			</subsection></section><section id="HC5A1209ED509431C8FB3F4A1B8CF0E91"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H023C87AE142046358F34642CC613C184"><enum>(1)</enum><text>Maternity
			 expenditures in the United States surpass all other developed countries, but
			 childbirth continues to carry significant risks for mothers in the United
			 States, as demonstrated by the following:</text>
				<subparagraph id="H1071CBF06F4B48B4B496D7FD5A13A48F"><enum>(A)</enum><text>More than two
			 women die every day in the United States from pregnancy-related causes.</text>
				</subparagraph><subparagraph id="H00D5F47939384625A4A8EDA4BD10A916"><enum>(B)</enum><text>More than
			 one-third of all women who give birth in the United States (1,700,000 women
			 each year) experience some type of complication that has an adverse effect on
			 their health.</text>
				</subparagraph><subparagraph id="H5F999AD27B9D47789722C0727292692F"><enum>(C)</enum><text>Severe
			 complications that result in women nearly dying, known as a <quote>near
			 miss</quote> or severe morbidity, increased by 25 percent between 1998 and
			 2005, to approximately 34,000 cases a year.</text>
				</subparagraph><subparagraph id="H881FE3C4587246E09F889B8DBE3077BF"><enum>(D)</enum><text>African-American
			 women have nearly a four times greater risk of dying from pregnancy-related
			 complications than White women, and these disparities have not improved in 50
			 years.</text>
				</subparagraph></paragraph><paragraph id="HB975026A4A2345FCB055739EE34085FB"><enum>(2)</enum><text>In spite of the
			 considerable investment of the United States in maternity care, the United
			 States is failing to ensure that all infants have a healthy start in life, as
			 demonstrated by the following:</text>
				<subparagraph id="H982E39D2F7154A36ACEB1F6E006F07B1"><enum>(A)</enum><text>The national rate
			 of pre-term birth increased by 36 percent in the quarter-century from 1981 to
			 2006. Despite a very modest reduction in pre-term births between 2006 and 2008,
			 rates remain 31 percent higher than in 1981.</text>
				</subparagraph><subparagraph id="H74CE6E0F49CA4EF3BBD67D9250247C11"><enum>(B)</enum><text>The proportion of
			 low birth weight babies increased by 21 percent between 1981 and 2008.</text>
				</subparagraph><subparagraph id="H23C6BCC650784AFE9867985C957B42AB"><enum>(C)</enum><text>Non-Hispanic Black
			 infants continue to experience significantly higher rates of both pre-term
			 birth and low birthweight, two of the leading causes of infant mortality in
			 this country.</text>
				</subparagraph></paragraph><paragraph id="H5884D785111E4CD9A7ABE4CCA6089E4B"><enum>(3)</enum><text>Despite
			 shortcomings in the United States statewide data collections systems, which
			 make international comparisons more challenging, international health
			 organizations have ranked the United States far behind almost all developed
			 countries in important perinatal and maternal outcomes, as demonstrated by the
			 following:</text>
				<subparagraph id="HB1DB3FFF69A243B38135C08F73760F62"><enum>(A)</enum><text>The World Health
			 Organization identified 49 nations with lower rates of maternal deaths than the
			 United States in 2008.</text>
				</subparagraph><subparagraph id="H916FAA7A56A84FFDB065C402A39134B7"><enum>(B)</enum><text>In the World
			 Health Report 2005, the World Health Organization identified 35 nations with
			 lower early neonatal mortality rates (4/1,000 live births) and 33 with lower
			 neonatal mortality rates (5/1,000 live births) than the United States.</text>
				</subparagraph><subparagraph id="HB9AFDE1D78F74146A64325C13A62BB06"><enum>(C)</enum><text>According to data
			 from the Organisation for Economic Co-operation and Development (OECD), 26
			 countries (out of 29 reporting) had low birthweight rates lower than that of
			 the United States.</text>
				</subparagraph><subparagraph id="HF07DC4647F3B40B381B7849FAE36294A"><enum>(D)</enum><text>21 OECD countries
			 (out of 27 reporting) had lower cesarean section rates than the United
			 States.</text>
				</subparagraph></paragraph><paragraph id="H2EE4D88094CC451596D061964653BF51"><enum>(4)</enum><text>Maternity care is
			 a major component of the escalating health care costs in the United States, as
			 demonstrated by the following:</text>
				<subparagraph id="HD373C04CDD7C48FB804AFB4B3CFD935D"><enum>(A)</enum><text>With 4,000,000
			 deliveries yearly, the vast majority of which occur in hospitals, maternity
			 care for mothers and their newborns is the number one reason for
			 hospitalization in the United States, exceeding such prevalent conditions as
			 pneumonia, cancer, fracture, and heart disease. Of those discharged from
			 hospitals in the United States in 2008, nearly one in four were childbearing
			 women and newborns.</text>
				</subparagraph><subparagraph id="H642232B611064CE097EE262B88511F8C"><enum>(B)</enum><text>Combined mother
			 and baby charges for hospitalization, which was $98,000,000,000 in 2008, far
			 exceeded charges for any other hospital condition in the United States.</text>
				</subparagraph></paragraph><paragraph id="HF635D249017E46179E99B097712253AF"><enum>(5)</enum><text>Maternity care
			 also accounts for a significant proportion of expenditures under the Medicaid
			 program, which covers 42 percent of births in this country, as demonstrated by
			 the following:</text>
				<subparagraph id="H603D425EF48A44B1BB39F55DA0CBA749"><enum>(A)</enum><text>In 2008, 26
			 percent of all hospital charges for which payment was made under the Medicaid
			 program (totaling $41,000,000,000) was for birthing women and newborns.</text>
				</subparagraph><subparagraph id="HDD097EAC53BA479E8B651A94D06FC4DA"><enum>(B)</enum><text>The two most
			 common conditions for which payments were made under the Medicaid program in
			 2007 were pregnancy and childbirth (constituting 28 percent of such payments)
			 and newborns (constituting 26 percent of such payments), which together
			 accounted for 53 percent of hospital discharges billed to Medicaid.</text>
				</subparagraph><subparagraph id="H94E76444FCF4473EA42A44987C918BB3"><enum>(C)</enum><text>The two most
			 costly conditions for which payment was made under the Medicaid program in 2008
			 were <quote>mother’s pregnancy and delivery</quote> and care for <quote>newborn
			 infants</quote>, which together accounted for 26 percent of all Medicaid
			 expenditures.</text>
				</subparagraph></paragraph><paragraph id="HE233D0E3A40844B7A063C6FF48E69DF3"><enum>(6)</enum><text>Maternity care
			 facility charges vary significantly by setting and type of birth. Part of the
			 charge differentials between facilities are attributable to high overhead of
			 hospitals—</text>
				<subparagraph id="H60B5C92B08A64E24B05BCBA5A97E9B9F"><enum>(A)</enum><text>in 2008, the
			 average charge for a hospital cesarean birth with complications was $20,080,
			 and without complications was $14,900;</text>
				</subparagraph><subparagraph id="HA395BA8DA36F4B7E9FB10213D1808B3E"><enum>(B)</enum><text>in 2008, the
			 average charge for a hospital vaginal birth with complications was $11,410, and
			 without complications was $8,920; and</text>
				</subparagraph><subparagraph id="H228ACF6737C44D1D9DC25654FC8C5884"><enum>(C)</enum><text>in 2010, the
			 average charge for a birth center vaginal birth was $2,277.</text>
				</subparagraph></paragraph><paragraph id="H2D13E73309B0432BB0372959100AD2B6"><enum>(7)</enum><text>The
			 procedure-intensity of birth-related hospital stays also helps to explain the
			 high costs of such hospital stays. In 2008, 6 of the 10 most commonly performed
			 hospital procedures for all patients with all diagnoses involved childbirth and
			 newborn care. Cesarean section was the most common operating room
			 procedure.</text>
			</paragraph><paragraph id="H670B985C976E4524B1ACFBA36FEE88C7"><enum>(8)</enum><text>Two non-invasive
			 maternity practices, smoking cessation programs in pregnancy and external
			 version to turn breech babies at term, have strong proven correlation with
			 considerable improvement in outcomes with no detrimental side effects, but are
			 significantly underused in the United States. Other non-invasive practices
			 which are underused in current practice and may be associated with improved
			 outcomes include group model prenatal care, continuous labor support, and
			 non-supine positions for birth.</text>
			</paragraph><paragraph id="H336CEBFE939A4C3BB0C737AE7C4B058F"><enum>(9)</enum><text>The growing
			 shortage of maternity health care professionals and childbirth facilities is
			 creating a serious obstacle to timely and adequate maternity health care for
			 women, particularly in rural areas and the inner cities.</text>
			</paragraph><paragraph id="H55C519719E8B4552A6BE5A8AE61DA314"><enum>(10)</enum><text>There are
			 significant racial and ethnic disparities across the maternity care workforce
			 creating additional access barriers to culturally and linguistically competent
			 maternity services.</text>
			</paragraph></section><title id="H1B77B6EE11F04D08A79BDAC1F4EF6758"><enum>I</enum><header>HHS
			 Focus on the Promotion of Optimal Maternity Care</header>
			<section id="HF63B2D27FA6B462BA5FF009C67920F2B"><enum>101.</enum><header>Additional
			 focus area for the Office on Women’s Health</header><text display-inline="no-display-inline">Section 229(b) of the Public Health Service
			 Act (42 U.S.C. 237a(b)) is amended—</text>
				<paragraph id="H14F6A2E288F24F28A3788B3794C087F3"><enum>(1)</enum><text>in paragraph (6),
			 at the end, by striking <quote>and</quote>;</text>
				</paragraph><paragraph id="H5A056B8CF0CD4D1B873691D066931262"><enum>(2)</enum><text>in paragraph (7),
			 at the end, by striking the period and inserting <quote>; and</quote>;
			 and</text>
				</paragraph><paragraph id="H7020B79A6C674D75877E1FC3BDCF26D3"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H75EC692FBBEF4EA89BC6459B3D89F644" style="OLC">
						<paragraph id="H4737E65744A14C14BD18CB62733C8242"><enum>(8)</enum><text display-inline="yes-display-inline">facilitate policy makers, health system
				leaders and providers, consumers, and other stakeholders in their understanding
				optimal maternity care and support for the provision of such care, including
				the priorities of—</text>
							<subparagraph id="H4FCF8482A71846F19AD035BF603BB2C0"><enum>(A)</enum><text>protecting,
				promoting, and supporting the innate capacities of childbearing women and their
				newborns for childbirth, breast-feeding, and attachment;</text>
							</subparagraph><subparagraph id="H0F4E187E4B724271BB9046DFB5C5B615"><enum>(B)</enum><text>using obstetric
				interventions only when such interventions are supported by strong,
				high-quality evidence, and minimizing overuse of maternity practices that have
				been shown to have benefit in limited situations and that can expose women,
				infants, or both to risk of harm if used routinely and indiscriminately,
				including continuous electronic fetal monitoring, labor induction, epidural
				analgesia, primary cesarean section, and routine repeat cesarean birth;</text>
							</subparagraph><subparagraph id="H7457C68939BF493AAA7B42DA7B263CB4"><enum>(C)</enum><text>reliably providing
				beneficial practices with no or minimal evidence of harm that are underused,
				including smoking cessation programs in pregnancy, group model prenatal care,
				continuous labor support, non-supine positions for birth, and external version
				to turn breech babies at term;</text>
							</subparagraph><subparagraph id="HB0FE692D73864E2ABD18235369849C91"><enum>(D)</enum><text>a shared
				understanding of the qualifications of licensed providers of maternity care and
				the best evidence about the safety, satisfaction, outcomes, and costs of their
				care, and appropriate deployment of such caregivers within the maternity care
				workforce to address the needs of childbearing women and newborns and the
				growing shortage of maternity caregivers;</text>
							</subparagraph><subparagraph id="H5D7F4F34CBD74EEDBAED58643FA3194D"><enum>(E)</enum><text>a shared
				understanding of the results of the best available research comparing hospital,
				birth center, and planned home births, including information about each
				setting’s safety, satisfaction, outcomes, and costs; and</text>
							</subparagraph><subparagraph id="HB43E287361EF4DBD9C17CE6097F1EC53"><enum>(F)</enum><text>informed
				decisionmaking by childbearing
				women.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="HD798DA0F60B643CC90C3F9869A7990D3"><enum>102.</enum><header>Interagency
			 Coordinating Committee on the Promotion of Optimal Maternity Outcomes</header>
				<subsection id="HC831C7AD3F1A4D5EA38CF6678C1CA087"><enum>(a)</enum><header>In
			 general</header><text>Part B of title II of the Public Health Service Act is
			 amended by adding at the end the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="H9737D55339FD4E04910BBDCF66205F6D" style="OLC">
						<section id="HF553C009049947C8987BAF57E46BF0C1"><enum>229A.</enum><header>Interagency
				Coordinating Committee on the Promotion of Optimal Maternity Outcomes</header>
							<subsection id="HCD701B7F600846FFB01C5C6052A15282"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary of
				Health and Human Services, acting through the Deputy Assistant Secretary for
				Women’s Health under section 229 and in collaboration with the Federal
				officials specified in subsection (b), shall establish the Interagency
				Coordinating Committee on the Promotion of Optimal Maternity Outcomes (referred
				to in this subsection as the <term>ICCPOM</term>).</text>
							</subsection><subsection id="H937D6B16ABD74ACDA2758675FE74DA85"><enum>(b)</enum><header>Other
				agencies</header><text>The officials specified in this subsection are the
				Secretary of Labor, the Secretary of Defense, the Secretary of Veterans
				Affairs, the Surgeon General, the Director of the Centers for Disease Control
				and Prevention, the Administrator of the Health Resources and Services Agency,
				the Administrator of the Centers for Medicare &amp; Medicaid Services, the
				Director of the Indian Health Service, the Administrator of the Substance Abuse
				and Mental Health Services Administration, the Director of the National
				Institute on Child Health and Development, the Director of the Agency for
				Healthcare Research and Quality, the Assistant Secretary for Children and
				Families, the Deputy Assistant Secretary for Minority Health, the Director of
				the Office of Personnel Management, and such other Federal officials as the
				Secretary of Health and Human Services determines to be appropriate.</text>
							</subsection><subsection id="H65F3C0F696294CE2B05F1D49688249B6"><enum>(c)</enum><header>Chair</header><text display-inline="yes-display-inline">The Deputy Assistant Secretary for Women’s
				Health shall serve as the chair of the ICCPOM.</text>
							</subsection><subsection id="H6B54581DFF2248D2BD15E5F7AFB83999"><enum>(d)</enum><header>Duties</header><text>The
				ICCPOM shall guide policy and program development across the Federal Government
				with respect to promotion of optimal maternity care, provided, however, that
				nothing in this section shall be construed as transferring regulatory or
				program authority from an Agency to the Coordinating Committee.</text>
							</subsection><subsection id="HC90225F1B6E940C99BA9CEDEE3F4D82E"><enum>(e)</enum><header>Consultations</header><text>The
				ICCPOM shall actively seek the input of, and shall consult with, all
				appropriate and interested stakeholders, including State Health Departments,
				public health research and interest groups, foundations, childbearing women and
				their advocates, and maternity care professional associations and
				organizations, reflecting racially, ethnically, demographically, and
				geographically diverse communities.</text>
							</subsection><subsection id="H47977B1FB7AE48DF932FCE38DBFF9FE1"><enum>(f)</enum><header>Annual
				report</header>
								<paragraph id="H5EB7ABBBC4E247FDA36D40335E332FDA"><enum>(1)</enum><header>In
				general</header><text>The Secretary, on behalf of the ICCPOM, shall annually
				submit to Congress a report that summarizes—</text>
									<subparagraph id="HFE715FF5949C4A518012E8971A568CB7"><enum>(A)</enum><text>all programs and
				policies of Federal agencies (including the Medicare program under title XVIII
				of the Social Security Act and the Medicaid program under title XIX of such
				Act) designed to promote optimal maternity care, focusing particularly on
				programs and policies that support the adoption of evidence based maternity
				care, as defined by timely, scientifically sound systematic reviews;</text>
									</subparagraph><subparagraph id="HCB342F593432416FA9AC31E1F398967D"><enum>(B)</enum><text display-inline="yes-display-inline">all programs and policies of Federal
				agencies (including the Medicare program under title XVIII of the Social
				Security Act and the Medicaid program under title XIX of such Act) designed to
				address the problems of maternal mortality and infant mortality, prematurity,
				and low birth weight;</text>
									</subparagraph><subparagraph id="HD708ADF65FB74D638EA1DABB03D9BEC6"><enum>(C)</enum><text>the extent of
				progress in reducing maternal mortality and infant mortality, low birth weight,
				and prematurity at State and national levels; and</text>
									</subparagraph><subparagraph id="H73BAA39F26104D5C80BF841E0C0E017A"><enum>(D)</enum><text>such other
				information regarding optimal maternity care as the Secretary determines to be
				appropriate.</text>
									</subparagraph><continuation-text continuation-text-level="paragraph">The
				information specified in subparagraph (C) shall be included in each such report
				in a manner that disaggregates such information by race, ethnicity, and
				indigenous status in order to determine the extent of progress in reducing
				racial and ethnic disparities and disparities related to indigenous
				status.</continuation-text></paragraph><paragraph id="H1068F0CDB678424794BC697B3E774644"><enum>(2)</enum><header>Certain
				information</header><text>Each report under paragraph (1) shall include
				information (disaggregated by race, ethnicity, and indigenous status, as
				applicable) on the following rates and costs by State:</text>
									<subparagraph id="HD2034395D9D2427088867AF0539F35E7"><enum>(A)</enum><text>The rate of
				primary cesarean deliveries and repeat cesarean deliveries.</text>
									</subparagraph><subparagraph id="H5F0D05658ED14E0A8ABA7CAFCA23B512"><enum>(B)</enum><text>The rate of
				vaginal births after cesarean.</text>
									</subparagraph><subparagraph id="H22E29FD0EF244DAAAA29C1251D9A93D9"><enum>(C)</enum><text>The rate of
				vaginal breech births.</text>
									</subparagraph><subparagraph id="H57A5ABE082744A4590B419AE881A250D"><enum>(D)</enum><text>The rate of
				induction of labor.</text>
									</subparagraph><subparagraph id="H03DCD918EF8F45C2ACDF8398FB79F2F7"><enum>(E)</enum><text>The rate of
				birthing center births.</text>
									</subparagraph><subparagraph id="H50527AC1ADAF435687201D51EC82A8A4"><enum>(F)</enum><text>The rate of
				planned and unplanned home birth.</text>
									</subparagraph><subparagraph id="HE76B697887724372B5EE3DC1C8AA97C9"><enum>(G)</enum><text display-inline="yes-display-inline">The rate of attended births by provider,

				place of birth and provider of care, including—</text>

				vaginal birth;</text>

				using obstetric interventions when medically necessary and when supported by
				strong, high-quality evidence;</text>
								</subparagraph><subparagraph id="H46C4FA00089C40BA8D13527EC4DE2420"><enum>(C)</enum><text>highlights the
				widespread overuse of maternity practices that have been shown to have benefit
				when used appropriately in situations of medical necessity, but which can
				expose women, infants, or both to risk of harm if used routinely and
				indiscriminately, including continuous fetal monitoring, labor induction,
				epidural anesthesia, elective primary cesarean section, and repeat cesarean
				delivery;</text>
								</subparagraph><subparagraph id="H1F7A3D4B0AC141518DF8789E56BE62ED"><enum>(D)</enum><text display-inline="yes-display-inline">emphasizes the non-invasive maternity
				practices that have strong proven correlation or may be associated with
				considerable improvement in outcomes with no detrimental side effects, and are
				significantly underused in the United States, including smoking cessation
				programs in pregnancy, group model prenatal care, continuous labor support,
				non-supine positions for birth, and external version to turn breech babies at
				term;</text>
								</subparagraph><subparagraph id="H833647980AF64B6584F77C1818266487"><enum>(E)</enum><text display-inline="yes-display-inline">educates consumers about the qualifications
				of licensed providers of maternity care and the best evidence about their
				safety, satisfaction, outcomes, and costs;</text>
								</subparagraph><subparagraph id="H7D71EE4355164628BEF34F7DDAB8A027"><enum>(F)</enum><text display-inline="yes-display-inline">informs consumers about the best available
				research comparing birth center births, planned home births, and hospital
				births, including information about each setting’s safety, satisfaction,
				outcomes, and costs;</text>
								</subparagraph><subparagraph id="H49D8C9C54C9E4765BD376709F9E5288E"><enum>(G)</enum><text display-inline="yes-display-inline">fosters involvement in informed
				decisionmaking among childbirth consumers; and</text>
								</subparagraph><subparagraph id="HFAE0A4B56B4A49C8AF4B1F5AF017CFFB"><enum>(H)</enum><text display-inline="yes-display-inline">is pilot tested for consumer comprehension,
				cultural sensitivity, and acceptance of the messages across geographically,
				racially, ethnically, and linguistically diverse
				populations.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></section><section id="H371420C9001648D89FD92AB6E5CF46EB"><enum>104.</enum><header>Bibliographic
			 database of systematic reviews for care of childbearing women and
			 newborns</header>
				<subsection id="H2587A94F7A0347A3922A2C56A66C6499"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than
			 January 1, 2014, the Secretary of Health and Human Services, through the Agency
			 for Healthcare Research and Quality, shall—</text>
					<paragraph id="H3C7B281D0605479288D721F9FB97E902"><enum>(1)</enum><text>make publicly
			 available an online bibliographic database identifying systematic reviews,
			 including an explanation of the level and quality of evidence, for care of
			 childbearing women and newborns; and</text>
					</paragraph><paragraph id="H9CD8CA02FFF9482AB3C07A892EABF392"><enum>(2)</enum><text>initiate regular
			 updates that incorporate newly issued and updated systematic reviews.</text>
					</paragraph></subsection><subsection id="HD887A521A44A4302A9FF3ACAD36D9A55"><enum>(b)</enum><header>Sources</header><text>To
			 aim for a comprehensive inventory of systematic reviews relevant to maternal
			 and newborn care, the database shall identify reviews from diverse sources,
			 including—</text>
					<paragraph display-inline="no-display-inline" id="H90597C85F0B84B95895B9744298A3952"><enum>(1)</enum><text>scientific
			 peer-reviewed journals;</text>
					</paragraph><paragraph id="HCB1FA1964FC648429B0B2B4BAD285C50"><enum>(2)</enum><text>databases,
			 including Cochrane Database of Systematic Reviews, Clinical Evidence, and
			 Database of Abstracts of Reviews of Effects; and</text>
					</paragraph><paragraph id="H3BA68BC62C21476CBB2DA659709BEA48"><enum>(3)</enum><text>Internet Web sites
			 of agencies and organizations throughout the world that produce such systematic
			 reviews.</text>
					</paragraph></subsection><subsection id="H3DB35E1058414567A3EF1DCA057C55B3"><enum>(c)</enum><header>Features</header><text>The
			 database shall—</text>
					<paragraph id="H3B4B8E2A6CE841C4ABFB8F0B2AA93751"><enum>(1)</enum><text>provide
			 bibliographic citations for each record within the database;</text>
					</paragraph><paragraph id="H0AAE86509A8643619C95BEDDE17D8D4D"><enum>(2)</enum><text>include abstracts,
			 as available;</text>
					</paragraph><paragraph id="H9E62018C7BAE4359B5426AF6D8381072"><enum>(3)</enum><text>provide reference
			 to companion documents as may exist for each review, such as evidence tables
			 and guidelines or consumer educational materials developed from the
			 review;</text>
					</paragraph><paragraph id="H37DBA2ED891C4EF8B02A69FE51BA4D17"><enum>(4)</enum><text>provide links to
			 the source of the full review and to any companion documents;</text>
					</paragraph><paragraph id="HD2CEA619BF1140A0B4FC4AE5DC65ABA6"><enum>(5)</enum><text>provide links to
			 the source of a previous version or update of the review;</text>
					</paragraph><paragraph id="H83D2704120AA471C9ADEDDB23089EAEC"><enum>(6)</enum><text>be searchable by
			 intervention or other topic of the review, reported outcomes, author, title,
			 and source; and</text>
					</paragraph><paragraph id="HD64F64A7097946CA94003925F0B36EB1"><enum>(7)</enum><text>offer to users
			 periodic electronic notification of database updates relating to users’ topics
			 of interest.</text>
					</paragraph></subsection><subsection id="H1EC22AE57A2946E781F2A2A6D1139BE0"><enum>(d)</enum><header>Outreach</header><text display-inline="yes-display-inline">Not later than the first date the database
			 is made publicly available and periodically thereafter, the Secretary of Health
			 and Human Services shall publicize the availability, features, and uses of the
			 database under this section to the stakeholders described in subsection
			 (e).</text>
				</subsection><subsection id="H04979B452D414B49AF8EEA26E35D47A7"><enum>(e)</enum><header>Consultation</header><text>For
			 purposes of developing the database under this section and maintaining and
			 updating such database, the Secretary of Health and Human Services shall
			 convene and consult with an advisory committee composed of relevant
			 stakeholders, including—</text>
					<paragraph id="HB166F9723EB74E3A8F300C3AD45FA38D"><enum>(1)</enum><text>Federal Medicaid
			 administrators and State agencies administrating State plans under title XIX of
			 the Social Security Act pursuant to section 1902(a)(5) of such Act (42 U.S.C.
			 1396a(a)(5));</text>
					</paragraph><paragraph id="H7CA42FC8ACC74D128C3417C07D7F1E97"><enum>(2)</enum><text display-inline="yes-display-inline">providers of maternity and newborn care
			 from both academic and community-based settings, including
			 obstetrician-gynecologists, family physicians, midwives, physician assistants,
			 perinatal nurses, pediatricians, and nurse practitioners;</text>
					</paragraph><paragraph id="HDC273A3A049C4223973EC97439D7911E"><enum>(3)</enum><text>maternal-fetal
			 medicine specialists;</text>
					</paragraph><paragraph id="HBB8B602E235145058544CB546DEA8E5C"><enum>(4)</enum><text>neonatologists;</text>
					</paragraph><paragraph id="H77030938703C4077B3BBCA6936AD67FA"><enum>(5)</enum><text display-inline="yes-display-inline">childbearing women and their advocates
			 representing communities that are diverse in terms of race, ethnicity,
			 indigenous status, and geographic area;</text>
					</paragraph><paragraph id="H616FFA5FC0974B6194D54803887431AD"><enum>(6)</enum><text>employers and
			 purchasers;</text>
					</paragraph><paragraph id="HFCF4BBA5BFCB4933BA0B5F8B105CE3AB"><enum>(7)</enum><text>health facility
			 and system leaders, including both hospital and birth center facilities;</text>
					</paragraph><paragraph id="HD15C049904264665A8865E55BDC2CDC1"><enum>(8)</enum><text>journalists;
			 and</text>
					</paragraph><paragraph id="HB9ABAFA966F047E5977F623274B71AC3"><enum>(9)</enum><text>bibliographic
			 informatics specialists.</text>
					</paragraph></subsection><subsection id="H5B1A0490DCA0400A9BEA0DD1048BD6BD"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated $2,500,000
			 for each of the fiscal years 2012 through 2014 for the purpose of developing
			 the database and such sums as may be necessary for each subsequent fiscal year
			 for updating the database and providing outreach and notification to users, as
			 described in this section.</text>
				</subsection></section></title><title id="H9272812E7DEF4FD2A4D679597CE22BBE"><enum>II</enum><header>Research and data
			 collection on Maternity Care</header>
			<section id="H57F16F74630E45A8A69FE271A496209B"><enum>201.</enum><header>Maternity care
			 health professional shortage areas</header><text display-inline="no-display-inline">Section 332 of the Public Health Service Act
			 (42 U.S.C. 254e) is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HE538AC5D4FD046A3B631F6D5CECAD837" style="OLC">
					<subsection id="HA09B7997071A4381818F5A0644353014"><enum>(k)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H26618C8A339748E6B73D471A73BCD2A8"><enum>(1)</enum><text>The Secretary, acting
				through the Administrator of the Health Resources and Services Administration,
				shall designate maternity care health professional shortage areas in the
				States, publish a descriptive list of the area’s population groups, medical
				facilities, and other public facilities so designated, and at least annually
				review and, as necessary, revise such designations.</text>
						</paragraph><paragraph id="H5359ED8E054445ED81835608E3F5B208" indent="up1"><enum>(2)</enum><text>For purposes of paragraph (1), a
				complete descriptive list shall be published in the Federal Register not later
				than July 1 of 2012 and each subsequent year.</text>
						</paragraph><paragraph commented="no" id="HA591A2F543C5421C9DB758E5F7200AD4" indent="up1"><enum>(3)</enum><text>The provisions of subsections (b),
				(c), (e), (f), (g), (h), (i), and (j) (other than (j)(1)(B)) of this section
				shall apply to the designation of a maternity care health professional shortage
				area in a similar manner and extent as such provisions apply to the designation
				of health professional shortage areas, except in applying subsection (b)(3),
				the reference in such subsection to <term>physicians</term> shall be deemed to
				be a reference to <term>physicians, obstetricians, family practice physicians
				who practice full-scope maternity care, certified nurse-midwives, certified
				midwives, and certified professional midwives</term>.</text>
						</paragraph><paragraph id="H437242B1A39F470D9BAE4659BF68E509" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">For purposes of this subsection, the term
				<term>maternity care health professional shortage area</term> means—</text>
							<subparagraph id="H9BEBE0208A3549B79B19BDC41C404E46"><enum>(A)</enum><text>an area in an urban or rural area
				(which need not conform to the geographic boundaries of a political subdivision
				and which is a rational area for the delivery of health services) which the
				Secretary determines has a shortage of providers of maternity care health
				services, including obstetricians, family practice physicians who practice
				full-scope maternity care, certified nurse-midwives, certified midwives, and
				certified professional midwives, and shall also include urban or rural areas
				that have lost a significant number of local hospital labor and delivery
				units;</text>
							</subparagraph><subparagraph id="H2A128ECFC56B42C1B12547777A47B28D"><enum>(B)</enum><text display-inline="yes-display-inline">an
				area in an urban or rural area (which need not conform to the geographic
				boundaries of a political subdivision and which is a rational area for the
				delivery of health services) which the Secretary determines has a shortage of
				hospital or birth center labor and delivery units, or areas that lost a
				significant number of these units in during the 10-year period beginning with
				2000; or</text>
							</subparagraph><subparagraph id="HCCF60256F00D45E38294B79736C7A726"><enum>(C)</enum><text>a population group which the Secretary
				determines has such a shortage of providers or
				facilities.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H70C774FA24944B41901BF53EEDE0115E"><enum>202.</enum><header>Expansion of
			 CDC Prevention Research Centers program to include Centers on Optimal Maternity
			 Outcomes</header>
				<subsection id="H638AECC8BA0D4FD39A417E7C28A9B1C7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than one
			 year after the date of the enactment of this Act, the Secretary of Health and
			 Human Services, shall support the establishment of 2 additional Prevention
			 Research Centers under the Prevention Research Center Program administered by
			 the Centers for Disease Control and Prevention. Such additional centers shall
			 each be known as a Center for Excellence on Optimal Maternity Outcomes.</text>
				</subsection><subsection id="HA7A8812F4E55416589CF362739E1A2F8"><enum>(b)</enum><header>Research</header><text display-inline="yes-display-inline">Each Center for Excellence on Optimal
			 Maternity Outcomes shall—</text>
					<paragraph id="H88927FD096E64B499E737B0E388E1E00"><enum>(1)</enum><text display-inline="yes-display-inline">conduct at least one focused program of
			 research to improve maternity outcomes, including the reduction of cesarean
			 birth rates, elective inductions, prematurity rates, and low birth weight rates
			 within an underserved population that has a disproportionately large burden of
			 suboptimal maternity outcomes, including maternal mortality and morbidity,
			 infant mortality, prematurity, or low birth weight;</text>
					</paragraph><paragraph id="H2487456D040E44BA9A6731AFAEB4E0FA"><enum>(2)</enum><text>work with partners
			 on special interest projects, as specified by the Centers for Disease Control
			 and Prevention and other relevant agencies within the Department of Health and
			 Human Services, and on projects funded by other sources; and</text>
					</paragraph><paragraph id="HD35FEFB865564341B5AAF963FC86E892"><enum>(3)</enum><text display-inline="yes-display-inline">involve a minimum of two distinct birth
			 setting models, such as a hospital labor and delivery model and birth center
			 model; or a hospital labor and delivery model and planned home birth
			 model.</text>
					</paragraph></subsection><subsection id="H314DA4332F0B47DA988C32D3B4202618"><enum>(c)</enum><header>Interdisciplinary
			 providers</header><text>Each Center for Excellence on Optimal Maternity
			 Outcomes shall include the following interdisciplinary providers of maternity
			 care:</text>
					<paragraph id="H9D681E7CA4544E6C8BE653D928FFEE86"><enum>(1)</enum><text>Obstetrician-gynecologists.</text>
					</paragraph><paragraph id="H5064097DD5364EAC8E05656741C8EA18"><enum>(2)</enum><text>Certified nurse
			 midwives or certified midwives.</text>
					</paragraph><paragraph id="HDF17FCEA84344F33AE27496A5003FE7F"><enum>(3)</enum><text>At least two of
			 the following providers:</text>
						<subparagraph id="H075A52DA27D24804A1AF4758867EFA0D"><enum>(A)</enum><text>Family practice
			 physicians.</text>
						</subparagraph><subparagraph id="H3C1250D8506E4E68924542E29A684BDA"><enum>(B)</enum><text display-inline="yes-display-inline">Women’s health nurse practitioners.</text>
						</subparagraph><subparagraph id="H4555B8212F7049379E4D6DA25E6CAC7C"><enum>(C)</enum><text display-inline="yes-display-inline">Obstetrician-gynecologists physician
			 assistants.</text>
						</subparagraph><subparagraph id="H345383AD77A641BA843810A5BC477C10"><enum>(D)</enum><text>Certified
			 professional midwives.</text>
						</subparagraph></paragraph></subsection><subsection id="HB5BF60A7488D46C6A836F477EB665A57"><enum>(d)</enum><header>Services</header><text display-inline="yes-display-inline">Research conducted by each Center for
			 Excellence on Optimal Maternity Outcomes shall include at least 2 (and
			 preferably more) of the following supportive provider services:</text>
					<paragraph id="HEEDE20016F7F42F389455CFE6570741B"><enum>(1)</enum><text>Mental
			 health.</text>
					</paragraph><paragraph id="HC4578E1F9D5E42088EDF31D2B0C67DE3"><enum>(2)</enum><text>Doula labor
			 support.</text>
					</paragraph><paragraph id="H2D20467421974149AA84E628FE70415C"><enum>(3)</enum><text>Nutrition
			 education.</text>
					</paragraph><paragraph id="H4046D35D721C459789AFF9FC24965E4B"><enum>(4)</enum><text>Childbirth
			 education.</text>
					</paragraph><paragraph id="H6E31D567D3AF43AD973751E828993456"><enum>(5)</enum><text>Social
			 work.</text>
					</paragraph><paragraph id="HB6CE39A6869F4253B52DC0C1A4FB1CB8"><enum>(6)</enum><text>Physical therapy
			 or occupation therapy.</text>
					</paragraph><paragraph id="HC892D7824A53485F9692B55A96FA52CC"><enum>(7)</enum><text>Substance abuse
			 services.</text>
					</paragraph><paragraph id="H3B628196C23A47A4B61F6A27EB66294B"><enum>(8)</enum><text>Home
			 visiting.</text>
					</paragraph></subsection><subsection id="H558233AFB92C4CCBB47647F64E0735A3"><enum>(e)</enum><header>Coordination</header><text display-inline="yes-display-inline">The programs of research at each of the two
			 Centers of Excellence on Optimal Maternity Outcomes shall compliment and not
			 replicate the work of the other.</text>
				</subsection><subsection id="H41ADE31430E04903982A6B53CF3B6814"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $2,000,000 for each of the fiscal years 2012 through
			 2016.</text>
				</subsection></section><section id="H17AE69318D2F4D449929226C6C24784E"><enum>203.</enum><header>Expanding
			 models to be tested by Center for Medicare and Medicaid Innovation to include
			 maternity care models</header><text display-inline="no-display-inline">Section
			 1115A(b)(2)(B) of the Social Security Act (42 U.S.C. 1315a(b)(2)(B)) is amended
			 by adding at the end the following new clause:</text>

			 Geographically, Racially, and Ethnically Diverse Interdisciplinary Maternity
			 Workforce</header>
			<section id="H37E64E7F65B642588A1CCF6B6EB26D8F"><enum>301.</enum><header>Development of
			 interdisciplinary maternity care provider core curricula</header>
				<subsection id="HACF149AF3B6F4525B7F54A5EF0D31414"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 6
			 months after the date of the enactment of this Act, the Secretary of Health and
			 Human Services, acting in conjunction with the Administrator of Health
			 Resources and Services Administration, shall convene, for a 1-year period, a
			 Maternity Curriculum Commission to discuss and make recommendations for—</text>
					<paragraph id="HC9AB9DAB49B2415488A69B6FCBBCF96A"><enum>(1)</enum><text display-inline="yes-display-inline">a shared core maternity care curriculum
			 that takes into account the core competencies for basic midwifery practice as
			 developed by the American College of Nurse Midwives, and the educational
			 objectives in obstetrics and gynecology as determined by the Council on
			 Resident Education in Obstetrics and Gynecology;</text>
					</paragraph><paragraph id="H54D0DF3EA18344CCB52CD05238449DE5"><enum>(2)</enum><text>strategies to
			 integrate and coordinate education across maternity care disciplines, including
			 suggestions for multi-disciplinary use of the shared core curriculum;
			 and</text>
					</paragraph><paragraph id="HB7C5E7C08A814F2684F2AC7B7E4B01F6"><enum>(3)</enum><text display-inline="yes-display-inline">pilot demonstrations of interdisciplinary
			 educational models.</text>
					</paragraph></subsection><subsection id="H7C673AF17DAB4C7D8CC54E5A0C271125"><enum>(b)</enum><header>Participants</header><text display-inline="yes-display-inline">The Commission shall include maternity care
			 educators, curriculum developers, service leaders, certification leaders, and
			 accreditation leaders from the various professions that provide maternity care
			 in this country. Such professions shall include obstetrician-gynecologists,
			 certified nurse midwives, certified midwives, family practice physicians,
			 women’s health nurse practitioners, obstetrician-gynecologists physician
			 assistants, certified professional midwives, and perinatal nurses.</text>
				</subsection><subsection id="HECD205A9838F4B37A5449815F4CBA5BF"><enum>(c)</enum><header>Curriculum</header><text>The
			 shared core maternity care curriculum described in subsection (A) shall—</text>
					<paragraph id="HEC5431B00E03482DA3F27A1B6D809063"><enum>(1)</enum><text>have a public
			 health focus with a foundation in health promotion and disease
			 prevention;</text>
					</paragraph><paragraph id="HB9FC3A93E3014FD5BB91DB50650312B9"><enum>(2)</enum><text>foster physiologic
			 childbearing and patient and family centered care;</text>
					</paragraph><paragraph id="H76759B20DC5645E3B2574333DC78D9B6"><enum>(3)</enum><text>incorporate
			 strategies to reduce maternal mortality and infant mortality; and</text>
					</paragraph><paragraph id="H4A67D5166FF24ECBB68DE65EC96FB8C8"><enum>(4)</enum><text>include cultural
			 sensitivity and strategies to decrease disparities in maternity
			 outcomes.</text>
					</paragraph></subsection><subsection id="HDED654F5578B4A3FB32B1D0300FB3761"><enum>(d)</enum><header>Report</header><text>Not
			 later than 6 months after the final day of the summit, the Secretary of Health
			 and Human Services shall—</text>
					<paragraph id="HBE6E32FF1B26486EABA34AB57558C815"><enum>(1)</enum><text>submit to Congress
			 a report containing the recommendations made by the summit under this section;
			 and</text>
					</paragraph><paragraph id="H0E868B9E788C4584979982F772F2F581"><enum>(2)</enum><text>make such report
			 publicly available.</text>
					</paragraph></subsection><subsection id="H9DDB9A3427BC4C539BE655368A15F2E3"><enum>(e)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $1,000,000 for each of the fiscal years 2012 and 2013, and
			 such sums as are necessary for each of the fiscal years 2014 through
			 2016.</text>
				</subsection></section><section commented="no" id="H1C07E4DCF0A543A19A06703B224017D9"><enum>302.</enum><header>Interdisciplinary
			 training of medical students, residents, and student midwives in academic
			 health centers</header>
				<subsection commented="no" id="H3F85E8CDC3C94B3E800A7A92FC868C29"><enum>(a)</enum><header>Including within
			 inpatient hospital services under Medicare services furnished by certain
			 students, interns, and residents supervised by certified nurse
			 midwives</header><text>Section 1861(b) of the Social Security Act (42 U.S.C.
			 1395x(b)) is amended—</text>
					<paragraph commented="no" id="H1D594833972046C6A270B8B4123DE7E7"><enum>(1)</enum><text>in paragraph (6),
			 by striking <quote>; or</quote> and inserting <quote>, or in the case of
			 services in a hospital or osteopathic hospital by a student midwife or an
			 intern or resident-in-training under a teaching program previously described in
			 this paragraph who is in the field of obstetrics and gynecology, if such
			 student midwife, intern, or resident-in-training is supervised by a certified
			 nurse-midwife to the extent permitted under applicable State law and as may be
			 authorized by the hospital;</quote>;</text>
					</paragraph><paragraph commented="no" id="H8CD7866012E041F1B4C272DEBEB2A31D"><enum>(2)</enum><text>in paragraph (7),
			 by striking the period at the end and inserting <quote>; or</quote>; and</text>
					</paragraph><paragraph commented="no" id="H92EEE50ED1ED44E687BC38047789535A"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block id="HA927140351034BCAAA9B418BA2F72D57" style="OLC">
							<paragraph commented="no" id="H2D036110D7574AE88824E01BB307A8C2"><enum>(8)</enum><text>a certified
				nurse-midwife where the hospital has a teaching program approved as specified
				in paragraph (6), if (A) the hospital elects to receive any payment due under
				this title for reasonable costs of such services, and (B) all certified
				nurse-midwives in such hospital agree not to bill charges for professional
				services rendered in such hospital to individuals covered under the insurance
				program established by this
				title.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="HC6A26D3E03524359924218B973365C78"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by subsection (a) shall apply to
			 services furnished on or after the date of the enactment of this Act.</text>
				</subsection></section><section commented="no" id="HC940403D86414910AAFFD9677F19EA6C"><enum>303.</enum><header>Loan repayments
			 for maternal care professionals</header>
				<subsection commented="no" id="HF2450315762F41BCB17CA160E0E25B4B"><enum>(a)</enum><header>Purpose</header><text>It
			 is the purpose of this section to alleviate critical shortages of maternal care
			 professionals.</text>
				</subsection><subsection commented="no" id="H9B43C081DFEE485A90ECC97709B33457"><enum>(b)</enum><header>Loan
			 Repayments</header><text>The Secretary of Health and Human Services, acting
			 through the Administrator of the Health Resources and Services Administration,
			 shall establish a program of entering into contracts with eligible individuals
			 under which—</text>
					<paragraph commented="no" id="HE808189EA31C47C1986135B44F54A249"><enum>(1)</enum><text>the individual
			 agrees to serve full-time—</text>
						<subparagraph commented="no" id="H8C665D7AE5784C62BA0A69F2CDC95C3E"><enum>(A)</enum><text display-inline="yes-display-inline">as a physician in the field of obstetrics
			 and gynecology; as a certified nurse midwife, certified midwife or certified
			 professional midwife; or as a family practice physician who agrees to practice
			 full-scope maternity care; and</text>
						</subparagraph><subparagraph commented="no" id="H0C0DE9B26F23443780A4222DCD2A4535"><enum>(B)</enum><text>in an area that is
			 either a health professional shortage area (as designated under section 332 of
			 the Public Health Service Act) or a maternity care health professional shortage
			 area (as designated under subsection (k) of such section, as added by section
			 201 of this Act); and</text>
						</subparagraph></paragraph><paragraph commented="no" id="H3E6C4F07A58C4381A7F8DA2F83BDC9A9"><enum>(2)</enum><text>the Secretary
			 agrees to pay, for each year of such full-time service, not more than $50,000
			 of the principal and interest of the undergraduate or graduate educational
			 loans of the individual.</text>
					</paragraph></subsection><subsection commented="no" id="H39ECB15D285F4B95AD4310E87A485ABD"><enum>(c)</enum><header>Service
			 Requirement</header><text>A contract entered into under this section shall
			 allow the individual receiving the loan repayment to satisfy the service
			 requirement described in subsection (a)(1) through employment in a solo or
			 group practice, a clinic, a public or private nonprofit hospital, a
			 freestanding birth center, or any other appropriate health care entity.</text>
				</subsection><subsection commented="no" id="H22CE431489DC433F9890D0755E987391"><enum>(d)</enum><header>Application of
			 Certain Provisions</header><text>The provisions of subpart III of part D of
			 title III of the Public Health Service Act shall, except as inconsistent with
			 this section, apply to the program established in subsection (a) in the same
			 manner and to the same extent as such provisions apply to the National Health
			 Service Corps Scholarship Program established in such subpart.</text>
				</subsection><subsection commented="no" id="H98CE9B010B5A49F0A223B0BC27BECD8E"><enum>(e)</enum><header>Definition</header><text>In
			 this section, the term <term>eligible individual</term> means—</text>
					<paragraph commented="no" id="HE1CEE245482D436C9E8D62CBAB875A46"><enum>(1)</enum><text>a physician in the
			 field of obstetrics and gynecology; or</text>
					</paragraph><paragraph commented="no" id="H8288900FEC36471E8F5EFD30E95E3820"><enum>(2)</enum><text>a certified
			 nurse-midwife or certified midwife;</text>
					</paragraph><paragraph id="HD2337E3FA1DC40AD88D72672C3ADEB06"><enum>(3)</enum><text>a
			 family practice physician who practices full scope maternity care; or</text>
					</paragraph><paragraph id="H981D7D56A6E24BE4BABD94CABF6E8F2A"><enum>(4)</enum><text>a
			 certified professional midwife who has graduated from an accredited midwifery
			 education program.</text>
					</paragraph></subsection></section><section commented="no" id="H9F8C5BE84652402C8464A697819697D6"><enum>304.</enum><header>Grants to
			 professional organizations to increase diversity in maternity care
			 professionals</header>
				<subsection id="H32D797B54052485E8046473CFE79DC54"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Health and Human Services, through the Administrator of the Health Resources
			 and Services Administration, shall carry out a grant program under which the
			 Secretary may make to eligible health professional organizations—</text>
					<paragraph id="H2AADA39435B2481894455B32183A45DB"><enum>(1)</enum><text>for fiscal year
			 2012, planning grants described in subsection (b); and</text>
					</paragraph><paragraph id="H8578ABAF67E84B7492C17C93FB1821E4"><enum>(2)</enum><text>for the subsequent
			 4-year period, implementation grants described in subsection (c).</text>
					</paragraph></subsection><subsection id="H95FFB66B946C412A8E4CCB1A7A1AE920"><enum>(b)</enum><header>Planning
			 grants</header>
					<paragraph id="H1FC5C207D78348D180FA7A0B430C5AE0"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Planning grants
			 described in this subsection are grants for the following purposes:</text>
						<subparagraph id="H71065682D8FD492F9CE98EEDDE47001B"><enum>(A)</enum><text>To collect data
			 and identify any workforce disparities, with respect to a health profession, at
			 each of the following areas along the health professional continuum:</text>
							<clause id="HF14BB132753349329170C9047850B11A"><enum>(i)</enum><text>Pipeline
			 availability with respect to students at the high school and college or
			 university levels considering and working toward entrance in the
			 profession.</text>
							</clause><clause id="HC6BD37CBB8D94A03B78D3C35A7C397A0"><enum>(ii)</enum><text>Entrance into the
			 training program for the profession.</text>
							</clause><clause id="H95D1DD051CEB4867BA6D733BF8070795"><enum>(iii)</enum><text>Graduation from
			 such training program.</text>
							</clause><clause id="HBA356229B0A748319DA77D65BCFE172E"><enum>(iv)</enum><text>Entrance into
			 practice.</text>
							</clause><clause id="H30AC22820E404EB996DD99330C85CEA4"><enum>(v)</enum><text>Retention in
			 practice for more than a 5-year period.</text>
							</clause></subparagraph><subparagraph id="H523386E183114C3C944410F98B552E80"><enum>(B)</enum><text>To develop one or
			 more strategies to address the workforce disparities within the health
			 profession, as identified under (and in response to the findings pursuant to)
			 subparagraph (A).</text>
						</subparagraph></paragraph><paragraph id="H87FE2C71CD994599B787C21B42FFC06C"><enum>(2)</enum><header>Application</header><text>To
			 be eligible to receive a grant under this subsection, an eligible health
			 professional organization shall submit to the Secretary of Health and Human
			 Services an application in such form and manner and containing such information
			 as specified by the Secretary.</text>
					</paragraph><paragraph id="HE50E3D49296141B6BD446ADA4559FAF6"><enum>(3)</enum><header>Amount</header><text>Each
			 grant awarded under this subsection shall be for an amount not to exceed
			 $300,000.</text>
					</paragraph><paragraph id="H8021E444C2914ADE8054FA3CEA121013"><enum>(4)</enum><header>Report</header><text>Each
			 recipient of a grant under this subsection shall submit to the Secretary of
			 Health and Human Services a report containing—</text>
						<subparagraph id="HBCE43D176FA848F9BD09155315C6B687"><enum>(A)</enum><text>information on the
			 extent and distribution of workforce disparities identified through the grant;
			 and</text>
						</subparagraph><subparagraph id="HA9A73E08CBE0441AA4EFDD5088DE2092"><enum>(B)</enum><text>reasonable
			 objectives and strategies developed to address such disparities within a 5-,
			 10-, and 25-year period.</text>
						</subparagraph></paragraph></subsection><subsection id="H03244760D62D4BCE9BCC59E4E6F57765"><enum>(c)</enum><header>Implementation
			 grants</header>
					<paragraph id="H2D0D9C4C3DE94D6D9627C620CA48B1DA"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Implementation grants
			 described in this subsection are grants to implement one or more of the
			 strategies developed pursuant to a planning grant awarded under subsection
			 (b).</text>
					</paragraph><paragraph id="HD7EBF4A6C8284CF083D07B15156890C1"><enum>(2)</enum><header>Application</header><text display-inline="yes-display-inline">To be eligible to receive a grant under
			 this subsection, an eligible health professional organization shall submit to
			 the Secretary of Health and Human Services an application in such form and
			 manner as specified by the Secretary. Each such application shall contain
			 information on the capability of the organization to carry out a strategy
			 described in paragraph (1), involvement of partners or coalitions, plans for
			 developing sustainability of the efforts after the culmination of the grant
			 cycle, and any other information specified by the Secretary.</text>
					</paragraph><paragraph display-inline="no-display-inline" id="HF714B08D016144B99C37D0D2DB8F0523"><enum>(3)</enum><header>Amount</header><text>Each
			 grant awarded under this subsection shall be for an amount not to exceed
			 $500,000 each year during the 4-year period of the grant.</text>
					</paragraph><paragraph id="HAE0C240EAC8B460E8EBC47A198CA5B65"><enum>(4)</enum><header>Reports</header><text>For
			 each of the first 3 years for which an eligible health professional
			 organization is awarded a grant under this subsection, the organization shall
			 submit to the Secretary of Health and Human Services a report on the activities
			 carried out by such organization through the grant during such year and
			 objectives for the subsequent year. For the fourth year for which an eligible
			 health professional organization is awarded a grant under this subsection, the
			 organization shall submit to the Secretary a report that includes an analysis
			 of all the activities carried out by the organization through the grant and a
			 detailed plan for continuation of outreach efforts.</text>
					</paragraph></subsection><subsection id="HE688F07B3DE64297BEB66B5D81DEA57E"><enum>(d)</enum><header>Eligible health
			 professional organization defined</header><text display-inline="yes-display-inline">For purposes of this section, the term
			 <term>eligible health professional organization</term> means a professional
			 organization representing obstetrician-gynecologists, certified nurse midwives,
			 certified midwives, family practice physicians, women’s health nurse
			 practitioners, obstetrician-gynecologist physician assistants, or certified
			 professional midwives.</text>
				</subsection><subsection id="HFFE2D1B952CF41A880ACAF00579F6CE6"><enum>(e)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $2,000,000 for fiscal year 2012 and $3,000,000 for each of the
			 fiscal years 2013 through 2016.</text>
