		<official-title>To amend title 18, United States Code, to prohibit the
		  possession, transfer, or use of fraudulent travel documents, to amend title 49,
		  United States Code, to require recurring training for transportation security
		  officers, and for other purposes.</official-title>

		<section id="H3B8B95BC82F7410CB004C770C60ABE87" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>False Travel Documents Prohibition Act
			 of 2011</short-title></quote>.</text>
		</section><section id="HC7CE1F196A834C93A92801B283830889"><enum>2.</enum><header>Travel
			 documents</header>
			<subsection id="H05473D2436174507BFA8E15C87F57E0D"><enum>(a)</enum><header>In
			 general</header><text>Section 1028 of title 18, United States Code, is
			 amended—</text>
				<paragraph id="H51EAF530BD2D472482D9B50C21FDE72F"><enum>(1)</enum><text>in the section
			 heading, by inserting <quote><header-in-text level="section" style="USC">FALSE
			 TRAVEL DOCUMENTS,</header-in-text></quote> after <quote><header-in-text level="section" style="USC">IDENTIFICATION
			 DOCUMENTS,</header-in-text></quote>;</text>
				</paragraph><paragraph id="H2D26B89599DA4A899CF52E90EDE45FA1"><enum>(2)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="HC392DCBE62D74D06BD7B22052417E009"><enum>(A)</enum><text>in paragraph (1),
			 by inserting <quote>or false travel document</quote> after <quote>false
			 identification document</quote>;</text>
					</subparagraph><subparagraph id="HC5012288B3C64370B748D7C11F6C2E79"><enum>(B)</enum><text>in paragraph (2),
			 by inserting <quote>or false travel document</quote> after <quote>false
			 identification document</quote>;</text>

			 by striking <quote>or false identification documents</quote> and inserting
			 <quote>false identification documents, or false travel

			 by inserting <quote>or false travel document</quote> after <quote>false
			 identification document</quote>; and</text>
					</subparagraph><subparagraph id="H70AE997FE6704F188F69CB4D693F2A09"><enum>(E)</enum><text>in paragraph (8),
			 by inserting <quote>false travel documents,</quote> after <quote>false
			 identification documents,</quote>;</text>
					</subparagraph></paragraph><paragraph id="H03FF4196774E47EEAEC62EFE4B28DB4C"><enum>(3)</enum><text>in subsection
			 (b)—</text>
					<subparagraph id="HC4AC71C45CAD4B839F975E6EFE3C6A4C"><enum>(A)</enum><text>in paragraph
			 (1)(B), by striking <quote>or false identification documents</quote> and
			 inserting <quote>false identification documents, or false travel
			 documents</quote>; and</text>
					</subparagraph><subparagraph id="HCCDD748639034666B8FEC31CDB5DA3DD"><enum>(B)</enum><text>in paragraph
			 (2)(A), by striking <quote>or a false identification document</quote> and
			 inserting <quote>a false identification document, or a false travel
			 document</quote>;</text>

			 (c)(3)(B), by inserting <quote>false travel document,</quote> after
			 <quote>false identification document,</quote>;</text>

			 (d)—</text>

			 by striking <quote>and</quote> at the end;</text>

			 by striking the period at the end and inserting <quote>; and</quote>;

			 end the following:</text>

							<paragraph id="HF932B8E2E0B64F7098ED30ED035BD32A"><enum>(13)</enum><text>the term
				<term>false travel document</term> means a document issued for the use of a
				particular, identified individual and of a type intended or commonly accepted
				for the purposes of passage on a commercial aircraft or train, including a
				ticket or boarding pass, that—</text>
								<subparagraph id="H0528764E37A54B8098F5A4149D9351F3"><enum>(A)</enum><text>was not issued by
				or under the authority of a commercial airline or rail carrier, but appears to
				be issued by or under the authority of a commercial airline or rail carrier;
				or</text>
								</subparagraph><subparagraph id="H2E6FF3F16366488CB5D327615F184564"><enum>(B)</enum><text>was issued by or
				under the authority of a commercial airline or rail carrier, but was
				altered.</text>
								</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HB55EB7F3E31C45DD8CB11DAD068F1D85"><enum>(6)</enum><text>in subsection (h),
			 by inserting <quote>false travel documents,</quote> after <quote>identification
			 documents,</quote>.</text>
				</paragraph></subsection><subsection id="H752280DC6DF04481ACB82BDA102E4A98"><enum>(b)</enum><header>Technical
			 amendment</header><text>The table of sections for chapter 47 of title 18,
			 United States Code, is amended by striking the item related to section 1028 and
			 inserting the following:</text>

						<toc-entry bold="off" level="section">1028. Fraud and related
				activity in connection with identification documents, false travel documents,

			</subsection></section><section id="H714BC0D87CA943E297548B9D1FC8D8E6"><enum>3.</enum><header>Recurring
			 training for transportation security officers on the identification of false
			 documents</header><text display-inline="no-display-inline">Section 44901 of
			 title 49, United States Code, is amended by adding at the end the following new
			 subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H0EFB5EDBE7184CD6853ED414CF6A918C" style="USC">
				<subsection id="H7158FA19715E4A49B965A0961506D4B0"><enum>(l)</enum><header>Recurring
				training on identification of false documents</header>
					<paragraph id="H04B538D102D94031AB45DCDFEEEEBE52"><enum>(1)</enum><header>In
				general</header><text>In furtherance of aviation security, the Assistant
				Secretary of Transportation for Transportation Security shall provide recurring
				training to transportation security officers on methods to identify false
				travel documents and false identification documents.</text>
					</paragraph><paragraph id="H39D5CC62B29E427CB06512F2233C4CC4"><enum>(2)</enum><header>Definitions</header><text>In
				this subsection, the terms <term>false travel document</term> and <term>false
				identification document</term> have the meaning given such terms in section
				1028(d) of title
				18.</text>
