			 49, United States Code</header><text display-inline="no-display-inline">Except
			 as otherwise expressly provided, whenever in this Act an amendment or repeal is
			 expressed in terms of an amendment to, or a repeal of, a section or other
			 provision, the reference shall be considered to be made to a section or other
			 provision of title 49, United States Code.</text>
		</section><section id="H21772A712F0745FFB6A0ACEA7BF71754"><enum>3.</enum><header>Notice to
			 property owners and residents</header><text display-inline="no-display-inline">Section 60102(c)(4) is amended by adding at
			 the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HE8E58286743145A6A9EFC7B0FFB3DEB2" style="OLC">
				<subparagraph id="HFA8BA229058948AB944F0A7E1205FAEC" indent="up1"><enum>(C)</enum><header>Notice to property owners and
				residents</header>
					<clause id="HFB6C043CEB5B449DA84F88ADB535041A"><enum>(i)</enum><header>In general</header><text>Not
				later than one year after the date of enactment of this subparagraph, the
				Secretary shall prescribe minimum standards to require the owner or operator of
				a pipeline facility to notify all owners and residents of property located
				within 2,000 feet of a transmission line of the facility of—</text>
						<subclause id="HFAC0F45DC5F54398985883CCF0E6C40B"><enum>(I)</enum><text>the proximity of the property to the
				transmission line; and</text>
						</subclause><subclause id="H6A17A242A65B463E872C38B745E30A41"><enum>(II)</enum><text>in the case of a transmission line
				located on private residential property, the specific location of the line on
				the property.</text>
						</subclause></clause><clause id="HD7C2B80832C742DAB7C4908675967D8E"><enum>(ii)</enum><header>Required
				information</header><text>The notice under clause (i) shall include, at a
				minimum—</text>
						<subclause id="H166C758CA7104A7896E11920DB5B06D9"><enum>(I)</enum><text>a method for electronic access to the
				information described in clause (i) through an Internet Web site and toll free
				telephone number;</text>
						</subclause><subclause id="HAC99AE69E3FA46549B53D5964F1B89B6"><enum>(II)</enum><text>information on how to obtain a map of
				the pipeline system through the National Pipeline Mapping System; and</text>
						</subclause><subclause id="HB505E2E8077F447386F3FBFB3B966B5B"><enum>(III)</enum><text>such other information as the Secretary
				considers appropriate.</text>
						</subclause></clause><clause id="HF43C322A795B4AC587CE0F96EA00FA1D"><enum>(iii)</enum><header>Deadlines</header><text>The
				notice under clause (i) shall be provided not later than 2 years after the date
				of enactment of this subparagraph and at least once every 3 years
				thereafter.</text>
					</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H966747584A944D07A3AA788CAF6041A5"><enum>4.</enum><header>Facility
			 operation information standards</header><text display-inline="no-display-inline">Section 60102(d) is amended by striking the
			 first sentence and inserting the following: <quote>Not later than one year
			 after the date of enactment of the Pipeline Safety and Community Empowerment
			 Act of 2011, the Secretary shall prescribe minimum standards under this section
			 requiring an operator of a pipeline facility subject to this chapter to
			 maintain information related to operating the facility as required by the
			 standards prescribed under this chapter and to provide that information,
			 including any updates and changes, to the Secretary, State regulatory
			 officials, State and local emergency responders, and such other entities as the
			 Secretary considers appropriate (except that in the case of a local emergency
			 responder the Secretary shall provide the information described in paragraphs
			 (1), (2), (5), and (6) only to the extent applicable to the local district).
			 The Secretary shall keep on file the information submitted to the Secretary
			 under the preceding sentence.</quote>.</text>
		</section><section display-inline="no-display-inline" id="HE555025071834D208DF1C4D1B9FB7402"><enum>5.</enum><header>Required periodic
			 inspection of pipelines by instrumented internal inspection
			 devices</header><text display-inline="no-display-inline">Section 60102(f)(2) is
			 amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H94C7406F33B14DF9803675AB5CBE5CA2" style="OLC">
				<paragraph id="H6ABF22F720CD4F949778D4B9677B737D"><enum>(2)</enum><header>Periodic
				inspections</header>
					<subparagraph id="H58B9525D2F0D4F7BA3B9DAC9390CFDB7"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">Not later than 270
				days after the date of enactment of the Pipeline Safety and Community
				Empowerment Act of 2011, the Secretary shall prescribe additional standards
				requiring the periodic inspection of each pipeline the operator of the pipeline
				identifies under section 60109.</text>
					</subparagraph><subparagraph id="HF7501793A77A4E588960F811EA3CA993"><enum>(B)</enum><header>Inspection with
				internal inspection device</header>
						<clause id="HE9B36B1DA16F4F36A2C5B76071C917F5"><enum>(i)</enum><header>In
				general</header><text>Except as provided in clause (ii), the standards
				prescribed under subparagraph (A) shall require that an inspection be conducted
				at least once every 5 years with an instrumented internal inspection
				device.</text>
						</clause><clause id="H274AD9EEA0354CBAA8322860ED46B569"><enum>(ii)</enum><header>Exception for
				segments where devices cannot be used</header><text>If a device described in
				clause (i) cannot be used in a segment of a pipeline, the standards prescribed
				in subparagraph (A) shall require use of an inspection method that the
				Secretary certifies to be at least as effective as using the device in—</text>
							<subclause id="H3B12DFF52E3546F7AC509E25BB2B0F76"><enum>(I)</enum><text>detecting
				corrosion;</text>
							</subclause><subclause id="H5EEA20D0F9D5482AAD1A242017863E22"><enum>(II)</enum><text>detecting pipe
				stress; and</text>
							</subclause><subclause id="H35BF2AE2FB0641D3ABC86EAF505FC92B"><enum>(III)</enum><text>otherwise
				providing for the safety of the pipeline.</text>
							</subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H94EFB74201BB406AAD608B46CC25CAF4"><enum>(C)</enum><header>Operation under
				high pressure</header><text>The Secretary shall prohibit a pipeline segment
				from operating under high pressure if the pipeline segment cannot be
				inspected—</text>
						<clause commented="no" display-inline="no-display-inline" id="HABDEE351705342B688BA2852907E3C30"><enum>(i)</enum><text>with a device
				described in subparagraph (B)(i) in accordance with the standards prescribed
				pursuant to such subparagraph; or</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="H539FF7A602BB449293DBE9A65CEA5135"><enum>(ii)</enum><text>using an
				inspection method described in subparagraph (B)(ii) in accordance with the
				standards prescribed pursuant to such
				subparagraph.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H86BC613FC9AB4C0C8618440AAE325066"><enum>6.</enum><header>Automatic or
			 remote shut off valves</header><text display-inline="no-display-inline">Section
			 60102(j) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H26C07EFB0F734F0EB012AC61E254EDFB" style="USC">
				<paragraph id="HD81B27D564BA44EFA048C808D01BBD29" indent="up1"><enum>(4)</enum><header>Automatic or remote shut off
				valves</header>
					<subparagraph id="HA7FB5F87226D436DB0162A794ACDBA05"><enum>(A)</enum><header>Minimum standards</header><text display-inline="yes-display-inline">Not later than one year after the date of
				enactment of this paragraph, the Secretary shall prescribe minimum standards to
				require an owner or operator of a covered pipeline facility to install and use
				automatic or remote shut off valves to reduce risks in the event of a
				rupture.</text>
					</subparagraph><subparagraph id="HD8E397DAEAC54270A7ABCD35D35C24CC"><enum>(B)</enum><header>Applicability of minimum
				standards</header>
						<clause id="H59B420316134438DBFADD76375A76902"><enum>(i)</enum><header>New facilities</header><text>The
				minimum standards shall apply to a covered pipeline facility that is newly
				constructed or entirely replaced after the date of issuance of the
				standards.</text>
						</clause><clause id="H27939D0B0B2A4DC9A2C87575A910C28F"><enum>(ii)</enum><header>Existing facilities</header>
							<subclause id="H8918E23A1C22424ABAAC65A763A05026"><enum>(I)</enum><header>Facilities located near earthquake
				faults</header><text display-inline="yes-display-inline">The minimum standards
				shall apply to a covered pipeline facility that exists as of the date of
				issuance of the standards and is located within 10 miles of a significant
				earthquake fault beginning on the earliest date that the Secretary determines
				is technically feasible and not later than 2 years after the date of issuance
				of the standards.</text>
							</subclause><subclause id="H835391D722D74B15AE222246FE378487"><enum>(II)</enum><header>Other facilities</header><text>The
				minimum standards shall apply to a covered pipeline facility that exists as of
				the date of issuance of the standards (other than a facility described in
				subclause (I)) not later than 5 years after the date of issuance of the
				standards.</text>
							</subclause></clause></subparagraph><subparagraph id="H2BED81E882C14522ACD9B31C3232DF1E"><enum>(C)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this paragraph, the following
				definitions apply:</text>
						<clause id="HC9DFE3818E1846E2B1927520A90439EC"><enum>(i)</enum><header>Covered pipeline
				facility</header><text display-inline="yes-display-inline">The term
				<quote>covered pipeline facility</quote> means a pipeline facility that is
				located in a Class 3 or 4 location, as described in section 192.5 of title 49,
				Code of Federal Regulations, as in effect on the date of enactment of the
				Pipeline Safety and Community Empowerment Act of 2011.</text>
						</clause><clause id="HECD5608641794DC98306E0BEC496435D"><enum>(ii)</enum><header>Significant earthquake
				fault</header><text>The term <quote>significant earthquake fault</quote> means
				an earthquake fault for which there is a 1 in 10 chance or greater of a
				magnitude 6.7 or greater earthquake in the next 50 years, as determined by the
				Secretary based on information compiled by the United States Geological
				Survey.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H28472EEA1B7448EC903435A4F035CE2E"><enum>7.</enum><header>Availability of
			 industry standards and procedures adopted in regulations by
			 reference</header><text display-inline="no-display-inline">Section 60102 is
			 amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HBFDC848935C9437C85725138393EAEE4" style="OLC">
				<subsection id="H3F3AFE807E1E4EBBA058AC92D9811701"><enum>(n)</enum><header>Availability of
				industry standards and procedures adopted in regulations by
				reference</header><text display-inline="yes-display-inline">The Secretary shall
				ensure that industry standards and procedures adopted by reference as part of
				the Federal pipeline safety regulatory program under this chapter are easily
				available to the public free of charge. This subsection shall apply to
				regulations issued before, on, or after the date of enactment of this
				subsection.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="H2363CD6E6746402DB4E1D46910DDBE00" section-type="subsequent-section"><enum>8.</enum><header>Leak
			 detection</header><text display-inline="no-display-inline">Section 60102 (as
			 amended by section 7 of this Act) is further amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="H38C3AB2F95C34E8E857936367D2CF032" style="USC">
				<subsection commented="no" display-inline="no-display-inline" id="HB08E1DD09C3348D4A7D8D469D9A3ABE4"><enum>(o)</enum><header>Leak
				detection</header>
					<paragraph id="H95F90E22FB12458FBFBAD9F7C0069682"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">An owner or operator
				of a pipeline facility shall ensure that the facility is equipped with a leak
				detection system capable of promptly detecting a leak.</text>
					</paragraph><paragraph id="HD90159F4A6F54A5E93B4FEE1A0501A0B"><enum>(2)</enum><header>Performance
				standards</header><text>Not later than 18 months after the date of enactment of
				this subsection, the Secretary shall issue a final rule establishing
				performance standards for such leak detection systems. In establishing the
				performance standards, the Secretary shall consider, at a minimum,
				requiring—</text>
						<subparagraph id="H79B5B879F59C4ED6AD682DF58781C6AF"><enum>(A)</enum><text>hazardous liquid
				pipeline facilities to have the continuous capability to detect a daily
				discharge equal to not more than one percent of daily throughput;</text>
						</subparagraph><subparagraph id="HFF41CC31B05842A1AB0BE276AA5EA2C2"><enum>(B)</enum><text>natural gas
				transmission pipeline facilities to provide for flow verification through an
				accounting method such as volume balance and rate of pressure at least once
				every 24 hours;</text>
						</subparagraph><subparagraph id="H8F49775DFA714277A8101617301DF026"><enum>(C)</enum><text>in the case of a
				remote pipeline, increased aerial surveillance of the pipeline; and</text>
						</subparagraph><subparagraph id="H1D5168B7AF7D4342B1A2EAA14EF6F6A3"><enum>(D)</enum><text>owners and
				operators of pipeline facilities to meet other requirements as the Secretary
				determines necessary and practicable to enhance the ability of such owners and
				operators to promptly detect a
				leak.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section display-inline="no-display-inline" id="H922B51D598794A389DDC6C8D96C640F8"><enum>9.</enum><header>Considerations
			 for identification of high consequence areas</header><text display-inline="no-display-inline">Section 60109 is amended by adding at the
			 end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H098C0181FCFF46DA8D2F48E6EFAB0798" style="OLC">
				<subsection id="H0E6851D245CE482193D41759146F4BD7"><enum>(g)</enum><header>Considerations
				for identification of high consequence areas</header><text display-inline="yes-display-inline">In identifying high consequence areas under
				this section, the Secretary shall consider—</text>
					<paragraph id="H36AC93F8A4594E8A990EF69487090AE5"><enum>(1)</enum><text display-inline="yes-display-inline">the seismicity of the area;</text>
					</paragraph><paragraph id="HD00A792297E3424DB506DCDDF5CE5229"><enum>(2)</enum><text display-inline="yes-display-inline">the age of the pipe; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE7AEF5F71B664871AED7092A0190863F"><enum>(3)</enum><text display-inline="yes-display-inline">whether the pipe at issue can be inspected
				using the most modern instrumented internal inspection
				devices.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HB3ED5A2ED2534E48A2AD953A8BC0EB57"><enum>10.</enum><header>Public education
			 programs</header><text display-inline="no-display-inline">Section 60116 is
			 amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HBD17EE99E00F4E1393D529F5307BB799" style="OLC">
				<subsection id="HCD732CC6FAA94C8B9EF390474ABA385B"><enum>(d)</enum><header>Approval
				process</header>
					<paragraph id="HF3AFD581B6224827B7B64A4BC682823B"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall approve or disapprove a public
				education program submitted to the Secretary by the owner or operator of a
				pipeline facility under subsection (b).</text>
					</paragraph><paragraph id="H564E1FDA490945B6AB7D14C2D6B9355D"><enum>(2)</enum><header>Context of
				review</header><text display-inline="yes-display-inline">The Secretary may
				conduct the approval process under paragraph (1) as an element of the
				Secretary's inspection of an owner or operator.</text>
					</paragraph><paragraph id="HA7E69BDD29214148B6947662F44D1776"><enum>(3)</enum><header>Inadequate
				programs</header><text display-inline="yes-display-inline">If the Secretary
				determines that a public education program does not comply with the
				requirements of this section or regulations issued under this section or has
				not been adequately implemented, the Secretary may conduct proceedings under
				this chapter.</text>
					</paragraph></subsection><subsection id="HB6D951CAE37A47549497B3D9C98BB1D9"><enum>(e)</enum><header>Effectiveness of
				public education programs</header>
					<paragraph id="H2DECB7671601440C824FD4C9DEA7BE7E"><enum>(1)</enum><header>Assessment</header><text>The
				Comptroller General shall conduct an assessment of the effectiveness of the
				public education programs carried out under this section.</text>
					</paragraph><paragraph id="H41CC288F8EDE4192B38BF91D6116AE9C"><enum>(2)</enum><header>Report to
				Congress</header><text>Not later than one year after the date of enactment of
				this subsection, the Comptroller General shall submit to Congress a report on
				the results of the assessment.</text>
					</paragraph></subsection><after-quoted-block>.
