		<section id="H53BA7690964E4C418C3A1775E99ECEF0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Expediting Agriculture Through Science
			 Act</short-title></quote> or <quote><short-title>EATS
			 Act</short-title></quote>.</text>
		</section><section id="H4C7822E8303E45D4B8F426AFB08C0676" section-type="subsequent-section"><enum>2.</enum><header>Timeline for approval
			 of petitions for removal of plant pests from regulation</header><text display-inline="no-display-inline">Section 411(c) of the Plant Protection Act
			 (7 U.S.C. 7711(c)) is amended—</text>
			<paragraph id="H5E620A986110452697A8F9701ADEC35C"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2), by inserting <quote>,
			 including biotechnology products</quote> before <quote>from</quote>;</text>
			</paragraph><paragraph id="HD09C79E0CE4542669B8FDB61E0D9D2D5"><enum>(2)</enum><text display-inline="yes-display-inline">by striking paragraph (3) and inserting the
			 following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HCC575AE36F904AE69228C5331A385E91" style="OLC">
					<paragraph id="H9DE26A01CBE54D4E98E9EADF98D77A87"><enum>(3)</enum><header>Response to
				Petition by the Secretary</header>
						<subparagraph id="HB986FC9C5657448FB8B064B2486974CC"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">In the case of a
				petition submitted under paragraph (2), the Secretary shall determine, based on
				sound science, whether to approve such petition not later than 180 days after
				the date on which the Secretary receives such petition. The Secretary may
				extend the period for such determination for two periods of 30 days each, if
				the Secretary notifies the petitioner of each extension of the determination
				period.</text>
						</subparagraph><subparagraph id="H4B2DB9D815124D79A74A7A2647635DF6"><enum>(B)</enum><header>Notification</header><text>The
				notification described in subparagraph (A) shall be in the form of a letter
				from the Secretary or a designee of the Secretary and shall include the name
				and title of each person processing the petition, the specific reason for the
				delay in the determination, and a specific date on which a determination is
				expected.</text>
						</subparagraph><subparagraph id="HDB039E8E0DD94FEFB89D6B8656C6A746"><enum>(C)</enum><header>Denials</header><text>For
				each petition the Secretary denies, the Secretary shall provide the
				petitioner—</text>
							<clause id="H6181D932B604480AB8F3EE51BD3F4D76"><enum>(i)</enum><text>written, clear,
				and comprehensive reasons why the petition was denied and detailed information
				concerning any deficiencies in the petition; and</text>
							</clause><clause id="HA739EA23C00E43A7B0A77530FCE5369C"><enum>(ii)</enum><text>an opportunity to
				remedy any such deficiencies.</text>
							</clause></subparagraph><subparagraph id="H05D7206893054EE89FAD2D01D196914F"><enum>(D)</enum><header>Deemed
				Approved</header><text>If the Secretary has not made a determination to approve
				a petition by the end of the 240-day period beginning on the date the Secretary
				received such petition, the petition shall be deemed approved.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
