		<official-title>To amend titles 23 and 49, United States Code, to improve
		  the effectiveness of transportation programs on Federal lands and to provide
		  funding for park roads and parkways and the Paul S. Sarbanes Transit in Parks
		  Program, and for other purposes.</official-title>

		<section id="HEC99B0CA45AF495FA372D1D8A76CA0C0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Transportation Infrastructure Improvements on Federal Lands
			 Act of 2011</short-title></quote>.</text>
		</section><section id="HC853F41A19984D638095BD9D46B5051C"><enum>2.</enum><header>Federal lands
			 highways</header>
			<subsection id="HFF7C391C56254A8C8526B01E1464CC35"><enum>(a)</enum><header>Preventive
			 maintenance</header><text display-inline="yes-display-inline">Section 116(d) of
			 title 23, United States Code, is amended—</text>
				<paragraph id="H567F92AA570040538AB5261C51A299B5"><enum>(1)</enum><text>by inserting after
			 <quote>the State</quote> the following: <quote>or the appropriate Federal land
			 management agency</quote>; and</text>
				</paragraph><paragraph id="HF276883CFD514813ABEC398772DA1201"><enum>(2)</enum><text>by inserting after
			 <quote>a Federal-aid highway</quote> the following: <quote>or a Federal lands
			 highway</quote>.</text>
				</paragraph></subsection><subsection id="H93FF64D50052469B9958732964067984"><enum>(b)</enum><header>Use of
			 funds</header><text>Section 204(b)(1) of title 23, United States Code, is
			 amended—</text>
				<paragraph id="H27421DB78E5D43F791A8B47EC803D2AC"><enum>(1)</enum><text>in subparagraph
			 (A)—</text>
					<subparagraph id="H5B439CAA2F774BEBBB8AAA7FC1C181A5"><enum>(A)</enum><text>by inserting after
			 <quote>parkways,</quote> the following: <quote>trails that are principally for
			 transportation purposes,</quote>; and</text>
					</subparagraph><subparagraph id="H8D78B7D9C2514505959429A63937A0C8"><enum>(B)</enum><text>by striking
			 <quote>and</quote> at the end;</text>
					</subparagraph></paragraph><paragraph id="HBE82793A64A64CF490718320D21F6131"><enum>(2)</enum><text>in subparagraph
			 (B) by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
				</paragraph><paragraph id="H4B6D964248CC4096B6FDC3B2B37B8D2A"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HFB7DA86D90F64706ACE61F874F86DCAA" style="USC">
						<subparagraph id="H7927D0F9D0C0472BB53937AD21E39D5A"><enum>(C)</enum><text display-inline="yes-display-inline">maintenance of highways, roads, parkways,
				and trails that are principally for transportation purposes located on public
				lands, national parks, and Indian reservations (in accordance with the safety,
				bridge, and pavement management systems established under subsection (a)(6)),
				if the Secretary of the appropriate Federal land management agency demonstrates
				to the satisfaction of the Secretary that such maintenance will improve the
				asset management of such
				facilities.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HBB3149E67FFA4F868FDCBEFD418A41D8"><enum>(c)</enum><header>Funding</header><text>There
			 is authorized to be appropriated out of the Highway Trust Fund (other than the
			 Mass Transit Account) for park roads and parkways under section 204 of title
			 23, United States Code—</text>
				<paragraph id="HC38E46FCBAFD42749917918DA77F4741"><enum>(1)</enum><text>$500,000,000 for
			 fiscal year 2012;</text>
				</paragraph><paragraph id="HCE570270423440C9B8362A54FA444340"><enum>(2)</enum><text>$550,000,000 for
			 fiscal year 2013;</text>
				</paragraph><paragraph id="HA9F48F95255C4D63BE7E96B6A877B5EE"><enum>(3)</enum><text>$605,000,000 for
			 fiscal year 2014;</text>
				</paragraph><paragraph id="H6B357CC44FC44F7BA9949E1AF37BD4C8"><enum>(4)</enum><text>$665,000,000 for
			 fiscal year 2015;</text>
				</paragraph><paragraph id="HB41FCDCC8B174BFA9DBB112694C28E28"><enum>(5)</enum><text>$730,000,000 for
			 fiscal year 2016; and</text>
				</paragraph><paragraph id="HF78D0706E97B43EC9835448AB3DFB31C"><enum>(6)</enum><text>$800,000,000 for
			 fiscal year 2017.</text>
				</paragraph></subsection></section><section id="HC2B220F1E58E4550B77DCBBAA51C0329"><enum>3.</enum><header>High priority
			 projects program</header>
			<subsection id="H43F230FCDE4647E6BBBF91DA2AF8464A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 117(d) of
			 title 23, United States Code, is amended by inserting after
			 <quote>thereof;</quote> the following: <quote>except that the Federal share of
			 the cost of any portion of a project that is located on public lands or an
			 Indian reservation, or in a national park or wildlife refuge, shall be 100
			 percent and</quote>.</text>
			</subsection><subsection id="H4518DFB6E31B449A9FE5ADFAF904FFC1"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply to projects
			 authorized after the date of enactment of this Act.</text>
			</subsection></section><section id="H681C7E50AB024ECC9B2751650A30FB31"><enum>4.</enum><header>Alternative
			 transportation in parks and public lands</header>
			<subsection id="H7544CC4AAD1E4E939CF067D034745F16"><enum>(a)</enum><header>Qualified
			 project</header><text display-inline="yes-display-inline">Section 5320(c)(5) of
			 title 49, United States Code, is amended—</text>
				<paragraph id="H250C6ABF06F34BAE86AE764FFD1FD0EB"><enum>(1)</enum><text>in the matter
			 preceding subparagraph (A) by inserting after <quote>or capital project</quote>
			 the following: <quote>, or a project described in subparagraph
			 (H),</quote>;</text>
				</paragraph><paragraph id="H09770162BCCB4AEBBBF7514EEB2D6DF4"><enum>(2)</enum><text>in subparagraph
			 (E) by striking the <quote>or</quote> at the end;</text>
				</paragraph><paragraph id="H7BE243C11E8E4AC0BE68E4E6DC4AA669"><enum>(3)</enum><text>in subparagraph
			 (F) by striking the period at the end and inserting a semicolon; and</text>
				</paragraph><paragraph id="HCABFE348E7794882BF3D938B24AC57ED"><enum>(4)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H2043CB24BF5147BA943CC31113DAF2F4" style="USC">
						<subparagraph id="H034D7E8BDD674160A79929F442338E25"><enum>(G)</enum><text display-inline="yes-display-inline">is part of a comprehensive alternative
				transportation program designed to meet the transit needs of an eligible area
				and with respect to which implementation is expected to last more than one
				year; or</text>
						</subparagraph><subparagraph id="H0EF5702C8D9B4D37A7570DFC41C94A39"><enum>(H)</enum><text display-inline="yes-display-inline">involves financing the costs associated
				with operating fixed guideway projects and systems, buses and related
				equipment, and bus-related facilities for which assistance has been provided
				under section 5309(b).</text>
						</subparagraph><after-quoted-block>.
				</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HD75E1F60324D48C99CBFC210BD091C9E"><enum>(b)</enum><header>Authorizations</header>
				<paragraph id="H2CB488445A1740228890B160955AD2D9"><enum>(1)</enum><header>In
			 general</header><text>There shall be available from the Mass Transit Account of
			 the Highway Trust Fund to carry out section 5320—</text>
					<subparagraph id="H1C577B7189F44F78ADA4CDCD1770D34C"><enum>(A)</enum><text>$100,000,000 for
			 fiscal year 2012;</text>
					</subparagraph><subparagraph id="H8AB3CCEA19CC4092AE4EFD62AAF687B5"><enum>(B)</enum><text>$110,000,000 for
			 fiscal year 2013;</text>
					</subparagraph><subparagraph id="HBF3832D649D0456D854844CD5AF3F86F"><enum>(C)</enum><text>$121,000,000 for
			 fiscal year 2014;</text>
					</subparagraph><subparagraph id="H383944202A744CFB840675F073C0CE69"><enum>(D)</enum><text>$133,000,000 for
			 fiscal year 2015;</text>
					</subparagraph><subparagraph id="HBFA39BA78B294044A5038E85D353CBF1"><enum>(E)</enum><text>$146,000,000 for
			 fiscal year 2016; and</text>
					</subparagraph><subparagraph id="HD5BD91163C3445B0AD19ECD1B1E0D290"><enum>(F)</enum><text>$161,000,000 for
			 fiscal year 2017.</text>
					</subparagraph></paragraph><paragraph id="H8EB0F4423F9F433E96A1A39466440191"><enum>(2)</enum><header>Projects in
			 national parks</header><text>Of amounts made available to carry out section
			 5320 for each fiscal year specified under paragraph (1), not less than 60
			 percent of such amounts shall be for qualified projects in national
			 parks.</text>
				</paragraph><paragraph id="H736A4866DF2A4A81A1ADAE3414950B33"><enum>(3)</enum><header>Grants as
			 contractual obligations</header><text display-inline="yes-display-inline">Amounts made available from the Mass
			 Transit Account of the Highway Trust Fund pursuant to this section shall be
			 treated as having been made available pursuant to section 5338 of title 49,
			 United States Code, for purposes of subsection (f) of that section.</text>
				</paragraph></subsection></section></legis-body>
