		<official-title>To amend title 18, United States Code, to prohibit
		  certain interstate conduct relating to exotic animals and certain
		  computer-assisted remote hunting, and for other purposes.</official-title>

		<section id="HFF5E8077A43E456596998722745CED69" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Sportsmanship in Hunting Act of
			 2011</short-title></quote>.</text>
		</section><section id="H980F199802D64CFEAE299DC67D584497"><enum>2.</enum><header>Transport or
			 possession of exotic animals for purposes of killing or injuring them</header>
			<subsection id="H931DC74917B545C9BD990F2B7D54F045"><enum>(a)</enum><header>In
			 general</header><text>Chapter 3 of title 18, United States Code, is amended by
			 adding at the end the following:</text>
				<quoted-block id="HE2AF9EFC18C045DC8DA028C0E06113FB" style="USC">
					<section id="HD05D582BF6C54A47BCC20B0AF7C3E756"><enum>49.</enum><header>Exotic
				animals</header>
						<subsection id="H274139FDF07F4BB2A70AD603EACCB2CF"><enum>(a)</enum><header>Captive exotic
				animals</header><text>Whoever, in or affecting interstate or foreign commerce,
				knowingly transfers, transports, or possesses a confined exotic animal, for the
				purposes of allowing the killing or injuring of that animal for entertainment
				or for the collection of a trophy, shall be fined under this title, imprisoned
				not more than 1 year, or both.</text>
						</subsection><subsection id="H7EC7CAC036E0467CA2B656BC0AB12F2E"><enum>(b)</enum><header>Computer-Assisted
				remote hunting</header><text>Whoever, using any instrumentality of interstate
				or foreign commerce, knowingly makes available a computer-assisted remote hunt
				shall be fined under this title or imprisoned not more than 5 years, or
				both.</text>
						</subsection><subsection id="H694BEA0B4D024335A500B66DBC337E79"><enum>(c)</enum><header>Exception</header><text>Providing
				an instrumentality of commerce, such as equipment or access to the Internet, is
				not a violation of subsection (b) unless the provider has knowledge that the
				equipment or access is to be used for a computer-assisted remote hunt.</text>
						</subsection><subsection id="H1778647B5924436FA80C85EF27C3034E"><enum>(d)</enum><header>Definitions</header><text>In
				this section—</text>
							<paragraph id="H4B56C44FE21740C3BC4F7ECDEF63DB34"><enum>(1)</enum><text>the term
				<term>confined exotic animal</term> means a mammal of a species not indigenous
				to the United States that has been held in captivity—</text>
								<subparagraph id="H3FCD4468D1D4411EA2007BB75AF9AC5C"><enum>(A)</enum><text>the majority of
				the animal’s life; or</text>
								</subparagraph><subparagraph id="H2BDCDF214453403D8282C084FBE2F453"><enum>(B)</enum><text>a continuous
				period of 1 year;</text>
								</subparagraph></paragraph><paragraph id="H675A9C14282C4F259B5E35DFC790CEDF"><enum>(2)</enum><text>the term
				<term>captivity</term> does not include any period during which an animal lives
				as it would in the wild—</text>
								<subparagraph id="H465C989B328E4AE5A1DC21A1A7492781"><enum>(A)</enum><text>surviving
				primarily by foraging for naturally occurring food;</text>
								</subparagraph><subparagraph id="H7147E1F6DE8A4A23A54C8AC84B360A6F"><enum>(B)</enum><text>roaming at will
				over an open area of not less than 1,000 acres; and</text>
								</subparagraph><subparagraph id="HEDAE6A706DD64624ACAE8428820D7592"><enum>(C)</enum><text>having the
				opportunity to avoid hunters;</text>
								</subparagraph></paragraph><paragraph id="H22FB4DB26F804911B9B55FC6F7E2B546"><enum>(3)</enum><text>the term
				<term>computer-assisted remote hunt</term> means any use of a computer or other
				device, equipment, or software to allow a person remotely to control the aiming
				and discharge of a weapon so as to kill or injure an animal while not in the
				physical presence of the targeted animal; and</text>
							</paragraph><paragraph id="H1AA7B191D6BF4EECAC1E0BA86C98D39A"><enum>(4)</enum><text>the term
				<term>instrumentality of interstate commerce</term> means any written, wire,
				radio, television, or other form of communication in, or using a facility of,
				interstate commerce.</text>
							</paragraph></subsection><subsection id="H6E024F0D60C0452682519D4FB83DB4B8"><enum>(e)</enum><header>Construction
				with other law</header><text display-inline="yes-display-inline">Nothing in
				this section limits the power of State and local authorities to enact laws or
				regulations concerning computer-assisted remote hunting
				facilities.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H24C59082FCD04F5783B5C1FFD050FDE7"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The table of sections at the beginning of chapter 3 of
			 title 18, United States Code, is amended by adding at the end the following new
			 item:</text>
