		<official-title>To amend title 5, United States Code, to require that the
		  Office of Personnel Management submit an annual report to Congress relating to
		  the use of official time by Federal employees.</official-title>

		<section id="H130342E3F557403DB7179DFFF1AB94B2" section-type="section-one"><enum>1.</enum><header>Reporting
			 requirement</header>
			<subsection id="HF5DE03A2A8D64B8480449FBF050C47F3"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 7131 of title
			 5, United States Code, is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HD0D4EC5473D648D5BC2EBF5A58334BBE" style="USC">
					<subsection id="H28B284243CF141E58FB3869D9AF228F1"><enum>(e)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H7C868C005A974A8FA93D37F012480CFA"><enum>(1)</enum><text>Not later than March 31
				of each calendar year, the Office of Personnel Management, in consultation with
				the Office of Management and Budget, shall submit to each House of Congress a
				report on the operation of this section during the fiscal year last ending
				before the start of such calendar year.</text>
						</paragraph><paragraph id="HDEE4AF2EF69D4024A64C7ED16415B229" indent="up1"><enum>(2)</enum><text>Each report under this subsection
				shall include, with respect to the fiscal year described in paragraph (1), at
				least the following information:</text>
							<subparagraph id="H915FD68739334B4680EEB404D82053D4"><enum>(A)</enum><text>The total amount of official time
				granted to employees.</text>
							</subparagraph><subparagraph id="H77537EFF1E0A44938F0549C0F7B0A40F"><enum>(B)</enum><text>The average obtained by
				dividing—</text>
								<clause id="HCA9430C966F04517BE3B84007F298724"><enum>(i)</enum><text>the number described in
				subparagraph (A), by</text>
								</clause><clause id="HA2D5EE26323A4A95B6AC68D56661885B"><enum>(ii)</enum><text>the total number of employees in
				an appropriate unit represented by an exclusive representative.</text>
								</clause></subparagraph><subparagraph id="H5BBEA89716634581BCF3F9B657244698"><enum>(C)</enum><text>The specific types of activities or
				purposes for which official time was granted.</text>
							</subparagraph><subparagraph id="HDE634246F1E247348851FCB1E19205E3"><enum>(D)</enum><text>The total number of employees to whom
				official time was granted.</text>
							</subparagraph><subparagraph id="H006FBE3342874263B70FC8F68F1FF758"><enum>(E)</enum><text>The total dollar amount paid to
				employees, in the form of salaries or basic pay, while they were engaged in
				activities for which they were granted official time.</text>
							</subparagraph><subparagraph id="HD677ADF553984039858A7F1F9C440226"><enum>(F)</enum><text>The fair market value of any office
				space, furnishings, equipment, or supplies provided by the Government in
				connection with activities for which employees were granted official
				time.</text>
							</subparagraph></paragraph><paragraph id="HEBD4E2F264BD4AB489DCA34F6D44D130" indent="up1"><enum>(3)</enum><text>All information included in a report
				under this subsection—</text>
							<subparagraph id="H3CBA1B4C6A004431859CB4C94B4CA005"><enum>(A)</enum><text>shall be shown both agency-by-agency
				and for all agencies; and</text>
							</subparagraph><subparagraph id="H6F78D3C7D97D46D597BE90FA8A22AB5D"><enum>(B)</enum><text>shall be accompanied by the
				corresponding information for the fiscal year before the fiscal year described
				in paragraph (1), together with appropriate comparisons and analyses.</text>
							</subparagraph></paragraph><paragraph id="H7AA26FB797FC46E6B4CBF1D2793F84F2" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">For purposes of this subsection, the term
				<term>official time</term> means any period of time, regardless of agency
				nomenclature—</text>
							<subparagraph id="H22BDBC5495A5423E871236F1F62CB2D5"><enum>(A)</enum><text>which may be granted to an employee
				under this chapter (including a collective bargaining agreement entered into
				under this chapter) to perform representational or consultative functions;
				and</text>
							</subparagraph><subparagraph id="HD9592C2AE6A944218381550826C612A5"><enum>(B)</enum><text>during which the employee would
				otherwise be in a duty
				status.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H809868726EBA424DB293395FB834706F"><enum>(b)</enum><header>Applicability</header><text>The
			 amendment made by subsection (a) shall be effective beginning with the report
			 which, under the provisions of such amendment, is first due at least 6 months
			 after the date of the enactment of this Act.</text>
