<official-title display="yes">To authorize the presentation of a United States flag on behalf of Federal civilian employees who die of injuries incurred in connection with their employment.</official-title>

<section id="HE6C039FFEEB24FBCB9BF88FAC85141FB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Civilian Service Recognition Act of 2011</short-title></quote>.</text> </section> 
<section id="H647C34E7298242A99D42A880098F93A8"><enum>2.</enum><header>Presentation of United States flag on behalf of Federal civilian employees who die of injuries incurred in connection with their employment</header> 
<subsection id="H91E119F65DAF4D95984EA29EA8D9E7D8"><enum>(a)</enum><header>Presentation authorized</header><text>Upon receipt of a request under subsection (b), the head of an executive agency may give a flag of the United States for an individual who—</text> 
<paragraph id="H1A79D2A807F1489BB41BE34844842D12"><enum>(1)</enum><text>was an employee of the agency; and</text></paragraph> 
<paragraph id="H173E9123ED4C4A25814B457C941B7F96"><enum>(2)</enum><text>dies of injuries incurred in connection with such individual’s employment with the Federal Government, suffered as a result of a criminal act, an act of terrorism, a natural disaster, or other circumstance as determined by the President.</text></paragraph></subsection> 
<subsection id="HE2DACE61EECD47D887EFA54F8AF6688B"><enum>(b)</enum><header>Request for flag</header><text>The head of an executive agency may furnish a flag for a deceased employee described in subsection (a) upon the request of—</text> 
<paragraph id="HC3BAEC3C33C14CFD89221E771C3AB93E"><enum>(1)</enum><text>the employee’s widow or widower, child, sibling, or parent; or</text></paragraph> 
<paragraph id="H7683FD2B8DFE4B36B501574190758CD3"><enum>(2)</enum><text>if no request is received from an individual described in paragraph (1), an individual other than the next of kin as determined by the Director of the Office of Personnel Management.</text></paragraph></subsection> 
<subsection id="H651D6032668A420AB3A76C3B33DF902C"><enum>(c)</enum><header>Classified information</header><text>The head of an executive agency may disclose information necessary to show that a deceased individual is an employee described in subsection (a) to the extent that such information is not classified and to the extent that such disclosure does not endanger the national security of the United States.</text></subsection> 
<subsection id="HDCC9235AB5504CE2ACCCDD812A50B9BC"><enum>(d)</enum><header>Employee notification of flag benefit</header><text>The head of an executive agency shall provide appropriate notice to employees of the agency of the flag benefit provided for under this section.</text></subsection> 
<subsection id="H2901A536E6434033BC10E8FD239361B9"><enum>(e)</enum><header>Regulations</header><text>The Director of the Office of Personnel Management, in coordination with the Secretary of Defense and the Secretary of Homeland Security, may prescribe regulations to implement this section. Any such regulations shall provide for the head of an executive agency to consider the conditions and circumstances surrounding the death of an employee and nature of the service of the employee.</text></subsection> 
<subsection id="HEA9B227624D945AABD16AD378AE69FCD"><enum>(f)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H3AA569A2A9524967BA6A622CB0E8F638"><enum>(1)</enum><header>Employee</header><text>The term <quote>employee</quote> has the meaning given that term in section 2105 of title 5, United States Code, and includes an officer or employee of the United States Postal Service or of the Postal Regulatory Commission.</text></paragraph> 
<paragraph id="H9DE17103C70D40CEAFBBE6560FAB2712"><enum>(2)</enum><header>Executive agency</header><text>The term <quote>executive agency</quote> has the meaning given that term in section 105 of title 5, United States Code, and includes the United States Postal Service and the Postal Regulatory Commission.</text></paragraph> </subsection></section>
