		<official-title>To amend the Family and Medical Leave Act of 1993 and
		  title 5, United States Code, to permit leave to care for a domestic partner,
		  parent-in-law, adult child, sibling, grandchild, or grandparent who has a
		  serious health condition, and for other purposes.</official-title>

		<section id="H995DAF81766241FAB234506BB3BE7327" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Family and Medical Leave Inclusion
			 Act</short-title></quote>.</text>
		</section><section id="H2AE65726E7694BA882EFA14F30CCF5C6"><enum>2.</enum><header>Leave to care for
			 a domestic partner, parent-in-law, adult child, sibling, or
			 grandparent</header>
			<subsection id="HC7CEE46162FB402680E37DBF92193616"><enum>(a)</enum><header>Definitions</header>
				<paragraph id="H0000FACC2349470AB80142B5ACB202AC"><enum>(1)</enum><header>Inclusion of
			 grandparents, grandchildren, parents-in-law, siblings, and domestic
			 partners</header><text>Section 101 of such Act is further amended by adding at
			 the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HC9A21EC8DF3346B9B5594CB232152C8D" style="OLC">
						<paragraph commented="no" id="HB712E1348F454EFAA503FBA027208D3F"><enum>(20)</enum><header>Domestic
				partner</header><text display-inline="yes-display-inline">The term
				<term>domestic partner</term> means—</text>
							<subparagraph commented="no" id="HAA66A24227104CC193606CA5B7697157"><enum>(A)</enum><text display-inline="yes-display-inline">the person recognized as the domestic
				partner of the employee under any domestic partner registry or civil union laws
				of the State or political subdivision of a State where the employee resides, or
				who is lawfully married to the employee under the laws of the State where the
				employee resides; or</text>
							</subparagraph><subparagraph commented="no" id="HE0730B1DFA2A435E96DA429B1655C641"><enum>(B)</enum><text>in the case of an
				unmarried employee who lives in a State where a person cannot marry a person of
				the same sex under the laws of the State, an unmarried adult person of the same
				sex as the employee who is in a committed, personal relationship with the
				employee, is not a domestic partner to any other person, and who is designated
				to the employer by such employee as that employee’s domestic partner.</text>
							</subparagraph></paragraph><paragraph id="HCB2B217D87074C738BA08B5581740F8F"><enum>(21)</enum><header>Grandchild</header><text>The
				term <term>grandchild</term> means the son or daughter of an employee’s son or
				daughter.</text>
						</paragraph><paragraph commented="no" id="H3C9C0E1131724971A24F494506D4E865"><enum>(22)</enum><header>Grandparent</header><text>The
				term <term>grandparent</term> means a parent of a parent of an employee.</text>
						</paragraph><paragraph id="H90B6006C2D8E44FDA23EAAC51CED9BDA"><enum>(23)</enum><header>Parent-in-law</header><text>The
				term <term>parent-in-law</term> means a parent of the spouse or domestic
				partner of an employee.</text>
						</paragraph><paragraph id="HE0D186B47BC2403590D85C944720CC60"><enum>(24)</enum><header>Sibling</header><text display-inline="yes-display-inline">The term <term>sibling</term> means any
				person who is a son or daughter of an employee’s parent.</text>
						</paragraph><paragraph id="HB6898ED112C040318C08B01F20124ACE"><enum>(25)</enum><header>Son-in-law and
				daughter-in-law</header><text display-inline="yes-display-inline">The terms
				<term>son-in-law</term> and <term>daughter-in-law</term>, used with respect to
				an employee, means any person who is a spouse or domestic partner of a son or
				daughter of the
				employee.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HF176A8365C7B46FDA8CDBBBCB89B47F0"><enum>(2)</enum><header>Inclusion of
			 adult children and children of a domestic partner</header><text display-inline="yes-display-inline">Section 101(12) of such Act (29 U.S.C.
			 2611(12)) is amended—</text>
					<subparagraph id="H0DE9203217A74918AF686BE0EEFCFD13"><enum>(A)</enum><text>by inserting
			 <quote>a child of an individual’s domestic partner,</quote> after <quote>a
			 legal ward,</quote>; and</text>
					</subparagraph><subparagraph id="HD7125DD435CC4B7A8B783EC0A0881FED"><enum>(B)</enum><text>by striking
			 <quote>who is—</quote> and all that follows and inserting <quote>and includes
			 an adult child</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H6EC250616F3347E0A56E5EBAECFACF6A"><enum>(b)</enum><header>Leave
			 Requirement</header><text>Section 102 of the Family and Medical Leave Act of
			 1993 (29 U.S.C. 2612) is amended—</text>
				<paragraph id="H4C1F7E92D7B84C41BA4B80058F709E8B"><enum>(1)</enum><text>in subsection
			 (a)(1)(C), by striking <quote>spouse, or a son, daughter, or parent of the
			 employee, if such spouse, son, daughter, or parent</quote> and inserting
			 <quote>spouse or domestic partner, or a son, daughter, parent, parent-in-law,
			 grandparent, grandchild, or sibling, of the employee if such spouse, domestic
			 partner, son, daughter, parent, parent-in-law, grandparent, grandchild, or
			 sibling</quote>;</text>
				</paragraph><paragraph commented="no" id="HE4A1D626B41445E0BD338E754D33FCB6"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (a)(1)(E), by striking
			 <quote>spouse, or a son, daughter, or parent</quote> and inserting
			 <quote>spouse or domestic partner, or a son, daughter, parent, parent-in-law,
			 grandchild, or sibling</quote>;</text>
				</paragraph><paragraph commented="no" id="H0890647F772E4A9DB85A55C275452A94"><enum>(3)</enum><text>in subsection
			 (a)(3), by striking <quote>spouse, son, daughter, parent,</quote> and inserting
			 <quote>spouse or domestic partner, son, daughter, son-in-law, daughter-in-law,
			 parent, parent-in-law, grandparent, or sibling,</quote>;</text>
				</paragraph><paragraph id="HCD4AEB712D70498B9AFA5E31834A9672"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (e)(2)(A), by striking
			 <quote>spouse, parent,</quote> and inserting <quote>spouse or domestic partner,
			 parent, parent-in-law, grandparent, grandchild, sibling,</quote>;</text>
				</paragraph><paragraph commented="no" id="HFC0990C0B1E74631ABDB026627C24316"><enum>(5)</enum><text display-inline="yes-display-inline">in subsection (e)(3), by striking
			 <quote>spouse, or a son, daughter, or parent,</quote> and inserting
			 <quote>spouse or domestic partner, or a son, daughter, parent, parent-in-law,
			 grandchild, or sibling,</quote>; and</text>
				</paragraph><paragraph id="H7DE0691C484E4767A0A2FCB3A4B3E914"><enum>(6)</enum><text>in subsection
			 (f)—</text>
					<subparagraph id="H663401A2CF6B4D4BBB26D6186C25BD14"><enum>(A)</enum><text>in the matter
			 preceding subparagraph (A), by inserting <quote>or domestic partners</quote>
			 after <quote>husband and wife</quote>; and</text>
					</subparagraph><subparagraph id="HBAABDDBF74B0471C9C93C2C6F221FF03"><enum>(B)</enum><text>in subparagraph
			 (B), by inserting <quote>or parent-in-law</quote> after <quote>parent</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HD3FFA2FDCF7B49F082A855B2DFCFE738"><enum>(c)</enum><header>Certification</header><text>Section
			 103 of the Family and Medical Leave Act of 1993 (29 U.S.C. 2613) is
			 amended—</text>
				<paragraph id="H3908597A6C7747C597659B1BAA4735B9"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>spouse, or parent</quote> and inserting <quote>spouse or
			 domestic partner, parent, parent-in-law, grandparent, grandchild, or
			 sibling</quote>;</text>
				</paragraph><paragraph id="H2CE843E970044F1696309BC542AD70E5"><enum>(2)</enum><text>in subsection
			 (b)(4)(A), by striking <quote>spouse, or parent and an estimate of the amount
			 of time that such employee is needed to care for the son, daughter, spouse, or
			 parent</quote> and inserting <quote>spouse or domestic partner, parent,
			 parent-in-law, grandparent, grandchild, or sibling and an estimate of the
			 amount of time that such employee is needed to care for such son, daughter,
			 spouse or domestic partner, parent, parent-in-law, grandparent, or
			 sibling</quote>; and</text>
				</paragraph><paragraph id="H247468C9E13049F1ACC5739FB18E13FB"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (b)(7), by striking
			 <quote>parent, or spouse</quote> and inserting <quote>spouse or domestic
			 partner, parent, parent-in-law, grandparent, or sibling</quote>.</text>
				</paragraph></subsection><subsection id="HC80116ED425C4E828129AC4118119779"><enum>(d)</enum><header>Employment and
			 Benefits Protection</header><text>Section 104(c)(3) of the Family and Medical
			 Leave Act of 1993 (29 U.S.C. 2614(c)(3)) is amended—</text>
				<paragraph id="HE1716A921E4749788B8DEA67917EBF4F"><enum>(1)</enum><text>in subparagraph
			 (A)(i), by striking <quote>spouse, or parent</quote> and inserting
			 <quote>spouse or domestic partner, parent, parent-in-law, grandparent, or
			 sibling</quote>; and</text>
				</paragraph><paragraph id="H6AAF325DE05D40DAB58853FA504B9A00"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (C)(ii), by striking
			 <quote>spouse, or parent</quote> and inserting <quote>spouse or domestic
			 partner, parent, parent-in-law, grandparent, or sibling</quote>.</text>
				</paragraph></subsection></section><section id="H11F171A828EE4EFB8364DD59A9F42AE3"><enum>3.</enum><header>Federal
			 employees</header>
			<subsection id="H9C86718A3A43405BA5972FAE93C02E9D"><enum>(a)</enum><header>Definitions</header>
				<paragraph id="H77DE43EE4D154352B587EDC8FC02AD02"><enum>(1)</enum><header>Inclusion of
			 grandparents, parents-in-law, siblings, and domestic partners</header><text display-inline="yes-display-inline">Section 6381 of title 5, United States
			 Code, is amended—</text>
					<subparagraph id="H01B41E11588A49B99CC7BA0C27EECC75"><enum>(A)</enum><text>in paragraph (11)
			 by striking <quote>; and</quote> and inserting a semicolon;</text>
					</subparagraph><subparagraph id="H1C92D5CA6DFC4F6387A4E53BEE32BE73"><enum>(B)</enum><text>in paragraph (12),
			 by striking the period and inserting a semicolon; and</text>
					</subparagraph><subparagraph id="HAACCD24095174C4A996AE590CD063AAF"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H2F750593014D480890606C51CA69E13A" style="USC">
							<paragraph id="H408F57F283BB40EB80B104442472297A"><enum>(13)</enum><text display-inline="yes-display-inline">the term <term>domestic partner</term>
				means—</text>
								<subparagraph commented="no" id="H8F90325CB92D4C6DBC5AA6C65E97F788"><enum>(A)</enum><text display-inline="yes-display-inline">the person recognized as the domestic
				partner of the employee under any domestic partner registry or civil union laws
				of the State or political subdivision of a State where the employee resides, or
				who is lawfully married to the employee under the laws of the State where the
				employee resides; or</text>
								</subparagraph><subparagraph commented="no" id="HEFEC8C491E2644C18D09BFDEDA2FE11B"><enum>(B)</enum><text>in the case of an

				the same sex under the laws of the State, an unmarried adult person of the same
				sex as the employee who is in a committed, personal relationship with the
				employee, is not a domestic partner to any other person, and who is designated
				to the employing agency by such employee as that employee’s domestic
				partner;</text>
								</subparagraph></paragraph><paragraph id="HA340A1006FF14BB9B392F3FE6E14EC38"><enum>(14)</enum><text>the term
				<term>parent-in-law</term> means a parent of the spouse or domestic partner of
				an employee;</text>
							</paragraph><paragraph id="HECA710CA42E84559A819D3A110821530"><enum>(15)</enum><text>the term
				<term>grandchild</term> means the son or daughter of an employee’s son or
				daughter;</text>
							</paragraph><paragraph commented="no" id="H98C94F76061B422CA6E576A95D82B0C0"><enum>(16)</enum><text>the term
				<term>grandparent</term> means a parent of a parent of an employee;</text>
							</paragraph><paragraph id="H9BFC97D789334ADF883851F68D06B97F"><enum>(17)</enum><text>the term
				<term>sibling</term> means any person who is a son or daughter of an employee’s
				parent; and</text>
							</paragraph><paragraph id="H4A701F07271449848690EDECDDFF44D8"><enum>(18)</enum><text display-inline="yes-display-inline">the terms <term>son-in-law and
				daughter-in-law</term>, used with respect to an employee, means any person who
				is a spouse or domestic partner of a son or daughter of the
				employee.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H8E7F857CBB124384AF7BB29367E862E5"><enum>(2)</enum><header>Inclusion of
			 adult children and children of a domestic partner</header><text display-inline="yes-display-inline">Section 6381(6) of such title is
			 amended—</text>
					<subparagraph id="H89601173E5114869A17B109B47D47A10"><enum>(A)</enum><text>by inserting
			 <quote>a child of an individual’s domestic partner,</quote> after <quote>a
			 legal ward,</quote>; and</text>
					</subparagraph><subparagraph id="H62FC25FA0A5B49F392D91FC494BE17E4"><enum>(B)</enum><text>by striking
			 <quote>who is—</quote> and all that follows and inserting <quote>and includes
			 an adult child</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HC195E7D9CF7E40DCA54D86C5FE54B854"><enum>(b)</enum><header>Leave
			 Requirement</header><text>Section 6382 of title 5, United States Code, is
			 amended—</text>
				<paragraph id="HFBD0047469544B179427E6DC8F324B0B"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(1)(C), by striking
			 <quote>spouse, or a son, daughter, or parent of the employee, if such spouse,
			 son, daughter, or parent</quote> and inserting <quote>spouse or domestic
			 partner, or a son, daughter, parent, parent-in-law, grandparent, grandchild, or
			 sibling, of the employee if such spouse, domestic partner, son, daughter,
			 parent, parent-in-law, grandparent, grandchild, or sibling</quote>;</text>
				</paragraph><paragraph id="H11E90FA4265F4175B84995E349CA8084"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (a)(1)(E), by striking
			 <quote>spouse, or a son, daughter, or parent</quote> and inserting
			 <quote>spouse or domestic partner, or a son, daughter, parent, parent-in-law,
			 grandchild, or sibling</quote>;</text>
				</paragraph><paragraph commented="no" id="H5874353A6FA749EBB2C487977ACC25D1"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (a)(3), by striking

			 <quote>spouse, or parent</quote> and inserting <quote>spouse or domestic
			 partner, parent, parent-in-law, grandparent, grandchild, or sibling</quote>;
			 and</text>
				</paragraph><paragraph id="H158BC91D16F74E6E9270339C4A592D43"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(4)(A), by striking
			 <quote>spouse, or parent, and an estimate of the amount of time that such
			 employee is needed to care for such son, daughter, spouse, or parent</quote>
			 and inserting <quote>spouse or domestic partner, parent, parent-in-law,
			 grandparent, grandchild, or sibling and an estimate of the amount of time that
