		<official-title>To direct the payment of passport fees to the Department

		<section id="H3D5C5F4D99A246B69AE704CD5DE515AD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Passport Acquisition Savings and
			 Security Act of 2011</short-title></quote> or the <quote><short-title>PASS Act of 2011</short-title></quote>.</text>
		</section><section id="H5051A0DDCA1D4159B84F2450BFB1BF2D"><enum>2.</enum><header>Payment of
			 passport fees</header>
			<subsection id="H17319138947A48BAB28171A72A96ED5E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1(a) of the
			 Act of June 4, 1920 (22 U.S.C. 214(a)), is amended, in the first sentence, by
			 striking <quote>into the Treasury of the United States</quote> and inserting
			 <quote>to the Department of State</quote>.</text>
			</subsection><subsection id="HA8A29432B0D745C1995A602B177061CA"><enum>(b)</enum><header>Retention of
			 fees</header><text>Any amount collected by the Department of State in fiscal
			 year 2011 and each fiscal year thereafter as a fee for visas, passports, or
			 other consular services may be credited as an offsetting collection to the
			 appropriate Department of State appropriation, to remain available until
			 expended, for the purpose of meeting the costs of providing such services and
			 shall be available for the same purposes as the appropriation to which such
			 amounts are credited.</text>
			</subsection><subsection id="H85B5E0E4029B42B89FA3A1501AE62A6E"><enum>(c)</enum><header>Rule of
			 construction</header><text>Nothing in this Act shall be construed to affect or
			 limit in any manner any fees collected by local governments for the purposes of
			 processing passport applications submitted to the Department of State.</text>
			</subsection><subsection id="H40240F8A3FC44CDE918A1AC38592570A"><enum>(d)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that new revenues directed
			 to the Department of State under this Act should be used to reduce the costs of
			 passports for consumers.</text>
