></subsection><subsection id="HD976C01589FF4338B16F7E050FC3E653"><enum>(f)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than July 1, 2014, the Secretary
			 of Labor and the Secretary of Veterans Affairs shall jointly submit to the
			 Committees on Veterans’ Affairs of the Senate and the House of Representatives
			 a report on the retraining assistance provided under this section,
			 including—</text>
					<paragraph id="HE4F8D382C714481F95AC52292177CD7F"><enum>(1)</enum><text>the total number
			 of—</text>
						<subparagraph id="H7166AEB5504E4A5FA5F65927F8D6C1C6"><enum>(A)</enum><text>eligible veterans
			 who participated;</text>
						</subparagraph><subparagraph id="H0C611A3006234896ADD361433B36ECB8"><enum>(B)</enum><text display-inline="yes-display-inline">credit hours completed; and</text>
						</subparagraph><subparagraph id="H60C0710DDE7D4E7F9C5661CE69718158"><enum>(C)</enum><text display-inline="yes-display-inline">associates degrees or certificates awarded
			 (or other similar evidence of the completion of the program of education or
			 training earned); and</text>
						</subparagraph></paragraph><paragraph id="H81BB4D604F614C299CBD17040F03E243"><enum>(2)</enum><text>data related to
			 the employment status of eligible veterans who participated.</text>
					</paragraph></subsection><subsection id="HE4E33C95B3AC44249EC0475197F2E05B"><enum>(g)</enum><header>Joint
			 agreement</header><text display-inline="yes-display-inline">The Secretary of
			 Labor and the Secretary of Veterans Affairs shall enter into an agreement on
			 carrying out this section.</text>
				</subsection><subsection id="H8C7D10DEE2AC4254843E946D66BB1F31"><enum>(h)</enum><header>Source of
			 funds</header><text display-inline="yes-display-inline">Payments under this
			 section shall be made from amounts appropriated to the readjustment benefits
			 account of the Department of Veterans Affairs.</text>
				</subsection><subsection id="HFF420589B241474ABA082D717FA4783E"><enum>(i)</enum><header>Termination of
			 authority</header><text>The authority to make payments under this section shall
			 terminate on March 31, 2014.</text>
				</subsection></section></title><title id="H4BA3E32A5BAB43549CBEF91D969EEC6D"><enum>II</enum><header>Improving the
			 Transition Assistance Program</header>
			<section id="H5B565D41C76D487B893B7B7044020856"><enum>201.</enum><header>Transition
			 Assistance Program contracting</header>
				<subsection id="H25698545A92947638F76B5A086B520D7"><enum>(a)</enum><header>Transition
			 Assistance Program contracting</header>
					<paragraph id="HED8E0E0A304641A9A2867261DD40ED2C"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/4113">Section 4113</external-xref> of
			 title 38, United States Code, is amended to read as follows:</text>
						<quoted-block display-inline="no-display-inline" id="H21A844F3FC6B48CFA83864ACF7C97633" style="USC">
							<section id="H7B8E66632F4F42039A8A58363C6FE2DF"><enum>4113.</enum><header>Transition
				Assistance Program personnel</header>
								<subsection id="HB8A7E86E368F414B92C74D26EEAFF253"><enum>(a)</enum><header>Authority To
				Contract</header><text display-inline="yes-display-inline">In accordance with
				<external-xref legal-doc="usc" parsable-cite="usc/10/1144">section
				1144</external-xref> of title 10, the Secretary shall enter into a contract
				with an appropriate private entity or entities to provide the functions
				described in subsection (b) at all locations where the program described in
				such section is carried out.</text>
								</subsection><subsection id="H7B369663358E4F368FEE20897CFF2710"><enum>(b)</enum><header>Functions</header><text display-inline="yes-display-inline">Contractors under subsection (a) shall
				provide to members of the Armed Forces who are being separated from active duty
				(and the spouses of such members) the services described in
				<external-xref legal-doc="usc" parsable-cite="usc/10/1144">section
				1144(a)(1)</external-xref> of title 10, including—</text>
									<paragraph id="HC04678168055444DBFCF1E099C3863EB"><enum>(1)</enum><text>counseling;</text>
									</paragraph><paragraph id="H39ACF740D8D34CC792286ADC0457ECA6"><enum>(2)</enum><text>assistance in
				identifying employment and training opportunities and help in obtaining such
				employment and training;</text>
									</paragraph><paragraph id="H9E33B913BE6D42C280F012F701096400"><enum>(3)</enum><text>other related
				information and services under such section; and</text>
									</paragraph><paragraph id="HBFE0204673F64419A574FBB44B13B3DF"><enum>(4)</enum><text>any other services
				that the Secretary determines are
				appropriate.</text>
									</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="HA859D6801F994A6FA4C1639861FFB0F0"><enum>(2)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections at the beginning of
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/41">chapter 41</external-xref> of title 38,
			 United States Code, is amended by striking the item relating to section 4113
			 and inserting the following new item:</text>

					</paragraph></subsection><subsection id="HCF7926233893471981351D82E2D55957"><enum>(b)</enum><header>Deadline for
			 implementation</header><text>The Secretary of Labor shall enter into the
			 contract required by <external-xref legal-doc="usc" parsable-cite="usc/38/4113">section 4113</external-xref> of title 38, United
			 States Code, as added by subsection (a), by not later than 24 months after the
			 date of the enactment of this Act.</text>
				</subsection></section><section id="H0BD9C0BAE05D406E80CB94E6F6BCC928"><enum>202.</enum><header>Mandatory
			 participation in Transition Assistance Program</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/10/1144">Section 1144(c)</external-xref> of
			 title 10, United States Code, is amended by striking <quote>shall
			 encourage</quote> and all that follows and inserting <quote>shall encourage the
			 participation of members of the armed forces in pay grades E–8 and above and
			 O–6 and above who are eligible for assistance under the program and shall
			 require the participation of all other members of the armed forces who are
			 eligible for assistance under the program unless a documented urgent
			 operational requirement prevents attendance or an individual service member,
			 with written approval of their commander, chooses to decline participation, in
			 writing, based on post-service employment or acceptance to an education
			 program. Such documentation shall be included in the personnel record of the
			 member.</quote>.</text>
			</section><section id="HCBBAC414CE1E44EC832F4A40B2D5087D"><enum>203.</enum><header>Report on
			 Transition Assistance Program</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/10/1144">Section 1144</external-xref> of
			 title 10, United States Code, is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H1FCAAF88EEE542D7A3486389E4E4312F" style="USC">
					<subsection id="H6B534AE6F6F844FB977C9F4C0C927215"><enum>(e)</enum><header>Reports and
				audits</header><paragraph commented="no" display-inline="yes-display-inline" id="H50B1CBEFD31645E094FDA7C914B56361"><enum>(1)</enum><text>Not
				later than January 30 of each year, the Secretary of Labor shall submit to the
				Committees on Veterans’ Affairs of the Senate and House of Representatives a
				report on the program established under this section that includes the number
				of members of the armed forces eligible for assistance under the program who
				participated in the program within 30, 90, and 180 days of being separated from
				active duty, and the percentages of all such eligible participants who
				participated within each such time period.</text>
						</paragraph><paragraph id="H0631EB9778E94F5BBF7F48BD7475B8D9" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H44C52F1B3ABA4F16814B9EA33591608A"><enum>(A)</enum><text display-inline="yes-display-inline">The Secretary of Labor shall enter into a
				contract with an appropriate entity to conduct an audit of the program
				established under this section not less frequently than once every three years
				and to submit to the Secretary of Defense, the Secretary of Labor, the
				Secretary of Veterans Affairs, and the Committees on Veterans’ Affairs of the
				Senate and House of Representatives a report containing the results of each
				such audit.</text>
							</subparagraph><subparagraph id="H9B30A884AF5C4A799621B4921F741B55" indent="up1"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="H6C9BCA89C4264CDBB6DA5C225833E676"><enum>(i)</enum><text>Except as provided in
				clause (ii), the Secretary of Labor shall enter into the contract under
				subparagraph (A) with an appropriate entity that is a small business concern
				owned and controlled by veterans or a small business concern owned and
				controlled by service-disabled veterans and that is included in the database of
				veteran-owned businesses maintained under subsection (f) of
				<external-xref legal-doc="usc" parsable-cite="usc/38/8127">section
				8127</external-xref> of title 38 and verified by the Secretary pursuant to
				paragraph (4) of that subsection.</text>
								</clause><clause id="H2B7E4E5A6E144A53BD0B5A014F992FE5" indent="up1"><enum>(ii)</enum><text>If the Secretary of Labor is unable
				to enter into the contract under subparagraph (A) with a qualified business
				concern described in clause (i), the Secretary shall enter into such contract
				with another qualified appropriate entity.</text>
								</clause></subparagraph><subparagraph id="H2534D137B1F54FE397777142EF79B4DC" indent="up1"><enum>(C)</enum><text>The Secretary of Labor shall enter
				into the contract under this paragraph using funds made available for the State
				grant program authorized under
				<external-xref legal-doc="usc" parsable-cite="usc/38/4102A">section
				4102A</external-xref> of title
				38.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H5823F362A6784306AEE6029700E61AD9"><enum>204.</enum><header>Transition
			 Assistance Program outcomes</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/10/1144">Section 1144</external-xref> of
			 title 10, United States Code, as amended by section 202 and 203, is further
			 amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HAAAF4FEA9C5D486A9B454F596E9054F2" style="USC">
					<subsection id="H41560F51D4624F12822443F3A29E2AF6"><enum>(f)</enum><header>Program
				outcomes</header><text display-inline="yes-display-inline">The Secretary of
				Labor shall develop a method to assess the outcomes for individuals who
				participate in the program established under this section. The Secretary of
				Defense shall provide to the Secretary of Labor any data on participation in
				the program that is necessary for the Secretary of Labor to develop such
				method. Such method shall be designed to determine the following
				outcomes:</text>
						<paragraph id="H7516051278B84849BA56811D16FB0DE4"><enum>(1)</enum><text>The length of the
				period during which the individual was unemployed following the individual’s
				separation from active duty.</text>
						</paragraph><paragraph id="HFD2286B23F74431B8CA1669E22D63A66"><enum>(2)</enum><text>The beginning
				salary paid to the individual for the first job the individual obtained
				following such separation.</text>
						</paragraph><paragraph id="H5B6C422CF66542D8A86B352784570EA5"><enum>(3)</enum><text>The number of
				months of school or other training the individual attended during the first
				12-month period following such
				separation.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H54FA15B9258C43CD83299C92ADE2615A"><enum>205.</enum><header>Comptroller
			 General review</header><text display-inline="no-display-inline">Not later than
			 one year after the date of the enactment of this Act, the Comptroller General
			 of the United States shall conduct a review of the Transition Assistance
			 Program under <external-xref legal-doc="usc" parsable-cite="usc/10/1144">section 1144</external-xref> of title 10, United
			 States Code, and submit to Congress a report on the results of the review and
			 any recommendations of the Comptroller General for improving the
			 program.</text>
			</section></title><title id="H6487CCBC24F94D0DAA255DE09EFFBAF1"><enum>III</enum><header>Improving the
			 Transition of Veterans to Civilian Employment</header>
			<section id="H22B59695CFC145DF9B415CBB584C325B"><enum>301.</enum><header>Reauthorization
			 and improvement of demonstration project on credentialing and licensure of
			 veterans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/4114">Section 4114</external-xref> of
			 title 38, United States Code, is amended—</text>
				<paragraph id="HAF777AD13E2C41D7A4F270A1728495A3"><enum>(1)</enum><text>in subsection

			 title 38, United States Code, is amended—</text>

				participants in such program who complete a certificate, degree, diploma,
				licensure, or industry-recognized credential while they are participating in
				the program or within one year of completing the
				program.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H089EBE0871BE480BAF996D997D1C79C3"><enum>303.</enum><header>Clarification
			 of priority of service for veterans in Department of Labor job training
			 programs</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/4215">Section 4215</external-xref> of
			 title 38, United States Code, is amended—</text>
				<paragraph id="HFB956AEE825747AC8708ACE2F49951EE"><enum>(1)</enum><text>in subsection
			 (a)(3), by adding at the end the following: <quote>Such priority includes
			 giving access to such services to a covered person before a non-covered person
			 or, if resources are limited, giving access to such services to a covered
			 person instead of a non-covered person.</quote>; and</text>
				</paragraph><paragraph id="H1ACE32E077EE411DAC549A2E29802D8E"><enum>(2)</enum><text>by amending
			 subsection (d) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H640A139D0F6C403C88A2C078BC9F4061" style="USC">
						<subsection commented="no" id="HCF2FF88FB1AA4BBD93E29D6CC4E62DD5"><enum>(d)</enum><header>Addition to
				Annual Report</header><paragraph commented="no" display-inline="yes-display-inline" id="H7C1C163308784315A17EAB619AF1E88A"><enum>(1)</enum><text>In the annual report
				required under section 4107(c) of this title for the program year beginning in
				2003 and each subsequent program year, the Secretary of Labor shall evaluate
				whether covered persons are receiving priority of service and are being fully
				served by qualified job training programs. Such evaluation shall
				include—</text>
								<subparagraph commented="no" id="H7A4F6BE9CD7444758AE207E7BC7BB904" indent="up1"><enum>(A)</enum><text>an analysis of the implementation of
				providing such priority at the local level;</text>
								</subparagraph><subparagraph id="H5DA520691FC744139F4A7E6D820A1129" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">whether the representation of veterans in
				such programs is in proportion to the incidence of representation of veterans
				in the labor market, including within groups that the Secretary may designate
				for priority under such programs, if any; and</text>
								</subparagraph><subparagraph commented="no" id="H996C6CEC9B464FE1A67EBD09357812DB" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">performance measures, as determined by the
				Secretary, to determine whether veterans are receiving priority of service and
				are being fully served by qualified job training programs.</text>
								</subparagraph></paragraph><paragraph id="H3039888DA6C4472BAB3CE9BE14E5F5D8" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The Secretary may not use the proportion of
				representation of veterans described in subparagraph (B) of paragraph (1) as
				the basis for determining under such paragraph whether veterans are receiving
				priority of service and are being fully served by qualified job training
				programs.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H412E2BD7C42E4082817586BA977D504D" section-type="subsequent-section"><enum>304.</enum><header>Evaluation of
			 individuals receiving training at the National Veterans’ Employment and
			 Training Services Institute</header>
				<subsection id="HE3309D34370E4880A742D61493BD6902"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/4109">Section 4109</external-xref> of
			 title 38, United States Code, is amended by adding at the end the following new
			 subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HB383A30AF7C142E18362A0AEE7CF8929" style="USC">
						<subsection id="H94085A104B034B1FAA6ED6B25578924E"><enum>(d)</enum><text display-inline="yes-display-inline">The Secretary shall require that each
				individual who receives training provided by the Institute, or its successor,
				is given a final examination to evaluate the individual’s performance in
				receiving such training. Each such evaluation shall be designed to provide the
				individual with a grade, which shall be designated as either a passing grade or
				a failing grade. The results of such final examination shall be provided to the
				entity that sponsored the individual who received the
				training.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H4E2B5FC50CC349B48AECCA462D355199"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">Subsection (d) of
			 <external-xref legal-doc="usc" parsable-cite="usc/38/4109">section
			 4109</external-xref> of title 38, United States Code, shall apply with respect
			 to training provided by the National Veterans’ Employment and Training Services
			 Institute that begins on or after the date of the enactment of this Act.</text>
				</subsection></section><section id="HA4A4D73D0B814CD79E1204B19A67D64D"><enum>305.</enum><header>Requirements
			 for full-time disabled veterans’ outreach program specialists and local
			 veterans’ employment representatives</header>
				<subsection id="H6F6020584BA343B0912A34BCF7E5893A"><enum>(a)</enum><header>Disabled
			 veterans’ outreach program specialists</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/4103A">Section 4103A</external-xref> of title 38, United
			 States Code, is amended by adding at the end the following new
			 subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H00D905AF8E414772AAF50A1374EBB033" style="USC">
						<subsection id="HB5CDDC49C20346FA8EF88497D3AA877E"><enum>(d)</enum><header>Additional
				requirement for full-Time employees</header><paragraph commented="no" display-inline="yes-display-inline" id="H7C83BB5E29484F90A754E2E281503EBA"><enum>(1)</enum><text>A full-time disabled
				veterans’ outreach program specialist shall perform only duties related to
				meeting the employment needs of eligible veterans, as described in subsection
				(a), and shall not perform other non-veteran-related duties.</text>
							</paragraph><paragraph id="H184C951717F24DE08D8D0372FF96718D" indent="up1"><enum>(2)</enum><text>The Secretary shall conduct regular
				audits to ensure compliance with paragraph (1). If, on the basis of such an
				audit, the Secretary determines that a State is not in compliance with
				paragraph (1), the Secretary may reduce the amount of a grant made to the State
				under <external-xref legal-doc="usc" parsable-cite="usc/38/4102A">section
				4102A(b)(5)</external-xref> of this
				title.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H59F43E67F6B448BFBDA996E72A63E75E"><enum>(b)</enum><header>Local veterans’
			 employment representatives</header><text>Section 4104 of such title is
			 amended—</text>
					<paragraph id="H3B9E874013AC44CC8BB1815278236062"><enum>(1)</enum><text>by redesignating
			 subsection (e) as subsection (f); and</text>
					</paragraph><paragraph id="HB6989D3AC72E4ED7B007B659CF96659E"><enum>(2)</enum><text>by inserting after
			 subsection (d) the following new subsection (e):</text>
						<quoted-block display-inline="no-display-inline" id="H96BC0F01BFB04C37B881CA7E6376A460" style="USC">
							<subsection id="H515B2D66D4154346BF93943E149633D5"><enum>(e)</enum><header>Additional
				requirements for full-Time employees</header><paragraph commented="no" display-inline="yes-display-inline" id="H3B1C148C83DF4C41ADEACA87789EFCBD"><enum>(1)</enum><text>A full-time local
				veterans’ employment representative shall perform only duties related to the
				employment, training, and placement services under this chapter, and shall not

					</paragraph></subsection></section><section id="HF9BDB3E9CA034CF88B1175BED672A357"><enum>306.</enum><header>Report on
			 findings of the Department of Defense and Department of Labor credentialing
			 work group</header>
				<subsection id="HF2D7F7EA8B9340149783D2A127E7C564"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of Defense and the Secretary of Labor shall
			 jointly enter into a contract with a qualified organization or entity jointly
			 selected by the Secretaries to complete the study of 10 military occupational
			 specialties already begun by the joint Department of Defense and Department of
			 Labor Credentialing Work Group to reduce barriers to certification and
			 licensure for transitioning members of the Armed Forces and veterans. This
			 study shall also include an examination of current initiatives, programs, and
			 authority already established within the Department of Defense and the military
			 services to promote credentialing of members of the Armed Forces and identify
			 best practices that can be leveraged by all services to increase the
			 transferability of military education, training, experience, and skills.</text>
				</subsection><subsection id="H42B4AEB4FEA04E76AFE0A21B84A3BFE6"><enum>(b)</enum><header>Report</header><text>The
			 contract described in subsection (a) shall provide that upon completion of the
			 study described in such subsection, the organization or entity with which the
			 Secretary of Defense and the Secretary of Labor entered into the contract shall
			 submit to the Secretary of Defense and the Secretary of Labor a report setting
			 forth the results of the study. The report shall include—</text>
					<paragraph id="HD6B76CE7E2544E929023EF409F0D4CAE"><enum>(1)</enum><text>a
			 plan for leveraging existing successful initiatives, programs, and authority to
			 promote the credentialing of all members of the Armed Forces; and</text>
					</paragraph><paragraph id="H5D896B9F811447AE9B358184EC81C36E"><enum>(2)</enum><text>such information
			 as the Secretaries shall specify in the contract.</text>
					</paragraph></subsection><subsection id="HBCADC6AB772A4504B2FD4302CA4AE0AB"><enum>(c)</enum><header>Submittal to
			 congress</header><text>Not later than March 31, 2012, the Secretary of Defense
			 and the Secretary of Labor shall jointly submit to Congress a report on the
			 results of the study described in subsection (a), together with such comments
			 on the report as the Secretaries jointly consider appropriate.</text>

				continuously rated totally disabling for a period of not less than five years
				from the date of such veteran’s discharge or other release from active duty;
				or</text>
							</subparagraph><subparagraph id="H15CE797BC0D140BCAD2421DDB3B61149"><enum>(C)</enum><text>the veteran was a
				former prisoner of war who died after September 30, 1999, and the disability
				was continuously rated totally disabling for a period of not less than one year
				immediately preceding
				death.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H9046B71BCE394BD9A98CABDF260FCA1C"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to a loan guaranteed after the date of the enactment of this
			 Act.</text>
				</subsection><subsection id="H12B3C64A288E4D26BAA3D800FDE197B0"><enum>(c)</enum><header>Clarification
			 with respect to certain fees</header><text>Fees shall be collected under
			 <external-xref legal-doc="usc" parsable-cite="usc/38/3729">section
			 3729</external-xref> of title 38, United States Code, from a person described
			 in paragraph (6) of subsection (b) of section 3701 of such title, as added by
			 subsection (a), in the same manner as such fees are collected from a person
			 described in paragraph (2) of such subsection.</text>
				</subsection></section><section id="H04FB3BFFFA0B44C99615003BF4A9BAF2"><enum>503.</enum><header>Reimbursement
			 rate for ambulance services</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/111">Section 111(b)(3)</external-xref> of
			 title 38, United States Code, is amended by adding at the end the following new
			 subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="H666C293F3CA046C6B0ED4169201832BF" style="USC">
					<subparagraph id="H9FF84DA00D494BB3A356AE4568946D80" indent="up2"><enum>(C)</enum><text display-inline="yes-display-inline">In the case of transportation of a person
				under subparagraph (B) by ambulance, the Secretary may pay the provider of the
				transportation the lesser of the actual charge for the transportation or the
				amount determined by the fee schedule established under section 1834(l) of the
				Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395">42 U.S.C. 1395(l)</external-xref>) unless the
				Secretary has entered into a contract for that transportation with the
				provider.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H91145173724749E592C46F908CB3C522" section-type="subsequent-section"><enum>504.</enum><header>Annual reports on
			 Post-9/11 Educational Assistance Program and Survivors’ and Dependents’
			 Educational Assistance Program</header>
				<subsection id="H897741E15FE84DFD9BD9D12FC16AFC12"><enum>(a)</enum><header>Reports
			 required</header>
					<paragraph id="H4CF6008BAFEB43D686F46C778853E27D"><enum>(1)</enum><header>In
			 general</header><text>Subchapter III of
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/33">chapter 33</external-xref> of title 38,
			 United States Code, is amended by adding at the end the following new
			 section:</text>
						<quoted-block display-inline="no-display-inline" id="HEBCA23F157F3451CA3FC753EEA899423" style="USC">
							<section id="HED755C9923A249E8895A2DD39BBBB92F"><enum>3325.</enum><header>Reporting
				requirement</header>
								<subsection id="HBB5415A70F8046CFABD9A7C450785BA0"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">For each academic
				year—</text>
									<paragraph id="H4862CC514EF7462AA52909D5A56453C2"><enum>(1)</enum><text>the Secretary of
				Defense shall submit to Congress a report on the operation of the program
				provided for in this chapter; and</text>
									</paragraph><paragraph id="H8CF5F680C8A34CC6A1E3520E40180927"><enum>(2)</enum><text display-inline="yes-display-inline">the Secretary shall submit to Congress a
				report on the operation of the program provided for in this chapter and the
				program provided for under chapter 35 of this title.</text>
									</paragraph></subsection><subsection id="H9C6451DFF80B44D0A1AB7161C312C7C9"><enum>(b)</enum><header>Contents of
				Secretary of Defense reports</header><text>The Secretary of Defense shall
				include in each report submitted under this section—</text>
									<paragraph id="H95F86FFFDFF8439C9C1C4EE26F665287"><enum>(1)</enum><text>information
				indicating—</text>
										<subparagraph id="H7F53A57DC8134C49BD066393932A980B"><enum>(A)</enum><text>the extent to
				which the benefit levels provided under this chapter are adequate to achieve
				the purposes of inducing individuals to enter and remain in the Armed Forces
				and of providing an adequate level of financial assistance to help meet the
				cost of pursuing a program of education;</text>
										</subparagraph><subparagraph id="H851BE05B1ECD47B99707E9F74250A17A"><enum>(B)</enum><text>whether it is
				necessary for the purposes of maintaining adequate levels of well-qualified
				active-duty personnel in the Armed Forces to continue to offer the opportunity
				for educational assistance under this chapter to individuals who have not yet
				entered active-duty service; and</text>
										</subparagraph><subparagraph id="H53AF9027470545F1A47B060AB0859D3C"><enum>(C)</enum><text>describing the
				efforts under section 3323(b) of this title to inform members of the Armed
				Forces of the active duty service requirements for entitlement to educational
				assistance benefits under this chapter and the results from such efforts;
				and</text>
										</subparagraph></paragraph><paragraph id="H35EFB049F5D14B4A9AE4C5A00820E6F7"><enum>(2)</enum><text>such
				recommendations for administrative and legislative changes regarding the
				provision of educational assistance to members of the Armed Forces and
				veterans, and their dependents, as the Secretary of Defense considers
				appropriate.</text>
									</paragraph></subsection><subsection id="HD8FF61D245424AC49971DFA634F4CDD3"><enum>(c)</enum><header>Contents of
				Secretary of Veterans Affairs reports</header><text>The Secretary shall include
				in each report submitted under this section—</text>
									<paragraph id="H5DB4B044257848ABB7DB81E9C697CAE3"><enum>(1)</enum><text>information
				concerning the level of utilization of educational assistance and of
				expenditures under this chapter and under chapter 35 of this title;</text>
									</paragraph><paragraph id="H94D50702FE284031ABA6F44576FC2F48"><enum>(2)</enum><text>the number of
				credit hours, certificates, degrees, and other qualifications earned by
				beneficiaries under this chapter and under chapter 35 of this title during the
				academic year covered by the report; and</text>
									</paragraph><paragraph id="HC740FD226AC041BA970E4CA7C8BE62B5"><enum>(3)</enum><text>such
				recommendations for administrative and legislative changes regarding the
				provision of educational assistance to members of the Armed Forces and
				veterans, and their dependents, as the Secretary considers appropriate.</text>
									</paragraph></subsection><subsection id="H9826FFF9ED71442A8585A20D97B0CE4A"><enum>(d)</enum><header>Termination</header><text>No
				report shall be required under this section after January 1,
				2021.</text>
								</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H4C89A9C1B10249B1B4FB468A1BEF6E1C"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by inserting after the item relating to section 3324 the following

			 2011-2012 academic year.</text>
					</paragraph></subsection><subsection id="H0B4E9AC40DC2478BACAC0EE92E08746E"><enum>(b)</enum><header>Repeal of report
			 on All Volunteer-Force Educational Assistance Program</header>
					<paragraph id="HAE6BD8211DBE4A6BBF0757216D23C609"><enum>(1)</enum><header>In
			 general</header><text>Chapter 30 of such title is amended by striking section
			 3036.</text>
					</paragraph><paragraph id="H118C7896837142A1BAD8F2A8BB1B7654"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by striking the item relating to section 3036.</text>
					</paragraph></subsection></section><section id="H04C7454084D5478BB31184AB142B08C3"><enum>505.</enum><header>Limitation on
			 amount authorized to be appropriated for employee travel, printing, and fleet
			 vehicles</header><text display-inline="no-display-inline">The amount authorized
			 to be appropriated for the Department of Veterans Affairs for employee travel,
			 printing, and fleet vehicles for fiscal year 2012 shall not exceed
			 $385,000,000.</text>
			</section><section id="HCC29D25FD04D46E7B3B1C7AC11465CA0"><enum>506.</enum><header>Extension of
			 reduced pension for certain veterans covered by Medicaid plans for services
			 furnished by nursing facilities</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/5503">Section 5503(d)(7)</external-xref>
			 of title 38, United States Code, is amended by striking <quote>May 31,
			 2015</quote> and inserting <quote>May 31, 2016</quote>.</text>
			</section><section id="H9D57E8746F98434187A41F7077D61854"><enum>507.</enum><header>Statutory
			 Pay-As-You-Go Act of 2010</header><text display-inline="no-display-inline">The
			 budgetary effects of this Act, for the purpose of complying with the Statutory
			 Pay-As-You-Go Act of 2010, shall be determined by reference to the latest
			 statement titled <quote>Budgetary Effects of PAYGO Legislation</quote> for this
			 Act, submitted for printing in the Congressional Record by the Chairman of the
			 House Budget Committee, provided that such statement has been submitted prior
			 to the vote on passage.</text>
