		  of infant mortality pilot programs in standard metropolitan statistical areas
		  with high rates of infant mortality, and for other purposes.</official-title>

		<section id="H9AF33D060EE845929D3245E173034664" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Nationally Enhancing the Wellbeing of
			 Babies through Outreach and Research Now Act</short-title></quote> or the
			 <quote><short-title>NEWBORN
			 Act</short-title></quote>.</text>
		</section><section id="H4AE5D088DD9649E9A95371C3CFE4383C"><enum>2.</enum><header>Infant mortality
			 pilot programs</header><text display-inline="no-display-inline">Section 330H of
			 the Public Health Service Act (42 U.S.C. 254c–8) is amended—</text>
			<paragraph id="HDE574E797FDF4DF598FBDBCA7C4411BD"><enum>(1)</enum><text>by redesignating
			 subsection (e) as subsection (f);</text>
			</paragraph><paragraph id="H8A297E6075C8428FBF54D1927C83B260"><enum>(2)</enum><text>by inserting after
			 subsection (d) the following:</text>
				<quoted-block id="HBD0059B305FD48A88A3F98A9F5FD440E" style="OLC">
					<subsection id="H6662EF849BFC4440B35E1390EC6D8855"><enum>(e)</enum><header>Infant Mortality
				Pilot Programs</header>
						<paragraph id="H9FB574B5C3EB4695B8EB48F47842D784"><enum>(1)</enum><header>In
				general</header><text>The Secretary, acting through the Administrator, shall
				award grants to eligible entities to create, implement, and oversee infant
				mortality pilot programs.</text>
						</paragraph><paragraph id="H38AB4D5F49224257AE743FA372B37D70"><enum>(2)</enum><header>Period of a
				grant</header><text>The period of a grant under this subsection shall be 5
				consecutive fiscal years.</text>
						</paragraph><paragraph id="HA8940D54A85C4C95B7D45CB1992C19E6"><enum>(3)</enum><header>Preference</header><text>In
				awarding grants under this subsection, the Secretary shall give preference to
				eligible entities proposing to serve any of the 15 counties or groups of
				counties with the highest rates of infant mortality in the United States in the
				past 3 years.</text>
						</paragraph><paragraph id="H2B7EF8021A8846E9A4AB96997E28AA64"><enum>(4)</enum><header>Use of
				funds</header><text>Any infant mortality pilot program funded under this
				subsection may—</text>
							<subparagraph id="HFE4CD94A6EA9469EB67C607954FE987D"><enum>(A)</enum><text>include the
				development of a plan that identifies the individual needs of each community to
				be served and strategies to address those needs;</text>
							</subparagraph><subparagraph id="HB439AE810346460EA0FDF96C62D60F87"><enum>(B)</enum><text>provide outreach
				to at-risk mothers through programs deemed appropriate by the
				Administrator;</text>
							</subparagraph><subparagraph id="H78D93349BB7D41B1A64ABBC53324C937"><enum>(C)</enum><text>develop and
				implement standardized systems for improved access, utilization, and quality of
				social, educational, and clinical services to promote healthy pregnancies,
				full-term births, and healthy infancies delivered to women and their infants,
				such as—</text>
								<clause id="HCD53225F0D8E4026B42AAFE12CCB92F0"><enum>(i)</enum><text>counseling on
				infant care, feeding, and parenting;</text>
								</clause><clause id="HC979ED27EC7F4A2A88FB2A01C15938E5"><enum>(ii)</enum><text>postpartum
				care;</text>
								</clause><clause id="HCA67B223EFDB4D889AA34DDCA0309C8E"><enum>(iii)</enum><text>prevention of
				premature delivery; and</text>
								</clause><clause id="H65D94ECC2DEC43C1A99580AF238FE89E"><enum>(iv)</enum><text>additional
				counseling for at-risk mothers, including smoking cessation programs, drug
				treatment programs, alcohol treatment programs, nutrition and physical activity
				programs, postpartum depression and domestic violence programs, social and
				psychological services, dental care, and parenting programs;</text>
								</clause></subparagraph><subparagraph id="HBCDA2EB6279B4AAB904451AD7F5E88F7"><enum>(D)</enum><text>establish a rural
				outreach program to provide care to at-risk mothers in rural areas;</text>
							</subparagraph><subparagraph id="HA378EF7A2E9C489BA17867A968EE687F"><enum>(E)</enum><text>establish a
				regional public education campaign, including a campaign to—</text>
								<clause id="HC9C6375C91A447B0B0CFA16117EE054E"><enum>(i)</enum><text>prevent preterm
				births; and</text>
								</clause><clause id="H461A233335CD4C048579996904392C11"><enum>(ii)</enum><text>educate the
				public about infant mortality;</text>
								</clause></subparagraph><subparagraph id="H2FA65EF4D6FD4164B8BFE01A32E6AC91"><enum>(F)</enum><text>provide for any
				other activities, programs, or strategies as identified by the community plan;
				and</text>
							</subparagraph><subparagraph id="H5FF7E3BEFDD7457FB394027779E5E5D3"><enum>(G)</enum><text>coordinate efforts
				between—</text>
								<clause id="H9BE9CAB961C34CBE9CE6EA7CF90DB063"><enum>(i)</enum><text>the health
				department of each county or other eligible entity to be served through the
				infant mortality pilot program; and</text>
								</clause><clause id="H28A784B7D7064D9E875E5A1D9E7A6FDD"><enum>(ii)</enum><text>existing entities
				that work to reduce the rate of infant mortality within the area of any such
				county or other eligible entity.</text>
								</clause></subparagraph></paragraph><paragraph id="HD1E646DB66C143E5B4773A63E7BD2082"><enum>(5)</enum><header>Limitation</header><text>Of
				the funds received through a grant under this subsection for a fiscal year, an
				eligible entity shall not use more than 10 percent for program
				evaluation.</text>
						</paragraph><paragraph id="H488ADBEEC50A4879BCCAAD123B7C59BE"><enum>(6)</enum><header>Reports on pilot
				programs</header>
							<subparagraph id="H1123DD210C9A4790875482EEC42F2913"><enum>(A)</enum><header>In
				general</header><text>Not later than 1 year after receiving a grant, and
				annually thereafter for the duration of the grant period, each entity that
				receives a grant under paragraph (1) shall submit a report to the Secretary
				detailing its infant mortality pilot program.</text>
							</subparagraph><subparagraph id="HE320B4D72FA34127851FAE7333E8DD5E"><enum>(B)</enum><header>Contents of
				report</header><text>The reports required under subparagraph (A) shall include
				information such as the methodology of, and outcomes and statistics from, the
				grantee’s infant mortality pilot program.</text>
							</subparagraph><subparagraph id="H4939635AC5694812AC8C0A4A0F48AD29"><enum>(C)</enum><header>Evaluation</header><text>The
				Secretary shall use the reports required under subparagraph (A) to evaluate,
				and conduct statistical research on, infant mortality pilot programs funded
				through this subsection.</text>
							</subparagraph></paragraph><paragraph id="HEF26C2F29BD247C8A9B31C51205E76BF"><enum>(7)</enum><header>Definitions</header><text>For
				the purposes of this subsection:</text>
							<subparagraph id="HB5ECE1D7C32947B88A3E003AE34F70C6"><enum>(A)</enum><header>Administrator</header><text>The
				term <term>Administrator</term> means the Administrator of the Health Resources
				and Services Administration.</text>
							</subparagraph><subparagraph id="H02DF64350A4243E9AF8F3B584808F65E"><enum>(B)</enum><header>Eligible
				entity</header><text>The term <term>eligible entity</term> means a county,
				city, territorial, or tribal health department that has submitted a proposal to
				the Secretary that the Secretary deems likely to reduce infant mortality rates
				within the standard metropolitan statistical area involved.</text>
							</subparagraph><subparagraph id="H6F5E93B2C7B04BCB81C8CE565BCF9160"><enum>(C)</enum><header>Tribal</header><text>The
				term <term>tribal</term> refers to an Indian tribe, a Tribal organization, or
				an Urban Indian organization, as such terms are defined in section 4 of the
				<act-name>Indian Health Care Improvement
				Act</act-name>.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H6023F7F16F3D4EE5BC190F978B4AD225"><enum>(3)</enum><text>by amending
			 subsection (f), as so redesignated—</text>
				<subparagraph id="H55B630AB8D1E440CB78BEA325BFB9F97"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
					<clause id="H51817B3DE85041428E80E25FEAFC1B04"><enum>(i)</enum><text>by
			 amending the paragraph heading to read: <quote><header-in-text level="paragraph" style="OLC">Healthy Start
			 Initiative</header-in-text></quote>; and</text>
					</clause><clause id="H08A3D7BE54D34A5CA3BD75B1ACAEF40A"><enum>(ii)</enum><text>by
			 inserting after <quote>carrying out this section</quote> the following:
			 <quote>(other than subsection (e))</quote>;</text>
					</clause></subparagraph><subparagraph id="H5B0C2F6587CC4D1B97F193BDDDAAC70C"><enum>(B)</enum><text>by redesignating
			 paragraph (2) as paragraph (3);</text>
				</subparagraph><subparagraph id="H5F81609CFDA34301AC0E6190EF91D820"><enum>(C)</enum><text>by inserting after
			 paragraph (1) the following:</text>
					<quoted-block id="H114089C67C9B42CF954121A437FCA810" style="OLC">
						<paragraph id="HF15D18434D98496D8A0562AF58A6C091"><enum>(2)</enum><header>Infant mortality
				pilot programs</header><text>There is authorized to be appropriated $10,000,000
				for each of fiscal years 2012 through 2016 to carry out subsection (e). Amounts
				authorized by this paragraph to be appropriated to carry out subsection (e) are
				in addition to amounts authorized by paragraph (1) to be appropriated to carry
				out the Healthy Start Initiative under subsection
				(a).</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="H5F97E1FE024D4D589D5A1269506CCF48"><enum>(D)</enum><text>in paragraph
			 (3)(A), as so redesignated, by striking <quote>the program under this
			 section</quote> and inserting <quote>the program under subsection
			 (a)</quote>.</text>
