		<official-title>To authorize the exchange of land or interest in land
		  between Lowell National Historical Park and the city of Lowell in the
		  Commonwealth of Massachusetts, and for other purposes.</official-title>

		<section id="H35C680B70523487AB3AA1B9F1A10D64F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Lowell National Historical Park Land
			 Exchange Act of 2011</short-title></quote>.</text>
		</section><section id="HC210695F8A8043728B65FB9D9DCA2B34"><enum>2.</enum><header>Amendments</header><text display-inline="no-display-inline">The Act entitled <quote>An act to provide
			 for the establishment of the Lowell National Historical Park in the
			 Commonwealth of Massachusetts, and for other purposes</quote> approved June 5,
			 1978 (Public Law 95–290; 16 U.S.C. 410cc et seq.), is amended—</text>
			<paragraph id="HB87662C3B3384047933109BC3C74C1DB"><enum>(1)</enum><text>in section 202, by
			 adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H30A9889A1FDC432CB9822426D1C89AE8" style="OLC">
					<subsection id="H9A9FFDF290C7418B8B1049792E928062"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H58619F1240E34731853ED785398D09C6"><enum>(1)</enum><text>The Secretary may
				exchange any land or interest in land within the boundaries of the park for any
				land or interest in land owned by the Commonwealth of Massachusetts, the city
				of Lowell, or the University of Massachusetts Building Authority.</text>
						</paragraph><paragraph id="H8C89826FAD2F47A7BB1DBC22C0D1B119" indent="up1"><enum>(2)</enum><text>Except as provided in paragraph (3),
				an exchange under this subsection shall be subject to the laws, regulations,
				and policies applicable to exchanges of land administered by the National Park
				Service and any other terms and conditions that the Secretary determines to be
				necessary to protect the interests of the United States.</text>
						</paragraph><paragraph id="HEFD4F6CF6DD34E6C8674C3099013A274" indent="up1"><enum>(3)</enum><text>Where facilities or infrastructure
				required for the management and operation of the Lowell National Historical
				Park exists on the Federal land to be exchanged, and the non-Federal land or
				interest in land to be exchanged is not of equal value, the values shall be
				equalized by the payment of cash to the Secretary, which shall be credited to a
				special account established in the Treasury and retained, without further
				appropriation, for the purpose of replacing the facilities and infrastructure.
				The Secretary shall not be required to equalize the values of any exchange
				conducted under this subsection if the land or interest in land received by the
				Federal Government exceeds the value of the Federal land or interest in land
				exchanged.</text>
						</paragraph></subsection><after-quoted-block>; and
				</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H08303FAB7733442993685B80DD0BED33"><enum>(2)</enum><text>in section
			 303(a)(1), by striking <quote>thirty-five years</quote> and inserting
			 <quote>sixty years</quote>.</text>
