		  make certain modifications to the Lobbying Disclosure Act of

		<section id="H210FA02028604D0B8DBADD17BAFFE2ED" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Lobbyist Disclosure Enhancement Act</short-title></quote>.</text>
		</section><section id="H240ECB377ED74718B13F45446691CB26"><enum>2.</enum><header>Modifications to
			 enforcement</header>
			<subsection id="H7130DBA283EE4E9E97F0DE747C92D69A"><enum>(a)</enum><header>Lobbying
			 Disclosure Act Task Force</header>
				<paragraph id="H7269302108354B9C901999BA5C87985D"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Attorney General shall establish the
			 Lobbying Disclosure Act Enforcement Task Force (in this subsection referred to
			 as the <quote>Task Force</quote>).</text>
				</paragraph><paragraph id="HC7EAA5D7DF3343318FBB35E6F5C3277F"><enum>(2)</enum><header>Functions</header><text display-inline="yes-display-inline">The Task Force—</text>
					<subparagraph id="H6499417DDD8640379BA077130CAF75AC"><enum>(A)</enum><text display-inline="yes-display-inline">shall have primary responsibility for
			 investigating and prosecuting each case referred to the Attorney General under
			 section 6(a)(8) of the Lobbying Disclosure Act of 1995 (2 U.S.C. 1605(a)(8));</text>
					</subparagraph><subparagraph id="H23A8004134614FBD910BED5671139551"><enum>(B)</enum><text display-inline="yes-display-inline">shall collect and disseminate information
			 with respect to the enforcement of the Lobbying Disclosure Act of 1995 (2
			 U.S.C. 1601 et seq.);</text>
					</subparagraph><subparagraph id="H4B3B985C1B714A07BD18056E6F60583B"><enum>(C)</enum><text display-inline="yes-display-inline">shall audit, at a minimum on an annual
			 basis, and as frequently as deemed necessary by the Task Force, the extent of
			 compliance or noncompliance with the requirements of the Lobbying Disclosure
			 Act of 1995 by lobbyists, lobbying firms, and registrants under that Act
			 through a random sampling of lobbying registrations and reports filed under
			 that Act during each calendar year; and</text>
					</subparagraph><subparagraph id="H89A38FED5AE44B6DA76B26D1EC30CF41"><enum>(D)</enum><text>shall establish,
			 publicize, and operate a toll-free telephone number to serve as a hotline for
			 members of the public to report noncompliance with lobbyist disclosure
			 requirements under the Lobbying Disclosure Act of 1995, and shall develop a
			 mechanism to allow members of the public to report such noncompliance
			 online.</text>
					</subparagraph></paragraph></subsection><subsection id="HB486CDF6283D4D86B53339B57CCEEFD4"><enum>(b)</enum><header>Referral of
			 cases to the Attorney General</header><text display-inline="yes-display-inline">Section 6(a) of the Lobbying Disclosure Act
			 of 1995 (2 U.S.C. 1605(a)) is amended—</text>
				<paragraph id="H86D441A9379E48C5934879A890F05007"><enum>(1)</enum><text>in paragraph (8),
			 by striking <quote>United States Attorney for the District of Columbia</quote>
			 and inserting <quote>Attorney General</quote>; and</text>
				</paragraph><paragraph id="HEA21AC401A784B3EBE6A181417300D85"><enum>(2)</enum><text>in paragraph (11),
			 by striking <quote>United States Attorney for the District of Columbia</quote>
			 and inserting <quote>Attorney General</quote>.</text>
				</paragraph></subsection><subsection id="HBDEDE798A0AF4C0B9E953F83AA811A5D"><enum>(c)</enum><header>Recommendations
			 for improved enforcement</header><text>The Attorney General may make
			 recommendations to Congress with respect to—</text>
				<paragraph id="H24547144C750448F9C0A7D74B33E48B4"><enum>(1)</enum><text>the enforcement of
			 and compliance with the Lobbying Disclosure Act of 1995; and</text>
				</paragraph><paragraph id="HFCA8116DF19A415498820FDEBE5CB11E"><enum>(2)</enum><text>the need for
			 resources available for the enhanced enforcement of the Lobbying Disclosure Act
			 of 1995.</text>
				</paragraph></subsection><subsection id="H7F57B3A0DD1F44BEB04DF8C89CE532A4"><enum>(d)</enum><header>Information in
			 enforcement reports</header><text>Section 6(b)(1) of the Lobbying Disclosure
			 Act of 1995 (2 U.S.C. 1605(b)(1)) is amended by striking <quote>by case</quote>
			 and all that follows through <quote>public record</quote> and inserting
			 <quote>by case and name of the individual lobbyists or lobbying firms involved,
			 any sentences imposed</quote>.</text>
			</subsection></section><section id="H0E65E516EFBB417E8142481D58A2E69D"><enum>3.</enum><header>Definition of
			 lobbyist</header><text display-inline="no-display-inline">Section 3(10) of the
			 Lobbying Disclosure Act of 1995 (2 U.S.C. 1602(10)) is amended by striking
			 <quote>, other than an individual</quote> and all that follows through
			 <quote>period</quote>.</text>
		</section><section display-inline="no-display-inline" id="H21A86D958AD749A6B7C1C6FA6F0A733C" section-type="subsequent-section"><enum>4.</enum><header>Expedited online
			 registration of lobbyists; expansion of registrants</header><text display-inline="no-display-inline">Section 4(a)(1) of the Lobbying Disclosure
			 Act of 1995 (2 U.S.C. 1603(a)(1)) is amended—</text>
			<paragraph display-inline="no-display-inline" id="HFF52EDDABBB0477ABF9D6B7F4FE2FAB8"><enum>(1)</enum><text>by striking
			 <quote>45 days</quote> and inserting <quote>5 days</quote>;</text>
			</paragraph><paragraph id="H42FF8AE390A4428B8891C7F836DA9C66"><enum>(2)</enum><text>by striking
			 <quote>, or on the first business day after such 45th day if such 45th day is
			 not a business day,</quote> and inserting <quote>, or on the first business day
			 occurring after such 5th day if such 5th day does not occur on a business
			 day,</quote>; and</text>
			</paragraph><paragraph id="HB0C9B0795ED641AAB7C35992B00932EF"><enum>(3)</enum><text>by inserting
			 <quote>online</quote> after <quote>shall register</quote>.</text>
			</paragraph></section><section display-inline="no-display-inline" id="H393C0E95024841588EBBF2970F02C76C" section-type="subsequent-section"><enum>5.</enum><header>Disclosure of
			 additional information by lobbyists</header><text display-inline="no-display-inline">Section 5(b)(2)(A) of the Lobbying
			 Disclosure Act of 1995 (2 U.S.C. 1604(b)(2)(A)) is amended—</text>
			<paragraph id="HFCB8113DBD6E43B0BA81C6D17C5C75AC"><enum>(1)</enum><text>by striking
			 <quote>(A)</quote> and inserting <quote>(A)(i)</quote>;</text>
			</paragraph><paragraph id="HCE5B4400DB444AF4814171D0F9E025D4"><enum>(2)</enum><text>by adding
			 <quote>and</quote> after the semicolon; and</text>
			</paragraph><paragraph id="H1EDF477B962547D585E8DC3C3AA6D82A"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HD3E0A8508812435C8F7F28D5C98A0B8B" style="OLC">
					<clause id="H8F15C739AB3E43F8A71A43DED47478DB" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">for each issue listed under clause (i), a
				list identifying—</text>
						<subclause id="H748DF620E7F845A5857C80632C37CB0D"><enum>(I)</enum><text display-inline="yes-display-inline">each
				covered executive branch official with whom the lobbyist engaged in lobbying
				activities;</text>
						</subclause><subclause id="H682AB2CA1F4B48B4850FBD0B2B356041"><enum>(II)</enum><text display-inline="yes-display-inline">each
				covered legislative branch official with whom the lobbyist engaged in lobbying
				activities and—</text>
							<item id="HC141B95473364FB1BB9044E927429CA6"><enum>(aa)</enum><text>if the official is an employee of a
				Member of Congress, the name of that Member of Congress; or</text>
							</item><item id="H89D6DF99396C40BC8F8B2712E7122B49"><enum>(bb)</enum><text>if the official is an employee
				described in clause (ii), (iii), (iv), or (v) of section 3(4), the name of the
				Member or Members of Congress who hired the official or for whom the official
				performs duties as such official; and</text>
							</item></subclause><subclause id="H32D1E728A20C4F968DC737C40F95A05D"><enum>(III)</enum><text>the date of each lobbying contact;</text>
						</subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section display-inline="no-display-inline" id="H01F2B18E14BE4E818C5287AEE38618DA" section-type="subsequent-section"><enum>6.</enum><header>Disclosure of
			 political contributions</header><text display-inline="no-display-inline">Section 5(d)(1) of the Lobbying Disclosure
			 Act of 1995 (2 U.S.C. 1604(d)(1)) is amended—</text>
			<paragraph display-inline="no-display-inline" id="HF25D435AB0F04FF18D6486F2FFD3700F"><enum>(1)</enum><text>in the matter
			 preceding subparagraph (A), by striking <quote>30 days after</quote> and all
			 that follows through <quote>30th day is not</quote> and inserting <quote>20
			 days after the end of the quarterly period beginning on the first day of
			 January, April, July, and October of each year, or on the first business day
			 after such 20th day if such 20th day is not</quote>; and</text>
			</paragraph><paragraph id="HE3B91B07AC6946878FFF21ACEECC67EB"><enum>(2)</enum><text>by striking
			 <quote>semiannual period</quote> each place it appears and inserting
			 <quote>quarterly period</quote>.</text>
			</paragraph></section><section display-inline="no-display-inline" id="HA398F2A77FEF4FE9A7F1D35E8A64E3FF" section-type="subsequent-section"><enum>7.</enum><header>Effective
			 date</header>
			<subsection id="H39B42890C0384E5DA2F846BE67D31F0C"><enum>(a)</enum><header>Section
			 <enum-in-header>2</enum-in-header></header><text display-inline="yes-display-inline">Section 2 and the amendments made by that
			 section take effect upon the expiration of the 90-day period beginning on the
			 date of the enactment of this Act.</text>
			</subsection><subsection id="H022F0F89801F4A78A60EEFBFA04AB4E8"><enum>(b)</enum><header>Amendments</header><text>The
			 amendments made by sections 3, 4, 5, and 6 take effect on the first day of the
			 first quarterly period described in section 5(a) of the Lobbying Disclosure Act
			 of 1995 (2 U.S.C. 1604(a)) that begins after the end of the 90-day period
			 beginning on the date of the enactment of this Act.</text>
			</subsection></section></legis-body>
